The article aims to analyse the impact of historical memory on foreign and security policy using the example of the Serbia – Kosovo relations in the period of 2014-2019. Historical memory is a burden, challenge and opportunity for foreign and security policy, and has a considerable impact on bilateral relations between countries which used to be in conflict. Historical memory generates numerous research questions – who is the architect of memory? what are the actors? what are the mechanisms, tools and instruments of its creation? how is it used to maintain power and what are its effects? – to name but a few. In the example analysed, leaders use historical memory to create separate identities and gain power, whereas NGOs do it to commemorate victims. Historical memory is present in celebrating important dates, historical places, monuments and events, and creating national heroes. It also draws attention to the stereotypes in school textbooks and to transitional justice. The most important space for historical memory in the analysis is Kosovo and the role of an international organisation – the North Atlantic Treaty Organization (NATO). Historical memory has an important function in the process of regional reconciliation, which is an essential condition for cooperation and security in the Western Balkans.

The subjective point of view of experts is often translated into attempts at free reinterpretation of legal acts. The participants of the " dispute about a monument" may include the investor, architect, conservators, politicians, officials, as well as third parties - citizens. In order to make it possible to objectivize the decisions made, to establish a dialogue based on a common point of reference or to give the public the opportunity to object, I suggest performing oculographic examinations. Eye tracking (or oculography) allows to track how people become visually familiar with the objects presented to them. By registering the movements of eyeballs of a large group of observers, it is possible to examine the preferences governing this process as well as to observe the changes resulting from modifications introduced within the presented object. The article briefly discusses the possible use of eye trackers for the purposes of diverse legal protection of historical monuments and a multifaceted opportunity for the society to participate in this process. The text also includes arguments for and against the introduction of such a method to common use. For the legibility of the argument, the phenomenon is described based on the example of the library erected in Ostrów Tumski in Wrocław. The aim of the article is not to undertake an individual criticism of the mentioned realization, but only to list the problems that could be efficiently solved thanks to a completely new research approach. ; Subiektywny punkt widzenia ekspertów często znajduje przełożenie na próby swobodnej reinterpretacji zapisów aktów prawnych. Uczestnikami "sporu o zabytek" mogą być zarówno inwestor, architekt, konserwatorzy, politycy, urzędnicy, jak i osoby trzecie - obywatele. W celu umożliwienia obiektywizacji podejmowanych decyzji, nawiazania dialogu opartego o wspólny punkt odniesienia lub danie społeczeństwu możliwości sprzeciwu, proponuję wykonywanie badań okulograficznych. Eye tracking (czyli okulografia) pozwala na śledzenie tego, w jaki sposób ludzie zapoznają się z prezentowanymi im przedmiotami. Dzięki rejestracji ruchów gałek ocznych dużej grupy obserwatorów możliwe jest zbadanie preferencji rządzących tym procesem jak i zaobserwowanie zmian wynikających z modyfikacji wprowadzanych w obrębie prezentowanego obiektu. W artykule zwięźle omówiono możliwe zastosowanie okulografów dla potrzeb różnorodnej, prawnej ochrony zabytków oraz wielowątkowego umożliwienia społeczeństwu uczestnictwa w tym procesie. W tekście umieszczono również argumenty za i przeciw wprowadzeniu takiej metody do powszechnego użytku. Dla czytelności wywodu zjawisko opisano w oparciu o przykład biblioteki wzniesionej w obrębie wrocławskiego Ostrowa Tumskiego. Celem artykułu nie jest podjęcie jednostkowej krytyki wspomnianej realizacji, a jedynie wyliczenie problemów, które mogłyby być sprawnie rozwiązane dzięki zupełnie nowemu podejściu badawczemu.

This article (part I) presents the activities of artistic circles - architects - and their impact on the ways of using and arrangement of the living area. The way of using apartment is understood as:1) The way of arranging basic living functions by inhabitants (sleeping, resting, preparing and eating meals, receiving guests, studying, personal hygiene);2) The relationships between inhabitants and an apartment dependent on education, occupational structure, origin, life style, inherited cultural patterns, fashion as well as a group of physical characteristics and apartment attributes);3) The rights of family members to use the apartment space, including the right to intimacy and having own private space, as well as the representative needs.The aim of this article is to show the evolution of design thinking in the field of functional and spatial layouts of apartments and indicating the main trends of these changes. The selected functional layouts of apartments (including the remarks of the author of the design), representative of the given period of time, have been analyzed with respect to social and political conditions. In summary, the most important tendencies, which may be observed in respect of discussed changes, have been indicated. These include: expanding the living-room area of the apartment by designing a kitchen closer to the living-room or even combining a kitchen with a living -room; the differentiated approach to the issues of creating sleeping areas due to the understanding of children's individual needs to have their own living space; the concern to upgrade the quality of hygiene in an apartment - by creating separate restrooms and designing bathrooms with a space for a washing machine. ; Niniejszy artykuł (część I) przedstawia działalność środowisk twórczych – architektów – i jej wpływ na sposoby użytkowania i aranżacji przestrzeni mieszkalnej. Sposób użytkowania mieszkania rozumiany jest jako:1) Sposób organizacji przez użytkowników podstawowych funkcji życiowych (snu, wypoczynku, przygotowania i spożywania posiłków, przyjmowania gości, nauki, zabawy, czynności higienicznych);2) Relacje między użytkownikami a mieszkaniem zależne od wykształcenia, struktury zawodowej, pochodzenia, stylu życia, dziedziczonych wzorców kulturowych, mody oraz od zespołu fizycznych cech i atrybutów mieszkania;3) Uprawnienia członków rodziny do korzystania z przestrzeni mieszkania, w tym do realizacji potrzeby intymności i posiadania własnej, prywatnej przestrzeni oraz potrzeb reprezentacyjnych.Celem artykułu jest przedstawienie ewolucji myśli projektowej w obszarze kształtowania się układów funkcjonalno-przestrzennych mieszkań i wskazanie głównych tendencji tych zmian. Jako metodę przyjęto analizę wybranych – charakterystycznych dla danego okresu – układów funkcjonalnych mieszkań (z uwzględnieniem uwag autorów tych projektów) na tle uwarunkowań społeczno-politycznych. W podsumowaniu wskazano najważniejsze tendencje, jakie można zaobserwować w zakresie omawianych zmian. Należą do nich: powiększanie przestrzeni strefy dziennej mieszkania poprzez zbliżanie kuchni do pokoju dziennego lub nawet łączenie jej z salonem; zróżnicowane podejście do zagadnienia lokowania miejsc snu wskutek zrozumienia indywidualnych potrzeb dzieci do posiadania własnej przestrzeni mieszkalnej; troska o podniesienie jakości higieny w mieszkaniu – wydzielanie osobnych WC i projektowanie łazienek z uwzględnieniem miejsca na pralkę.

RESEARCH OBJECTIVE: The article is the second in the series devoted to the career and political activity of Milo Djukanović. While the first part describes the politician's youth, his rise to power and the implementation of the goal of bringing Montenegro to state independence from Serbia, the next part reveals the backstage of the politician's fame, his business ties and not always favorably received activities for the state. THE RESEARCH PROBLEM AND METHODS: The turning point in Djukanović's career was the year 1997. The boldness he achieved in opposing Milošević at that time showed that he has no equal. Djukanović, the architect of Montenegro, led her to freedom, distancing her politically and economically from Serbia. THE PROCESS OF ARGUMENTATION: Multiple prime minister, president of Montenegro. By setting limits in relations with Russia, preventing Serbia from interfering with the country's affairs, he would ensure that Montenegro joined NATO in 2017 and entered the path of advanced negotiations with the EU. Accused by the opposition of electoral fraud, authoritarian governments, exerting pressure, mafia connections, called an opponent of the Church will be the president until 2023. RESEARCH RESULTS: Regardless of what Djukanović is accused of, his previous contributions to the Montenegrin nation and state obscure the image of a corrupt politician. The fact that Djukanović and his party (DPS) failed for the first time in the last parliamentary elections does not mean that the Era of Djukanovic is over. The time of a clash has come in which another, younger generation has come, including Alexa Bečić or Dritan Abazović. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The political earthquake, new rapprochement with Serbia, the dizzying pace of personnel changes do not bode well. They can have a negative impact on the country's internal security, negotiations with the EU and the fight against the coronavirus pandemic. ; CEL NAUKOWY: Artykuł stanowi drugi z cyklu, poświęcony karierze i działalności politycznej Milo Djukanovića. O ile w pierwszej części opisane zostały lata młodości polityka, jego dojście do władzy i realizacja celu, jakim było doprowadzenie Czarnogóry do niezależności państwowej od Serbii, tak kolejna część odsłania kulisy sławy polityka, jego powiązania biznesowe i nie zawsze przychylnie odbieraną działalność na rzecz państwa. PROBLEM I METODY BADAWCZE: Przełomowym momentem w karierze Milo Djukanovića był rok 1997. Śmiałość, na jaką wówczas się zdobył, sprzeciwiając Miloševićovi, pokazała, że nie ma sobie równych. Djukanović, architekt Czarnogóry poprowadził ją ku wolności, politycznie i gospodarczo dystansując od Serbii. PROCES WYWODU: Milo Djukanović, wielokrotny premier, prezydent Czarnogóry znany z ciętej riposty, skrupulatny, inteligentny, zyskał przydomek "Milošević w garniturze od Armaniego". Stawiający granice w relacjach z Rosją, nie dopuszczający do ingerencji Serbii w sprawy państwa, dopilnował by Czarnogóra, w 2017 roku znalazła się w NATO i weszła na drogę zaawansowanych negocjacji akcesyjnych z UE. Oskarżany przez opozycję o oszustwa wyborcze, autorytarne rządy, wywieranie nacisków, mafijne powiązania, nazywany faszystą, przeciwnikiem Cerkwii sprawować będzie funkcje głowy państwa do 2023 roku. WYNIKI ANALIZY NAUKOWEJ: Bez względu na to, co zarzuca się Djukanovićovi, jego wcześniejsze zasługi położone dla narodu i państwowości Czarnogóry, przysłaniają obraz skorumpowanego polityka. Fakt, że Djukanović i jego partia (DPS), w trakcie ostatnich wyborów parlamentarnych, po raz pierwszy od trzydziestu lat ponieśli klęskę, nie oznacza, że skończyła się "Era Djukanovića". Nastał czas starcia, w którym do głosu, tym razem doszło kolejne już, młodsze pokolenie, w osobach m.in. Aleksy Bečića, czy Dritana Abazovića. WNIOSKI, INNOWACJE, REKOMENDACJE: Polityczne trzęsienie ziemi, nowe "zbliżenie z Serbią", zawrotne tempo zmian personalnych, nieporównywalne do żadnego z państw, które przeszły transformację polityczną i gospodarczą po upadku komunizmu w Europie Środkowo-Wschodniej nie wróżą niczego dobrego. Mogą negatywnie odbić się na bezpieczeństwie wewnętrznym państwa, negocjacjach z UE i walce z pandemią.

On the book by Andrzej NowakThe paper is a review of the new book by Andrzej Nowak Pierwsza zdrada Zachodu. 1920 – zapomniany appeasement (2015). The monograph provides a new analysis of the international aspects of the Polish-Soviet War (1919–1920). The conflict has often been marginalised in the history of Europe, while being decisive for the future shape of the European continent, and first and foremost for the Versailles governance. A collapse of the Versailles governance and sovietisation of at least Eastern and Central Europe are difficult to imagine but would have become a reality if the Polish-Soviet War had ended with a defeat for the Polish army. Nowak proposes a study of attitude of the winning Western superpowers to that conflict rather than an analytical monograph. Among the superpowers, Great Britain had the decisive voice. The author perceives the British policy as a prefiguration of appeasement applied in the 1930s. In 1920, the government of the United Kingdom used every effort to facilitate a Polish-Soviet settlement, what in fact would have turned into Soviet hegemony over reborn Poland. The victory of the Polish army in the Battle of Warsaw thwarted the plan. In spite of the word "treachery" in the title and as mentioned by the author in the introduction, the monograph is not a "treatise on morality". No attempt is made to judge the architects of foreign policies pursued by the world's superpowers, which have no obligation to serve the interest of Poland. The author merely undertakes an analysis of a phenomenon in international relations, which does not only belong to history, but continues to resonate throughout the world today. The book may be unfairly considered too Polocentric, yet the author shows awareness of the reality in which the British foreign policy was shaped, and always applies the audiatur et altera pars principle. The work is based on unknown or little examined British archive records. The author introduces the concept of appeasement towards the Soviet Russia in 1920. The book provides a thorough analysis of the attitude of Western elites to reborn Poland, and in this sense constitutes a review of the 20th century political imagination. It casts a new light on Poland's victory in the Battle of Warsaw. Owing to this victory, the Versailles governance was saved and strengthened by the Treaty of Riga (1921) – a fact which remains unnoticed in the historiography of Western nations.
