This is the first special issue of any organisation studies journal on food labour. Why is this a big deal? In this Introduction, we argue that the field should pay much more attention to the agri-food system and the work that goes into producing, distributing and consuming foodstuff. Food is such an all-important, basic ingredient to human existence, incorporating a vast web of organisational processes that are constantly changing, being contested at all scales. Whether subsistence peasants, new-age community foodies, massive food logistics companies, Deliveroo dark kitchens or Uber Eats cyclists – there is a huge amount of labour everywhere in the agri-food system. Food labour is so vast, this special issue can only begin lifting the lid. In this Introduction, we provide an overview of the current scholarly work on food labour. We identify some of the historical contexts and struggles that have led to the agri-food system in existence today. We identify food labour types, particularly focusing on those that are vanishing or emerging, crucially asking why these transitions are taking place. We also engage with the various resistances expressed by people against the ever globalising agri-food system, outlining logics for the emergence of alternative food movements. Finally, we introduce each of the seven papers collated in this Special Issue, all of which, we hope, will provide food for thought to all of us who tend to have three meals a day without thinking too much about the labour that goes into our grub.

AbstractThis paper situates food safety concerns raised in the Brexit debate since the referendum and suggests that, although the issue of chlorinated chicken entered public discourse, it represents wider concerns about food safety standards. Food safety has had high resonance in the UK since the 1980s, but Brexit shows how it connects to wider concerns also raised about Brexit, such as impacts on healthcare, the effects of austerity on food poverty, the limitations of low waged employment, concerns about migration and labour markets, and regional economic disparities. Brexit's impact on the UK food system is immense because food has been highly integrated into EU governance. While food standards can be portrayed as a single narrow issue, the paper suggests it provides a useful lens with which to examine, interrogate and comprehend these wider Brexit politics. The complex realities of food politics and wider food system dynamics undermine any simplistic political narrative of 'taking back control'.

To address the policy malfunctions of the recent past and present, UK food policy needs to link policy areas that in the past have been dealt with in a disparate manner, and to draw on a new ecological public health approach. This will need a shift within the dominant trade liberalization–national economic competitiveness paradigm that currently informs UK food policy, and the international levels of the EU and the WTO trade rules, and grants the large corporate players in the food system a favoured place at the policy–making tables. The contradictions of the food system have wrought crises that have engendered widespread institutional change at all levels of governance. Recent institutional reforms to UK food policy, such as the FSA and DEFRA, reflect a bounded approach to policy integration. Initiatives seeking a more integrated approach to food policy problems, such as the Social Exclusion Unit's access to shops report, and the Policy Commission on the Future of Food and Farming, can end up confined to a particular policy sector framed by particular interests—a process of "policy confinement". However, the UK can learn from the experience of Norway and Finland who have found their own routes to a more joined–up approach to public health and a sustainable food supply by, for example, introducing a national food policy council to provide integrated policy advice. Also, at the local and community levels in the UK, policy alternatives are being advanced in an ad hoc fashion by local food initiatives. More structural–level interventions at the regional and local governance levels are also needed to address the social dimensions of a sustainable food supply

Food policy is high on the public policy agenda, but still suffers from a lack of overview and integration. The paper reviews examples of policy limitations where tighter and more explicit links could usefully be made between environmental, social and public health considerations. The paper proposes a new ecological health approach to public policy. This offers marked advantages over the present "productionist" approach to food policy. With this old policy regime in crisis, the paper reviews current moves towards adoption of the ecological health model in Britain, Europe and globally.

OBJECTIVES: This research analyzes the roles and limitations of Public Health in British Columbia in advancing food security through the integration of food security initiatives into its policies and programs. It asks the question, can Public Health advance food security? If so, how, and what are its limitations? METHODS: This policy analysis merges findings from 38 key informant interviews conducted with government and civil society stakeholders involved in the development of food security initiatives, along with an examination of relevant documents. The Population Health Template is used to delineate and analyze Public Health roles in food security. RESULTS: Public Health was able to advance food security in some ways, such as the adoption of food security as a core public health program. Public Health's leadership role in food security is constrained by a restricted mandate, limited ability to collaborate across a wide range of sectors and levels, as well as internal conflict within Public Health between Food Security and Food Protection programs. CONCLUSIONS: Public Health has a role in advancing food security, but it also faces limitations. As the limitations are primarily systemic and institutional, recommendations to overcome them are not simple but, rather, require movement toward embracing the determinants of health and regulatory pluralism. The results also suggest that the historic role of Public Health in food security remains salient today.

There is an urgent need to train a cohort of professionals who can address and resolve the increasing number of fundamental failings in the global food system. The solutions to these systemic failings go far beyond the production of food, and are embedded within broad political, economic, business, social, cultural and environmental contexts. The challenge of developing efficient, socially acceptable and sustainable food systems that meet the demands of a growing global population can only be tackled through an interdisciplinary systems approach that integrates social, economic and environmental dimensions. The new crossinstitutional training programme, IFSTAL (Innovative Food Systems Teaching and Learning), is designed to improve post-graduate level knowledge and understanding of food systems from a much broader interdisciplinary perspective, which can be applied to students' own studies. Ultimately, these graduates should be equipped to apply critical interdisciplinary systems thinking in the workplace to understand how problems are connected, their root causes and where critical leverage points might be. This article outlines the programme and presents a review of its first year (2015-2016 academic year).
