This article examines the Russian strategic culture after the Cold War. That is, what perspective on the use of military force is guiding the Russian strategic community? It compares Russian conflict behavior in the 1999 Second Chechen War, the 2008 Russo-Georgian War, and the 2014 Russian Invasion of Crimea to find systematic components of Russian strategic culture. Consequently, this analysis systematically describes the development of Russian conflict behavior after the Cold War and elucidate the underlying and persistent Russian strategic culture. The analysis points to a continuing emphasis on conventional forces. Moreover, the employment of conventional force is enabled by peacetime preparations, and then deception and secrecy in the initial period of the conflict.

This book examines the role played by domestic and international judges in the "flexibilization" of legal systems through general principles. It features revised papers that were presented at the Annual Conference of the European-American Consortium for Legal Education, held at the University of Parma, Italy, May 2014. This volume is organized in four sections, where the topic is mainly explored from a comparative perspective, and includes case studies. The first section covers theoretical issues. It offers an analysis of principles in shaping Dworkin's theories about international law, a reflection on the role of procedural principles in defining the role of the judiciary, a view on the role of general principles in transnational judicial communication, a study on the recognition of international law from formal criteria to substantive principles, and an inquiry from the viewpoint of neo-constitutionalism. The second section contains studies on the role of general principles in selected legal systems, including International Law, European Union Law as well as Common Law systems. The third section features an analysis of select legal principles in a comparative perspective, with a particular focus on the comparison between European and American experiences. The fourth and last section explores selected principles in given areas of law, including the misuse of the lex specialis principle in the relationship between international human rights law and international humanitarian law, the role of the judiciary in Poland as regards discrimination for sexual orientation, and the impact of the ECtHR case law on Italian criminal law with regard to the principle of legality. Overall, the book offers readers a thoughtful reflection on how the interpretation, application, and development of general principles of law by the judiciary contribute to the evolution of legal systems at both the domestic and international levels as well as further their reciprocal interactions

This article touches upon the problem of organizing security space under the conditions of armed aggression of the Russian Federation against Ukraine in 2022. According to the understanding of the "security" concept, it is determined that the security space should put a state and its vital interests under protection from any internal and external threats. It is emphasized that in conditions of armed aggression, the central components of the security space should be international (global) security and national security. The main areas of international (global) security should include the development and control of weapons, the fight against international terrorism, the development by the international community of effective mechanisms for countering modern global security challenges (proliferation of mass destruction weapons, namely nuclear weapons). Inclusion of military, state, information and cyber security is proposed as the main areas of national security.
In the standard model of sovereign default, as in Aguiar and Gopinath (2006) or Arellano (2008), default is driven by fundamentals alone. There is no independent role for expectations. We show that small variations of that model are consistent with multiple interest rate equilibria. Some of those equilibria correspond to the ones identified by Calvo (1988), where default is likely because rates are high, and rates are high because default is likely. The model is used to simulate equilibrium movements in sovereign bond spreads that resemble sovereign debt crises. Nach Wahlen wurde die nigerianische Polizei noch jedes Mal für ihr Verhalten kritisiert. Der Autor untersucht ihre Rolle bei Wahlen von vorkolonialen über koloniale Zeiten bis zu den Demokratisierungsschritten Ende der 90er Jahre. Er argumentiert, dass das polizeiliche Verhalten vielleicht nicht gut war, unter den obwaltenden Umständen allerdings auch nicht so schlecht. Unter Verwendung von Medienberichten über Vorfälle und Unregelmäßigkeiten bei Wahlen diskutiert der Autor die Rolle der Ordnungskräfte und entwickelt Vorschläge für die Polizei in einem demokratischen Nigeria.
