Crises and conflicts in Middle East are compounded by the fact that the settlement of the Israeli-Palestinian conflict is still far from a solution and the peace process in Syria has just begun. Taking into account the current situation and taking into account the tensions between the states of the Middle East region, there is reason to believe that all the states of the region should sit at the negotiating table in order to create, based on reasonable compromises and permissible outcomes, an acceptable model for building a regional security system for everyone .

В статье рассматривается курс Китая на Ближнем Востоке с целью определения роли и места Китайской Народной республики в контексте региональных отношений. Помимо экономических, преимущественно энергетических интересов, традиционно имевших для КНР первостепенное значение, сегодня Китай более активно продвигает и политическую повестку дня. В статье рассмотрены наиболее масштабные китайские инициативы для ближневосточного региона в области экономики и безопасности, проанализирована зарождающаяся китайская концептуализация ближневосточной политики. Последняя в настоящий момент носит максимально обобщенный характер, однако сам факт создания китайской стороной документов такого содержания представляется свидетельством намечающихся сдвигов в сторону более явной активности КНР в регионе. В ходе работы были проанализированы официальные документы и заявления, статистические данные и аналитические доклады, подготовленные коллективами авторов различных научно-исследовательских центров. Автор стремится к наиболее объективному анализу проводимого КНР политического курса, однако выстраивает аргументацию преимущественно в русле реалисткой теории международных отношений. В результате исследования выявлена тенденция к активизации китайской ближневосточной политики, а также вероятное намерение Китая закрепиться в регионе в качестве влиятельного внерегионального игрока.
At the moment, the Middle East remains one of the most explosive regions in the world. Today, Syria has become a kind of center for the global political crisis. This article explores the political prerequisites for the emergence and development of a regional problem, reveals its features, and analyzes the external factors that have had and are affecting the evolution of the Middle East problem. The preconditions for the growth of conflict potential and the intensification of the struggle for influence in the Middle East are studied. The role of Syria in the framework of the rivalry of leading Arab countries and Iran for regional leadership is examined and conclusions are drawn about the goals pursued by them in the Middle East. The issues of the formation of Syria's foreign policy are investigated, the influence of the Palestinian factor on its regional policy is analyzed, the position of Syria on the Lebanese problem is revealed. A number of factors are analyzed that influence the evolution of Syria's foreign policy in the new geopolitical situation in the region.

Уделяется внимание современному кризису и сложностям, которые стоят на пути сотрудничества двух государств.

В данной статье приводятся и систематизируются цифры и факты, всесторонне иллюстрирующие современную ситуацию в аграрном секторе Иракского Курдистана, особенности и проблемы административно-технического управления сельскохозяйственным сегментом экономики региона, а также специфику региональной аграрной политики и ее реализации. Указывается, что региональная аграрная политика реализуется в форме текущего административно-технического управления, и для того, чтобы она стала полноценной политикой с разработкой действующей правовой базы, перспективным планированием и привлечением инвестиций, необходима большая ясность и стабильность в политико-правовой ситуации Ирака и Курдистана в целом.
Contemporary history of the Middle East has seen at least four periods of active inter-state alliance formation – three of which led by the United States. The return of Russia to the Middle East has helped shape new alliances and coalitions. Unlike the American "philosophy" of alliance formation underpinned by the imperative for a comprehensive politicomilitary presence as well as prevention of, first, Soviet and then, Iranian regional expansion, the Russian model is oriented toward the players, cooperation with which could solve a current or a potential crisis at a specific time period. Coupled with consistent and pragmatic foreign policy course, it was nontrivial strategies for flexible alliance-formation that enabled Moscow to establish itself as one of the leading player in the turbulent region as well as a responsible global power. At the same time, the comparative analysis of the Russian campaign in Syria and Moscow's relations with key states in the region shows that Russia has been exercising elements of at least three alliance-formation strategies. ; Современная история Ближнего Востока насчитывает как минимум четыре периода активного становления межгосударственных союзов – три из них под патронажем США. Возвращение России на Ближний Восток способствовало формированию новых союзных структур и коалиций. В отличие от американской «философии союзничества», в основании которой лежали императивы наращивания комплексного военно-политического присутствия и недопущение советской, а затем иранской, экспансии, российская модель ориентирована на тех игроков, взаимодействие с которыми способно решить текущий или потенциальный кризис в конкретный временной период. Вкупе с последовательной и прагматичной внешнеполитической линией, именно нетривиальные стратегии выстраивания гибких «альянсов» с местными игроками позволили Москве закрепить за собой статус одного из ведущих игроков в турбулентном регионе и заявить себя в качестве ответственной глобальной державы. Вместе с тем, сравнительный анализ российской кампании в Сирии и отношений с основными государствами региона позволяет говорить о наличии в политике России на Ближнем Востоке элементов как минимум трех стратегий построения союзов.
