Abstract

RESEARCH INTO THE CAUSES OF INNOVATION ADOPTION HAS DEVELOPED A BODY OF HYPOTHESES WHICH APPEAR TO CONTAIN CONTRADICTORY ELEMENTS. THIS STUDY OF A SCHOOL DISTRICT CONSOLIDATION PROGRAM, SUGGESTS THAT A NUMBER OF EXISTING EXPLANATIONS ARE RELEVANT TO THE INNOVATION ADOPTION PROCESS, INDICATING CONDITIONS WHICH LOOSEN THE CONSTRAINTS OF ROUTINE DECISIONS OR ECONOMIC DETERMINISM.
