The article is devoted to a comprehensive study of the asymmetry of power in a complex system of international relations, which is characterized by a particularly high degree of global stratification, integration and asymmetric interdependence. Uneven distribution of power, increasing the number of asymmetric threats at the beginning of the XXI century, limited degree of study of the research topic in the domestic literature highlights the need to understand the asymmetry of power in international relations. In determining the power of the state in world politics, the determining factor is the material and power factor, which is clearly manifested at the present stage of development. Asymmetry of power – uneven distribution of power between participants in international relations leads to the dominance of several states that have higher indices of power than others. Dominance is manifested in various areas – from military to economic and cultural. Inequality of power creates an asymmetry of interaction. The strategy of the state's behavior in the international arena depends on the level of power. The ratio of total power capabilities between actors can change, which leads to an increase in the power of some actors and the decline of power of others. The asymmetric distribution of power leads to the formation of rights and rules governing the interaction between states, in which states compete for the preservation of the geopolitical status quo and their global influence. Despite the growing role of soft power components, the power continues to play a leading role in the international arena and to influence the format of relations in various areas of cooperation. In general, asymmetry can lead to stability and not cause tension in relations, which contradicts the current theory of international relations on asymmetric relations between states. ; Статтю присвячено дослідженню асиметрії влади в сучасній системі міжнародних відносин. Система міжнародних відносин як і будь-яка соціальна система стикається як з асиметрією, так і з проблемою влади, яка є однією з фундаментальних у сфері соціально-гуманітарного пізнання. Проаналізовано основні підходи щодо визначення феномена влади. Обґрунтовано думку про те, що асиметрія влади в міжнародних відносинах є об'єктивною реальністю, а не абстрактною категорією. З'ясовано лінію зовнішньополітичної поведінки держави в умовах асиметрії влади в міжнародній системі координат. Асиметрія влади – нерівномірний розподіл влади між учасниками міжнародних відносин призводить до домінування декількох держав, які володіють більшими індексами могутності, ніж інші. При визначенні влади держави у світовій політиці визначальним залишається матеріально-силовий фактор, який чітко простежується і на сучасному етапі розвитку. За умов домінування у світовій політиці групи великих держав зростає складність і неоднозначність відносин суб'єктів світової політики, відзначених асиметричністю влади і взаємозалежністю націй. Влада провідних держав часто підтверджується їх величезною роллю в міжнародних інститутах і форумах. Асиметричний розподіл влади призводить до формування прав і правил регулювання взаємодії між державами, в рамках якого держави змагаються як за збереження геополітичного статус-кво, так і свого глобального впливу. Зазначено, що асиметрія влади в міжнародних відносинах так чи інакше проявляється в зусиллях окремих держав, спрямованих на трансформацію інститутів і всієї міжнародної системи з метою реалізації своїх інтересів. Нерівність володіння владою породжує асиметричність взаємодії. Від рівня влади залежить стратегія поведінки держави на міжнародній арені. Залежно від владно-силових ресурсів держава у протистоянні з іншою вдається до широкого діапазону дій. Загалом в умовах єдиної глобальної системи міжнародних відносин держави вкрай асиметрично володіють владою, характерною рисою якої є її ієрархічність, що передбачає обов'язковий поділ за рівнями домінування.

Ever since the occupation of the West Bank and Gaza began in 1967, the Supreme Court of Israel has entertained petitions challenging actions of the Israeli authorities in those territories. The Court has delivered dozens of judgments in which it addressed questions of international humanitarian law in a situation of belligerent occupation. For a long time the Supreme Court was the sole judicial actor in this sphere. While its judgments were subjected to scrutiny and criticism by academics, no other judicial organs, domestic or international, ruled on the difficult legal issues discussed by the Court. The request for an advisory opinion provided the International Court of Justice (ICJ) with a unique opportunity to address and clarify some of the issues that had previously remained in the exclusive domain of the Supreme Court of Israel. Unfortunately, the Court did not take full advantage of this opportunity. As Judge Rosalyn Higgins noted in her separate opinion, the Court refrained from engaging in a detailed analysis of the law, thereby failing to follow "the tradition of using advisory opinions as an opportunity to elaborate and develop international law." The opinion is especially weak on questions of international humanitarian law (IHL), which makes it extremely difficult to know what the Court actually decided on these questions.

In a moment where credibility and citizen support towards international organisations are suffering, it is necessary that these organisations make efforts in communicating the importance they have in the lives of the citizens as well as the achievements their actions represent in both the national and international levels. Some examples of the citizen disaffection are the rise or even the victory of parties and candidacies that challenge the benefits and the importance or organisations like the UN or the European Union. Trump, the brexit or the fact that Marine Le Pen made it to the second round of the French presidential elections, make it clear that there is a hostile environment for multilateralism.Communication must represent a key element for achieving the objective of showing the benefits and usefulness of international organisations. Therefore, we will analyse the current communication strategies of the UN and the EU in order to highlight the positive and improvable aspects of such strategies.The objective of this study is to focus on the constructivist approach of international organisations, where the management of intangible assets is key in order to change norms at the service of the common good. For that, it is vital to use soft power, which has communication as a key tool. Today, there are mechanisms that enable the direct interaction with the citizens, so a good investment in this sense can generate very positive results that return credibility to international institutions. ; En un momento en el que la credibilidad y el apoyo ciudadano a las organizaciones internacionales se resiente, es necesario que estas inviertan sus esfuerzos en comunicar la importancia que tienen en la vida de los ciudadanos y los logros que sus acciones representan a nivel nacional e internacional. Ejemplos de este desapego ciudadano son el auge o incluso la victoria de partidos y candidaturas que ponen en tela de juicio la utilidad y el sentido de organizaciones como la ONU o la Unión Europea. Trump, el brexit o el hecho de que Marine Le Pen pasara a la segunda vuelta de las elecciones presidenciales en Francia evidencian un entorno hostil para el multilateralismo.La comunicación ha de constituir un elemento clave para lograr el objetivo de mostrar la utilidad y la necesidad de las organizaciones internacionales. Se analizarán, por tanto, las estrategias comunicativas actuales tanto de la ONU como de la UE para señalar aspectos positivos y aspectos mejorables de dichas estrategias.El objetivo de este estudio es profundizar en la visión constructivista de las organizaciones internacionales, donde la gestión de los intangibles resulta clave para cambiar normas al servicio del bien común. Para ello, resulta imprescindible acudir al poder blando, que tiene como una de las herramientas fundamentales la comunicación. Hoy en día hay mecanismos que posibilitan la interacción directa con los ciudadanos, por lo que una buena inversión en este sentido puede generar resultados muy positivos que devuelvan la credibilidad a las instituciones internacionales.

The right to the truth has emerged as a legal concept at the national, regional and international levels, and relates to the obligation of the state to provide information to victims or to their families or even society as a whole about the circumstances surrounding serious violations of human rights. This article unpacks the notion of the right to the truth and tests the normative strength of the concept against the practice of states and international bodies. It also considers some of the practical implications of turning "truth" into a legal right, particularly from the criminal law perspective.
