Investment in infrastructure is recognized as a key enabler of economic prosperity, but it is also important for addressing social and environmental challenges, including climate change mitigation and addressing fuel poverty. The UK Government Strategy Investing in Britain's Future argues that significant investment in "resilient, cost effective and sustainable energy supplies" is needed to meet these challenges. However, current methods of assessing the costs and benefits of infrastructure investment, and the subsequent design of business models needed to deliver this investment, often prioritise partial economic gains over social and environmental objectives. This paper extends the business model canvas approach to allow designing business models and evaluation methods that can incorporate social and environmental value streams and propositions as well as economic values in order to facilitate genuinely sustainable infrastructure investment. It demonstrates the usefulness of this extension through two case studies of the development of smart grids for electricity distribution and local heat delivery networks in the UK. Smart grids are essential for maintaining the security and reliability of electricity systems whilst incorporating increasing amounts of low carbon generation in distribution networks. District heat networks can facilitate the efficient supply of low carbon heat. However, both will require significant levels of investment, co-ordination between public, private and regulatory actors, and will deliver a range of economic, social and environmental costs and benefits to these actors. Drawing on empirical interviews with local actors involved in smart grid and heat network developments, and recent work on valuation and business model canvas analysis, the paper challenges the traditional view of a business model as only creating one form of value. Accounting for multiple types of value helps to identify business models that are more likely to achieve the environmental and social goals of infrastructure transformation and opens the door for new actors. Finally, the paper introduces an approach to complex systems modelling of infrastructure investment decisions to take into account the range of actors and the diversity of motivations of these actors.

Les inégalités face aux changements climatiques : l'enjeu social des politiques d'adaptation François BALAYE Résumé Cette communication se propose d'analyser l'intégration des enjeux sociaux, notamment des inégalités sociales, dans les politiques d'adaptation au changement climatique. Les politiques d'adaptation sont le deuxième volet des politiques climatiques au côté de l'atténuation (diminution des gaz à effet de serre pour enrayer le processus du dérèglement climatique). Les politiques d'adaptation sont aujourd'hui le parent pauvre des politiques publiques climatiques alors qu'elles touchent de près les inégalités sociales face à de nouveaux risques climatiques. Plus qu'une description de ces croisements entre inégalités sociales et « nouvelles » inégalités climatiques via le courant de recherche des inégalités environnementales, cette communication abordera les risques de ne pas intégrer ce volet social dans le volet environnemental et la capacité de mobilisation des enjeux sociaux parmi ces politiques climatiques. In fine, des points de blocage entre ces enjeux sociaux et environnementaux seront mis en évidence dans une visée praticienne et opérationnelle.
The aim of this paper is to investigate medical efforts and injury profiles of victims of the Lushan earthquake admitted to three military hospitals. This study retrospectively investigated the clinical records of 266 admitted patients evacuated from the Lushan earthquake area. The 2005 version of the Abbreviated Injury Scale (AIS-2005) was used to identify the severity of each injury. Patient demographic data, complaints, diagnoses, injury types, prognosis, means of transportation, and cause of injury were all reviewed individually. The statistical analysis of the study was conducted primarily using descriptive statistics. Of the 266 patients, 213 (80.1%) were admitted in the first two days. A total of 521 injury diagnoses were recorded in 266 patients. Earthquake-related injuries were primarily caused by buildings collapsing (38.4%) and victims being struck by objects (33.8%) ; the most frequently injured anatomic sites were the lower extremities and pelvis (34.2%) and surface area of the body (17.9%). Fracture (41.5%) was the most frequent injury, followed by soft tissue injury (27.5%), but crush syndrome was relatively low (1.2%) due to the special housing structures in the Lushan area. The most commonly used procedure was suture and dressings (33.7%), followed by open reduction and internal fixation (21.9%).The results of this study help formulate recommendations to improve future disaster relief and emergency planning in remote, isolated, and rural regions of developing countries.
In response to a request of the Bangko Sentral ng Pilipinas (BSP) and as part of a broader engagement on enhancing financial consumer protection and education in the Philippines, the World Bank has implemented a financial capability survey. Financial inclusion, financial literacy and consumer protection are important priorities for the BSP and the Philippines government. Consumer protection and education are critical elements in building an inclusive financial system and BSP seeks to identify sustainable methods of delivering financial education through effective partnerships. The proposed survey constitutes a key diagnostic tool that aims to guide BSP on the models for delivering financial education and to set quantifiable and concrete targets. This financial capability survey is the first in the Philippines and one of the very first in the East Asia and Pacific Region (EAPF). The key findings and recommendations presented in this report cover 3 main areas: 1. Financial Inclusion, 2. Financial Capability, and 3. Financial Consumer Protection. The remaining chapters are structured as follows. Chapter 1 explores the financial inclusion landscape in the Philippines. Chapter 2 gives an overview of Filipinos' levels of financial capability, in particular about their financial knowledge, attitudes and behaviors. The last chapter investigates if the products which financially included individuals use are effectively meeting their needs.

Обоснован тезис о том, что функционирование системы «человек-техника» зависит от двух факторов: технической оснащенности вооруженных сил и профессионализма военных, использовавших эту технику. Даны основные характеристики легких и грузовых армейских автомобилей; отображены их достоинства и недостатки; показаны задачи, которые решались автомобильными войсками при организации наступательных действий и влияли соответствующим образом на выбор подхода к использованию автомобильной техники. Проанализировано изменение состава автомобильного парка советской армии за период с 1941 по 1944 г. Аргументировано положение о том, что успех военных операций 1943 г. был обеспечен, в основном, при помощи отечественного автомобильного транспорта. ; The paper examines the role of automotive engineering in the military operations of the Red Army in 1943. It proves the idea that the functioning of the "man-machinery" system depends on two factors: the technical equipment of the armed forces and professionalism of military men, who use this equipment. The author gives the main characteristics of light trucks and army vehicles; he displays their advantages and disadvantages and shows the tasks being solved by motor forces in the organization of offensive actions and their according influence on the approach to the use of motor vehicles. There was a change of the composition of the vehicle fleet of the Soviet Army from 1941 to 1944. It is concluded that the success of military operations in 1943 was achieved mainly by means of domestic road transport.

Cet ouvrage se présente comme un manuel pratique destiné à encadrer l'intervention architecturale et urbaine sur le site historique de Grand-Bassam, pour faciliter la conservation et la mise en valeur du site patrimoine mondial et mieux maîtriser son évolution. Il s'inscrit en complémentarité « de l'arrêté interministériel n° 097 du 19 juin 2012 portant mise en place du plan de préservation de la Ville historique de Grand- Bassam », dont il fournit un instrument d'application. Outil de sensibilisation et d'aide à la décision, il facilite l'interprétation de la réglementation de protection du patrimoine et la médiation de cette réglementation auprès des porteurs de projet. Il permet ainsi d'améliorer la conception et la formulation des projets architecturaux et urbains – pour les rendre compatibles avec les exigences patrimoniales – et de faire mieux connaître auprès du grand public les institutions en charge de cette politique (État, commune, Maison du Patrimoine Culturel). Les prescriptions techniques sont largement illustrées pour en faciliter la compréhension. De façon générale, le manuel se propose également de faire mieux connaître les valeurs architecturales et urbaines de la ville pour sensibiliser un vaste public à la nécessité de protéger et transmettre ce patrimoine exceptionnel aux générations à venir.
Background. This article explores research capacity in the disability knowledge field in some geographical regions in Colombia and is part of a major research project named "Colombian Research Agenda on Disability".Objective. To contribute to the identification of actors researching on disability at different cities and, in this way, to make an approach of research capacities on disability in the country.Materials and Methods. Descriptive study that employs a survey applied to interested or involved people with research on disability from seven cities in Colombia.Results. 88 actors were identified. 45 of them are research groups, 28 are organizations of or for people with disabilities, and 15 are government agencies. A concentration of research capacities in the main cities, mainly in Bogotá, is noted.Conclusion. It's important to explore the dynamics of networks and partnerships that have common interests as the basis for its functionality. ; Antecedentes. El artículo explora las capacidades de investigación en el campo de la discapacidad en varias regiones de Colombia; se configura como una fase de la investigación macro sobre la agenda colombiana de investigaciones en discapacidad.Objetivo. Contribuir a la identificación de los actores que realizan investigación en discapacidad en diferentes ciudades y con ello aproximarse al rastreo de las capacidades de investigación en discapacidad en el país.Materiales y métodos. Estudio descriptivo-exploratorio a partir de una encuesta en papel aplicada a personas interesadas y vinculadas de alguna manera con la investigación en el campo de la discapacidad en siete ciudades del país.Resultados. Se identificaron 88 actores que hacen investigación en discapacidad en el país; estos incluyen 45 grupos de investigación, 28 organizaciones de y para personas con discapacidades y 15 entidades gubernamentales. Se observa una concentración de estos actores en las principales ciudades, sobre todo en Bogotá.Conclusión. Es importante explorar el funcionamiento de redes y alianzas fundadas en los intereses comunes de los grupos u organizaciones.
Culture and creativity make two contributions to sustainability in cities: (1) Economic impact, related to the economy and the marketing of the city, involving consumers, jobs, creative clusters, technology, mobility, infrastructures and (2) urban regeneration concerned with social cohesion, socially creative initiatives and local citizenship with sustainability objectives. We provide a critical appraisal of the first and concentrate on the second. The paper focuses on how collective actors are capable of creating new spaces for public debate and daily practices that reinforce community life and citizenship. In some cities creation of spaces for cultural creativity has been the result of 'bottom-linked' innovation. Two examples are examined in two peripheral districts of Barcelona. These are: Ateneu Popular de 9 Barris(AP9B) and Fabra i Coats. Both are currently managed by a hybrid partnership between public administration and civil society organizations. The 'bottom-linked' approach to social innovation recognizes the centrality of initiatives taken by those immediately concerned, and also stresses the need for institutions that enable and sustain such initiatives through sound, regulated and lasting practices and through clear citizen rights, guaranteed by the functioning of the democratic state (Pradel, García, & Eizaguirre, 2013)

Transport business was a significant factor in the economic development of the Russian Empire. This study reveals the importance and problems associated with the efficiency of the major transport corporation as an example of empirical data Russian Steam Navigation and Trading Company (in 1856-1864). Particular attention is paid to the analysis of institutional and organizational innovations affecting the efficiency of the company in the social and political conditions of the Russian Empire. The central part of the research is an analysis of the historical evolution of the Russian Steam Navigation and Trading Company as a mechanism of the organizational coordination of the private, public and state interests which is used for attracting the necessary resources (intellectual, financial, informational, productive, etc.) for the implementation of the outlook of accelerated development of the regional economy of the Black Sea region. The article contains a number of new approaches to the explanation of the institutional aspects of the company. It shows the structure of ownership and control, orientation relationships among managers and shareholders, the process of development and implementation of strategic and operational plans.
Due to increasing migration, the development of intercultural competency has become more important in the work environment of organizations. Recently, interest in the topic of interculturalism among scientists has increased significantly - there is no doubt that employees of international organizations need to acquire intercultural competency, but this competency of employees in small municipalities of Lithuania has not been studied yet. This study relies on a designed questionnaire which provides for the evaluation of the intercultural competency of employees of small municipalities, as well as the need for its development, and the evaluation of their opinion on the impact of intercultural competency on their career. ; Dėl pasaulyje vykstančių politinių ir ekonominių pokyčių ir didėjančių migracijos srautų tiek Lietuvos organizacijų vadovai, tiek šalies valdžia privalės megzti naujus kontaktus su jiems galbūt ne taip gerai pažįstamos kultūros atstovais, susipažinti su tų šalių verslo etiketu, derybų stiliumi, sprendimų priėmimu, vartotojų lūkesčiais ir poreikiais. Pastebima, kad savivalda taip pat aktyviau įsitraukia į tarptautinio bendradarbiavimo iniciatyvas, nusistato bendradarbiavimo su užsienio šalių savivaldybėmis prioritetus ir jų įgyvendinimo būdus bei priemones, kelia tikslą formuoti teigiamą savo rajono (kartu ir visos Lietuvos) įvaizdį užsienio šalyse, tirti ir skleisti užsienio šalių savivaldybių veiklos patirtį, įgyvendinti Lietuvos Respublikos įstatymų, kitų teisės aktų nuostatas, nacionalinį bei regiono plėtros planus, aktyvinti rajono bendruomenes ir padėti rengti projektus (Alytaus rajono savivaldybės., 2011). Pastaraisiais metais mokslininkų susidomėjimas tarpkultūriškumo tema itin išaugo: nagrinėjami įvairūs su tarpkultūriškumu susiję aspektai ‒ tarpkultūrinė komunikacija, jos efektyvumas, modeliai (Liu ir Lee, 2008), tarpkultūrinių komandų formavimas ir jų veiklos efektyvumas (Lloyd ir Hartel, 2009; Oerlemans ir Peeters, 2010), vakarietiško vadybos stiliaus taikymas skirtingose kultūrose (Jacobs, 2005), imigrantų galimybės prisitaikyti naujoje aplinkoje ir jų veiklos efektyvumas (Jordan ir Cartwright, 1998; Bhatti, Battour, Ismail, 2013), tarpkultūrinių mokymų efektyvumas (Graf, 2003) ir kt. Lietuvoje tarpkultūriškumo, tarpkultūrinės kompetencijos, kultūrinės įvairovės tyrimai ‒ dar gana nauja mokslinė sritis. Nors mokslininkai yra nagrinėję Lietuvos organizacijos kultūrines charakteristikas Europos kontekste (Jucevičius, 2001), daugiakultūrę komunikaciją ir vadybą (Pruskus, 2003), tarpkultūrinės kompetencijos ugdymo aspektus (Paurienė, 2011), darbuotojų karjerą, tarpkultūrinių derybų niuansus, vadovų tarpkultūrinę kompetenciją (Petkevičiūtė, 2009; 2010; 2011), darbuotojų tarpkultūrinė kompetencija, ypač mūsų šalies regionuose, netirta. Todėl šio straipsnio autoriai išsikėlė tikslą įvertinti poreikį plėsti darbuotojų tarpkultūrinę kompetenciją pagal gyventojų skaičių mažiausiose Lietuvos savivaldybėse. Šio tyrimo rezultatai (N = 116) leidžia daryti išvadą, kad tarpkultūrinės kompetencijos plėtra būtų aktuali mažiau negu pusei tirtų Lietuvos savivaldybių, nes daugiau nei du trečdaliai jų darbuotojų pažymėjo, kad su kitataučiais bendrauja dažniau nei kartą per metus, tačiau sistemiškų mokymų, skirtų tarpkultūrinei kompetencijai plėtoti, darbovietės neorganizuoja. Nors respondentų nuostatos kitataučių atžvilgiu yra pozityvios, pabrėžtina, kad savo gebėjimą spręsti dėl kultūrinių skirtumų kilusius nesusipratimus jie vertina silpniausiai, palyginti su visais kitais tirtais tarpkultūrinės kompetencijos elementais. Tiesa, daugiau negu pusės apklaustųjų nuomone, tarptautinių iniciatyvų jų darbovietėje ateityje tik daugės, todėl galima daryti išvadą, kad darbuotojų tarpkultūrinės kompetencijos plėtros klausimai ateityje turės būti keliami vis dažniau. Svarbu pažymėti, jog vertinant pagal amžių gana ryškiai išsiskyrė respondentų pozicijos dėl tarpkultūrinės kompetencijos įtakos jų karjerai Lietuvoje arba užsienyje – kas trečias jaunesnis nei 35 metų respondentas mano, kad didesnė tarpkultūrinė kompetencija atvertų jam kelią daryti tarptautinę karjerą, o iš vyresnių nei 35 metų respondentų tam pritaria tik 15,3 proc. Tarpkultūrinės kompetencijos įtaka karjerai visiškai nesidomėjo vienas iš dešimties respondentų vyresnių nei 35 metų asmenų amžiaus grupėje, o tarp jaunesnių tokių nebuvo. Apibendrinant tarpkultūrinės kompetencijos plėtros tendencijas mažose savivaldybėse galima daryti išvadą, kad regionuose supratimas apie tarpkultūrinės kompetencijos įtaką darbuotojų karjerai, kartu ir dėmesys visos darbovietės (savivaldybės) tarptautinių iniciatyvų ir tarpkultūrinės kompetencijos stiprinimo perspektyvoms akcentuojamas per mažai. Lyginant kelis straipsnio autorių atliktų tyrimų rezultatus apie tarpkultūrinių kontaktų geografiją, išryškėja tam tikros tendencijos, kurios stipriai nepriklauso nuo gyvenamosios vietos ar darbovietės. Tiek sostinės, tiek regionų darbuotojai daugiausiai tarpkultūrinių kontaktų palaiko su Baltijos valstybėmis, posovietinės erdvės šalims ir Vidurio Europa. Tokie rezultatai leidžia nustatyti tarpkultūrinės kompetencijos plėtros kryptis ir ateities tarpkultūriškumo, tarpkultūrinės kompetencijos, kultūrinės įvairovės valdymo tyrimų prioritetus.
