"The past few years are characterized by increased Chinese assertiveness in the South China Sea that resulted in various confrontations with the Philippines and Vietnam and an enhanced involvement of the United States. The core question is what other states, especially China's adversaries, can do, to evade spirals of escalation without compromising their claims. This report compares the crisis-prone Sino-Philippines with the rather harmonious Sino-Malaysian relations. It extends analysis backwards to the early days of Chinese assertiveness in the late 1980s. This allows the author to show that Chinese behavior in the territorial conflicts co-varies with the contender's level of recognition of the benign Chinese concepts of national self and world order. Displaying respect towards China mitigates Chinese conflict behavior without compromising the opponent's territorial claims." (author's abstract)

Seit 2012 beobachten wir in Russland eine Versicherheitlichung von Politik, Wirtschaft und Gesellschaft - der Konflikt mit dem Westen ist für die russische Führung systemstabilisierend geworden. Auch aufgrund der sich verschlechternden Wirtschaftslage und der Stärkung nationalistischer Kräfte besteht die Gefahr einer weiteren Destabilisierung des Landes. Um auf einen mittel- bis langfristigen Politikwechsel zu setzen, bedarf es vonseiten der deutschen und europäischen Politik einer Mischung aus Eindämmung und Kooperation: Neben Sanktionen als dem zentralen Mittel, um Glaubwürdigkeit zu bewahren, ist eine positive Agenda gegenüber der russischen Gesellschaft notwendig; die Analyse der Entwicklungen in allen postsowjetischen Staaten muss ausgebaut werden; die Wirtschaft wird als Kommunikationskanal mit Russland weiterhin eine wichtige Rolle spielen, sich jedoch dauerhaft auf eine Politisierung der Beziehungen einrichten müssen.

Kulturdialog, Interkultureller Dialog, Islamdialog, Transformationsdialog - wer spricht da eigentlich mit wem und vor allem wie? Vom 11. September 2001 bis zu den Umbrüchen in der arabischen Welt 2011 gewährt das Buch spannende und ausführliche Einblicke in das Dialogverständnis und die Diskurspraxis der deutschen Auswärtigen Kultur- und Bildungspolitik. Anhand der vom Autor geführten Interviews mit Vertretern vom Auswärtigen Amt, dem DAAD und dem Goethe-Institut wird die Diplomatensprache in bislang einmaliger Form interdisziplinär unter die philologische Lupe genommen. Vorschläge für einen künftigen Dialog im historisch wie gegenwärtig hochdynamischen Mittelmeerraum ergänzen die Analysen.
This paper focuses on the relationships between remittances, elections, and government consumption as a percentage of GDP. We combine data from the National Elections across Democracy and Autocracy (NELDA) dataset compiled and discussed in Hyde and Marinov (2012) and the World Development Indicators dataset. We focus on 70 young democracies in the developing world. The period under investigation is 1990-2010. The main objective of the paper is to assess whether remittances have an influence on the political manipulation, which may occur prior to an election, through in increase in the government consumption-to-GDP-ratio. It appears that remittances dampen the political business cycle (PBC). Furthermore, the PBC is reduced up to the point where it is fully cancelled out at a remittance threshold of 10.7 percent of GDP. Those findings are robust to different econometric strategies and robustness checks.
