Emphasizing the social value of the democratic state and civic society, the authors of the publication have updated the theoretical nuances of attitudes towards citizenship of young people as well as the formation of civic position and empirical findings in the field of civic engagement and promotion opportunities. The objective of publication is: basing on the theoretical understanding of the dimensions of the citizenship formation, to characterize the manifestations of civic attitudes of 9th grade students in the pedagogical process and to assess the practical aspects of the formation of civic position through approbation of upbringing and educational program in ensuring young people's civic engagement.

The fundamental problem with the measurement of preferences is that it not only attempts to measure something that is, by its nature, "unmeasurable", but also hidden from a direct observation. In addition, a person's current emotional, material and social situation influences the measurement of preferences resulting from the person's system of values. The paper is a study on the methodology of preference measurement, a comparison and evaluation of two methods of scale construction. Among various techniques we investigate the two methods: Thurstone procedure for finding scale separations developed by Thurstone and the simplest rank method of scaling. This study examines the relative merits of Thurstone and rank techniques of scale construction.

In a rapidly changing world, the success of nations, communities and individuals may be linked, more than ever before, to how they adapt to change, learn and share knowledge. This report helps clarify the concepts of human and social capital and evaluates their impact on economic growth and well-being. Although the evidence on social capital is less developed, reflecting the novelty of the concept in economic and social science, the report draws on a number of empirical studies which suggest potentially important linkages between human and social capital. The evidence suggests that human and social capital can be of key importance in contributing to a wide range of positive outcomes, including higher income, life satisfaction and social cohesion.

This paper briefly discusses inter-modal coordination of transport services from a perspective of what could be called diversity-based mobility policy. It examines the framework conditions for inter-modal competition and coordination under an approach to transport policy making that reflects the broad variety of mobility needs and aspirations in market economies and reflects the social opportunity costs of alternative ways of addressing the demand for mobility. The paper discusses integrated land-use planning and transport policy making, the importance of institutional frameworks for integrated transport planning and the fiscal framework for inter-modal competition, including in relation to external costs. Competition for resources between freight and passenger services is considered as well as truly inter-modal issues. The paper was prepared for the National Transport Development Policy Committee of the Government of India following a Workshop in Delhi in February 2012, supported by the World Bank, Ausaid and the International Transport Forum. At the request of the Committee the paper focuses mainly on transport policy making in Europe but it also draws on experience in Japan, Russia and North America.
