UNESCO is in the unique position of solving problems connected with the return of unlawfully transferred cultural assets. Important instruments are 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict & the 1970 Convention on the Prevention of the Illicit Import, Export & Transfer of Ownership of Cultural Property. Since 1978, an intergovernmental committee has promoted the exchange of information & arbitrated disputes. Its goal is to conclude a declaration of principles on how to deal with cultural property that was unlawfully transferred to other countries as a consequence of the Second World War.
