This chapter reflects on the influence that the economic crisis of 2007-2008 had in Spain's environmental policy by looking at policy change in four areas: climate change, renewable energy, energy efficiency and biodiversity. It is part of a book where similar analysis for other European countries is undertaken. The Spanish case is unique due to its inherent structural problems. ; The economic crisis has had a profound effect upon Spanish environmental policy. The government abandoned its once praised support schemes and instead adopted measures that penalise the development of renewable energy. This chapter provides an in-depth investigation of environmental policy implementation since the crisis, focusing on renewables, biodiversity, energy efficiency, and climate change. These four policy areas are compared in order to outline differences in policy approaches and the possibility of differentiated influential factors for policy change. The chapter identifies structural barriers as the main cause of recent policy reversals. Political preferences and decentralisation of the Spanish government system emerge as central explanatory variables for environmental policy implementation and change. The chapter also looks ahead into the possible future development of environmental policy in Spain. Governmental instability may mitigate against future investment, exacerbating existing problems of poor environmental policy integration, and a lack of civil society engagement with the environment.

Der hier in Auszügen zugängliche Band dokumentiert eine Tagung des Exzellenzclusters "Religion und Politik" über Klagepsalmen vom Sommer 2015, bei der Psalmenspezialisten aus dem deutschsprachigen Raum und den USA zusammenkamen. Die Tagung und der Band sind auch ein Ergebnis einer Kooperation zwischen der Baylor University (Waco, Texas) und der Universität Münster. In der Psalmenexegese ist es im Blick auf die Methoden und Fragestellungen in den vergangenen Jahrzehnten zu einem Paradigmenwechsel gekommen, der bei der Auslegung von Klagepsalmen besonders deutlich wird. Beispiele für eine veränderte Schwerpunktsetzung, der die Beiträge Rechnung tragen, sind Forschungsfragen nach anthropologischen Eigenheiten der Klagepsalmen, nach der Rolle von Gewalt, Armut oder Vergänglichkeit in ihren rhetorischen Konzepten, nach ethischen Implikationen, nach ihrem je individuellen Profil als poetische theologische Literatur, aber auch nach ihrer Funktion in der Komposition des Psalmenbuchs.

Zielsetzung: Überall in der Welt sieht der dominante Diskurs "Finanzbildung" als notwendig und ausreichend an, um das Wohl Einzelner und der Gesellschaft zu verbessern.Erkenntnisse: In diesem Essay wird argumentiert, dass Finanzbildung weder notwendig noch ausreichend ist und dass die Förderung der Finanzbildung ein abwegiger Ansatz ist, um unzureichende Finanzierung von Renten, Überschuldung, Finanzkrisen und andere soziale Missstände in den Griff zu bekommen, wie es Regierungen und Pädagog_innen von dieser Maßnahme erhofft haben. Stattdessen wird hier angeregt, das Ziel von Finanzbildung darin zu sehen, finanzinformierte Bürger_innen heranzuziehen, die die Fähigkeit zum bürgerschaftlichen Engagement besitzen, das eine von den Bürger_innen bestimmte Wirtschaftspolitik und Finanzregulierung hervorbringen kann.

Artikel ini menjelaskan tentang pengaruh dari perhatian dunia internasional – diwakili oleh Amerika Serikat – terhadap kebijakan Indonesia merespon terorisme di era reformasi. Dua aspek utama dalam kontra-terorisme menjadi pembatas dari perhatian internasional ini, yaitu aspek efektivitas kontra-terorisme dan aspek kepatuhan kepada nilai-nilai Hak Asasi Manusia (HAM). Karena kebutuhannya untuk melakukan sekuritisasi terhadap isu terorisme terjadi pada era demokrasi, pemerintah Indonesia harus mengadopsi nilai-nilai HAM dalam meyakini public dan dunia internasional. Tetapi penggunaan nilai HAM tidak dilakukan untuk memastikan terjaganya pemenuhan HAM, melainkan untuk menjustifikasikan tindakan-tindakan eksepsional dalam kontra-terorisme. Selanjutnya kerjasama dengan Amerika Serikat memfasilitasi terjadinya penguatan kapabilitas koersif kontra-terorisme dalam wujud lembaga criminal justice system yang berkapasitas khusus dalam bidang ini. Ketiadaan tekanan untuk secara serius mempertimbangkan perlindungan HAM dalam kontra-terorisme merupakan salah satu contributor dari rendahnya manifestasi institusional dari kontra-terorisme Indonesia yang ditandai dengan ketiadaan dokumen formal yang secara eksplisit mengartikulasikan strategi (tujuan, ukuran pencapaian dan instrument) kontra-terorisme sehingga kebijakan kontra-terorisme Indonesia pun absen akan evaluasi. Sementara itu bantuan langsung kepada kepolisian dan militer Indonesia juga membuat pemerintah – eksekutif maupun legislative – memberikan otoritas eksepsional kepada aparat keamanan tanpa mekanisme akuntabilitas dalam pelaksanaannya.

Abstract
Spearheaded by pan-Africanists around the beginning of the twentieth century, the pan-African movement hosted a series of Pan-African congresses. Though the main objectives of the First Pan-African Congresses were to fight against the colonisation of Africa and the oppression of black people, the messages behind pan-Africanism have evolved over time. The central theme behind these Congresses, however, is to reiterate calls that African unity is the most potent force in combating the malignant forces of neocolonialism and entrenching Africa's place in the global hierarchy. These calls have clamoured for the solidarity of Africans both on the continent and in the diaspora through associated paradigms such as 'Afrocentrism', 'postcolonialism', 'African indigenous knowledge systems' and 'African solutions to African problems'. Despite this, contemporary societies are characterised by the encroachment of Westernisation, which has become synonymous to globalisation. This article reassesses the relevance of the pan-African discourse within the context of the contemporary world.

Why do energy-hungry states nevertheless choose not to compete over energy resources? Contrary to the initial expectations of scholars and analysts, major changes in global energy supply have sometimes failed to spark "great games." This paper presents an explanation for variation in competition, arguing that shifts involving energy touch off competition only when they affect political power between rivals in specific ways, when they do not result in beneficial effects that outweigh concerns about power, and when the cost of competition is bearable. After clarifying the concept of power in the energy issue area, the article applies this explanation to US decisions during four major post-Cold War developments in oil or natural gas, illustrating why American decision-makers chose to engage in competition with Russia or China in only half of these instances. The article concludes with implications for US grand strategy.
