Am 3. Februar 2021 haben die USA und Russland die Gültigkeit des New-Start-Vertrags über die Verminderung strategischer Waffen um fünf Jahre verlängert. Zwei Tage später wäre er außer Kraft getreten. Der Vertrag begrenzt Atomwaffen und strategische Trägersysteme globaler Reichweite. Wollte der damalige Präsident Donald Trump zuerst China einbinden und neue russische Waffen einbeziehen, änderte sein Nachfolger Joe Biden prompt den Kurs. Damit wurde ein quantitativer atomarer Rüstungswettlauf vorläufig abgewendet. Um strategische Stabilität aber auch künftig zu sichern, muss binnen fünf Jahren ein Nachfolgevertrag geschlossen werden. Es wird darum gehen, die Zahl strategischer Atomwaffen zu senken, auch neue Waffentechnologien und substrategische Kernwaffen zu begrenzen sowie die Fähigkeiten anderer Atommächte zu berücksichtigen. Dies wird sich auch auf regionale Abschreckungskonzepte auswirken. Deutschland und die Verbündeten sollten diesen Prozess nachdrücklich unterstützen und bei der Überprüfung des strategischen Konzepts der Nato die Bedeutung von Kernwaffen reduzieren. (Autorenreferat)
The paper presents, first, the 'Dynamic Metabolism Model' (DMM), developed by the authors, followed by an application to the city of Oslo, capital city of Norway. The time period considered for the analysis is 2013-2043. The external factors impacting decision-making and interventions are talked about in brief, and some realistic scenarios revolving around these factors are drawn up for testing, after consultation with officials at the Oslo Water and Wastewater Works. Possible interventions that the utility intends to set in motion on the upstream are defined and numerically interpreted for incorporation into the DMM. ; Acknowledgements. The article states that formation of representative state and local self-governmental authorities is an important stage of state formation. And the legitimacy of both their conduct and the representative public authorities in Ukraine depends on the extent to which it will be carried out within the framework of the election legislation and the extent to which the domestic legislator will provide anti-fraud factors and safeguards against mass violations of various elections. National and foreign practice proves that the institution of election monitoring that is represented by various observers who contribute to the conduct of election campaigns on a democratic basis in accordance with the electoral standards developed by the international community, is rather effective in this respect. In Ukraine, the status of official observers is granted to: 1) official observers from candidates, parties (organizations of parties) - subjects of the election process, 2) official observers from public organizations which are duly authorized to have official observers in the relevant elections, 3) official observers from foreign states and international organizations who can observe the election process. The Electoral Code of Ukraine defines the status of official observers differently, in particular, official observers from foreign states and international organizations are not recognized as subjects of the election process. However, this does not diminish their role in monitoring the electoral process in Ukraine by the legality of the actions of its subjects. The introduction of the institution of official observers from foreign states and international organizations is seen as expression of trust between states and as evidence of the intention of these countries and international organizations to contribute to the democratization of the electoral process in the world. The paper reveals the legal nature of official observers from foreign states and international organizations, highlights the standards of legal status of official observers from foreign states and international organizations developed by international organizations, considers national and foreign experience of legal regulation of their status and substantiates provisions on necessity for improvement of national electoral legislation on this basis. ; У статті зазначається, що формування представницьких органів державної влади та органів місцевого самоврядування є важливим етапом державотворення. І від того, наскільки він буде здійснюватися в рамках приписів виборчого законодавства, наскільки вітчизняним законодавцем будуть передбачені чинники протидії фальсифікації та запобіжники масовим порушенням різноманітних виборів залежить легітимність їх проведення і легітимність самих представницьких органів публічної влади в Україні. Національна і зарубіжна практика доводить, що доволі ефективним в цьому плані є інститут моніторингу виборів, який предсталений ріноманітними спостерігачами, що своєю діяльністю сприяють проведенню виборчих кампаній на демократичних засадах, відповідно до вироблених міжнародною спільнотою виборчих стандартів. "Die Festlegung auf ein Referendum über die europäische Verfassung in Großbritannien markiert den wohl abruptesten und signifikantesten europapolitischen Kurswechsel in der bisherigen Regierungszeit New Labours. Die Implikationen dieses Schrittes sowohl für die Erfolgsaussichten der europäischen Verfassungsgebung als auch für die politische Zukunft der Regierung Blair sind gravierend. Das vorliegende Arbeitspapier analysiert aus der Perspektive der Zwei-Ebenen-Metapher die Beweggründe New Labours für diesen Politikwechsel. Dabei kommt der Autor zu dem Schluss, dass die Ankündigung eines Referendums durch die erneute Dynamisierung des europäischen Verhandlungsprozesses angestoßen wurde und gleichzeitig eine Stärkung britischer Verhandlungsmacht in diesem Prozess bewirkt. Zudem ist der Politikwechsel auf der Ebene der innenpolitischen Auseinandersetzung zumindest kurz- und mittelfristig als Erfolg versprechendes taktisches Manöver der Regierung Blair zu interpretieren. Angeleitet durch die historische Analogie zum Referendum von 1975 über die Mitgliedschaft Großbritanniens in der EG identifiziert der abschließende Ausblick ungünstige Voraussetzungen für das Bestreben New Labours, ein positives Ergebnis der Abstimmung über die europäische Verfassung herbeizuführen." "Die Frage eines Beitritts Großbritanniens zur dritten Stufe der Wirtschafts- und Währungsunion steht im Zentrum der aktuellen europapolitischen Debatte sowohl in der britischen Öffentlichkeit als auch innerhalb der britischen Regierung. Obwohl die Labour-Regierung unter Tony Blair einen solchen Schritt prinzipiell befürwortet, hat sie es bisher unterlassen, die Einführung des EURO mit nachdrücklicher politischer Führung zu betreiben und das erforderliche Referendum zu initiieren. Zur Erklärung dieser Politik New Labours schlägt der Autor eine Konzeption der innerstaatlichen 'constraints' der europapolitischen Präferenzbildung vor, die auf den Grundprämissen des 'Zwei-Ebenen-Ansatzes' beruht und neo-institutionalistischen Argumentationslinien folgt. Der Autor kommt zu dem Schluss, dass die Präferenzbildung New Labours entgegen den Annahmen des Liberalen Intergouvernementalismus nicht schlüssig als Funktion organisationsmächtiger Wirtschaftsinteressen gefasst werden kann. Auch eine Erklärung, die ausschließlich auf die empirische Ausprägung der öffentlichen Meinung abhebt, greift nach dieser Analyse zu kurz. Erst eine Berücksichtigung der veröffentlichten Meinung, des zwischenparteilichen Wettbewerbes und der Präferenzverteilung innerhalb der Exekutive erlaubt eine umfassende Erklärung dafür, dass New Labour es bisher nicht vermocht hat, die in ihrer Meinungsbildung nicht vollständig verfestigte öffentliche Meinung von den Vorteilen einer Einführung des EURO zu überzeugen."
