In an historical moment in 1992, the United Nations General Assembly proclaimed December 3rd to the the International Day of Persons with Disabilities. This was done in a bid to increase awareness, and understanding, of disability issues, and to highlight the gains to be derived from the integration and inclusion of people in all aspects of political, social, economic and cultural life.
Il y a dix ans déjà que la crise de la dette des pays en développement a débuté. Le Mexique, dont la décision de suspendre ses remboursements avait déclenché la crise, s'est vu en 1992 radier par le Canada de la liste des pays désignés et a retrouvé accès, dans une certaine mesure, aux marchés internationaux des capitaux. Pour les banques commerciales canadiennes, cette crise apparait structurellement terminée car l'endettement des pays en développement ne représente plus une menace systémique au systàme bancaire international et parce qu'elles ont réduit leurs créances à l'égard de certains pays fortement endettés. Toutefois pour de nombreux pays à faible revenu ou aà revenu intermédiaire, notamment en Afrique, l'endettement porte toujours de pénibles conséquences.
"The Lower Danube-the stretch of Europe's second longest river between the Romanian-Serbian border and the confluence to the Black Sea-was effectively transformed during the late eighteenth and nineteenth centuries. For a significant period of time, the comparativist and the international lawyer were considered to inhabit different worlds: the former scrutinized similarities and differences between domestic legal systems while the latter focused on the universal realm of international law that overlays these systems. This comfortably segregated image has been conclusively shattered by numerous studies demonstrating the multiple areas of interaction between international and comparative law. of these, one of the ripest areas for further reflection is the "general principles of law" as a source of international law. Puzzlingly, given the traditional domestic law origins of the general principles of law, comparative law and methodology have rarely featured in the scholarship and jurisprudence on the general principles. Thus, the attempt of the International Criminal Tribunal for the Former Yugoslavia (Icty) to use the general principles as a freestanding source of international criminal law provides a particularly intriguing opportunity to study the interaction between international and comparative law.
Vor dem Hintergrund der wachsenden Krankheitslast durch Diabetes mellitus entwickelt das Robert Koch-Institut im Auftrag des Bundesministeriums für Gesundheit eine Nationale Diabetes-Surveillance. Ein wesentliches Ziel der Surveillance ist die periodische und zeitnahe Bereitstellung relevanter Daten für verschiedene Adressaten (Dissemination), welche die Informationsgrundlage für weiterführende Public-Health-Maßnahmen bilden. Zur Entwicklung einer Disseminationsstrategie wurde eine Übersicht über die diabetesspezifische Berichterstattung im internationalen Kontext erstellt. In einem zweistufigen Prozess erfolgte zunächst eine Online-Befragung von Public-Health-Expertinnen und -Experten aus 46 Ländern. Für Länder ohne Rückmeldung (19/46) wurde eine strukturierte Webrecherche durchgeführt. Der Großteil der Länder (38/46; 83 %) berücksichtigt Diabetes in der Gesundheitsberichterstattung und drei Viertel (29/38; 77 %) dieser Länder stützen sich dabei auf ein indikatorenbasiertes Berichtssystem. Themenspezifische Berichte zu Diabetes oder nichtübertragbaren Krankheiten (24/36; 67 %) sowie nationale Gesundheitsberichte (23/36; 64 %) stellen das am häufigsten verwendete Format dar, gefolgt von Online-Formaten (20/36; 57 %) wie Webseiten oder Datenbanken. Primäre Adressaten der Berichterstattung sind die Politik (19/20; 95 %) sowie Medien und Presse (16/20; 80 %). Sowohl gedruckte als auch Online-Formate sind Teil einer umfassenden Disseminationsstrategie, die jedoch unterschiedliche Adressaten ansprechen. ; Peer Reviewed

La mise en œuvre du droit international humanitaire applicable dans les conflits armés est étroitement liée à trois problèmes fondamentaux.En premier lieu, personne ne souhaite voir en temps de paix une situation dans laquelle cette partie du droit est applicable dans la pratique. En fait, il n'est guère aisé non plus de motiver des personnes pour des règles juridiques qui se situent au-delà de leurs propres expériences personnelles.
