This Selected Issues paper reviews business investment patterns in France during the crisis. The main motivation is to explore whether investment has recently evolved in line with established determinants or displayed somewhat unconventional dynamics. This paper addresses three distinct questions. First, has recent investment behavior essentially been consistent with past trends or is there any discernible structural break as a result of the crisis. Compares the relationship between female education & first union formation in France vs in Sweden. As in Sweden, levels of female educational attainment & employment in France have risen dramatically in recent years, while entry into marriage has been increasingly delayed, according to national statistics. Unlike Sweden, though, educational level in France is found to have a strong effect on nonstudents' choice between marriage & cohabitation. It is concluded that the patterns of historical development of gender differ between France & Sweden, although there are still many similarities. 7 Tables, 2 Figures, 25 References. M. Wagner

For France, 2003 saw efforts to modify Article 1 of the 1958 Constitution to allow decentralization of organization. Decentralization was part of a triumvirate of policies implemented along with law & order & pension reform. Although there was consensus regarding opposition to the war in Iraq, opinion was divided on social issues, eg, labor relations, pensions, & the health care system crisis. The latter came to a head as a result of the some 15,000 deaths from a heat wave. 1 Table, 3 References. J. Zendejas
