Abstract

This article analyses the sort of mechanisms that structure the process of negotiation & decision-making of the European Union (EU). In order to do so, we present & test three models of negotiation that outline distinct explanatory mechanisms. In order to test these models, we use empirical data about the EU negotiation & decision-making processes. The data set used contains the analysis of 28 Commission legislative proposals related to the negotiation process & 66 legislative proposals related to the decision-making process. The analysis shows that both the negotiation & the decision-making processes are better understood in terms of political compromises & exchanges among actors. Tables, Figures, References.
