Problem setting. The sphere of public administration is quite multifaceted, since it combines issues of both social policy, economy, politics, international cooperation, and even the functioning of the social foundations of society. The article was created to analyse the problems of forming the organizational and staff structure of the border unit. In general, organizational and staffing policy is the planning of human resources needs, the formation of the structure and staff, the appointment, creation and transfer of appropriate reserves. Problems of demotivation, low innovative activity of the Border Guard staff, growing examples of professional stresses and social conflicts in the border teams are in the area of formation of the organizational and staff structure of the border unit.Recent research and publications analysis. In recent years, various aspects of the problem of forming an organizational and staff structure have been the focus of scholars. Such theoretical substantiation was addressed by such national scientists as V. Dzundzyuk, Y. Mashkarov, D. Oliynyk, V. Sorokov, G. Shvydanenko.In relation to the Border Service, such scientific studies are sporadic, for example, V. Lemeshko studied the problem of the functioning of special units of the Border Agency. There is a lot of work devoted to the Border Guard Service of Ukraine, but it is mostly work in the military-technical sciences, law, pedagogical or psychological sciences.Highlighting previously unsettled parts of the general problem. Further study requires the problem of ways of forming an effective organizational and staff structure of the border unit, which contributes to the effective functioning of the entire border agency. An important and insufficiently studied issue of this problem is the issue of a comprehensive approach to justify this structure.Paper main body. Building a scientific foundation for the formation of organizational and staff structure of the border unit is an important management task. The main purpose of the organizational and staff structure of the border unit is to optimize the links between its structural elements.In the State Border Service, the organizational and staffing structure has a priority status, as it is the formation of the structure that reflects the specialization of the service and the extent of its existence in society, the level of use of technology, basic equipment, and, most importantly, organizational forms of professional activity.The organizational and staff structure of the border unit is an extremely difficult object of study, as it is a component of an important strategic social institute of Ukrainian society – the State Border Service of Ukraine, and it can be interpreted as a policy of the state, a policy of a separate agency, a policy towards its servicemen and employees.Thus, the organizational and staff structure of the border unit can be interpreted both narrowly and broadly.According to the narrow interpretation, the organizational and staff structure of the border unit is a system of wishes, rules and restrictions in the relationship between the representatives of the border service and the service itself.The effectiveness of forming an organizational and staff structure depends on a clear allocation of rights and responsibilities for each level of the structure, detailed regulation of tasks for the departments of the entity and individuals, creating appropriate rules and instructions, forming a corporate culture of the border team, in order to follow the interests of the common cause. To this list should be added the requirement to take into account the provisions of the basic scientific theoretical and methodological approaches: axiological, synergetic, competent, activity, personality-oriented, systemic, normative, power, normative-methodological, structural and functional.Conclusions of the research and prospects for further studies. The basis of the theoretical and methodological scientific approaches analysed in the article is the statement about the formation of organizational and staff structure of border units taking into account all levels: both society, border team, and professional environment. The result of such formation is the functioning of the personnel, organizational, functional, regulatory and legal system of the border unit. The goal of the border unit management should be to ensure a high level of professionalism in forming a democratic type of organizational and staff structure. Prospects for further scientific exploration may be to study the problem of monitoring the quality of the organizational and staffing structure of the border unit, as measures to prevent errors in the professional activity of the unit should be designed to ensure that the capabilities and staffing structure are consistent with the ever-changing tasks. ; Розглянуто проблематику обґрунтування процесу формування організаційно-штатної структури прикордонного підрозділу науковими теоретико-методологічними підходами. Сформульовано мету наукової статті. Проведено ретельний аналіз наукової літератури із представленого питання. Виділено та розкрито сутність аксіологічного, синергетичного, системного, структурно-функціонального, діяльнісного, особистісно-орієнтованого, компетентнісного, владного, нормативного, нормативно-методичного підходів. Проаналізовано основні результати здійсненого наукового пошуку, сформульовано висновки дослідження.
