ABSTRACT
Ancient discourses on utopia range from nostalgic evocations of a peaceful Golden Age to the forward-looking projects of a well-ordered society free of internal violence. It is this second perspective that connects to the issue of how to maintain the fragile equilibrium between war and civil war. The idea of using the former as a remedy against the latter is present in the blueprint of the just city whose hypothetical generation is depicted in Plato's Republic. Reading Plato with Thucydides enables us to see how both the diagnosis of civil strife's causes and the (impossibly utopian) remedy connect to a certain underlying conception of man. Not unlike Platonic utopia, conceived as an artificial remedy to natural inner conflicts, some Hellenistic and Greco-Roman philosophies of peace share in the vision of an ever-expanding "circle" of the city. However, their understanding of human nature is different, and despite some complicity between cosmopolitanism and imperialism, they are more optimistic in considering the perfectible community not as an imposed artificial structure of justice but as a structure whose germ is naturally present in our individual constitution.

Unlike France and England, Spain has not been dominated by its capital, and the focus of its history shifts from city to city over the centuries, illuminating different features of the country's past. Toledo, Cordoba, Seville and Madrid have at various times managed to establish a political and cultural supremacy, Cadiz and Barcelona dominated the economy in the 18th and 19th centuries. Salamanca housed one of the great universities of medieval Europe while Santiago became the second religious centre of Christendom. In CITIES OF SPAIN David Gilmour takes us on a journey from Visigothic kingdom and the Cordoban caliphate to the Madrid of today. The portrait of these cities both now and in the heyday reveal both their spirit and their significance, and allowed the reader an intimate view of one of Europe's most fascinating and intriguing countries.
The city is the home of prosperity. It is the place where human beings find satisfaction of basic needs and access to essential public goods. The city is also where ambitions, aspirations and other material and immaterial aspects of life are realized, providing contentment and happiness. It is a locus at which the prospects of prosperity and individual and collective well-being can be increased. What this new edition of State of the world's cities shows is that prosperity for all has been compromised by a narrow focus on economic growth. UN-Habitat suggests a fresh approach to prosperity beyond the solely economic emphasis, including other vital dimensions such as quality of life, adequate infrastructures, equity and environmental sustainability. The Report proposes a new tool - the City Prosperity Index - together with a conceptual matrix, the Wheel of Prosperity, both of which are meant to assist decision makers to design clear policy interventions. The Report advocates for the need of cities to enhance the public realm, expand public goods and consolidate rights to the 'commons' for all as a way to expand prosperity. This comes in response to the observed trend of enclosing or restricting these goods and commons in enclaves of prosperity, or depleting them through unsustainable use. - Publisher.

A partir de nombreuses enquêtes sur les organismes de logements sociaux, cet article s'interroge sur la place et le sens de la participation des usagers locataires aux politiques de logement social - travaux neufs, réhabilitation, attribution des logements. Facteur secondaire dans les années de croissance, l'idée prend de l'importance lorsque l'Etat et les collectivités locales veulent mettre en place des politiques plus globales dans les années quatre-vingts ; mais elle reste une pratique réduite au niveau des offices. L'auteur examine les facteurs de cette non-participation .- faible motivation des habitants, résistance des personnels, écart avec les principes internes d'organisation des offices. Au mieux, à l'occasion de programmes-qualité, les habitants pourraient être impliqués comme clients dans une approche marketing ; les principes d'efficacité s'imposent et on se trouve loin des idées participatives des premières expériences.
