The initial professional language training of future specialists in the sphere of International Relations includes enriching the vocabulary through learning the terms of physical and political geography. The study of specific terminology is the task of a foreign language integrated learning course, within the framework of which students can obtain knowledge of both the naming (foreign language) and the substantive (subjective) aspects of the profile conceptual apparatus. To implement the integrated language course, the present study used a comprehensive approach and a method of a three-step lesson. These methods allowed the use of an individualized approach to deal with significant volumes of vocabulary, its semantic and grammatical features.

In this paper, we estimate the impact of enforcing the Convention on Cybercrime (COC) on deterring distributed denial of service (DDOS) attacks. Our data set comprises a sample of real, random spoof-source DDOS attacks recorded in 106 countries in 177 days in the period 2004-2008. We find that enforcing the COC decreases DDOS attacks by at least 11.8 percent, but a similar deterrence effect does not exist if the enforcing countries make a reservation on international cooperation. We also find evidence of network and displacement effects in COC enforcement. Our findings imply attackers in cyberspace are rational, motivated by economic incentives, and strategic in choosing attack targets. We draw related implications.

In diesem Buch wird der Frage nach Gestaltungsmöglichkeiten und Einflussfaktoren auf das Gelingen des gemeinsamen Unterrichts nachgegangen, indem der Blick speziell auf die Bedürfnisse von Kindern und Jugendlichen mit Körperbehinderung gerichtet wird. Die Anpassung des Schulsystems scheint hier besonders einfach durch eine rollstuhlgerechte Gestaltung möglich zu sein, jedoch deuten die vorhandenen empirischen Arbeiten auf einen umfassenden Anpassungsbedarf hin, der über architektonische Veränderungen hinausgeht und Aspekte der Kooperation mit Schulbegleitern, Eltern und Therapeuten, den Einsatz von Hilfsmittel sowie Veränderungen der Lehrerrolle betrifft. Mit der vorliegenden Arbeit werden erstmals die Befunde von mehr als 80 wissenschaftlichen Studien der letzten 40 Jahre aus dem In- und Ausland zusammengetragen und systematisch mit Blick auf schülerbezogene Entwicklungen und Erfahrungen im persönlichen, sozialen, leistungsbezogenen und rehabilitativen Bereich beschrieben sowie Anpassungen der Schul- und Unterrichtsorganisation dargestellt. Auch werden praxisnahe Empfehlungen abgeleitet, wie effektiver gemeinsamer Unterricht für Schülerinnen und Schüler mit Körperbehinderung gestaltet werden kann. (DIPF/Orig.)

Adverse early experiences of adopted children tend to entail emotional deprivation, which may have impaired their attachment relationships. Using an adaptation of a projective test specifically devised to assess attachment in teenagers, the relational histories of 70 Spanish adolescent international adoptees were explored and compared to non-adopted peers. A significant association between insecure attachment and difficulties with internal representation of parental figures (birth and adoptive) appeared in young adoptees with adverse pre-placement care and late adoption. With knowledge of internal attachment's working models, professionals can improve their understanding of the adopted adolescent and go beyond mere classification of attachment patterns.

Sur la base des écrits portant sur les critères de succès des projets de développement international, cet article présente un cas de coopération entre le Maroc et le Canada portant sur l'implantation de projets d'institutionnalisation de l'égalité entre les sexes au sein de l'administration publique marocaine. En fonction d'une triangulation de données et à partir d'un cadre d'analyse sur les facteurs de succès des projets de développement international, cette étude de cas illustre le succès mitigé du projet. Bien que les éléments de succès des projets du FAES II volet 1 se traduisent par l'implication des parties prenantes dans la mise en œuvre du projet, la constitution d'une expertise locale et la production de stratégies et d'outils pour l'institutionnalisation, cette étude fait ressortir des obstacles importants à l'institutionnalisation. Ceux-ci concernent principalement la difficulté d'impliquer les parties prenantes dans tout le cycle de vie du projet, le fonctionnement boiteux des structures de gouvernance des projets et l'appropriation difficile des projets conçus dans une logique de gestion axée sur les résultats et selon des modèles propres au bailleur de fonds. Ce cas permet d'alimenter une réflexion critique sur les différents enjeux et défis en matière de gestion de projets de développement international et de dresser quelques pistes de recherche. Remarques à l'intention des praticiens Cet article présente un cas d'implantation de projets d'institutionnalisation de l'égalité entre les sexes dans l'administration publique marocaine appuyée par la coopération canadienne. Bien que le succès exige l'implication des parties prenantes, la constitution d'une expertise locale et la production d'outils pour l'institutionnalisation, ce cas montre des obstacles importants à l'institutionnalisation, comme la difficulté d'impliquer les parties prenantes dans le projet, le fonctionnement mitigé des structures de gouvernance et l'appropriation difficile des projets conçus selon des modèles propres au bailleur de fonds. On y voit aussi les limites de la gestion axée sur les résultats et les conséquences qu'elle peut entraîner.

We provide an overview of the field of information and communication technologies for development (ICTD). This field is concerned with how information and communication technologies can be used to support poor and marginalized people in social, political and economic spheres. Through referring to seminal authors in ICT4D and its sub-fields, human–computer interaction for development (HCI4D) and participatory design for development (PD4D), we articulate the main themes, debates and challenges presented in this field. We conclude by arguing that communication challenges must be solved before technological ones: impact and success in ICT4D rely first and foremost on having a common and mutual understanding of needs, values and perspectives, which will determine whether and which technologies are needed.

AbstractThis article offers the first detailed history of the norm of treaty publication as it has evolved over the last century. Drawing on both public debates and archives of foreign ministries, it traces how, and why, secret treaties have persisted, even in liberal democracies. It challenges assumptions of ever-greater transparency over time, and complicates the associations made—by interwar reformers and international lawyers today—between the norm of treaty publication and ideals of legality in the international order.

The success of any initiative to combat the wide-ranging effects of organized crime depends on a thorough understanding of its geographical, historical and political aspects.
