Abstract

The French referendum of 24 Sept 2000, which reduced the presidential term from 7 to 5 years, is analyzed through the "referendum triangle" model, an approach that combines the referendum initiative, its object, & the conjuncture in which it was centered. Comparison with other initiatives of the Fifth Republic demonstrates the unique nature of referendum. Emphasized are its peaceful unfolding & its consensual nature, which led both to a huge majority of voters approving the referendum & a huge number of French abstaining from voting. 4 Graphs, 1 Appendix.
