Large cities in the world confront an interesting dilemma: more democracy and therefore fragmentation of their governments into small agencies, or better performance in an integrated world system of cities and therefore better co-ordination of government functions. Fragmentation or co-ordination? 'Relevance of Metropolitan Government' explores this dilemma through a detailed study of two cities in Latin America: Caracas in Venezuela, and Monterrey in Mexico. The book also introduces a method to evaluate co-ordination arrangements and gives recommendations to deal with the double question of democracy and performance faced by cities in an integrated world. In the first chapters the book sets up a theoretical framework to discuss issues of metropolitan government in the case studies Caracas and Monterrey. Chapter 2 deals with the insertion of the study within the contemporary debates about metropolitan government and metropolitan governance. In this chapter the choice for the analysis methods and the case studies is made clear. Chapter 3 deals with the specific profiles of Caracas and Monterrey, which are presented as representative cases of capital cities and export cities in Latin America. Chapter 4 through 7 review the co-ordination levels of a pair of metropolitan functions (physical planning and urban public transport) in these cities. This part of the study is based on empirical data, ranging form interviews and document analysis made in place in these Latin American cities. Chapter 4 and 5 are dedicated to Caracas and chapters 6 and 7 to Monterrey. On chapter 8 conclusions of the study are drawn in regard to the basic statements and research made of the first part of the book. The main findings are, the existence and resilience of good co-ordination efforts in both of the case studies, the need for more political support for metropolitan government implementation and the existence of sensible bottlenecks—mainly political—in the establishment or progress of government reform.

This research work is based on intensive qualitative analysis towards the development of an e-Government platform for Nigeria a developing country in the West Africa sub-region. The case studies were carried out in some developed and developing countries that are useful and relevant to Nigeria e-Government. Having carefully reviewed the case studies, I observed that South Korea, United Kingdom and United States of America are using e-Government facilities to a considerable extent. Other countries such as China, Malaysia, Australia, India, and Ireland are still developing. The aim is to develop e-Government models for Nigeria by examining existing models used in Western countries and analysing those models which will help to solve some security issues, prevent corruption and save cost. This research led to the development of six e-Government models which led to the final Proposed Unified Nigeria e-Government Framework (see chapter 8, Figure 8.7) below. This Framework is to enhance the implementation and the adoption of e-Government at all levels.

The perceptions of primary school teachers towards inclusive education was investigated in mainstream government schools of Islamabad capital territory where inclusive education was being supported by Sight savers and other international organizations. The study was carried out involving 54 teachers in six randomly selected primary schools. The sampled group comprised both, teachers trained in inclusive education and teachers working in same schools, but not trained in inclusive education. Purposive sampling method was used to select the teachers. Structured questionnaire (Likert Scale) and structured interview method was used for data collection. The results of the study revealed that inclusive education is considered to be a desirable practice. The teachers believed that all learners regardless of their disabilities should be in regular classrooms and they showed more favorable attitude towards children with mild disabilities, but were not very optimistic about children with severe disabilities. The study also recognized teachers' capacity as an essential component of inclusive education and recommends that inclusive education should be a part of pre and in-service teacher education.

USING DIFFERENT VARIABLES AND APPROACHES, POLITICAL SCIENTISTS AND ECONOMISTS HAVE TRIED TO EXPLAIN LOCAL EXPENDITURE. IN THIS ARTICLE, A SIMULTANEOUS EQUATION MODEL IS DEVELOPED THAT COMBINES BOTH POLITICAL AND ECONOMIC THEORY. THE GENERAL ARGUMENT IS THAT THE SIMULTANEOUS EQUATION MODEL MOST REALISTICALLY REPRESENTS THE DECISIONPROCESS IN LOCAL GOVERNMENT AUTHORITIES.

Available evidence marshalled by Useem suggests that natural science, social science, and art have been directly subsidized by the government for quite different reasons. He suggests that the long-term impact of this patronage is to reshape culture production to more nearly fit the needs of government.

ABSTRACTThis paper examines the effect of federal government grants on state fiscal decisions. The study presents a disaggregated analysis of state government that allows for the precise measurement of important fiscal effects. State government is modeled as maximizing a social welfare function defined over government expenditures and taxes. The positive theory of grant response is tested and confirmed. The results indicate that matching grants stimulate government expenditures more than nonmatching grants. The results also suggest that federal grant cutbacks will lead to reductions in state expenditures for all key programs but that the composition of this change will depend on the nature of the federal cutbacks.
