The sentience and suffering of animals is obvious to common sense, even if science and industry claim to be agnostic. Economic incentives to reduce the suffering of animals are welcome, but it is not clear whether animals can turn to science for help.
Ng's strategic proposal seems to downplay the potential benefits of advocacy for wild animals and omit what may be the most effective strategy to reduce the harms farmed animals suffer: vegan outreach.
The many substantive criticisms raised against Key by me and by many of the other commentators will not disappear by ignoring or waving them aside with meta-discourse about anthropomorphism, just-so stories, or celestial teapots. The conceptual edifice Key inhabits and defends with such gusto may look like an impregnable fortress from the inside – and Key behaves as if it were. From the outside, however, it looks more like a ramshackle structure gaping with holes and pieced together from imperfectly understood neuroscience and often faulty literature citations.
Mark Rowlands holds that creatures endowed with pre-reflective awareness may qualify as persons: In pre-reflective awareness, the self and the unity of mental life are implicit in the stream of experience. Rowlands generalizes from an introspective analysis of pre-reflective consciousness in humans to pre-reflective awareness in general. I describe three examples of empirical findings that corroborate the assumption that animal minds have some of the same basic modes of pre-reflective awareness as human minds.
King's How animals grieve beautifully describes several ways in which animals and humans show a similar capacity for grief. Yet this book does not sufficiently emphasise the language-empowered capacity to objectify thinking and sentiments about death, which makes human mourning unique. Here I put this capacity into focus and relate it to the social-normative aspect of human mourning that seems to be missing in other animals.
I comment on the methodology used by Klein & Barron for dealing with the question of insect sentience and I briefly make a proposal of my own. Once it is granted that insects are sentient, a further question arises: which insects are subject to which states of sentience? Do insects feel pain, for example? If so, which ones? On the further question, I note, Klein & Barron have nothing to say.
Klein & Barron's analysis focuses on the capacity for any subjective experience at all. It does not seek to demonstrate that insects can experience pleasure and pain in particular. This would be something of which insects have not traditionally been thought capable. If further research were to demonstrate that one or more insect species turn out to be conscious, yet incapable of experiencing pleasure and pain, it would give rise to a philosophical question that ethicists have yet to answer: Would a creature that is conscious, but lacks the capacity to feel pain, have moral standing?
Klein & Barron's (2016) (K & B's) case for insect consciousness is a welcome development in an area that, in all of the science and philosophy of mind, is probably the most anthropocentric. In this commentary, we seek to strengthen K & B's side of the argument by appealing not just to putative neural mechanisms but also to computational theory that supports it (section 1). We also offer some remarks on three distinctions that are relevant to K & B's thesis and are central to phenomenal awareness: between the capacity for awareness and its contents (section 2); between awareness and selfhood (section 3); and between "easy" and "hard" problems in consciousness research (section 4).
Several types of objection have been raised against the arguments I presented in my target article, "Are animals persons?" Among the objections are the following: (1) the claim that animals are persons is of little significance, (2) my use of the Lockean conception of the person is questionable, (3) whether a creature qualifies as a person is a matter of social construction rather than objective fact, (4) reflective consciousness is more important than I realize, (5) my reliance on implicit self-awareness in the account of personhood is ill-advised, (6) my account entails that too many creatures qualify as persons, and (7) types of objection that resist categorization (but I shall argue are sundry misunderstandings). I respond to these objections.
While the issue of expertise has been massively investigated by scholars since the late 1990s, the « politically committed experts » who are active members of a party remain largely unstudied. This article, based on the quantitative and qualitative analysis of 196 economists, analyses the sociology and role of those who constructed the French Socialist Party's economic programme and discourse during the 1970s, when the party led by François Mitterrand aimed to seize power. It shows that contrary to the clichés disseminated through the media, high-level civil servants did not have a monopoly of expertise within this organization. It also highlights that the socialist economic experts' work had to follow the strategical framework defined by the party's most prominent politicians. ; Si la problématique de l'expertise mobilise aujourd'hui de nombreux chercheurs, la figure de l'expert engagé dans un parti politique reste mal connue. In «consolidology» research there is an idea that «hybrid» regime is not something of a transitional form of regime moving from authoritarianism to democracy, but a separate type of regime. If the hybrid regimes are a byproduct of democratic transition, or failure, are they able to change? What is then the future of «hybrid» regimes? Are they able to survive and under what conditions? Based on the fact that Ukraine is a form of hybrid regime, known as «defective» democracy, what is the future of Ukraine? In other words, would it be able to preserve its sovereignty and territorial integrity in the adverse domestic and international conditions? Beside the notion of sacer, Roman Law defined another specific field related to the notion of sanctus - a field which is as essential and ambivalent than the former. Compte tenu des circonstances sociales et éducatives propres aux pays de la région, ce choix qui s'est opéré presque "naturellement" a été lourd de conséquences notamment au regard de l'adhésion populaire au discours unitaire. Cependant, durant la seconde moitié du XXe siècle, plusieurs transformations des systèmes de communication (la télédiffusion, les télévisions satellitaires, internet.) ont totalement renouvelé le paysage communicationnel arabophone en rompant avec la logique d'affirmation national-étatique pour rouvrir la voie d'une expression panarabe transnationale, très différente cependant dans son articulation aux élites.
International audience ; Pendant des décennies, la frontière séparant le Mexique du géant états-unien a focalisé les passions, alimentées par les politiques et les médias, et même par les sciences humaines et sociales parfois. Cette hyperborder (Romero 2008) ou hyper frontière a concentré de nombreuses études pluridisciplinaires en tant qu'observatoire privilégié des mutations sociales et politiques liées à la mondialisation. Avec ses 3 200 km et plus de 40 points de passage, c'est la frontière la plus traversée au monde. À l'inverse, la frontière sud du Mexique, commune avec le Guatemala, semblait inexistante (963 km2, dont 655 km2 correspondent à l'État du Chiapas), le plus souvent ignorée, négligée par les gouvernants et les chercheurs. Pourtant, au début des années 1980, le pouvoir central mexicain redécouvrait une région sur laquelle il désirait accroître sa souveraineté – conséquence directe des négociations pour la construction de la communauté économique de l'Amérique du Nord ; de plus, l'afflux de réfugiés guatémaltèques fuyant la guerre civile donnait une nouvelle dimension à cette frontière. Dix ans plus tard, la croissance soutenue des migrations latino-américaines en direction des États-Unis à la frontière sud du Mexique renforçait l'intérêt porté à cette zone. Dans les années 1990 et jusqu'à la fin des années 2000, elle devenait un lieu d'espoir et de désillusions pour de nombreux Latino- Américains rêvant au géant du Nord. Passer cette frontière devint le gage d'une arrivée certaine aux États-Unis, même si concrètement la route était encore longue. Néanmoins, si un mur discontinu de 1047 km (soit plus d'un tiers de la limite internationale) sépare la Californie de la basse Californie ou l'Arizona de l'État mexicain du Sonora, les mobilités transfrontalières locales comme le flux incessant de migrants persistent. Le double rempart en acier, accompagné des dernières technologies de surveillance et de l'augmentation du nombre des gardes frontière de la Border patrol, n'empêchent pas le passage de la limite internationale et, au contraire, engagent même de nouvelles réactions et de nouveaux contournements.
International audience ; This chapter deals with asylum and refuge in international law between the 1870's and the First World War. I will focus on the Institute of International Law, which tackles those issues mainly while discussing the extradition clauses of international treaties. The close observation of the debates shows that the representatives of the major European states agree during this period to fight the definition of asylum right that the refugees could use, while defending the possibility for each state to protect the opponents of authoritarian regimes. This unstable equilibrium is challenged by the anarchist wave at the end of the 19th century, which leads to the exclusion of these opponents of the liberal regimes out of the potential beneficiaries of any liberal state's protection. ; Nous examinons ici les usages des notions d'asile et de refuge dans le droit international au cours de la période qui va des années 1870 à la veille de la Première Guerre mondiale. Nous utilisons comme point d'observation l'Institut de droit international qui les aborde surtout à l'occasion de la discussion des clauses de non extradition qui figurent dans les traités d'extradition. L'examen de ces débats montre que les représentants des principes puissances s'entendent tout au long de la période pour combattre la définition d'un droit au refuge dont pourraient se prévaloir les proscrits tout en défendant la possibilité pour chaque état de protéger les opposants aux régimes autoritaires. Cet équilibre es remis en cause cependant par la vague anarchiste de la fin du siècle qui conduit à exclure des bénéficiaires possibles de la protection d'un état libéral les opposants à cet ordre.
