Abstract

A conceptual framework is proposed for integrating recent research on the use of substantive policy analysis in public policy making into a more general model of policy making over time periods of a decade or more. It focuses on policy subsystems -- the interaction of actors from different institutions interested in a policy area -- & the belief systems of advocacy coalitions within them, viewing these as the critical vehicle for understanding the role of policy analysis in policy-oriented learning & the subsequent effect of such learning on changes in governmental programs. 1 Table, 2 Figures, 170 References.
