Pour les uns, la nation, pour d´autres la religion ou la classe »Amin Maalouf : « Les Identités meurtriéres »En el día de ayer, miércoles 19 de agosto, más de 95 personas murieron y cientos resultaron heridas en un ataque masivo con explosivos en el centro de Bagdad. El atentado terrorista es el más importante desde el mes de junio, cuando las fuerzas norteamericanas comenzaron a delegar parte de la seguridad en las tropas iraquíes. La prensa internacional interpreta el atentado como un nuevo desafío a los invasores norteamericanos y, por la fecha, como una forma de "recordar" el atentado que, 6 años atrás, arrasara a la misión de las Naciones Unidas en esa misma capital.En días inmediatamente previos al evento de ayer, y en clara referencia a las elecciones a realizarse en Afganistán, los talibanes afganos realizaron una serie de ataques terroristas que causaron decenas de muertes en Kabul y otros centros poblados, a los efectos de amedrentar a la población e impedir que ésta concurra a votar. Dada la cercanía del acto electoral es altamente factible que este artículo no llegue a reseñar los últimos atentados que, muy probablemente, habrán de tener lugar en las próximas horas en ese país.El 14 de agosto, milicianos del grupo Hamas -(hasta ese día, conjuntamente con Hizbollah, la fracción más radical y fundamentalista que se opone a la no tan moderada Autoridad Palestina, heredera de Al Fatah)- hubieron de invadir por la fuerza, en la Franja de Gaza, una mezquita que había sido tomada por el grupo de los "Guerreros de Dios" causado la muerte de 6 personas e hiriendo a más de una docena. Éstos serían seguidores de Abdel Latif Moussa, lugarteniente, a su vez, de Abu Noor al-Maqdisi. El grupo y estos personajes no son demasiado conocidos, al menos en estas latitudes, pero lo poco que se sabe es que su "programa" se opone al de Hamas por entender que este último grupo es demasiado "liberal" y que es necesario hacer reinar la "ley de Dios" en el territorio de Gaza.Quien se apresurase a interpretar que esta sucesión de acontecimientos estrictamente demenciales pertenecen exclusivamente a acciones llevadas a cabo por grupos radicales islámicos, se equivocaría de manera rotunda.Si seguimos solamente las recientes hazañas del grupo ETA, encontraremos que realizó tres atentados el día 10 de agosto en Palma de Mallorca, precedidos de atentados el 8 de agosto, el 30 de julio y el 19 de junio, respectivamente, para no remontarnos más lejos en el tiempo. Es pertinente señalar que ETA, es algo menos indiscriminada: trata de matar solamente policías y militares. Las bajas civiles que causa son daños colaterales.ETA no tiene nada que ver con el Islam, no opera en un país privado de libertades, ni en una sociedad pobre: todo lo contrario. Opera en uno de los países más ricos del mundo, poseedor de una sociedad altamente liberal y políticamente dirigida por un gobierno socialista. Es más: España es un país que ha desarrollado una sorprendente institucionalidad, especialmente orientada a contemplar a las distintas autonomías que históricamente conformaron su unidad nacional.En este breve resumen, hemos dejado de lado, conscientemente, la reseña de atentados realizados, en los últimos dos meses, en México, Pakistán, la India, Sudán y todo el continente africano, así como en extremo Oriente o en Norte o Latinoamérica. Aunque menos publicitados, seguramente guardan proporción con los que agitan al mundo islámico ya que por lo menos sabemos que, en México, hay anualmente un número de muertes igual o superior a las que se constatan en Irak En realidad, en la actualidad internacional de hoy resulta prácticamente imposible reseñar con exactitud el número de atentados, más o menos indiscriminados, que se llevan a cabo diariamente en el mundo "en defensa" de algún elementoidentitario. Y cuando decimos "identitario", es necesario entender el término, tanto en su sentido fuerte o tradicional (referido a identidades religiosas, étnicas, lingüísticas, nacionales, ideológicas, tribales, etc.) como en un nuevo sentido que refiere a "identidades" de nuevo tipo como aquellas que generan las "maras", las "familias mafiosas" de narcos, las sectas de todo tipo, la "narco-guerrilla", etc.La frase de Amin Maalouf, con la que iniciamos este editorial, corre el riesgo de no ser totalmente exacta para reflejar el mundo de hoy. Habría que modificarla y, trayéndola al presente, iniciarla diciendo: "Particularmente en nuestra época, se encuentra gente….". Lo que parece haberse extendido de manera incontrolable es el proceso de reducción de los infinitos rasgos de pertenencia, que contiene y comporta toda la necesaria complejidad de las identidades individuales o grupales, a un solo rasgo, a una sola pertenencia predominante y exclusiva. Esa reducción de la identidad a un solo rasgo de pertenencia es la forma misma de "la deshumanización".Así, el joven afgano recién salido de la "madrasa" coránica dispuesto a sacrificar su vida en un atentado, es capaz de hacerlo, porque ha perdido sus rasgos de afgano, de hijo, de hermano, de amigo, y de hombre: él es "El Islam" y nada más. El campesino colombiano reclutado, quizás a la fuerza, por las FARC hace 30 años, que está dejando su vida en secuestros de personas inocentes, es capaz de hacerlo porque ya no es ni colombiano, ni campesino, ni esposo, ni hombre: él es "El Combatiente" y nada más. El migrante salvadoreño incorporado en su "mara"tampoco es más salvadoreño, hijo, esposo y padre de familia, trabajador carpintero u hombre: el es "La Mara" y nada más y, en su nombre, cometerá todos los crímenes y dejará su vida sin dudarlo. No creamos que los ejemplos pertenecen sólo a países lejanos. Hasta el hincha de fútbol que, en una refriega momentánea, es capaz de asesinar a un partidario de otro equipo, funciona como asesino sólo porque, siquiera momentáneamente, logra despojarse de todos sus rasgos humanos de pertenencia y transformarse, por un instante, en "El Hincha" y nada más.Los ejemplos pueden ser más o menos felices, pero son infinitos. Como procesos aislados, individuales, o parcialmente grupales y relativamente momentáneos, siempre han existido. También procesos similares hubieron de verse, a gran escala, a la sombra de los grandes totalitarismos del siglo XX.Pero las sociedades contemporáneas parecen comenzar a marcar una diferencia. La diferencia radica en que, en determinadas circunstancias políticas, sociales y culturales que tienden a hacerse cada vez más extendidas, estos procesos de esquematización de la identidad que conlleva el establecimiento de identidades unilaterales y la consecuente "deshumanización" de los individuos aparecen como cada vez más sistemáticos, generalizados, promovidos y voluntariamente organizados en las más diversas regiones del planeta. Una urgente reflexión sobre la cuestión de la violencia en las sociedades contemporáneas no puede ignorar esta dimensión de la cuestión.

Las esperanzas de democratización de los años ochenta y principios de los noventa en América del Sur fueron parte de un espíritu liberal y democrático que se extendió por todo el mundo. Chile, Argentina, Uruguay, Bolivia, Paraguay, Perú, Ecuador y Brasil sumaron sus esfuerzos por construir democracias sólidas en estas latitudes, así como los países de Europa del este hicieron lo propio luego de décadas de dictaduras comunistas. Procesos electorales exitosos se llegaron a consolidar también en Centroamérica, que terminaron con años de guerras civiles – Nicaragua, El Salvador, etc. -. En África y Asia también soplaron vientos democráticos que en algunos casos fueron cruelmente abortados – Argelia, por ejemplo – y en otros abrieron tiempos nuevos – África del Sur, por ejemplo- . Se multiplicó la literatura especializada en sociología y ciencia política sobre las transiciones democráticas, y en América del Sur los grandes debates giraron en torno a las condiciones de desarrollo de la democracia, la gobernabilidad, y sus vinculaciones con el crecimiento económico.Veinte años más tarde, nuestra región enfrenta vicisitudes distintas. El primer paso para el fortalecimiento de la democracia parece claramente consolidado hoy en día: no hay país de América del Sur que no concurra a elecciones periódicas de sus gobernantes.La necesaria legitimidad de origen, es decir, la que otorga el pueblo al momento de votar, es reconocida por propios y extraños. Crisis institucionales tan severas como la de 2001 en Argentina o la de estos últimos dos años en Bolivia no se han concluido por golpes de Estado militares, como previsiblemente habría ocurrido a lo largo del siglo XX en situaciones similares en ambos países – y en tantos otros de la región –. Sin embargo, el sistema democrático no es solamente votar en elecciones periódicas. La democracia liberal se forja sobre bases de pluralismo – elección de autoridades entre varias opciones políticas -, respeto de libertades individuales, respeto por el Estado de derecho y posibilidades de control ciudadano sobre las políticas de gobierno que, definitivamente, están mayoritariamente ausentes del panorama regional. Lejos de profundizar la democracia en un sentido de perfeccionamiento de la arquitectura institucional y de desarrollo de prácticas acordes a esta mayor exigencia, América del Sur concentra sus esfuerzos en torno a problemáticas añejas. Su retórica habla de socialismo, vientos de guerra, carrera armamentista y preocupaciones militares, imperialismo o sueños de integración con faraónicos proyectos de infraestructura regionales. Una excepción es clara: Brasil, al menos desde la exitosa alternancia en el poder que significó la elección presidencial de Lula en 2002, está empeñado en transitar un camino propio que lo tiene como legítimo interlocutor de las principales potencias mundiales en la construcción del nuevo orden internacional.Pero, de forma general, América del Sur no avanza exitosamente en mejorar las bases democráticas en el ejercicio del gobierno. Existe hoy en día una aceptación clara de la legitimidad de origen de los gobernantes – el voto popular -, pero se falla gravemente con relación a la necesaria legitimidad de ejercicio de esos gobernantes, que lejos están de ajustarse al imperio de la ley de forma sistemática. En este sentido, hay mecanismos y lógicas que funcionan mal en Sudamérica. A modo de imperfecto inventario: independencia del poder judicial; control efectivo del poder legislativo sobre el accionar del ejecutivo; consolidación de un entramado de instituciones de regulación con independencia técnica, fines específicos definidos y legitimidad democrática indirecta – banco central, controles de constitucionalidad, controles del mundo audiovisual, etc. –; rendición de cuentas efectiva de la gestión de los gobernantes a la ciudadanía. La mayoría de los países sudamericanos han enfrentado en estos años, además, proyectos de reforma constitucional – en algunos casos aprobados – que buscaron instaurar una reelección presidencial que, en nuestro subcontinente, responde a lógicas de acumulación de poder bien distintas a la reelección presidencial que se verifica en la envidiablemente equilibrada constitución de Estados Unidos. Responde, en síntesis, a lógicas políticas e institucionales no democráticas porque van contra la imprescindible división de poderes.El panorama es otro en las regiones que, como la nuestra, accedieron en los años ochenta a una mayor democratización. Se debaten allí otros temas. Ni España, Portugal o Grecia, que profundizaron sus democracias en los ochenta; ni Polonia, Hungría, Turquía, Corea del Sur, África del Sur o Finlandia, por ejemplo, para quienes el mundo cambió luego de 1989, ponen en tela de juicio las virtudes de la democracia representativa y liberal como ocurre en Sudamérica. Por supuesto, los caminos de perfeccionamiento institucional y efectiva realización democrática son distintos en cada caso. Por supuesto, el grado de desarrollo económico también lo es. Pero a ninguna de sus élites con capacidad y voluntad de conducir los destinos nacionales se les ocurre cuestionar el principio de la democracia representativa liberal y su necesaria conjugación a la luz de las legitimidades de origen y de ejercicio del gobierno. Todas ellas, en mayor o menor grado, se ocupan de perfeccionar sus sistemas democráticos desde la aceptación de la mayor complejidad de la actuación de gobierno en tiempos de globalización económica. Los problemas a atender son, por ejemplo, cómo compatibilizar el mayor protagonismo del saber técnico en el poder político, con la necesaria legitimidad democrática del gobierno. O cómo modernizar la base legal para seguir protegiendo las libertades individuales en tiempos de revolución tecnológica y de comunicaciones. O, en los casos húngaro, polaco y turco, cómo adaptar las legislaciones nacionales y las prácticas institucionales a los designios de mayor democratización que impone la Unión Europea.Desde los países centrales, y los no tan centrales, echar un vistazo hacia nuestro subcontinente alcanza para concluir, con una sonrisa comprensiva hacia nuestra pintoresca situación, que vivimos folclóricamente en tiempos pasados. La imagen de Chávez, cuando atina a entregar, reivindicativo, un ejemplar de "Las venas abiertas de América Latina" de los años setenta al presidente Obama en abril pasado, lo resume todo. Y la respuesta de Obama, que apuesta a construir futuro y no a discutir pasado, da cuenta, con elegancia y sencillez, del divorcio entre la sensibilidad democrática moderna y la sudamericana.En este esquema, pagan justos por pecadores. La devaluación de la calidad democrática regional complica a dos países relativamente pequeños y comparativamente más democráticos: Uruguay y Chile (y Costa Rica en Centroamérica). Los dos se perjudican de la visión generalizadora que se tiene de nuestro tan peculiar como rezagado subcontinente, en materia de construcción y ejercicio democráticos.La apertura al mundo desde la individualidad, dejando de lado al subcontinente, ha sido la apuesta de Chile en estos veinte años para avanzar en su desarrollo y tratar de diferenciarse del embarazoso continente sub- democrático. En su momento, algo no muy distinto hizo Uruguay, cuando se quiso identificar como la Suiza de América, y buscó en el mismo movimiento, separarse de las tribulaciones suramericanas. En todo caso, es claro que el espejo de la mejora de la calidad democrática, tanto para Chile como para Uruguay, no se encuentra en Sudamérica. 2007/2008 ; In the controversial debate in Italy regarding, on one hand, the possibility/impossibility of migrants' integration and, on the other, the complexity of the integration process, most scientific works focus either on the legal aspects in a merely juridical or economic perspective or on the integration of the more "disadvantaged" migrants in a sheer perspective of human rights defence. This dissertation focuses on an aspect which has been completely neglected until now, that is the study of the integration process of migrants from a privileged point of view, that of the skilled migrant women in Italy. The goal of the research consists in analysing the integration strategies and policies of the migrants in Italy with a special attention to the case of the intellectual or skilled migrant women in order to find out which are the immigration policies that facilitate migrant's full integration in the Italian society and the strategies the skilled migrant women develop to reach a high level of integration. The hypothesis is that intellectual or highly skilled migrant women do not follow "traditional" strategies to integrate into the Italian society, but they go beyond the learning of the hosting country's language and the learning of cultural habits through the achievement of a deeper awareness which allows them to overcome the daily problems in order to participate in cultural and social activities at a high level. This dissertation argues "strong" and "weak" immigration policies and strategies developed by intellectual or skilled migrant women living in Italy in order to be integrated in the hosting society. "Weak" or "traditional" strategies of integration of migrant women concern women's access to the labour market in the domestic related services, caring for the elderly and the ill or as housewives who have followed their husbands in Italy through family reunifications. These "traditional" or "weak" strategies are on one hand an outcome of the image of migrant women widespread in the mass media and public opinion and on the other the result of restrictive immigration policies. The image of migrant women is the one which associates them to the fact of being vulnerable, victims of sexual exploitation, unqualified and submissive. Consequently, "weak" immigration policies mostly reveal the image of unskilled migrant women or women who are victims of exploitation strengthening only the points regarding the protection of migrant women who have been victims of smuggling and sexual exploitation and also aiming at the regularization of the domestic workers. Italian immigration policy system does not propose any "strong" integration policy regarding skilled migrant women who reside in Italy. This research expects to find that there are immigrant women who do not correspond to the image of dependent women and develop their own strategies of integration within the Italian society. In fact, "strong" integration strategies developed by skilled or intellectual migrant women are able to overcome the "weak" strategies of integration which see migrant women as a mere labour force within the domestic service world. These "strong" strategies include not only the learning of the Italian language and cultural habits but also and above all the achievement of deep cultural, civic and political awareness which allows them to participate in the cultural and social activities at a high level in the Italian society. Therefore, this dissertation is divided into three main parts concerning gender migration in an international context, immigration policies and gender strategies of integration in Italy and the involvement of skilled migrant women in the cultural, literary, business and scientific life in the Italian society. The first chapter aims at the analysis of the main aspects concerning international migrations in general and gender migrations in particular. This chapter is divided into four main sections. The first two sections focus on migration as a global phenomenon and theories regarding this issue. The third section discusses the international legislation concerning migrants in order to highlight the complexity of the different types of migration and the defence of the rights of the weakest. The fourth section compares examples of existing immigration policies in different countries, stressing on the classical immigration countries like the United States of America, Canada and on some new immigration countries in Europe. The aim of the second chapter is to analyse the main aspects concerning immigration and in particular gender immigration policies and strategies in Italy. This chapter is divided into three main sections. The first section focuses on the Italian migrations from a theoretical and historical point of view, taking into consideration both aspects of emigration and immigration. The second section highlights the different policies adopted by Italian governments in order to control and face immigration flows from the nineteenth century onwards with a particular attention to the policies which are gender related. The third section argues the different strategies of integration, the "traditional" or "weak" strategies, concerning migrant women who reach Italy in order to highlight the complexity of the different levels of integration and settlement. The third chapter focuses on the integration strategies developed by skilled migrant women who live in Italy and is divided in three main sections. The first section argues that Italy is still in search of a model of possible integration for migrants because it has become a destination country for many migrants only in the last thirty years. The second section of the third chapter analyses the involvement level of the migrant women in the Italian society through the data available from secondary sources such as women's participation and leadership in politics and civil society, in the intercultural mediation and in the literary and artistic domain. The third section of the chapter is dedicated to the presentation of the results of a survey carried out during the months of November 2007 until January 2008. The aim of this survey was the collection of first hand data about the strategies developed by intellectual migrant women to integrate into the Italian society. In conclusion, "strong" integration strategies concerning highly qualified migrant women include not only the very good command of the Italian language which is one of the first steps towards a full participation in the society, but also and above all their active involvement in the cultural, social and political life of the country. These "strong" strategies do not find a suitable place within the Italian immigration policies which deal in accordance with the international agreements with helping victims of smuggling, on one hand, and regulating immigrants' entry into the Italian territory, on the other. In order to eradicate the image of the migrant woman as unskilled and submissive, the research outlines some proposals of policies in which immigration is not considered as an emergency problem to handle, but as an issue which needs a deep reflection on human, social and economic outcomes within an Italian, European and international context in the perspective of policy implementation and strategies empowerment towards the promotion of a wider gender equality for migrant women. ; XXI Ciclo

The Banyang-Mbo Wildlife Sanctuary is a multiple-use lowland tropical rainforest in South West of Cameroon. This area was designated by the government of Cameroon with a focus of protecting 11 species including the most endangered primates in Central and West Africa, the Drill (Mandrillus leucophaeus) and Chimpanzees (Pan troglodytes). Local communities maintain user-rights of the forest and its natural resources as long as the conservation goals of the protected areas are not compromised. With many villages in and around the sanctuary and an ever-increasing population, most villagers rely on bushmeat to meet both dietary requirements and as a source of income. The purpose of the six-month study was to assess the current impact of hunting pressure on wildlife biodiversity loss with hope to recommend managed sustainable hunting system to the Ministry of Forestry and Wildlife. Carcasses of animals brought in daily by the eighty-four hunters who participated in the study were weighed, sexed and aged and socio-economic data collected by recording weapon type, use, price of each animal killed and its destination by 14 research assistants in 14 study villages. Hunters were interviewed in an attempt to understand hunters' perception of hunted game and their capacity to implement a managed hunting system. Study results indicated that 44 animal species were harvested with a total of 3,176 individual animals killed, giving an estimated total biomass of 22,397 kg in both the Banyang and Mbo areas. The Banyang ethnic group registered more harvest in terms of both off-take 1,888 animals and biomass 13,476 kg (13.5 tons) while the Mbo ethnic group extracted 1,288 animals with a biomass of 8,921.02 kg (9.00 tons) over the six-month study period. When placed into taxonomic groups, duikers constituting (34%), rodents (22%), other protected species (15%) and monkeys (11%) of the total animals extracted were most affected by hunting within the whole of BMWS. Larger-bodied animals like primates and duikers were most vulnerable to gun hunting while smaller carnivores and rodents were more vulnerable to wire snaring and trapping. Poisoned baits were used in some villages to trap Cane rats and Monkeys. Hunting peaks were attained during the raining season especially during the months of July and August. However, some small peaks occurred during the dry season especially in the months of November and January. More males (47%) were killed than females (43%) for all species over the six-month study period. Unknown sex constituted (10%) of the total extracted animals registered. Adults comprised (69%) of the total catch for all species registered, juveniles and infants constituted (23%) and (8%) respectively. Generally the Banyang ethnic group either consumed or sold locally (83%) of their total harvested bushmeat and sold only (11%) to outside traders. The Mbo ethnic group consumed or sold locally (47%) of the total bushmeat killed and sold (39%) to outside bushmeat dealers. Economic gains in terms of financial income from sale of bushmeat at the Banyang-Mbo Wildlife Sanctuary do not seem to be profitable as one hunter earned on average 22.629F CFA (US $47) per month over the study period compared to 125.000F CFA (US $258) earned by an average civil servant in Cameroon. One kilogramme of the most expensive bushmeat such as Pangolin (Manis gigantea) and Brush-tailed porcupine (Atherurus africanus) was on the average about 4.7 times less expensive than the price of one kg of domesticated animals such as fresh cow beef or goat meat. The Drill (Mandrillus leucophaeus) and the Chimpanzee (Pan troglodytes) are at high risk of local extinction in this area. Meanwhile species like the Leopard (Panthera pardus), Buffalo (Syncerus nanus), the African Elephant (Loxodonta africana) and the Giant pangolin (Manis gigantea) were not recorded killed in any of the 14 study villages and are feared to be locally extinct. There was a steady decline in off-take and biomass of large-bodied species like duikers and primates in the total harvest of both ethnic groups over time during the study period. This suggests that hunting of larger-bodied animals may not be sustainable within the Banyang-Mbo Wildlife Sanctuary. The future of Blue duikers seems bleak if hunting continues unchecked. Poverty, population increase, unemployment and the weak enforcement of existing wildlife laws are the driving forces behind the unsustainable harvest of wildlife resources at the Banyang-Mbo wildlife Sanctuary. ; Das Banyang-Mbo Wildlife Schutzgebiet ist ein unter vielfältigen Nutzungen stehender tropischer Regenwald im südwestlichen Flachlandbereich des westafrikanischen Landes Kamerun. Dieser Bereich wurde durch die Regierung Kameruns unter Schutz gestellt, um insgesamt 11 Arten zu schützen, u.a. die in Zentral-und Westafrika gefährdeten Primatennarten (Mandrillus leucophaeus) und (Pan troglodytes). Der lokalen Bevölkerung wurden gewisse Nutzungsrechte eingeräumt, soweit die ausdrücklich formulierten Schutzziele des Schutzgebietes nicht berührt sind. Um das Schutzgebiet herum liegen viele Dörfer mit einer stetig steigenden Bevölkerungszahl, und die meisten Dorfbewohner nutzen das Wild einerseits für ihre eigene Ernährung und anderseits als Einkommensquelle. Ziel der sechsmonatigen Untersuchungen war es, den gegenwärtigen Einfluß der Jagd auf den Rückgang der Biodiversität zu analysieren und Vorschläge für ein nachhaltiges Wildmanagement zu entwickeln. Die täglich von den 84 an der Studie teilnehmenden Jägern getöteten Tiere wurden gewogen, Geschlecht und Alter bestimmt; weitere sozio-ökonomische Daten wie Waffentyp, Anwendung, Preise für die getöteten Tiere und deren Verwendung wurden von 14 Mitarbeitern in den 14 in die Untersuchungen einbezogenen Dörfern erhoben. Die Jäger wurden bezüglich ihrer Meinung zur Jagd, zu den gejagten Tieren und zu den Möglichkeiten der Implementation eines geordneten Jagdsystems befragt. Die Untersuchungsergebnisse zeigen, dass 44 Tierarten gejagt wurden, wobei insgesamt 3.176 Individuen getötet wurden. Dies entspricht einer Biomasse von 22.400 kg in den Gebieten von Banyang und Mbo. Im Untersuchungszeitraum von sechs Monaten entnahmen die Banyang insgesamt 1.888 Tiere mit einer Biomasse von 13.479 kg, während die Mbo 1.288 Tiere mit einer Biomasse von 8.921 kg erlegten. Dabei entfällt ein Anteil von (34%) auf Ducker, auf Nager (22%), auf andere geschützte Arten (15%) und auf Primaten (11%) aller gejagten Tiere innerhalb des gesamten Schutzgebietes. Großtiere wie Primaten und größere Antilopen sind gefährdeter durch die Jagd mit Gewehren, während kleinere, räuberisch lebende Tiere öfter durch Schlingfallen gefangen werden. Köderfallen wurden gelegentlich zum Fang von Rohrratten und Affen eingesetzt. Die meisten Tiere wurden während der Regenzeit, besonders im Juli und August erlegt, allerings wurden auch viele Tiere in der Trockenzeit, besonders im November und im Januar erlegt. Männchen wurden öfter getötet als Weibchen (47% zu 43% für alle Arten in sechs Monaten, (10%) konnten nicht zugeordnet werden). Erwachsene Tiere machten einen Anteil von (69%) aus. Im Allgemeinen verzehrten die Banyang (83%) des erjagten Buschfleisches und verkauften nur (11%), die Mbo verzehrten (47%) und verkauften (39%) an Händler. Ökonomischer Gewinn in Form von Einkommen aus dem Handel mit Buschfleisch im Bereich des Banyang-Mbo Wildlife Schutzgebietes ist offenbar nicht hoch, ein Jäger verdient im Mittel 22.629F CFA (47 US $) pro Monat über den Untersuchungszeitraum, während ein öffentlich Bediensteter in Kamerun pro Monat 125.000F CFA (258 US $) verdient. Ein Kilogramm des teuersten Buschfleisches wie das des Pangolin (Manis gigantea) und das des Stachelschweines Atherurus africana war etwa 2,7 mal teurer als das Fleisch domestizierter Tiere wie etwa Rinder oder Ziegen. Der Drill (Mandrillus leucophaeus) und der Schimpanse (Pan troglodytes) sind in den untersuchten Bereichen stark vom Aussterben bedroht. Andererseits wurden Arten wie der Leopard (Panthera pardus), Büffel (Sycerus nanus), Elefant (Loxodonta africana) und Riesenschuppentier (Manis gigantea) im Bereich der 14 untersuchten Dörfer nicht gejagt und getötet, eventuell sind diese Arten bereits lokal ausgestorben. Es wurde eine stetige Abnahme der Entnahme von Biomasse größerer Tiere durch Jagd durch beide ethnischen Gruppen während des Untersuchungszeitraumes festgestellt. Dies legt die Vermutung nahe, daß die Jagd auf Großtiere keine nachhaltige Bewirtschaftung des Banyang-Mbo Wildlife Schutzgebietes darstellt. Armut, hohes Bevölkerungswachstum, Arbeitslosigkeit und die unzureichende Umsetzung der gesetzlichen Regelungen bilden die wichtigsten Gründe für die nichtnachhaltige Bewirtschaftung der Ressourcen im "Banyang-Mbo Wildlife Sanctuary".

Before such an analysis, the local governments in Turkey which has rich historical experience of democracy and local governments are studied, and then Turkmenistan?s general administrative structure and local governments are discussed and in the light of these discussions local governments of Turkey and Turkmenistan are compared. Such a comparison gives differences and similarities of countries from the standpoint of general administration and local governments and the local government experience of both countries are enlightened and the way of benefiting from both countries? local government experience from the standpoint of improving local governments as one of the important institutions of democracy is sought. In our days many countries are governed with principles of centralization and decentralization. In centralization public services are governed from one center and in decentralization the public services are rendered by public corporations out of the viii center hierarchy. States have established public corporations separate from central government organization hierarchy, but nevertheless controlled by the central government in order to render local services and to meet local needs of local people within the historical development due to the insufficiency of the centralization for rendering public services. Therefore the states had both central and local government organizations within time. Namely, government systems have been transformed into mixed system of government and such a mixed system of government is adopted by many countries. Turkey?s local government institutions are special provincial administrations, municipalities and village administrations. Special administrations can be established for large settlement places and metropolitan municipalities are the result of such arrangements. In Turkey a separate law was passed for each of these local government forms, and their foundation, duties, organs, organizations and other issues related with them are subject to these laws. The main local government form foreseen in the Constitution of Turkmenistan is municipalities. In accordance with 16th Article of the Constitution of Turkmenistan the civilian administration divisions are consisted of provinces, cities with status of provinces, counties, cities with status of counties, cities in counties, towns and gengeshliks. Local services in the level of provinces, cities with status of counties, counties are rendered by governorships established based on the rule of delegation of authorities. Municipalities are established in the cities in counties, towns and gengeshliks. Gengeshliks are formed by the union of one or more villages. There aren?t any institutions like special provincial administrations in Turkey and which are established based on decentralization. Moreover, there is no special act passed for village administrations in Turkmenistan. Therefore, the local government system of Turkmenistan is mainly consisted of municipalities. Special government forms like metropolitan municipalities also do not exist in Turkmenistan. Instead, there exist city governorships similar to metropolitan municipalities. Cities with population more than thirty thousand people gain the county status and such cities are governed by city governorships. Municipalities in Turkmenistan are established in gengeshliks, towns with population more than two thousand people and in cities within counties and their boundaries are the boundaries of related civil administration divisions. In Turkmenistan mayors are representatives of the central government and the also the head of the municipality, the local government. Mayors are responsible to governor by their duty as representatives of central government. Mayor is elected by municipal council among the members of the municipal council. They are not elected by the people directly like in Turkey.

Le potenzialità del Paese, che è al contempo sia la seconda riserva mondiale di petrolio che di gas naturale, sono evidenti. Il fattore energetico ha fatto concentrare l'attenzione dell'Occidente e dell'Oriente nella regione da cui dipende la sostenibilità della loro ricchezza e della loro crescita, il Medio Oriente, e l'Iran in questo contesto è uno degli attori di riferimento. Le pressioni esterne hanno contribuito in modo determinante a far crescere le tensioni geopolitiche nell'area del Golfo Persico, che in alcuni casi sono sfociate in veri e propri conflitti, come ad esempio l'intervento statunitense in Iraq. L'operazione Iraqi Freedom si è dimostrata essere, come sostenuto da ampia letteratura, la più grossa opportunità per il consolidamento dell'Iran a potenza regionale di riferimento. Oltre alle pressioni esterne ed alla complessità dello scenario geopolitico regionale, Teheran si trova a dover affrontare alcune criticità strutturali, che non permettono alla popolazione di godere appieno delle enormi potenzialità di cui il Paese dispone. Lo scontento è palpabile e circola una sfiducia trasversale nel sistema politico, considerato inefficiente e corrotto. La Repubblica Islamica tenta di perseguire una via alternativa, non asservita e non convenzionale alle diverse strutture di potere che caratterizzano lo scenario globale. Sia dal punto di vista geopolitico che dal punto di vista economico, l'Iran propone soluzioni diverse, a volte non chiare e trasparenti, a causa della complessità dei meccanismi decisionali interni, ma che vanno costantemente a ribadire la sua necessità di indipendenza e che sottolineano la solidità della società iraniana. L'obiettivo della nostra ricerca è quello di comprendere il ruolo dell'Iran nel complesso scenario mediorientale e di analizzare le strategie mediante le quali la Repubblica Islamica persegue un consolidamento a potenza regionale di riferimento, tenendo in considerazione il contesto geopolitico ed economico nel quale queste strategie vengono perseguite. Gli elementi economici, energetici e geopolitici sono tra loro strettamente correlati e per sviluppare un'analisi, per quanto parziale, di un Paese che è manifestamente alla ricerca di un ruolo primario sulla scena regionale è necessario prenderli congiuntamente in considerazione. L'impianto metodologico della tesi si basa proprio sull'approccio congiunto a questi tre aspetti, che riteniamo basilari per la comprensione dei fenomeni, a diverso livello, di cui si sta percependo l'importanza in quest'inizio di XXI° secolo. Al fine di comprendere il ruolo dell'Iran, sia nella regione che a livello globale, riteniamo sia indispensabile iniziare con lo studio della sua struttura economica. La comprensione delle difficoltà e dei processi di riforma, che si stanno manifestando in questo Paese in transizione, è indispensabile per prendere coscienza delle condizioni interne della popolazione. La società civile, seppur gravata da pesanti problematiche quali la sperequazione e l'elevata disoccupazione, è un attore vivo e partecipe della vita politica dello Stato. La partecipazione della società alla vita politica ci impone di tenere in stretta considerazione le dinamiche politico-economiche nell'analisi delle scelte geopolitiche. Il condizionamento che la popolazione riesce ad esercitare nei confronti della politica estera, seppur limitato nel numero di opzioni concesse alla stessa dalla struttura politica, è consistente. Gli iraniani da quasi trent'anni riescono, anche se parzialmente, ad esprimere le proprie idee tramite lo strumento elettorale, ed i diversi governi che si sono succeduti a partire dalla caduta dello shah e dalla salita al potere della Guida islamica hanno rispecchiato i sentimenti popolari del momento. La spinta verso una piena democrazia ha una lunga storia, da prima della rivoluzione costituzionale del 1906 i cittadini iraniani hanno sempre lottato per un sistema rappresentativo della loro complessa società. Le possibilità di implementare una politica di potenza sono strettamente legate alla capacità del Paese di poter sostenere le spese che una tale politica implica. Il processo di riforma dell'economia in atto è stato analizzato prendendo in considerazione gli elementi che maggiormente si ritengono critici per un suo pieno successo. Il processo di privatizzazione, la presenza eccessiva di sussidi, la mancanza di capitali e tecnologie estere e le modificazioni dei percorsi del commercio internazionale sono state studiate per fornire un quadro delle problematiche che il governo iraniano si trova ad affrontare, e quali sono le soluzioni pianificate per uscirne. L'economia iraniana ha uno degli indici di dipendenza dal petrolio più bassi tra i Paesi petroliferi non occidentali. Questo significa che la differenziazione di attività permette prospettive di crescita più sicure rispetto a Paesi che focalizzano tutta la loro economia reale sulla filiera energetica. Nonostante ciò i flussi finanziari che mantengono in vita la macchina burocratica e la politica sociale provengono perlopiù dalla rendita petrolifera, che riesce ad essere pienamente sfruttata in quanto l'intera filiera è sotto il controllo statale. Per questo motivo abbiamo ritenuto necessario dedicare una parte del lavoro alla comprensione di quali sono le potenzialità strategiche delle risorse iraniane di idrocarburi, e di come queste vengono al momento utilizzate. Un aspetto che viene ulteriormente approfondito è l'incremento del prezzo del greggio, in quanto esso ha fornito un'ulteriore spinta al processo di consolidamento come potenza regionale. Questo fenomeno ha permesso all'Iran di mantenere il livello di spesa pubblica, se non di aumentarlo. Parte di queste entrate sono state dedicate alle operazioni d'influenza diretta o indiretta nei confronti di altri attori della regione. La comprensione di come le scelte in politica economica ed estera vengono prese necessitano di uno studio propedeutico delle strutture di potere interne e di come queste sono organizzate. La complessa struttura ed i diversi livelli di potere politico, che in Iran è sempre sovra ordinato al potere economico, sono stati studiati per poter delineare come i diversi elementi presenti nella società iraniana interagiscono producendo risultati concreti in politica estera, che è l'oggetto principe della nostra ricerca. Conoscendo le tensioni sociali, la struttura dell'economia, la stratificazione del potere all'interno dello Stato e la mappatura dei centri decisionali, diviene possibile la comprensione di quali sono gli atteggiamenti della Repubblica Islamica nella regione mediorientale. La tensione esistente tra politica interna e politica estera diviene un elemento fondante dell'analisi, che viene fatta emergere prima di passare in rassegna i diversi fattori positivi e negativi che l'Iran deve affrontare nel suo interfacciarsi nel contesto geopolitico regionale, profondamente modificato da una serie di interventi esterni. La tesi si conclude con l'analisi del rapporto con il Paese che consideriamo il focus della questione, l'Iraq. Dopo essere stato il nemico principale per quasi trent'anni, ora lo scomodo vicino si appresta a rilanciare un Iran che è intenzionato ad ottenere il ruolo che naturalmente gli spetta, sia a livello regionale che globale. L'analisi dei rapporti tra le due comunità sciite, e quindi del rapporto a livello informale, si aggiunge alle intense relazioni diplomatiche e commerciali che caratterizzano le interazioni a vario livello tra i due Stati. Come ultimo viene studiato il rapporto esistente a livello militare tra l'Iran, non inteso come entità monolitica ma come un insieme di centri d'influenza, e le milizie sciite irachene. Questi rapporti sono significativi per completare lo scenario di azioni che l'Iran sta attivando per poter sfruttare un'occasione che potrebbe risultare unica. ; XX Ciclo

Este septiembre ha sido el peor mes para Estados Unidos desde septiembre de 2001. El daño que le han causado a ese país los acontecimientos económicos que dominan los medios es al momento incuantificable, pero no cabe duda que es gravísimo. Las consecuencias son drásticas. En primer lugar, es casi seguro que Barack Obama será el próximo presidente del país. En segundo lugar, es muy probable que el Partido Republicano ha colapsado y no volverá al poder durante un tiempo. En tercer lugar, el país se sustraerá del mundo en los próximos años. La coincidencia de una feroz campaña política con una crisis financiera de primer grado han cristalizado en pocas semanas los problemas más graves de Estados Unidos. No hay ningún ganador en esta debacle. Barack Obama se verá beneficiado electoralmente, pero como presidente tendrá que tolerar los enormes golpes económicos y de prestigio que su país está recibiendo actualmente. Su presidencia podría terminar pareciéndose a la de James Carter, que sucedió a ocho años de desastre republicano y resultó ser casi peor. Las encuestas por la preferencia presidencial favorecieron a John McCain durante unas breves semanas en las que su nominada a la vicepresidencia electrizó al país. Ese momento ya pasó, y el caos de los días pasados se hizo sentir. Actualmente, Barack Obama derrota a John McCain en el promedio de todas las encuestas nacionales por 5,8%. Más allá de ese indicador, hay que recordar que el cuatro de noviembre en Estados Unidos no hay una elección, sino cincuenta: una por cada estado. En el Colegio Electoral, que es donde se decide la presidencia, la delegación de cada estado responde en su totalidad y no proporcionalmente -salvo contadas excepciones- al candidato ganador en esa circunscripción. Por lo tanto, lo importante es "capturar" estados, no el voto nacional. Cada candidato tiene estados que son "seguros": McCain nunca podrá perder Alabama, Kentucky, Arkansas o Tennessee. Obama nunca podría perder en Illinois, Connecticut, California o Massachusetts. La clave está en los llamados battleground states, aquellos en que la cantidad de votantes demócratas y republicanos es aproximadamente la misma. En la actual elección, Barack Obama tiene garantizada –según las encuestas- la victoria en todos los estados que ganó John Forbes Kerry en la elección de 2004. Basta con conquistar uno o dos más para ganar en 2008. La elección ya está casi resuelta porque Obama no sólo va ganando en los promedios de encuestas en algunos de esos estados, sino que ahora está ensanchando su margen decisivamente. Obama está ganando actualmente en los decisivos Colorado, Ohio, Virginia y Florida, además de North Carolina. Sólo con perder Ohio, John McCain ya resultaría derrotado. Esta dinámica es resultado de tres factores. En primer lugar, algunos hechos nefastos acaecidos durante la Administración Bush, sumados a la baja popularidad de esta, resultan en que este era un año favorable al Partido Demócrata – independientemente de quiénes fuesen los candidatos. En segundo lugar, Barack Obama no ha cometido ningún error notable que sabotease esa tendencia general. El candidato demócrata carece notoriamente de ciertas características que suelen ser necesarias para ser un buen presidente, y tiene muchas malas ideas – pero ha sabido conducirse bien. Se ha formado alrededor suyo un culto mesiánico, derivado en parte de su formidable carisma. El último factor que casi garantiza la victoria de Obama es el mismo que se señalaba al principio como la segunda consecuencia de este período de crisis: el colapso del Partido Republicano. Es casi imposible enumerar la enorme cantidad de errores que viene cometiendo este partido. Los últimos siete años han sido desfavorables para la idea de que los republicanos gobiernan eficientemente. Ya sea justamente o no, el hecho es que la sociedad actualmente opina que la guerra civil de 2004-2006 en Iraq o la destrucción de New Orleans son ejemplos de incompetencia de parte de George Walker Bush y su equipo. Además, el Partido Republicano controló ambas cámaras del Congreso durante seis años - en los cuales rompió su principio filosófico básico y aprobó presupuestos con déficits inéditos. ¿No era que los demócratas eran el partido del gasto estatal fuera de control? Estos republicanos del Congreso merecen una mención aparte. No sólo han tenido escándalos de corrupción, estafa e incluso pedofilia en estos años. También fueron quienes el pasado lunes bloquearon el paquete de rescate negociado por el Poder Ejecutivo y el liderazgo demócrata. Esa acción, por sí sola, destruyó en un solo día USD 1.300 trillones en los mercados de valores. ¿La razón que dieron al salir del recinto a hablar con la prensa? Que les indignó el discurso de apertura de sesión pronunciado por Nancy Pelosi. Pocas veces en la historia se verá una masacre electoral como la que sufrirán estas personas. La debacle republicana no termina ahí. Su campaña primaria entre los distintos candidatos por ver quién sería el candidato estuvo dominada, por momentos, por un tema tan comparativamente irrelevante como la inmigración ilegal. Para comprender por qué eso es así, basta con observar que las menciones de ese tema ahora, en la campaña nacional, suman cero. John McCain viene gestionando una campaña irregular, y su última arma para contrarrestar la avalancha de negatividad que se acaba de detallar era su candidata a vicepresidente. Sarah Palin, nacida Sarah Heath, sacudió a la base del partido y dominó la atención mediática durante varias semanas. Contrarrestó la narrativa de "cambio" generacional y cultural de Obama al presentar a una mujer exitosa, joven, independiente y ferozmente eficiente en su gestión de distintos gobiernos. De repente, era posible la victoria. El paso del tiempo ha puesto en duda esa expectativa. Desde que Palin ha comenzado a hablar con la prensa, el cataclismo republicano no ha hecho más que intensificarse. La candidata ha pasado vergüenza en cámara en repetidas ocasiones, al no tener una respuesta -o incluso ni idea de lo que se estaba hablando- cuando se le preguntó sobre Rusia, Pakistán, la doctrina Bush, la carrera legislativa de John McCain, los títulos de las publicaciones que lee para informarse (no pudo decir ni uno) y hasta las decisiones de la Suprema Corte con la que está en desacuerdo. Una excepción es el debate de anoche, ya que se mostró a la altura de la ocasión. Estos factores políticos resultarán en que la próxima administración del gobierno estadounidense, si la lidera Barack Obama, se verá forzada a ocuparse casi en su totalidad con temas internos. Aliviar la crisis financiera, reformar el sistema de salud, balancear el presupuesto, modificar los niveles impositivos, reformar la educación y otros temas de ese tipo dominarán la agenda. La política exterior pasará a un segundo plano, en el cual se operará -igual que Carter- en modo crisis. Cuando ocurra algo en el mundo, obviamente Estados Unidos estará ahí con una posición asumida y quizás una intervención que ofrecer - pero no habrá iniciativas de ningún tipo. Quedan pocos días para que podamos ser testigos de una nueva edición de los Juegos Olímpicos. Esta vez, se realizarán, en Beijing, China. Dichos juegos son, sin duda alguna, una grandiosa oportunidad para que el anfitrión exponga, en el plano internacional, tanto sus capacidades como sus ineptitudes a la hora de resolver los diversos retos que plantea la organización de una olimpíada. Así, dicha oportunidad es también una enorme responsabilidad para los gobernantes de la nación anfitriona de dicho evento internacional. En este caso, tal responsabilidad cae directamente sobre el Partido Comunista Chino (PCC), que ha estado gobernando al país asiático, ininterrumpidamente y con mano de hierro, desde la asunción de Mao Zedong en 1949.Esta vigesimonovena edición de los Juegos Olímpicos, promete ser la más impresionante desde sus inicios en la antigua Grecia. No sólo las virtudes atléticas de los competidores serán las atracciones de estos juegos, sino que los triunfos arquitectónicos y las novedades tecnológicas implementadas, vendrán a engalanar a esta verdadera fiesta deportiva. Imponentes estructuras como el "nido de pájaro" (uno de los estadios en donde se realizarán las competencias) o el "cubo de agua" (el Centro Acuático de estos juegos) se levantan sobre la capital China. Indudablemente el PCC no ha reparado en gastos para construirlas, como tampoco ha escatimado en invertir en seguridad, en organización y en la mejora de la imagen de Beijing en general (sobre todo en materia de contaminación). De esta manera ha logrando superar ampliamente en gastos, a los países que, anteriormente, acogieron el evento. El despliegue de personal, encargado de que todo funcione como un reloj suizo, también es asombroso.En este marco no es difícil deducir que para el PCC, los Juegos Olímpicos representan, simbólicamente, mucho más que un simple evento internacional de trascendencia pasajera. Seguramente el PCC, no sólo pretende afirmar, mediante dicho evento, el estatus de "potencia emergente" que se ha ido ganando China, sino que además, busca generar la legitimación a nivel mundial, del régimen político totalitario que ha instalado en el país asiático.La búsqueda de la legitimación por parte del PCC no es un proceso iniciado ahora, sino que es una estrategia que dicho partido ha estado desplegando desde hace algún tiempo.Así lo confirma la visita a Latinoamérica del presidente chino Hu Jintao (en 2004) que, además de perseguir objetivos económicos puntuales (como la compra por parte de China de materias primas latinoamericanas) buscó conseguir el apoyo latino para el reconocimiento exclusivo de la China continental (y no de Taiwán). La imagen que el gobierno tiene en el exterior es un elemento de vital importancia para China, ya que el explosivo crecimiento económico chino es estimulado, principalmente, por las inversiones extranjeras. Evidentemente, el PCC buscará, a través de estas olimpíadas, invertir la mala reputación que se ha generado con el apoyo al gobierno sudanés (que es acusado de cometer genocidio en Darfur), con la ocupación del Tíbet y con el serio conflicto que mantiene con Taiwán.Si algo ha aprendido este partido, a lo largo de los casi sesenta años que ha estado en el poder, es a adaptarse y a camuflarse sin cambiar, verdaderamente, su naturaleza totalitaria. El PCC es experto en tratar de convencer al extranjero de que, a pesar de ser un régimen totalitario, todo funciona correctamente. A pesar de su esfuerzo, es sabido que por ejemplo, la Constitución y el cuerpo legal chino no son elementos que limiten efectivamente al poder estatal, sino que son, más bien, un simple decorado institucional con el cual disfrazan su compromiso con los derechos de las personas.Detrás de un complejo maquillaje se esconde la verdadera cara del régimen. Un régimen que se ha caracterizado por la detención arbitraria y amenazas a los activistas de los derechos humanos, por ser enemigo de la libertad de prensa (en China sólo existe el periodismo oficialista) y de la religiosa, y que además, cuenta con la capacidad de bloquear el acceso a la información (como lo hace con las páginas de Internet sobre el Tíbet, Derechos Humanos) además de censurar el material extranjero que pueda contener alguna crítica hacia el régimen chino. La capacidad del partido para controlar centros de educación, lugares de trabajo e incluso a los periodistas extranjeros, es realmente sorprendente. Pero aún más sorprendente nos resulta el accionar de este partido frente a las amenazas que puede representar la sociedad civil. Para esto basta recordar el brutal incidente en 1989 en la plaza de Tiannenmen en donde una revuelta estudiantil, que procuraba generar un cambio en el interior del partido en favor de la democracia, terminó con miles de muertos a manos del ejército chino. Podemos identificar claramente esta reacción como una propia de un régimen totalitario que, luego de haber conseguido el apoyo de las masas las retiene mediante el recurso del miedo. El suceso de Tiannenmen fue un claro mensaje para todos aquellos chinos que soñaban con algún cambio o con la liberalización del régimen.Toda esperanza de que esta situación cambie definitivamente con las próximas olimpíadas está quedando desvanecida ya que, y para mal de la sociedad china, no sólo no han cesado las detenciones de activistas de los Derechos Humanos, sino que, peor aún, han aumentado de cara a esta competencia deportiva internacional. Claro que ahora esas detenciones tienen un carácter más preventivo que represivo. El prometido cambio en la postura del gobierno con respecto a la prensa tampoco parece estarse cumpliendo. Sobre todo cuando tomamos en cuenta que el gobierno chino, planea emitir la transmisión de los juegos con unos 10 segundos de atraso para así interrumpir la transmisión cuando algo no planeado por éste, suceda.El control del periodismo extranjero es otro de los obstáculos que deberá sortear con eficacia el gobierno chino, si no quiere manchar la imagen que pretende presentar al resto del mundo. Sin embargo, y aún antes de haber comenzado los juegos, los periodistas extranjeros ya se han quejado del trato que reciben del gobierno (algunos aseguran incluso, que han sido amenazados por éste).El intrincado recorrido de la llama olímpica, y las concomitantes protestas que la acompañaron han sido una muestra de lo que podemos esperar de estas olimpíadas de Beijing 2008.Presenciaremos, en la próxima semana, unos Juegos Olímpicos deslumbrantes. Seguramente, nos sorprenderemos con la ceremonia inaugural, con la monumentalidad de las estructuras olímpicas y con la sofisticación de la tecnología que se utilizará. Sin embargo, no debemos esperar sorpresa alguna por parte del PCC, sino que confirmaremos, una vez más, que éste sigue prefiriendo el camuflaje antes de emprender una verdadera metamorfosis. * Estudiante de la Licenciatura en Estudios Internacionales. Marxismin mukaan kapitalistisen yhteiskunnan jäsenet jakaantuvat kolmeen luokkaan: porvaristoon, keskiluokkaan ja työväenluokkaan. Jotkut marxismin tukijat jakavat keskiluokan talonpojistoon ja muuhun keskiluokkaan. Talonpojisto on vähenevä luokka. Koska marxismin luokkateorian mukaan poliittiset puolueet vaalivat yhteiskuntaluokien intressejä, tutkin pitääkö tämä väite paikkansa. Ensin selvitin marxilaisen teorian luokista ja niiden intresseistä eli eduista, joiden puolustamiseski luokat järjestäytyvät poliittisiksi puolueiksi. Ne laativat itselleen yhteiskuntapoliittiset ohjelmansa, joita ne pyrkivät politiikansa avulla toteuttamaan. Tutkimusaineistona käytän Suomen eduskunnassa tutkimusvuosina edustettina olelleiden puolueiden tavoite- ja yleisohjelmia, joista selvitän sisällön analyysiä käyttäen niiden sisällön ja julkilausutut tavoitteet. Erityisesti pyrin selvittämään orientoituvatko puolueet ohjelmissaan tiettyjen luokkien etujen puolustajiksi vai missä määrin ne esiintyvät yhteiskunnan yleisten etujen vaalijoina. Tutkimus tapahtuu toisaalta puolueiden eduskuntoimintaa selvittämällä. Tällöin pyrin saamaan selville sen toimivatko puolueet periaate- ja tavoiteohjelmiensa mukaisesti laatiessaan lakialoitteita eduskunnassa. Kolmantena tutkimuskohteena on hallituksen esitysten sisällön eritteleminen intressiorientaation pojalta. Kysymys kuuluu palvelevatko hallituksen esitykset yleistä vai luokkien erityisetuja. Tutkimuksessa selvisi, että puolueet niin ohjelmalausumissaan kuin eduskuntatoiminnassaan vaalivat sekä yleistä etu, josta käytän nimitystä luokkien yhteisetu, että luokkien erityisetuja. Eniten puolueet vaalivat yhteisetua. Erityiseduista puolueet vaalivat kukin tiettyä luokkaetua enemmän kuin toista. Tämän perusteella puolueet jakaantuvat ensijaisesti porvariston, keskiluokan ja työväenluokanetuja vaaliviksi. Hallituksen esityksissä luokkaorientaatio on heikompaa kuin kansanedustajien lakialoitteissa. Tutkimustuloksistani selviää myös se, että vaikka puolueet ovat viime vuosikymmeninä ottaneet vaaliakseen aikaisempaa enemmän kaikkien luokkien intressejä ja niiden yleispuolueominaisuudet ovat lisääntyneet, tietty luokkaorientaatio on säilynyt. ; Classes continually alter and influence party strategies and also the behaviour of voters. The members of classes form economic, professional and political organisations. Every class aims to exert the greatest influence upon the state with the help of its political party. This study researches the class basis of political competition, the effect of class interests on the policies of nine Finnish parties in their political programmes and initiative work in the Parliament. The investigation is based on historical materialism and its class structure theory developed by Karl Marx, Friedrich Engels and other Marxists. The aim of study is to estimate how appropriate the class schema of historical materialism is for analysing the political partisanships and ideological conflicts in advanced industrial society. The statements and aims of political party programmes are put into practice in Parliament. This research analyses how parties represent their aims in their political programmes and what their parliamentarians do in Parliament. Is a party the representative of one class or does it equally promote the interests of many classes? Is it a class party or a generally oriented party? As in historical materialism, the programmes and legislative initiatives have been classified into five groups. The first group contains general class interest, oriented towards the common good. The next four groups comprise bills with a specific class interest orientation: bourgeoisie, the middle class, farmers and workers. The parties investigated are The National Coalition Party /The Conservative Party, The Swedish People`s Party, The Finnish Centre Party, The Finnish Social Democratic Party, The Left Alliance, The Liberals, The True Finns, The Christian Democratic Party and The Greens. The changes in politics and in party relationships over thirty years are investigated by comparing the parliamentary actions of parties from the 1960´s to the 1990´s. The study concerns the legislative initiatives of the years 1965, 1972, 1988 and 1999. The data on the programmes were collected from the two political programmes of nine parties from the years 1950 2003. The programmes of political parties are the public flag of the party as Engels expressed it, although their programmes have lost some of their class orientation. In the programmes of all nine political parties the contents aiming at the common good are the first, most important aim, the percentages being 76 98 %. Differences in the programmes of the political parties can still be found. The political parties emphasise their interests and aims in their own ways. The Conservative Party, The Swedish People´s Party and The Liberals have the next important interest in the bourgeoisie. The Swedish People´s Party, The Finnish Centre Party and The True Finns emphasise the middle class and the farmers. The Finnish Social Democratic Party, The Left Alliance and The Greens take care of working class. The main task of Parliament is to enact legislation. Bills can be submitted to Parliament by the Government or as private members bills. In this process the class interests notably emerge in private members bills of plenary sessions. The main Finnish political parties took into consideration the interests of all classes. All nine parties have made in the largest extent common good legislative initiatives. For all nine parties, the most prevalent type of legislative initiatives was those for the common good (84 -67 %). At the same time they tended to favour special class interests. The least specific class parties were The Christian Democratic Party, The Green Party and The Swedish People´s Party. Among special class interests all the parties oriented more to middle class interests in Parliament than in their declared objectives (18.8 7.0 %). The Liberals, The Conservative Party, The Social Democratic Party, The Left Alliance and The True Finns had the strongest middle class orientation. The Conservative Party were the most bourgeois party (10.2%). The strongest working class interest was found in The Left Alliance, The Social Democratic Party and The Green Party (18.8 13.1 %). The Finnish Centre Party and The Social Democratic party, The Left Alliance and The True Finns were closest to working class interests. Are there class oriented differences in the contents of the legislative initiatives and political programmes of the nine political parties? The contents were classified into eleven groups: administration, civil rights, nature conservation, economics, occupation structure, social policy, public health, education, culture, labour market and international affairs. All nine parties have the same three most important contents of legislative initiatives. These were finance/economics, social policy and administration systems. And all nine parties were more interested in financial and economic aims than their political manifestos suggest. The fourth important content for The Conservative Party, The Swedish People`s Party, The Liberals and The Christian Democratic Party was education. Employment was the fourth aim of The Finnish Centre Party and The True Finns. The Labour Market was also important to The Finnish Social Democratic Party, The Left Alliance and The Greens. Nature conservation was important to The Greens, too. The contents of government bills are more oriented towards the common good than are the private members bills. The conclusion is that the main Finnish political parties took the interests of all classes into consideration. At the same time they reveal preferences for special class interests. This emerges in political manifestos and legislative initiatives and government proposals. The Finnish political parties are not purely general parties devoid of class background. Finance and economics was the basis upon which the people arranged their lives and formed political opinions. The class structure of historical materialism is suitable to demonstrate political partisanship in Finland during the second half of the twentieth century. Social changes affect both the class structures and the political aims of parties and give rise to social and ideological conflicts in advanced industrial societies. The consensus policy is one appearance of civilized class struggle.

Egidio Feruglio nació el 1 de septiembre de 1897, en Feletto Umberto, comuna de Tavagnacco, provincia de Udine, Italia. Después de la finalización de la Primera Guerra Mundial de la que participó como oficial, y a la edad de 22 años, completó sus estudios universitarios en la Universidad de Florencia. En sus primeros tiempos como profesional se desempeñó como geólogo en la Oficina Hidrográfica y en el Departamento Agrario de Udine, y entre 1922 y 1925 ocupó el cargo de auxiliar docente de la Cátedra de Geología de la Universidad de Cagliari. Egidio Feruglio no era un político, pero tenía fuertes convicciones antifascistas. Como consecuencia de la suspensión de las actividades de los partidos políticos y el aniquilamiento de la oposición democrática por parte de Benito Mussolini, decidió emigrar a la República Argentina en 1925, incorporándose como geólogo de la entonces Dirección de Yacimientos Petrolíferos Fiscales donde inicia sus trabajos profesionales y de investigación en la región patagónica. En 1928 regresa a Italia y contrae matrimonio con la señorita Amelia Magrini. De esta unión nacerán dos hijos Anna Eugenia y Arturo. En 1929 se instala nuevamente en YPF donde ocupa las funciones de Jefe de Comisión y luego Jefe del Grupo Geológico del Golfo San Jorge hasta el 1932, año en que acepta el cargo de profesor en la Universidad de Bologna. No obstante, en 1934, retorna a nuestro país para retomar su actividad profesional en la empresa petrolera estatal. En 1940 acepta la designación de profesor en la Escuela de Agronomía de la Universidad de Cuyo, y en 1943 organiza y dirige el Instituto del Petróleo. Permanece en Mendoza hasta 1948. Terminada la Segunda Guerra Mundial e instaurada la república italiana, regresa definitivamente a su país donde ejerce las funciones de profesor en las universidades de Turín y de Roma. A principios de 1954 vuelve a Udine donde fallece el 14 de julio, a la edad de 56 años. Los trabajos publicados sobre la República Argentina por el Dr. Egidio Feruglio, abarcan desde 1926 hasta 1957 (tres años después de su muerte). Sus estudios comprenden contribuciones geológicas regionales y estratigráficas, paleontológicas, geomorfológicas y de la geología del Cuaternario, así como geográficas referidas a la orografía y glaciología del territorio argentino. Desde el punto de vista regional, sus más importantes aportes están referidos a la Patagonia continental, tanto extraandina como andina. Su obra más trascendente fue la Descripción Geológica de la Patagonia, elaborada en la década del 40, cuando el autor se desempeñaba como docente e investigador en la Universidad Nacional de Cuyo. El excepcional trabajo fue publicado por la Dirección General de Yacimientos Petrolíferos Fiscales en tres tomos, entre los años 1949 y 1950, y puede considerarse uno de los aportes más trascendentes al conocimiento geológico de nuestro país publicados por un único autor. El texto es de un rigor científico extraordinario, constituye una obra metódica en la que se brindan extensas y detalladas descripciones geológicas, paleontológicas, geomorfológicas y geográficas, y se efectúan valiosas y bien fundadas interpretaciones. La obra sintetiza toda la información obtenida por el Dr. Feruglio en largas y minuciosas tareas de campaña, pero sin excluir muy completas referencias a los trabajos realizados por investigadores que lo precedieron y que fueron sus contemporáneos. El Dr. Egidio Feruglio fue sin dudas uno de los geólogos más prominentes de nuestro país. Desde muy temprana edad sintió profundo amor por las ciencias de la Tierra. Supo entregarse a la investigación básica geología, paleontología y geomorfología, así como a la actividad profesional, especialmente en el área de la prospección de hidrocarburos. Su obra refleja un notable empeño por su trabajo, minuciosidad y creatividad. Su vida fue un ejemplo de dignidad civil y social. ; Egidio Feruglio was born on 1 September 1897 at the family home of Feletto Umberto, Tavagnacco county, Udine, Italy. From his teenage years, Egidio Feruglio had held a keen interest in geology and geomorphology, becoming involved in the Udine´s Speleological Society. After the end of the World War I, in which he served as an officer of the Italian Army, and at the age of twenty two years old, he earned his geologist degree in the University of Florence. While at Udine, he worked as a geologist in the Hydrographic and Agricultural Departments. Between 1922 and 1925 he served as assistant professor in the University of Cagliari. Egidio Feruglio was not a politician, but he had strong democratic principles. When Benito Mussolini suspended de political activities and removed politically suspect employees (including university professors) from their jobs unless they had demonstrated loyalty to fascism, Feruglio decided to accept a position in the Dirección de Yacimientos Petrolíferos Fiscales (the National Oil Copany) of Argentina. Between 1925 and 1928 he worked as a regional geologist in southern Argentina (Patagonia). In 1928 he returned to Italy and married Amelia Magrini, with whom he would have two children, Ana Eugenia and Arturo. In 1929 he went back to Argentina to lead the Geologic Group of the San Jorge Gulf Basin in Yacimientos Petrolíferos Fiscales (YPF). In 1932 he relocated again in Italy as a professor in the University of Bologna, but in 1934 he decided to return to YPF until 1940, when he accepted a professor position in the University of Cuyo (Mendoza), where he organized the Petroleum Institute (1943). After the end of the World War II and the creation of the Italian Republic the Feruglios decided to move back to Italy. Since 1948 Egidio became professor of Geology of the University of Turin, but the death of his young son Arturo profoundly grieved him. He decided then to move to the University of Rome. However, early in 1954 he settled back in his natal place where he died on 14 July at the age of fifty six years old. From 1926 to 1957 (three years after his death) Feruglio published a large number of contributions on regional geology, stratigraphy, paleontology, geomorphology and Quaternary geology of Argentina, as well as several papers on its orography and glaciology. The main focus of his regional research was the south of Argentina and his monumental work entitled Descripción Geológica de la Patagonia resumes years of field work and data collection. This book was published by YPF in three volumes, between 1949 and 1950. It constitutes a detailed synthesis of the geology, paleontology, geomorphology and geography of the southern territories of Argentina. Far from a merely description, Ferugio realized valuable and well supported interpretations that demonstrated that he had a clear view of the problems of geology and the determination to solve them. Egidio Feruglio was one of the most prominent geologists of Argentina. For early on he discovered his love for Earth Sciences. 2006/2007 ; "Il grado di sicurezza misura la democrazia di un paese", con questa frase un esponente della destra salutava l'approvazione nel parlamento italiano del nuovo pacchetto di norme in tema, appunto, di sicurezza. L'affermazione indica sintomaticamente come la questione, seppur non nuova, abbia acquisito un ruolo centrale nel dibattito contemporaneo, facilitata da una perfusione mediatica che ha trasformato l'evento dei primi giorni del settembre 2001 nel simbolo controverso della crescente sensazione di incertezza globale. Le conseguenze sul vivere contemporaneo e sugli ambienti urbani sono ormai evidenti, così come l'inevitabile strumentalizzazione della paura da parte dei più diversi soggetti: politici, amministratori, sociologi, pubblicitari, opinion-leader (tutti gli studi sull'argomento mostrano come, nonostante l'insicurezza "percepita" abbia una relazione indiretta con le minacce reali, le sue conseguenze siano determinanti). Questo sta generando la formazione di un nuovo tessuto sociale, apparentemente assediato da una realtà urbana di cui non comprende i mutamenti (perché non è più capace e perché non interessa farlo) e barricato dietro la barriera tutta materiale dei prezzi della proprietà immobiliare, convinto di escludere quella quota di insicurezza che la presenza degli sconosciuti contiene in sé. L'insicurezza viene trasformata in materiale di base dalla pianificazione e in dispositivi dall'architettura; dispositivi che agiscono sulle minacce come deterrenti e/o strumenti di difesa e sulla percezione di ambienti più controllati e sicuri. Inevitabilmente la nozione di spazio pubblico ha subito un cambiamento radicale, diventando sempre più legata al controllo dei fruitori che alle sue caratteristiche fisiche. Le città sono disseminate di telecamere "amiche" collegate alle forze di polizia, pubblica o privata: si è passati da una società panottica a una post-panottica, in cui il controllore si è liberato dal legame fisico che lo vincolava al sorvegliato. Il vocabolo "sicurezza" identifica immediatamente determinate porzioni di città (escludendone automaticamente altre), ponendosi quale parametro qualitativo di analisi urbana e sociale e delineando una nuova cartografia basata su una unità di misura determinata dalla paura, che palesa l'esistenza di barriere, non fisiche ma mentali, all'interno di una città dove è smascherato l'equivoco tra tolleranza e indifferenza. L'ambizione della ricerca consiste nell'individuare quale sia il grado di trasformazione indotto nell'ambito disciplinare e il cambiamento incorso al processo di progettazione architettonica sotto la pressione della questione securitaria. A partire dalle mura di cinta costruite con massi ciclopici sino agli immateriali firewall a cui sono affidate le difese della nostra dimora nel cyberspazio, risulta chiaro come, seppur cambiati i materiali, le procedure difensive seguano inalterate logiche di fortificazione. In questo contesto sono state sviluppate alcune teorie e pratiche urbanistiche, tutte di matrice statunitense, che hanno favorito la pianificazione degli insediamenti nei territori suburbani sud e nordamericani, nordeuropei e africani. Agglomerati abitati da comunità il cui interesse principale (e comune) si sostanzia nel recintare la propria incolumità per trascorrere una vita nel pieno comfort, affidando le norme del vivere civile ai regolamenti redatti dagli sviluppatori edili e contribuendo alla dissoluzione dello spazio pubblico mediante la privatizzazione dello stesso. Gated communities, Walled Cities, Common Interest Development costituiscono i nuovi termini del vocabolario urbanistico suburbano. A partire dal basilare apporto di Jane Jacobs - che per prima comprese la necessità di un controllo nella città attraverso strumenti sociali (la territorialità, l'occhio sulla strada) - il primo capitolo illustra la nascita della teoria CPTED (Crime Prevention Through Environmental Design), fondamento della pianificazione securitaria, e le sue declinazioni contemporanee. E distorsioni. L'applicazione di tali teorie ha, infatti, favorito la nascita di enti certificatori che operano una valutazione, basata esclusivamente sulla congruenza del manufatto architettonico ai dettami securitari e sul raggiungimento del maggior grado di sicurezza. Le ricadute sulla pratica professionale e sul processo di progettazione di un tale procedimento fa sì che, dovendo rispondere ai requisiti codificati, la figura dell'architetto venga affiancato da esperti e consulenti, provenienti dal mondo della polizia. La certificazione ottenuta viene utilizzata dagli strateghi del marketing immobiliare quale strumento attraverso cui creare nuovi valori di mercato. L'ultima parte del capitolo è riservata alla realtà italiana che presenta delle variazioni metodologiche dettate dalle differenti condizioni territoriali e sociali rispetto al contesto in cui ha avuto origine il CPTED. La difformità più evidente consiste nel fatto che le teorie securitarie siano diventate materia di studi e ricerche accademiche piuttosto che motivazione dei programmi edilizi degli sviluppatori privati, così come accaduto negli Stati Uniti. Il dispiegarsi di nuove pratiche è supportato dalla comparsa di strumenti normativi che cercano di regolamentarne, o quantomeno indirizzarne, l'azione. Soprattutto nei Paesi dove la materia è relativamente recente. Il secondo capitolo illustra le linee guide e di indirizzo, redatte dagli organi tecnici della Comunità Europea, affinché i progettisti possano mettere in atto un corretto processo di progettazione capace di assicurare gli standard minimi di sicurezza. Anche il mercato corre a supporto del progettista fornendo di materiali sempre più ricchi e articolati "la sicurezza diventa una merce, prodotta e venduta sul mercato". Da asfalti anti-skaters a intonaci a prova di graffito, da sistemi di videosorveglianza ad antifurti satellitari, gli architetti dispongono di un'ampia scelta per dotare gli edifici di sistemi attivi e passivi in questa battaglia continua che la complessità dei fenomeni urbani costringe a combattere. Soldati formati e specializzati, grazie alla crescita esponenziale di corsi di laurea e master finalizzati alla definizione di nuove figure professionali pronte a decodificare le richieste e applicare le norme messe loro a disposizione. Insegnare la sicurezza diventa, così, un passaggio fondamentale nella nuova "filiera" dell'architettura, i cui prodotti a differente scala costituiscono l'argomento dell'ultimo paragrafo. Nel terzo capitolo, l'analisi spazia dalla crescente attenzione del design industriale ai ripensamenti riguardanti le periferie urbane, dalle pratiche partecipate come strumento di riappropriazione territoriale alle demolizioni di interi quartieri come unica soluzione dei problemi inerenti la politica del territorio. La parte finale focalizzerà l'attenzione sulle strategie alternative che, utilizzando proprio "l'incidente", l'indeterminato, come materiale architettonico attraverso cui proporre nuove soluzioni e modi d'uso, rovesciano concettualmente gli approcci "difensivi" più impiegati. Si tratta di ricerche architettoniche che mutuano dalla pratica artistica l'occupazione e la trasformazione dello spazio pubblico quale risorsa ancora necessaria per la vita metropolitana. Probabilmente alla fine della lettura, dopo avere visionato i diversi approcci nell'affrontare la crescente richiesta di sicurezza della società contemporanea (da quello "esclusivo" che utilizza la delimitazione fisica come strumento deterrente, a quello "inclusivo" in cui il pericolo diventa uno degli "ingredienti" del progetto) emergerà che il ruolo dell'architettura è ancora quello di porre domande e non di costruire certezze attraverso strumenti di controllo dettati dal mercato. It is possible to efficiently implement the systematic proclamation of human rights on a global scale that began in 1948, with the Universal Declaration on Human Rights, and in our times, among other places, expressed by the United Nations Millennium Development Goals (United Nations Millennium Development Goals by the Year 2015, 2000), only through an orientation of the governments of certain states on the areas of education, preservation of health and an increase of income levels. Countries must construct partnerships on a global level, not to determine political and economic agendas so much, but to promote and protect human rights. The polarity between rights-freedoms and rights-claims has made relative the " original greatness of human rights, but at the same time, it has expanded the area of their types and meanings, and increased the social mass of those interested in the rights of life. It has made them an instrument of the developmental and social dynamic of the industrial society, through an argument of great clashes between democracy and totalitarianism, of the developed and undeveloped, etc." (Kalanj, 1996: 50). These tendencies are exacerbated by globalization, even though, seen as an ideal-type, globalization is meant to imply an ever widening implementation of the hypothesis of human rights, that is, their universality. However, we are unfortunately, witnesses of constant deviations in the process of their protection. " Institutions are necessary but not enough. They need to be filled with content, used for the improvement of all sectors of human rights. This content and this path will lead Croatia toward the European Union and its high standards in eliminating discrimination" (Šimunović, 2004: 10). Modern thoughts on the development of human rights move in the direction of linking social development with increasing the protection of human rights – the emphasis is on prevention (instead of late intervention), social participation, activities of self-organization and self-help, promotion of autonomy and development of social skills, and need for greater transparency of public policies. In this context, it is very important to work on affirmation, promotion and implementation of values and ideas of civil society, of the culture of non-violence and tolerance, human rights, dialogue, cooperation and trust, as well as awareness-raising about the opportunities for social change. It is also very important to inform and stimulate the youth to get engaged, to question and educate themselves on those values and opportunities of work and life based on them, in order to propel them forward and contribute to the realization of positive shifts in society. Youth in our analysis are perceived as a link, just being formed in a specific social system, thus making it one of the most important elements of a positive reception and implementation of the basic postulates of human rights. The results of the research on validating specific human rights and freedoms, indicate that the greatest number of young persons accept the right to an education, right to work, personal security, right to privacy, social protection of the elderly and those at risk, equality before the law, rights of women and ownership rights. The comparison of acceptance of the observed human rights and freedoms of the population of youth and adults in Croatia, demonstrates that adults accept most rights to a higher degree than the youth, which can be interpreted through their better social integration. The analysis has shown that the preference of Croatian youth for certain human rights and freedoms is not conditioned by their observed socio-demographic and socio-structural attributes, aside from education, which points to the significance of the education system as an agent in improving the condition of human rights. Approximately one third of youth participants, were not satisfied with the respect for human rights in Croatia today as well as five years ago, while the number of those undecided has decreased, which can probably be attributed to the positive effect of public campaigns and some changes occurring during that period of time. There has been an increase from 1999 to 2004 in the number of youth who believe that human rights in Croatia are mostly or completely respected. The youth, compared to adults, express a higher level of criticism toward the existing degree of respect for human rights and freedoms. The results of analysis according to the social attributes of youth, demonstrate that the capability of assessment and higher criticism for the status of human rights in Croatia, is related to living in more economically prosperous regions, as well as the left-wing ideological-political orientation and female gender. Through an insight into the assessment of the contribution of institutions, associations and distinguished individuals by the youth population in 1999 and 2004, we have determined that today's generation of youth perceives to a greater degree, the contribution of all institutions, associations and significant individuals (except for the opposition) to the protection of human rights and freedoms in Croatia. To be more precise, most young people assess that all the protagonists completely or partially contribute to the realization of human rights in the country. There has been a significant increase regarding the perception of the contribution of the highest institutions of power compared to 1999. The adults differ from the youth by emphasizing the contribution of all the observed protagonists even more. Regional status, religiousness, the father's education and political party affiliation, notably affect the perception of the contribution of the observed protagonists of the realization of human rights in Croatia. Summarily, our analysis indicates that the youth accept human rights and freedoms decidedly, when they are discussed on a level of principles, but that there is a certain disharmony where specific rights and practices in Croatia are concerned, which can partially be interpreted as their insufficient competence regarding certain elements of social and political processes. As human rights and freedoms constitute universally accepted international standards and criteria of democracy in the modern world and its institutions today, the relationship of youth toward them, represents an indication of its social awareness and a precondition for its democratic activity. Even though the level of acceptance of human rights and freedoms as values seems to be high, there is wavering, indicating a need for additional engagement of some agents of socialization, especially the education system and the political protagonists. Freedom and human rights in Croatia are normatively regulated and are given to the individual at birth. However, freedom is not just a right, but a permanent mission, put before each young person, making all the difference for those that manage to gain entry into the world of active citizens, capable of making good their own, and others resources in the best possible way, thus contributing to the development of the world we live in. The first step in this ambitious plight is for the youth to contribute as much as possible to the democratization of Croatia, which would prepare them, as well as the country, for joining the united Europe.

Il fenomeno del terrorismo internazionale è fra quelli che hanno da tempo interessato la comunità internazionale ma che, a seguito degli attentati perpetrati negli Stati Uniti nel settembre 2001, ha suscitato un interesse di rilievo tanto per la gravità di tali attentati, quanto per la necessità avvertita nella comunità internazionale di adottare misure atte a reprimerli. Sin dalle prime occasioni in cui la questione del terrorismo internazionale è stata affrontata nell'ambito delle Nazioni Unite, per limitarsi al secondo dopoguerra, è apparso chiaro quali fossero le profonde divergenze in merito alla sua definizione, ancora oggi attuali. Il dibattito si concentrò all'inizio essenzialmente su quali atti dovessero essere considerati terroristici, e più precisamente se tale nozione comprendesse solo il terrorismo di privati "sponsorizzato" da Stati o anche il terrorismo di Stato. Sin da allora si delineò una spaccatura nella comunità internazionale fra gli Stati occidentali, i quali circoscrivevano il dibattito al terrorismo di privati sponsorizzato da Stati, e gli Stati afro-asiatici ed arabi, che estendevano il dibattito anche e soprattutto al terrorismo di Stato, ovvero agli atti di aggressione compiuti da organi dello Stato in particolare contro i popoli i quali, legittimamente sulla base del diritto internazionale, lottavano per la propria autodeterminazione. Un ulteriore motivo di scontro emerse circa la volontà, manifestata dal gruppo degli Stati afro-asiatici e arabi, di non confondere gli atti terroristici con le azioni dei suddetti popoli. Tali divergenze hanno peraltro determinato l'impossibilità di trovare un accordo generale e/o universale per la predisposizione di strumenti giuridici che, condannando il terrorismo internazionale, prevedessero misure per la sua prevenzione e repressione. Una conferma di ciò è il quadro giuridico alquanto frammentato che risulta dalle varie convenzioni internazionali stipulate in questa materia. Da un lato, sono state stipulate convenzioni che hanno sì un carattere universale ma che si limitano a disciplinare singoli reati tradizionalmente associati al terrorismo internazionale, con ciò eludendo il problema di una sua definizione generale, e dall'altro, convenzioni a carattere regionale che, pur prevedendo una definizione del fenomeno in termini generali, sono limitate quanto alla loro efficacia soggettiva, nel senso cioè che vincolano solo un numero ristretto di Stati. I più recenti tentativi di adottare una convenzione generale a carattere universale, per il cui scopo l'Assemblea Generale ha istituito un Comitato ad hoc nel 1996, mostrano le difficoltà di raggiungere risultati univoci relativamente alla definizione di terrorismo internazionale proprio a causa del mancato accordo sulla distinzione tra atti di terrorismo e atti di resistenza contro potenze occupanti. Per quanto riguarda il terrorismo di Stato, nella prassi internazionale risulta che in tutti i casi in cui uno Stato ha compiuto un illecito internazionale considerato e condannato da altri Stati come atto terroristico, è stata in realtà denunciata la violazione di altre precise norme di diritto internazionale quali il divieto dell'uso della forza o il rispetto dei diritti umani. Tale considerazione sembra confermata non solo dagli Stati che hanno da sempre condannato il terrorismo di Stato chiedendo che fosse compreso nella definizione di terrorismo internazionale, ma anche dagli Stati che, come quelli occidentali, al contrario, vi si sono sempre opposti e che tuttavia non hanno negato, in principio, l'esistenza del terrorismo di Stato, sostenendo piuttosto che la sua disciplina fosse compresa in altre norme del diritto internazionale. Riguardo al rapporto fra terrorismo e autodeterminazione dei popoli, il diritto convenzionale comprende convenzioni a carattere regionale, le quali, quanto meno quelle stipulate fra gli Stati afro-asiatici e gli Stati arabi, pur condannando il terrorismo internazionale, lo distinguono dalle lotte di liberazione nazionale, e convenzioni a carattere universale disciplinanti singoli atti considerati manifestazione del terrorismo internazionale, e alle quali sono state apposte dichiarazioni o riserve da parte degli Stati afro-asiatici e arabi nel senso che tali convenzioni non si applicano ai freedom fighters. Si consideri inoltre che, a livello internazionale, non esistono documenti ufficiali che espressamente condannino gli atti compiuti nell'ambito di simili lotte in quanto terroristici, né la prassi degli Stati depone chiaramente, contrariamente a quanto sostenuto da alcuni commentatori, nel senso che gli attacchi compiuti contro civili nell'ambito di tali lotte siano considerati ipso facto atti terroristici. È significativo il noto parere della Corte Internazionale di Giustizia del 9 luglio 2004 sulla Liceità della costruzione del muro da parte di Israele nei territori occupati palestinesi, nel quale, per indicare gli attacchi palestinesi da cui Israele riteneva di avere il diritto di difendersi, e da esso considerati terroristici, si parla, non a caso e in tutta la sentenza, di "atti di violenza contro la popolazione civile" (par. 141), piuttosto che di atti di terrorismo. In breve, la qualificazione come terroristici degli atti compiuti nell'ambito di lotte per l'autodeterminazione non ha un riscontro oggettivo nel diritto internazionale. Una simile conclusione è rafforzata dalla circostanza che, soprattutto in seguito agli attentati che hanno colpito gli Stati Uniti nel settembre 2001, la gran parte degli Stati sembra avere trovato una base di consenso su una definizione di terrorismo internazionale. Interessanti sono i dibattiti tenutisi a partire dall'11 settembre 2001 nell'ambito dell'Assemblea Generale e del Consiglio di Sicurezza delle Nazioni Unite, laddove può notarsi come le opinioni degli Stati i quali si sono da sempre opposti ad includere nella definizione di terrorismo internazionale gli attacchi compiuti dai freedom fighters, e pur continuando a farlo, sono tuttavia concordi con gli Stati occidentali sulle caratteristiche del terrorismo internazionale, quantomeno su alcuni punti. L'opinione diffusa è che il terrorismo internazionale vada oggi inteso nel senso di atti violenti compiuti da reti transnazionali o globali, cioè distaccate da qualsiasi Stato e non localizzabili spazialmente. In termini più specifici, si fa sempre più strada nella prassi recente l'idea che il terrorismo internazionale abbia delle caratteristiche ben precise, le quali possono sintetizzarsi essenzialmente in tre elementi. In primo luogo, si tratta della perpetrazione di atti di indiscriminata violenza diretti sia contro obiettivi civili, sia contro obiettivi militari/governativi. Il secondo elemento attiene agli autori dei suddetti atti. Si tratta essenzialmente di privati o gruppi di privati che agiscono in quanto tali e che quindi non rispondono ad uno Stato, nel senso che non agiscono per conto, latu sensu, di esso, né necessariamente con la sua protezione, ma che piuttosto ne utilizzano il territorio o altri strumenti per esigenze logistiche e di spostamento. Il terzo elemento riguarda lo scopo perseguito che è quello di sovvertire/destabilizzare l'ordine mondiale, piuttosto che singoli Stati, cosi come inteso dalla generalità degli Stati. Tali caratteristiche del terrorismo internazionale emergono molto chiaramente dal rapporto, del 16 giugno 2004, predisposto dalla National Commission on Terrorist Attacks Upon the United States, istituita negli Stati Uniti in seguito agli attentati dell'11 settembre 2001, per chiarire tutte le responsabilità ad essi relative, e dall'altrettanto importante rapporto d'informazione sulla cooperazione internazionale contro il terrorismo presentato il 6 luglio 2004 nell'ambito della Commissione affari esteri in Francia, oltre che dalla legislazione antiterrorismo degli stessi Stati arabi e afro-asiatici.

Die Schlafkrankheit ist wie keine andere tropische Seuche aufs engste mit dem Schicksal des "schwarzen" Kontinents verknüpft, sie wird häufig auch als "vernachlässigte Krankheit" einer "vernachlässigten Bevölkerung" bezeichnet. Nach Schätzungen der Weltgesundheitsorganisation WHO sind mindestens 60 Millionen Menschen in 36 afrikanischen Ländern von der Schlafkrankheit bedroht, ungefähr 150.000 Menschen sterben jährlich an der Schlafkrankheit. Angola gehört zu den am stärksten betroffenen Ländern Afrikas, da in den letzten Jahren nur wenig für die Bekämpfung der Krankheit getan wurde, sei es aufgrund Geldmangels, politischer Instabilität im Land oder mangelhafter Festlegung der Prioritäten der Regierung. Um diese Versorgungslücke zu schließen, haben sich mehrere nicht-staatliche Organisationen (wie "Ärzte ohne Grenzen" oder die Caritas) dieses Gesundheitsproblems in Angola angenommen. Derzeit sind in Angola über 100.000 Menschen mit dem Erreger der Schlafkrankheit infiziert; ca. vier Millionen Menschen (rund ein Drittel der Gesamtbevölkerung), sind unmittelbar dem potentiellen Infektionsrisiko ausgesetzt, aber nur 6% der angolanischen Bevölkerung hat derzeit Zugang zu adäquater medizinischer Versorgung und Behandlung. ANGOTRIP (aus ANGOla und TRIPanossomíase (portug. Trypanosomiasis) zusammengesetztes Kunstwort) ist ein Projekt der Caritas in Angola, das sich zum Ziel gesetzt hat, die Schlafkrankheits-Infektionsrate zu senken. Die Arbeitsgruppe "Tropenmedizin und Seuchenbekämpfung" des Missionsärztlichen Instituts in Würzburg arbeitet eng mit Caritas de Angola zusammen und ist bemüht, dieses Projekt fachlich und konzeptionell zu begleiten und zu den Patienten und medizinischen Teams vor Ort Kontakt zu halten. In den Jahren 1995/1996 begannen Mitarbeiter des Missionsärztlichen Instituts und Caritas de Angola im Norden Angolas in drei Diözesen mit dem Aufbau eines Kontrollprogramms zur Bekämpfung der Schlafkrankheit, ähnlich dem Großprojekt der portugiesischen Kolonialregierung. Die Aktivitäten konzentrieren sich auf Standorte in den Provinzen Uige, Kuanza Norte und Zaire, Foci des Schlafkrankheitsvorkommens. Die Trypanosomen zählen zu den am besten untersuchten Organismen, es wird aber kaum Energie in die effektive und patientenorientierte Bekämpfung der Schlafkrankheit investiert. Die Daten dieser vorgelegten Arbeit basieren auf den Aufzeichnungen der ersten sieben Jahre dieses Schlafkrankheitskontrollprogramms. Das Projekt ANGOTRIP hat innerhalb der letzten Jahre seit Beginn der Aktivitäten trotz widriger Rahmenbedingungen durch den wieder aufgeflammten Bürgerkrieg einige erstaunliche Erfolge verzeichnen und eine hohe Qualität erreichen können. Wegen schlechter Infrastruktur und bisher schwieriger politischer Verhältnisse sind viele betroffene Gebiete nahezu unzugänglich für gezielte epidemiologische Überwachungen (gewesen), so dass genaue Fallzahlen nicht erhoben werden können und die übermittelten Zahlen gut verzehnfacht werden sollten. Die Aktive Fallsuche (Anteil 61,2%) ist ein sehr wichtiges und effizientes Instrument des Schlafkrankheits-Kontrollprogramms, auch wenn sie beträchtliche Geldmittel der ohnehin knappen Ressourcen verschlingt und mancherorts die Aktivitäten der mobilen Teams erheblich eingeschränkt werden. So konnten innerhalb des Projektzeitraumes 1995 bis 2001 unter meist ungünstigen und gefährlichen äußeren Umständen • 191.578 Patienten auf Schlafkrankheit hin untersucht werden • bei 12.948 Patienten eine Schlafkrankheit diagnostiziert werden • 13.426 Patienten auf Schlafkrankheit hin behandelt werden Als Screeningtest für die Bevölkerung wurde der CATT eingesetzt. Mit dem Einsatz von Tsetse-Fliegen-Fallen als Vektorkontrollmaßnahme konnten seit 1999 erste erfolgversprechende Daten gesammelt werden, In den ANGOTRIP-Behandlungszentren lag die Sterblichkeitsrate in allen Behandlungszentren zusammengenommen deutlich unter den üblichen 6 - 12%, zwischen 2,7% und 4,9%, nur Stadium II zwischen 4,2% und 6,6%. Ein Erregernachweis in vergrößerten Lymphknoten gelang nur in rund 27% der Fälle, im Blutausstrich bei rund 12% der in Negage untersuchten Patienten. Damit liefern beide Untersuchungsverfahren als diagnostische Frühzeichen nur unzureichende Ergebnisse. Im Liquor können Trypanosomen mit einmaliger Zentrifugation zuverlässig nachgewiesen werden; je höher die Zellzahl, desto wahrscheinlicher ist das Auftreten von Erregern. Es zeigte sich, dass infolge der Therapie und anschließender Kontrolluntersuchungen die Liquor-Leukozytenzahl der Patienten deutlich reduziert und damit eine Heilung erzielt werden konnte. Aktivitäten wie die des ANGOTRIP-Programms können jedoch allenfalls einen kleinen Beitrag zur Lösung des Gesamtproblems leisten, das die Schlafkrankheit für die angolanische Bevölkerung darstellt. Die Eindämmung der Schlafkrankheit ist nicht nur eine medizinisch-ethische, sondern auch eine politische und soziale Aufgabe mit humanitärer Herausforderung. ; The sleeping sickness like no other tropical epidemic disease is intensively connected with the destiny of the "black" continent, it is often called the "neglected disease" of a "neglected nation". According to estimations of the World Health Organization (WHO) at least 60 million people in 36 countries of Africa are threatened by the sleeping sickness, about 150.000 people die of sleeping sickness every year. One of the worst affected countries in Africa is Angola, because in the past years little was done to control this epidemic disease due to a combination of lack of funds, political instability and low priority definition of health care by the government. In many places, various non-governmental organizations (such as MSF or Caritas) try to help and to find a solution for this health problem in Angola. At present there are more than 100.000 people infected with Human African Trypanosomiasis (HAT); nearly 4 million people (i.e. a third of the total population of Angola) are immediately exposed to the infection, but only 6% of the Angolan population get adequate medical supply and treatment. ANGOTRIP (an acronym combining the two words ANGOla and TRIPanossomíase (portug. Trypanosomiasis)) is a project of Caritas de Angola, with the aim to reduce the rate of infection of sleeping sickness. Members of the Department of Tropical Medicine and Epidemic Control, Medical Mission Institute Würzburg (Germany), cooperate closely with Caritas de Angola; they apply for a professional and conceptual support of this project and try to be a partner for the medical teams and patients in this geographical area in Angola. Since 1995/1996, members of the Medical Mission Institute Würzburg and Caritas de Angola have started their activities for implementation a HAT control program in three provinces in the north of Angola – Uige, Kuanza Norte and Zaire, foci of sleeping sickness in Angola – to control the epidemic disease, similar to the first specialized unit for HAT control of the Portuguese colonial government. The trypanosomes are one of the best analysed organisms, but there is a distinct lack of an effective and patient-directed research for control of the sleeping sickness. The results of this elaboration are based on notes and data of the first seven years of this control program. Within the last seven years since the beginning of all activities the project ANGOTRIP could achieve several astonishing successes of high quality in spite of adverse circumstances such as the ongoing cruel civil war. Because of the destruction of the country's infrastructure and extremely difficult political circumstances many involved areas are nearly not reachable for direct epidemiological controls and reliable data couldn't be collected. Therefore the number of infected cases should be multiplied by ten. The Active case finding-method (part 61,2%) is a very important and efficient instrument for controlling sleeping sickness, even if a lot of financial resources are necessary and the activities of the mobile teams are severely restricted in some areas. Since the beginning of the project in 1995 until 2001 during often adverse and dangerous external circumstances • 191.578 patients could be screened for sleeping sickness • 12.948 patients could be diagnosed with HAT • 13.426 patients could be treated for HAT For screening of the people, if they are diagnosed with HAT, the specific test CATT has been used. Since the start of systematic vector control activities in 1999 some very promising data could be collected by using tsetse-traps. The case fatality rate of HAT is usually 6-12%, in the treatment centres of ANGOTRIP the case fatality rate amount between 2,7% and 4,9%, only stage II between 4,2 % and 6,6%. An evidence of agent in extended lymph nodes (lymph node aspiration positive) was only possible in 27% of all screened patients in Negage, a positive blood film was found in 12%. This means, that there is no reliable early sign for an infection by detecting lymph nodes and blood films. With one single centrifugation in liquor cerebrospinalis trypanosomes can be reliably detected; the higher the number of cells, the appearance of trypanosomes is probable. It could be shown, that as a result of therapy and following controls the number of cells could be noticeably diminished and (in some cases only temporary) a cure could be achieved. Activities like ANGOTRIP at best can be a little contribution towards solving the major (serious) problem of sleeping sickness for the people of Angola. The containment of HAT is not only a medical-ethical problem, but also a political and social task with humanitarian challenge. This is a responsibility for all people – not only for the people of the far African continent.
