Questionner et répondre permettent de réaliser sa propre ignorance. Toutefois, l'accès au savoir par le dialogue est plus difficile dès que l'on s'adresse à des âmes récalcitrantes ou à une foule, car un tel procédé prend du temps et nécessite la bonne volonté des participants. C'est le constat de cette difficulté à transmettre la vérité en politique que pose le Gorgias et auquel Platon cherche à remédier. Si le dialogue est impossible avec la foule, alors que la politique repose sur le soin des âmes de la cité, comment dès lors éduquer la masse ? Il faudrait développer un usage légitime de la rhétorique pour transmettre la vérité en politique. On considère souvent que ce projet de fondation ne s'effectue que dans les dialogues du Phèdre et des Lois. Pourtant, le Gorgias, qui se déroule pendant la guerre du Péloponnèse, ne se réduit pas à une critique de l'enseignement du célèbre rhéteur, Gorgias de Léontinoi. Au contraire, la remise en question épistémologique et morale de son « art oratoire » est la condition de possibilité de l'émergence d'une belle dêmêgoria (503a7). Le présent travail propose d'en faire l'étude en accordant une attention particulière au mouvement du dialogue et aux différents visages de la rhétorique qu'incarnent les personnages. On discernera trois étapes fondamentales dans le dialogue : la réception, la réfutation et la refondation dialectique de la rhétorique qui sont finalement reproduites à une échelle plus réduite et métaphorique dans le mythe eschatologique qui conclut l'oeuvre. Le premier moment permet de dégager les raisons de l'émergence de l'art oratoire à Athènes par une analyse du contexte polémique dans lequel le Gorgias a été écrit en tenant compte des multiples références qui ont été transposées par Platon (l'Éloge d'Hélène de Gorgias, les Cavaliers d'Aristophane, les Traités hippocratiques, le Contre les Sophistes d'Isocrate, La guerre du Péloponnèse de Thucydide et l'Antiope d'Euripide). La deuxième étape permet de saisir le double dévoilement de la rhétorique et du dialogue. D'un côté, Gorgias se révèle incapable de définir sa propre pratique et apparaît inconscient des conséquences dramatiques qu'elle engendre sur ses disciples. De l'autre, Socrate instaure un espace discursif dans lequel il peut réduire la rhétorique à une empirie en dégonflant ses prétentions épistémologiques (celle d'être un art) et politiques (celle d'être une puissance qui vise le plus grand des biens). Cette mise en parallèle de deux manières de parler permet d'opposer la maîtrise d'un savoir dialogique par Socrate à l'incompétence de Gorgias. Cette réfutation appelle un renversement complet de la conception de la justice, de la politique, et de l'existence. Affrontant ensuite Pôlos et Calliclès, Socrate analyse à la fois les conséquences néfastes de la rhétorique sur leurs âmes et sur la Cité, mettant en parallèle leur dégénérescence morale avec celle d'Athènes. Ce faisant, il s'attaque à deux confusions majeures qui sous-tendaient la pratique gorgianique du discours : penser que faire ce que l'on veut est un pouvoir qui rend libre et prendre le plaisir pour le bien. Le maître de Platon devient ainsi historien et juge de la politique corruptrice menée par les figures illustres d'Athènes que sont Thémistocle, Miltiade, Cimon et Périclès, livrant au passage une interprétation opposée à celle de Thucydide sur l'impérialisme athénien. Ce travail de sape de l'édifice rhétorique mène finalement à sa refondation. À partir de ces réfutations, Socrate théorise une nouvelle rhétorique dont il fait par ailleurs usage sur la personne de Calliclès. Ce nouvel emploi philosophique émerge à partir d'un ordre naturel. En effet, alors que Calliclès rejetait l'égalité imposée par la démocratie et appuyait sa thèse de l'homme fort sur une certaine vision de la nature, Socrate fondera précisément son renversement politique et judiciaire sur une conception naturelle et ordonnée, en considérant le cosmos. De l'ordre et de l'harmonie mathématique, il dégagera une égalité géométrique, proportionnelle, qui permettra de redonner sa juste place à la rhétorique. Ce renversement sera ultimement réalisé métaphoriquement dans le mythe eschatologique clôturant le dialogue. ; If Plato chose to write dialogues, it is because they illustrate the movement of thought and knowledge in the soul. The form of question and answer allows the recollection, beginning with the recollection of one's own ignorance. The access to knowledge through the practice of dialogue, however, is made more difficult once we take on recalcitrant souls or a crowd as interlocuters, for such a practice takes time and demands the goodwill of all concerned. It is this difficulty of transmitting truth in politics that the Gorgias lays bear and that Plato attempts to remedy. If dialogue is impossible with the crowd, even though politics rests on the care of citizens' souls, how then to educate the masses? One must develop a legitimate way of using rhetoric to transmit truth in politics. We often consider that this foundational project is carried out only in the Phaedrus and the Laws. Nevertheless, the Gorgias, which unfolds during the Peloponnesian War, cannot be reduced to a critique of the teachings of the celebrated rhetor, Gorgias of Leontini. On the contrary, by calling his "oratorical art" into question, both morally and epistemologically, one establishes the conditions for the emergence of a good dêmêgoria (503a7). This study proposes to examine Plato's questioning of Gorgias' art by affording particular attention to the movement of the dialogue and to the different faces of rhetoric embodied by its characters. We will set out three fundamental steps in the dialogue: the reception, refutation, and dialectical refoundation of rhetoric, which are finally reproduced metaphorically, though on a smaller scale, in the eschatological myth that concludes the work. The first moment allows us to identify the reasons for the emergence of the art of rhetoric in Athens through an analysis of the polemical context in which the Gorgias was written, taking into account the many literary references woven into the dialogue by Plato (e.g. to Gorgias' In Praise of Helen, Aristophanes' Knights, the Hippocratic Treatises, Isocrates' Against the Sophists, The Peloponnesian War of Thucydides, and Euripides' Antiope). The second step allows us to grasp the double unveiling of rhetoric and dialogue. On the one hand, Gorgias is revealed to be incapable of defining his own practice and appears unconscious of its dramatic effects on his disciples. On the other hand, Socrates creates a discursive space in which he can reduce rhetoric to set of empirical data by deflating its claims, both epistemological (i.e. that of being an art) and political (i.e. that of being a power that aims at the highest of goods). This paralleling of two ways of speaking allows us to contrast Socrates' mastery of dialogical knowledge with Gorgias' incompetence. This refutation calls for a complete reversal of our conception of justice, politics, and of existence itself. In his subsequent confrontations with Pôlos and Callicles, Socrates analyses both the harmful consequences of rhetoric on their souls and on the City, comparing their moral degeneracy with that of Athens. In doing so, he tackles two major confusions that underpinned the Gorgianic practice of oratory, namely, that freedom is to be found in doing what we want and that the good is to be found in pleasure. Plato's master thus becomes both historian and judge of the corrupting policies pursued by the great figures of Athenian politics, including Themistocles, Miltiades, Cimon, and Pericles, offering an interpretation of Athenian imperialism opposite to that of Thucydides. This work of undermining the rhetorical edifice ultimately leads to its re-foundation. From these refutations, Socrates theorises a new rhetoric, one that he puts into practice in his exchange with Callicles. This new philosophical use of rhetoric emerges from the natural order of things. Indeed, while Callicles rejects the equality imposed by democracy and bases his thesis of the strong man on a certain vision of nature, Socrates founds his own reimagining of politics and justice on a natural and ordered conception of the cosmos. From order and mathematical harmony, he will produce a geometric and proportional equality that will finally allow rhetoric to be restored to its rightful place. This last twist will be realized metaphorically in the eschatological myth that closes the dialogue.

The Event Horizon Telescope Collaboration ; Recent developments in compact object astrophysics, especially the discovery of merging neutron stars by LIGO, the imaging of the black hole in M87 by the Event Horizon Telescope, and high- precision astrometry of the Galactic Center at close to the event horizon scale by the GRAVITY experiment motivate the development of numerical source models that solve the equations of general relativistic magnetohydrodynamics (GRMHD). Here we compare GRMHD solutions for the evolution of a magnetized accretion flow where turbulence is promoted by the magnetorotational instability from a set of nine GRMHD codes: Athena++, BHAC, Cosmos++, ECHO, H-AMR, iharm3D, HARM-Noble, IllinoisGRMHD, and KORAL. Agreement among the codes improves as resolution increases, as measured by a consistently applied, specially developed set of code performance metrics. We conclude that the community of GRMHD codes is mature, capable, and consistent on these test problems. © 2019. The American Astronomical Society. Le présent ouvrage fait suite à celui paru en 2002: «La politique agricole commune des origines au 3e millénaire», auquel il se réfère fréquemment (LEDENT, BURNY, 2002). Dans le temps, il couvre en partie les périodes de programmation et financières 2000-2006 et 2007-2013. Dès le 29 septembre 2003, la Communauté a adopté une réforme fondamentale de la PAC dite «révision de la PAC à mi-parcours». Cette révision instaure un paiement unique (ou direct) par exploitation de l'Union européenne, indépendant de la production et lié au respect de normes en matière d'environnement, de santé publique, de santé des animaux et des végétaux, de bien-être des animaux et de bonnes conditions agricoles et environnementales ("écoconditionnalité"). La révision renforce la politique de développement rural, qu'elle dote de moyens financiers accrus. En outre, elle opère une réduction des paiements directs ("modulation") attribuables aux exploitations et atteignant au moins 5.000 euros par année, afin d'être en mesure d'accroître le financement du développement rural. Un événement majeur enregistré au début du siècle réside en une vague d'adhésion de 12 pays à l'Union européenne: - au 1er mai 2004 : Chypre, Estonie, Hongrie, Lettonie, Lituanie, Malte, Pologne, République tchèque, Slovaquie, Slovénie; - au 1er janvier 2007: Bulgarie, Roumanie. En élargissant l'Union à tant d'États, on la fait évoluer vers une zone de libre- échange; on s'écarte indubitablement du fédéralisme, auquel aspiraient, rêvaient la plupart des pères fondateurs de l'Europe et bien d'autres citoyens. Cette évolution est appréciée des États-Unis d'Amérique et de certains États membres: Royaume-Uni, Suède, Malte, Danemark, Pays-Bas, République tchèque, . La réglementation régissant la PAC est particulièrement abondante et complexe bien que la Commission européenne et le Conseil de l'Union européenne (dénommé auparavant Conseil des ministres) s'attachent à sa simplification sur le plan législatif. Le règlement (CE) n°1234/2007 du 22 octobre 2007, dit règlement «OCM unique», portant organisation des marchés dans le secteur agricole et dispositions spécifiques en ce qui concerne certains produits de ce secteur (JO L 299 du 16.11.2007, 149 pages) est le fruit de longs efforts ; il était attendu. À mesure que la législation en matière d'organisation des marchés est modifiée ou complétée, le règlement OCM unique est mis à jour. Le règlement (CE) n° 1782/2003 (voir chapitre 1) prévoit le calcul du paiement unique (aides directes) aux agriculteurs en recourant à la méthode historique ou à la régionalisation du régime de paiement. En vue de l'application de ces méthodes, il est fixé un montant de référence qui est la moyenne sur trois ans (2000, 2001 et 2002) des montants totaux des paiements accordés à un agriculteur. Pour chaque État membre, le total des montants de référence ne peut être supérieur au plafond national. Dans l'application de la méthode historique proprement dite, le montant de référence est spécifique à chaque agriculteur. Au plus tard le 1er août 2004, un État membre pouvait décider de mettre en œuvre le régime du paiement unique prévu à l'échelle régionale. Il devait définir les régions selon des critères objectifs et en respectant le plafond national prévu. L'État membre subdivise celui-ci entre les régions. Chaque plafond régional ainsi obtenu est réparti entre les agriculteurs dont les exploitations sont situées dans la région concernée et en fonction du nombre des hectares admissibles au bénéfice de l'aide de montant uniforme. Les critères historiques prévalent essentiellement dans les anciens pays de l'Union européenne en vue du calcul des aides directes. Ils sont dépassés. En effet: -la période de référence retenue (2000-2002) est éloignée et la technique ainsi que l'économie évoluent rapidement ; - le régime de paiement unique intègre de plus en plus de secteurs productifs ; - la répartition de l'aide directe au revenu entre les agriculteurs se caractérise par l'octroi d'une part importante des paiements à un nombre relativement peu élevé de bénéficiaires (distorsions liées au système). Le bilan de santé de la PAC (voir chapitre 7) s'est efforcé d'atténuer (insuffisamment) cette grave inégalité. Le règlement (CE) n° 73/2009 coule en termes juridiques les propositions introduites à cette fin. Il devient possible de réviser le montant des droits au paiement fondés sur des critères historiques (article 45) ou sur un régime régionalisé (article 46 sq.). Il peut être procédé à un «lissage» des aides directes fondées sur des critères historiques. Le lissage consiste en un rapprochement, en 2010 ou ultérieurement, de la valeur des droits au paiement unique. À cette fin, on prélève sur les montants les plus élevés et relève les plus bas tout en ne permettant pas de créer de nouveaux droits et donc de couvrir des hectares qui n'avaient pas de soutien. Les États membres qui ont accordé le régime de paiement unique sur une base historique peuvent décider d'appliquer ce régime, en 2010 ou ultérieurement, sur une base régionale. Ils répartissent le plafond national entre les régions et peuvent décider que les plafonds régionaux font l'objet de modifications progressives annuelles qui s'opèrent au maximum en trois étapes et selon des critères objectifs et non discriminatoires tels que le potentiel agricole ou les critères environnementaux. Les États membres qui ont initialement préféré le modèle régional peuvent revoir la valeur des droits au paiement sur une période transitoire appropriée. L'octroi du paiement unique peut se faire sur une base exclusivement dérivée de données historiques ou sur une base totalement ou partiellement régionale. À noter que dans le cadre du bilan de santé, les États membres peuvent répartir jusqu'à 50 % des plafonds régionaux applicables entre tous les agriculteurs dont les exploitations sont situées dans les régions concernées, y compris ceux qui ne détiennent pas de droits au paiement. L'adaptation de la valeur des droits au paiement unique va dans le sens de l'équité, qu'elle n'atteint toujours pas. L'opération n'est pas simple ; elle est, cependant, moins délicate, surtout moins dangereuse pour les agriculteurs, que ce qui s'annonce pour l'après 2013 en vue de la fixation du budget pour la période de programmation et financière 2014-2020 et de la fixation du destin de la politique agricole commune, qu'il importe de sauvegarder pour l'Europe et le Monde, le Monde où survivent près d'un milliard de victimes de la sous-nutrition et qui serait peuplé de neuf milliards au moins d'habitants en 2050. Les négociations commerciales multilatérales d'Uruguay (1986-1993) ont conduit à la création de l'Organisation mondiale du commerce (OMC) et révélé bien des conflits d'intérêt dans le secteur agricole, que l'on s'efforçait de libéraliser (LEDENT, BURNY, 2002, p. 169 à 216). L'accord sur l'agriculture également issu de ces négociations prévoit la poursuite du développement du processus de réforme devant aboutir à des réductions progressives et substantielles du soutien et de la protection de l'agriculture. À cette fin, est créé un Comité de l'agriculture, au sein duquel ont débuté, à partir du 27 mars 2000, des pourparlers, qui, le 14 novembre 2001, ont été intégrés dans le cycle global dit «Millenium Round», décidé à Doha (Qatar). Cette dernière date marque le début du cycle de négociations multilatérales de Doha, qui ont connu bien des épisodes et qui ne sont toujours pas terminées. La crise financière, dont le début se situe en août 2007 (Jacques ATTALl, novembre 2008), et qui sévit en Europe le 6 octobre 2008, est le déclencheur de la crise économique, qui contrarie les pourparlers. La hausse du chômage dans nombre de pays a remis en cause l'objectif de libéralisation des échanges. Au début de 2010, le volontaire et avisé directeur général de l'OMC, Pascal LAMY, s'attache à faire le bilan des négociations et propose de déterminer s'il est possible de les conclure cette année. Le nouveau commissaire européen au commerce, Karel DE GUCHT déclare le 12 février, à Genève, que: «Un des meilleurs moyens de tenir le protectionnisme à l'écart est de conclure le cycle de Doha le plus tôt possible (Agra Europe n° 3.240 du 22.02.2010, p. 19). Et, il ajoute de sages propos : «Dans ce but, je ferai de mon mieux pour assurer qu'un accord satisfaisant soit trouvé pour toutes les parties» (ibidem), conformément à ses fortes convictions. MM. LAMY et DE GUCHT, dont le rôle est considérable, ne peuvent perdre de vue la position de Olivier DE SCHUTTER, expert de l'ONU pour le droit à l'alimentation, qui a mis en garde les membres de l'OMC contre un accord sur l'agriculture aggravant la faim dans le monde. L'Organisation des Nations Unies pour l'alimentation et l'agriculture (OMA, FAO) estime, quant à elle, que la production alimentaire devra augmenter d'au moins 70 % afin de pouvoir nourrir la population de neuf milliards de personnes en 2050. Dès lors, la mission de l'agriculture européenne consiste à produire plus, tout en étant le plus économe possible des ressources naturelles.

Publisher's version (útgefin grein) ; Genome-wide association studies (GWAS) have transformed our understanding of susceptibility to multiple myeloma (MM), but much of the heritability remains unexplained. We report a new GWAS, a meta-analysis with previous GWAS and a replication series, totalling 9974 MM cases and 247,556 controls of European ancestry. Collectively, these data provide evidence for six new MM risk loci, bringing the total number to 23. Integration of information from gene expression, epigenetic profiling and in situ Hi-C data for the 23 risk loci implicate disruption of developmental transcriptional regulators as a basis of MM susceptibility, compatible with altered B-cell differentiation as a key mechanism. Dysregulation of autophagy/apoptosis and cell cycle signalling feature as recurrently perturbed pathways. Desde el convencimiento de que no existe la teoría social exenta de implicaciones políticas y pese a que el paradigma de la ciencia clásica, con su idea central de objetividad y de análisis neutral de la realidad, sigue plenamente vigente, José Vidal-Beneyto (1927-2010) rechaza la supuesta autonomía del pensamiento especulativo y se muestra convencido, junto a Habermas, de que todo conocimiento lleva implícitos unos intereses que lo guían. En su caso, como sociólogo crítico deudor de la Escuela de Frankfurt e influido también desde su juventud por la fenomenología de Husserl, adopta en su concepción y práctica de la ciencia social una actitud crítica orientada hacia la transformación de lo real. Militante radical en los valores democráticos pero sin ataduras partidarias, atraviesa períodos en los que la acción directa se convierte en protagonista. Sin embargo, los elementos predilectos de su lucha van a ser la reflexión y el trabajo intelectual, unidos a una incansable labor de promoción político-cultural. En este sentido, en función del modelo de "sociedad buena" (en paz, libre de injusticias) que pretende alcanzar, forja los criterios con los que evalúa la realidad presente de forma mayoritariamente negativa. Pero lejos de quedarse en la crítica estéril, toma una actitud propositiva que se refleja tanto en sus textos como en su incitación permanente a la acción colectiva; una acción concreta, pacífica, pero combativa. A partir de estas ideas, la presente tesis doctoral aborda desde una perspectiva amplia la trayectoria vital e intelectual de José Vidal-Beneyto y realiza un análisis de su producción periodística, teniendo presente en todo momento el carácter complejo, atípico y polifacético que caracteriza su figura. Con ello se propone paliar la ausencia de investigaciones al respecto y hacer justicia a uno de los nombres clave de la sociología crítica española, que fue, además, principal introductor de la sociología de la comunicación en este país. De hecho, el trabajo doctoral que aquí se desarrolla pretende estudiar en profundidad el lugar decisivo que la comunicación ocupa en la obra de Vidal-Beneyto, en su análisis de la realidad y en su propio periplo vital. Para ello, se realiza en primer lugar una reconstrucción de dicho periplo desde el enfoque biográfico de las ciencias sociales y las humanidades, a través de tres técnicas fundamentales: el análisis de documentos de vida, entrevistas semidirigidas a personas de su entorno y conversaciones abiertas con su viuda y colaboradora durante cuarenta años. A continuación, se efectúa una revisión de la producción intelectual del sociólogo en materia de comunicación, entendida como paso previo necesario antes de abordar el estudio de su obra periodística, que conforma el último bloque de esta investigación. Dicho estudio se divide, a su vez, en dos partes: un Análisis de Contenido sobre una muestra extraída del conjunto de sus artículos de opinión, seguido de un Análisis Crítico del Discurso exploratorio centrado en una serie de fragmentos seleccionados de la muestra anterior. A partir de los principales resultados obtenidos se destaca que, aunque esencialmente identificado como sociólogo del conocimiento, Vidal-Beneyto fue un pionero en el campo de los estudios de comunicación en España. Dentro de este, trabajó intensamente en el terreno del pensamiento sobre las conexiones entre comunicación y sociedad, a lo que hay que añadir otras muchas facetas: fue columnista, analista político, impulsor de numerosas plataformas ciudadanas, de organizaciones culturales y de centros formativos y de investigación, etc. Tuvo, además, un papel preponderante en el proceso de las Mesas y las Juntas Democráticas durante la transición española, y ocupó altos cargos institucionales a nivel europeo en el ámbito de la cultura. Pero por encima de todo, destacan los siguientes elementos fundamentales que aparecen en cada uno de sus campos de actuación: por un lado, su compromiso vital con la democracia entendida como participación social; por otro, su fuerte convicción europeísta, y de manera transversal a todas las dimensiones que configuran su trayectoria se encuentra la comunicación. Esta, concebida como praxis social que obliga al compromiso con la realidad, es utilizada por Vidal-Beneyto en múltiples sentidos para hacer avanzar la sociedad hacia la emancipación humana, fin último que define su proyecto intelectual y vital. ; Ayant la conviction que la théorie sociale libre d'implications politiques n'existe pas et bien que le paradigme de la science classique, avec son idée centrale d'objectivité et d'analyse neutre de la réalité reste pleinement en vigueur, José Vidal-Beneyto (1927- 2010) rejette la supposée autonomie de la pensée spéculative et est convaincu, avec Habermas, que toute connaissance implique de manière implicite les intérêts qui la guident. Vidal-Beneyto, en tant que sociologue critique redevable de l'École de Francfort, et aussi influencé dès son jeune âge par la phénoménologie husserlienne, adopte dans sa conception et dans la pratique des sciences sociales une attitude critique orientée vers la transformation de la réalité. Militant radical des valeurs démocratiques mais sans attache partisane, il passe par des périodes où l'action directe devient protagoniste. Cependant, les éléments de prédilection de sa lutte seront la réflexion et le travail intellectuel, combinés à un travail inlassable de promotion / animation politique et culturelle. En ce sens, selon le modèle d'une « société bonne » (en paix, sans injustice) qu'il cherche à atteindre, il forge les critères avec lesquels il évalue la réalité actuelle de manière très négative. Mais loin de rester dans la critique stérile, il adopte une attitude proactive qui se reflète à la fois dans ses textes comme dans son incitation permanente à l'action collective; une action concrète, pacifique, mais une action militante. Sur la base de ces idées, la thèse présentée aborde en partant d'une large perspective, la vie intellectuelle et personnelle de José Vidal-Beneyto et effectue une analyse de sa production journalistique, en gardant à tout moment présent à l'esprit, le caractère complexe, atypique et polyvalent qui le distingue. Il est proposé ainsi, de pallier le manque de recherches sur la question et de rendre justice à l'un des noms clés de la sociologie critique espagnole, qui fut aussi le principal responsable de l'introduction de la sociologie de la communication dans ce pays. De ce fait, le travail de doctorat développé ici vise à étudier en profondeur la place cruciale que la communication occupe dans le travail de Vidal-Beneyto, à la fois dans son analyse de la réalité et dans son propre parcours de vie. Pour ce faire, il est procédé tout d'abord, à une reconstruction de ce qui a été son périple, à partir de l'approche biographique des sciences sociales et humaines, à travers trois techniques fondamentales: l'analyse des documents de vie, des entretiens semi structurés avec des personnes de son entourage et des discussions ouvertes avec sa veuve et collaboratrice pendant quarante ans. Un examen est ensuite effectué de la production intellectuelle du sociologue dans le domaine de la communication, compris comme une étape nécessaire avant d'aborder l'étude de son travail journalistique qui forme le dernier bloc de cette recherche. Cette étude est divisée à son tour en deux parties: une Analyse de Contenu portant sur un échantillon prélevé sur l'ensemble du corpus constitué par ses articles d'opinion, suivie, à titre exploratoire, d'une Analyse Critique du Discours centrée sur un ensemble de fragments sélectionnés au sein de l'échantillon précédent . À partir des principaux résultats obtenus, on peut souligner que même si Vidal-Beneyto a été essentiellement identifié comme sociologue de la connaissance, il a aussi été un pionnier dans le domaine des études de communication en Espagne. Dans ce cadre, il a beaucoup travaillé autour d'une réflexion sur les liens entre communication et société, auquel il faut ajouter beaucoup d'autres facettes: il a été chroniqueur, analyste politique, promoteur de nombreuses plateformes citoyennes, d'organisations culturelles et de centres de formations et de recherche, etc. En outre, il a joué un rôle majeur dans le processus des Mesas et Juntas Démocratiques pendant la transition espagnole et a occupé des postes institutionnels au niveau européen dans le domaine de la culture. Mais surtout, il est important d'inclure les éléments clés suivants qui apparaissent dans chacun de ses domaines d'action: d'une part, son engagement fondamental et total en faveur de la démocratie, entendue comme participation sociale; d'autre part, sa ferme conviction pro-européenne; enfin, traversant toutes les autres dimensions qui composent sa trajectoire, la communication. Celle-ci, conçue par Vidal-Beneyto comme une praxis –pratique sociale qui exige l'engagement dans la réalité–, est utilisée de multiples façons afin de faire progresser la société vers l'émancipation humaine, but ultime définissant le projet intellectuel et vital du sociologue.

Over the past 40 years, growth of renewable energies benefited of the new world energy frame, which resulted of the questioning about what development of human societies had to be. Furthermore, although human development comes with electricity, the rural condition of many populations of Sub-Saharan Africa incites us to look for suitable power supply alternatives. Eventually, in this specific context, renewable energies can represent a reliable solution to the off-grid electrification of rural people. However, this solution has to be economical and technical, and not only political. The Republic of Djibouti is a little developing country located in the Horn of Africa which perfectly symbolizes the social and energy challenges of rural populations in Sub-Saharan Africa. Instability and limitation of the existing electrical grid, fuel cost and lack of fossil resources point to the geographically diffused solar resource as probably the best way to improve human development and reduce poverty of Djiboutian rural peoples. Therefore, we have considered the study of photovoltaic (PV) systems within the rural off-grid electrification frame. Essentially, within this work, Djibouti was the study case of an overall scientific methodology, whose primary objective is to be reusable by countries showing similar energy and social characteristics. Firstly, in order to evaluate relevance of these systems, it was necessary to estimate the level and repartition of the solar resource across the country. So we developed a solar atlas, i.e. cartography of the hourly solar irradiation reaching the ground, based on satellite-derived irradiance estimates retrieved between 2008 and 2011. For assessing the atlas quality, we compared irradiation estimates against ground measures retrieved on 4 different sites by 2 temporary weather stations deployed between 2010 and 2013. This comparison globally showed good results with, for the daily case, a maximum relative root mean squared error of 8.05 % and a minimum correlation coefficient of 0.8892 through all samples. Finally, yearly map extracted from the atlas showed that, with a daily mean irradiation of 5.87 kWh/m^2.day, the solar potential of Djibouti is one of the most significant in the world. Satellite models are useful for determining solar irradiance at ground level but they don't take into account local topography effects. In order to incorporate these shading effects to the satellite-derived irradiance maps, improving therefore irradiance accuracy and spatial resolution, we used a Digital Elevation Model (DEM). Firstly, this disaggregation process was based on the development of a new fast horizon algorithm which was assessed by means of topographic measures in Corsica Island. This model thus shows higher performances than already existing ones, with not only a better precision but also a substantially reduced CPU time consumption, which makes this one a well suited model for calculation of large mapping areas. Finally, by correcting irradiance with horizon shading and elevation gradient for each pixel of the DEM, we improved geographic information of the solar irradiation atlas. Although solar resource is the first indicator of the photovoltaic potential, other elements, as environmental parameters or endogenous characteristics of photovoltaic modules, also have to be taken into consideration to precisely estimate the energy produced by a PV system. Hence, by means of different models, we evaluated the influence of irradiance and temperature onto the conversion efficiency of a PV generator to finally retrieve the atlas of the PV potential across the country. Furthermore, we developed an empirical method to retrieve ambient temperature from land surface temperature (LST), by training an artificial neural network with satellite estimates and ground measurements. In conclusion, by combining this cartography to a multi-criteria approach comparing relevance between PV systems and classical power supply systems within the rural electrification scheme, we developed the first photovoltaic decision making tool of the country intended for all officials acting in the energy field. ; La remise en question du mode de développement des sociétés humaines a, sur ces 40 dernières années, profondément transformé le contexte énergétique mondial, se traduisant ainsi par l'instauration d'un nouveau cadre politique, dont les engagements auront notamment favorisé l'essor des énergies renouvelables. Par ailleurs, si l'électricité apparaît comme un vecteur fondamental du développement humain, le contexte des populations majoritairement rurales d'Afrique subsaharienne incite également à la recherche d'alternatives énergétiques adaptées. En substance, si les ressources renouvelables peuvent répondre de manière pertinente au défi de l'électrification décentralisée des zones rurales de la région, elles doivent toutefois représenter une solution qui, avant d'être politique, soit crédible sur les plans technique et économique. La République de Djibouti, petit pays situé dans la corne de l'Afrique, symbolise parfaitement les défis social, économique et énergétique de l'ensemble de la région, et des populations rurales en particulier. Avec un pays pauvre en ressources traditionnelles, mais présentant a priori un gisement solaire intéressant, nous avons alors privilégié l'étude des systèmes photovoltaïques (PV) dans le cadre de l'électrification décentralisée des populations rurales du pays. Comme d'autres ressources, ces systèmes, bien que reposant sur une technologie relativement ancienne, ont réellement pris leur essor au début des années 2000 avec les mesures incitatives du Protocole de Kyoto. Au cours de ces travaux, la République de Djibouti aura servi de cas d'étude à l'élaboration d'une méthodologie scientifique générale, centrée sur l'énergie photovoltaïque dans un cadre décentralisé, dont les résultats principaux ont vocation à être réutilisés par des pays structurellement voisins, c.-à-d. présentant le même contexte socio-énergétique. Evaluer la pertinence de la technologie photovoltaïque nécessitait, dans un premier temps, d'estimer le niveau et la répartition de la ressource solaire au sein du pays. Pour cela, nous avons construit un atlas de l'irradiation solaire horaire incidente sur le territoire, pour la période 2008-2011, à partir d'un modèle satellitaire de rayonnement. Afin de valider les estimations issues de cet atlas, nous les avons comparées aux mesures in situ relevées par deux stations météorologiques temporaires déployées, entre 2010 et 2013, sur quatre sites présentant des caractéristiques distinctes. Les résultats de cette comparaison ont montré que les estimations présentaient une bonne précision, avec notamment, pour l'irradiation journalière, une erreur relative maximale de 8,05 % et un coefficient de corrélation minimal de 0,8892. Finalement, la carte annuelle extraite de l'atlas a confirmé que le gisement solaire du pays, avec une irradiation moyenne de 5,87 kWh/m^2 par jour, constituait l'un des plus importants au monde. Si les modèles utilisant des données satellitaires permettent de retrouver le flux solaire incident au sol, ils ne tiennent en revanche pas compte des effets du relief local sur ce dernier. Ainsi, afin de tenir compte des effets d'ombrage engendrés par le terrain, nous avons développé une procédure dite de désagrégation, couplant l'utilisation d'un maillage numérique de terrain (MNT) aux cartes de rayonnement issues du modèle satellite. Pour ce faire, nous avons élaboré un modèle théorique afin de retrouver l'horizon autour d'un point donné, et validé celui-ci à l'aide d'une campagne de mesures topographiques en Corse. Ce dernier apparaît ainsi plus performant que les modèles existants, avec, d'une part, une précision plus élevée et, d'autre part, un temps d'exécution fortement réduit qui le rend bien adapté au traitement cartographique (nombre important de points). En définitive, en intégrant au rayonnement le gradient d'altitude et l'ombrage dû à l'horizon pour chaque pixel du MNT, nous avons pu enrichir le niveau de l'information fournie par la cartographie de l'irradiation globale. Bien que le gisement solaire soit l'indicateur principal du potentiel photovoltaïque, il est également nécessaire de considérer des paramètres secondaires, éléments de technologie et caractéristiques environnementales, qui permettent d'évaluer avec précision l'énergie électrique produite par un système PV quelconque. En combinant l'utilisation de différents modèles, nous avons ainsi pu intégrer à l'estimation finale du productible l'influence du rayonnement et de la température sur le rendement de conversion d'un module photovoltaïque. A cet égard, nous avons d'ailleurs développé une méthodologie empirique qui, en s'appuyant sur l'utilisation d'un réseau de neurones artificiels, permet de retrouver la température ambiante à travers un territoire à partir de données satellitaires de la température de surface terrestre. Finalement, nous avons construit une cartographie spatiotemporelle du productible PV qui, couplée à une évaluation multicritère de la pertinence de la technologie PV vis-à-vis des alternatives énergétiques classiques en matière d'électrification rurale, est destinée à faciliter la prise de décision pour les différents acteurs, publics ou privés, du domaine de l'énergie.

C'est en 1945, la guerre terminée, que l'Assemblée générale de l'ONU adopte la Déclaration universelle des droits de l'homme, dont l'article 22 stipule : «Toute personne, en tant que membre de la société, a droit à la sécurité sociale». Pendant la période coloniale, deux régimes de sécurité sociale sont d'application au Congo belge : un régime applicable aux employés (expatriés non africains) et un autre valable pour les travailleurs (indigènes d'Afrique). Un régime de sécurité sociale stable est institué en faveur des employés expatriés (non indigènes), couvrant les éventualités (i) vieillesse et décès prématuré, (ii) accident du travail et maladies professionnelles, (iii) maladie-invalidité, (iv) charge de famille et (v) chômage. Elles sont financées soit par des cotisations, soit par la colonie. La gestion assurée par des organismes spécifiques créés à cet effet. Les bénéficiaires en sont l'employé et/ou ses ayants-droit, selon le type de prestation. Le travailleur indigène sous contrat de travail est couvert pour (i) les accidents du travail et maladies professionnelles, (ii) les charges familiales, (iii) la vieillesse et (iv) l'invalidité. Les prestations offertes sont les indemnités et les soins médicaux en cas d'accident du travail ou de maladie professionnelle. Le financement est à la charge exclusive de l'employeur. Pendant la période coloniale, les soins de santé des employés (blancs) et des travailleurs indigènes sont donc financés par l'employeur. Les autres indigènes, sans contrat de travail, ne bénéficient d'aucune protection sociale. Après la période précoloniale, trois régimes de protection sociale voient le jour : le régime général, les régimes spéciaux et les régimes complémentaires. Le régime général couvre les travailleurs sous contrat et leurs ayants contre (i) les accidents du travail et les maladies professionnelles, (ii) l'invalidité, (iii) la vieillesse et (iv) le décès. Les allocations familiales sont en phase expérimentale depuis 1981, dans la province du Katanga. Il est financé par des cotisations patronales et salariales. Les soins de santé des travailleurs salariés et leurs ayants-droit sont entièrement à la charge de l'employeur, conformément au code du travail en vigueur en République Démocratique du Congo. Les prestations sont dérisoires et de très mauvaise qualité, dû essentiellement par l'absence de volonté politique et la spoliation des ressources de l'INSS par les pouvoirs publics. Le régime spécial des fonctionnaires publics couvre (i) les charges de famille, (ii) la maladie, (iii) la maternité, (iv) les accidents du travail et les maladies professionnelles, (v) la vieillesse et (vi) le décès. Il est entièrement financé par le Trésor public. Le régime spécial des magistrats couvre les magistrats et leurs ayants-droit en ce qui concerne (i) les charges de famille, (ii) la maladie, (iii) la maternité, (iv) l'incapacité de travail, (v) la vieillesse et (vi) le décès. Il est géré par le Ministère de la Justice et non par un organisme spécialisé. Les prestations de soins de santé au bénéfice de magistrats et de leurs ayants-droit sont entièrement financées par le Trésor public. Le régime spécial des personnels de l'enseignement supérieur et universitaire couvre le titulaire et ses ayants-droit et couvre (i) les accidents du travail et les maladies professionnels, (ii) les charges de famille, (iii) la maladie, (iv) la maternité, (v) l'invalidité, (vi) la vieillesse et (vii) le décès. Il est géré par le ministère de l'enseignement supérieur et universitaire et non par un organisme spécialisé. Les soins de santé en faveur du titulaire et de ses ayants-droit sont entièrement financés par le Trésor public. Le régime spécial des médecins du secteur public est le même que celui des agents et fonctionnaires de l'État auquel s'ajoutent des avantages sociaux supplémentaires. Les soins de santé des médecins du public et de leurs ayants-droit sont entièrement financés par le Trésor public. Les prestations des régimes spéciaux sont insignifiantes, irrégulières et minées par des pratiques peu régulières, la lenteur administrative, le clientélisme et la corruption. Le régime spécial des parlementaires et leurs ayants-droit couvre (i) la maladie, (ii) le décès, (iii) la vieillesse, (iv) la maternité ainsi que, (v) les risques liés à l'exercice du mandat parlementaire. La gestion du régime est assurée par SOSEPA « service de sécurité sociale pour les parlementaires ». Le financement des soins de santé des parlementaires et leurs ayants-droit est financé par le Trésor public et les cotisations spécifiques des parlementaires. La protection sociale, telle qu'appliquée en République Démocratique du Congo, est fort limitée. En effet, elle est (i) limitée et sélective en rapport avec les personnes protégée (1%) étant donné qu'on y exclu les travailleurs indépendants, les indigents, les chômeurs, etc.), (ii) elle l'est aussi en rapport avec les éventualités couvertes, étant donné que les éventualités "maladie", "soins de santé", "maternité" et "chômage" y sont exclues, et (iii) limitée en ce qui concerne la qualité des prestations, du fait que les montants de prestations offertes sont insignifiants tandis que le rythme de paiement des primes est irréguliers. Améliorer la qualité des prestations de protection sociale tant du régime général que de régimes spéciaux doit être envisagé. Dans tous les cas, le gouvernement doit d'abord accepter d'imposer la gestion intégrale de son financement ainsi que tous les mouvements qui s'y rapportent (toutes entrées et toutes sorties) par voie bancaire, y compris l'achat de billets d'avion et de médicaments. Ce système profite plus aux faux patients et à certains fonctionnaires gradés. Par ailleurs, il est facile de se rabattre sur les mutuelles de santé pour financer les soins de santé des régimes spéciaux, aussi longtemps qu'on ne clarifie pas la situation de l'existant du système en place qui, normalement, devait très bien fonctionner : chaque année, d'importants fonds sont décaissés par le Trésor public au profit de ces régimes alors que sur le terrain, les bénéficiaires ne parviennent pas à y accéder. Le régime général et les régimes spéciaux de la sécurité sociale représentent moins de 20% de la population de la République Démocratique du Congo. Le reste de la population n'est couverte par aucune prestation de sécurité sociale alors qu'aucune assistance sociale ni action sociale n'est en place en sa faveur. C'est ainsi que, sur proposition d'un modèle conceptuel fondé sur le couplage du micro-crédit (financé par le Trésor public par voie bancaire), de la micro-assurance (gérée par un organisme public recourant uniquement aux transactions bancaires) et de l'offre des soins (organisés et offerts par un organisme public doté d'une personnalité juridique et d'une autonomie de gestion) par le Professeur Joseph Manzambi de la diaspora congolaise, le Président Joseph Kabila a créé le PNPS, en vue de contribuer à l'amélioration des prestations de sécurité sociales ainsi que l'extension de la protection sociale, de même que rendre effective la protection sociale pour tous. Le point de départ a été l'expérimentation de l'extension de la protection sociale santé aux personnes exclues du système classique (régime général et régimes spéciaux) de protection sociale. Pour y parvenir, malgré les conditions socio-politiques assez contraignantes, le Professeur Joseph Manzambi et son équipe mettent en place trois projets pilotes de (i) micro-crédit (projet APAK), (ii) micro-assurance (projet AMO) et (iii) soins de santé (projet CMM). L'hypothèse principale de travail est que les micro-entrepreneurs bénéficiaires de micro-crédit pourront régulièrement payer des cotisations à la caisse d'assurance AMO, ce qui leur permettra d'accéder à des soins de santé de qualité. Ces soins seront de très bonne qualité car le personnel y affecté sera compétent et motivé, et non un personnel recruté sur base de critères moins objectifs. Les soins ainsi offerts seraient financés par les cotisations payées par les affiliés, y compris les parts issues du ticket modérateur et du tiers-payant. En conclusion, l'articulation entre l'offre de micro-crédits aux populations, leur affiliation obligatoire à la micro-assurance santé et l'organisation d'une structure des soins financée par l'institution de micro-assurance peut améliorer le recours aux soins de santé de qualité et efficaces, apportant ainsi une véritable amélioration des conditions de vie pour les bénéficiaires de ces services. Pour une meilleure gestion, la caisse de micro-assurance peut être confiée à l'INSS qui est la seule institution crédible en République Démocratique du Congo, capable d'assurer une aussi lourde mission, surtout dans sa phase pilote. Le personnel technique du PNPS, ayant participé à l'expérience pourrait être admis parmi les personnels de l'INSS afin d'y apporter son expérience.

Population ageing has become one of the most burning issues on the agenda of the social policy-makers in the industrialised countries. In 2050, about a quarter of the population of Belgium will be aged 65+ and a tenth 80+. This change in the population structure is associated with an increase in the demand for community care. Therefore, the organisation of a sustainable long-term care system is one of the main challenges to address. So far, the family seems to remain the first, the main and the most stable source of elderly care. But family care has its limitations (it is not available for the family-less elderly and may have detrimental consequences for the care-givers if long-term and/or heavy care is needed). Social policies should be developed in order to support or to substitute family care and to provide sustainable long-term care for the elderly in the community. To do that, the first step is to have a good knowledge of the determinants and the dynamics of the care provided to the elderly by their family. This dissertation focuses on the care provided by the spouse and the children (the 'family care-givers') in Belgium. The approach is quantitative and, using the Life Course as theoretical framework, the dissertation tries to explore the 'longitudinal' and 'contextual' aspects of the study phenomenon. The main originality is to carry out a longitudinal analysis of the elderly family care characteristics in a representative sample of Belgian elderly. The three main research questions are addressed: Who is receiving family care? What are the characteristics of the received family care? How do these characteristics evolve over time? But before starting the analyses and answering those questions, the context and the methodology should be specified. Therefore the dissertation has been divided into three parts. The contextual part starts with a discussion of the concept of care and a presentation of the Life Course approach, continues with the review of the literature, then describes the Belgian context and ends with a comparison of the existing surveys dealing with elderly family care in Belgium. The methodological part begins with a presentation of the analysed survey (the Panel Study of Belgian Households-PSBH 1992-2002) and the study sample (the 1,123 respondents of Belgian nationality, who have answered - at least - both to the first and the third wave and are aged 65+ in 1994), afterwards, the preparation of the analysis file is detailed and the used variables are presented. The analysis part includes three chapters (one for each of the research questions). The family elderly care is a complex phenomenon which is part of an existing relationship. The risk of under-declaration is highlighted from the presentation of the care concept onward and many efforts were done in the data preparation to correct this declaration bias. But it still appears in the analyses results and can, therefore be considered as a main finding because it shows that the current terminology and its related question wording should be revised. In the conclusion, 'close support' is suggested as an alternative to 'family care'. Being more positive and inclusive, it would favour care declaration and allow the development of more comprehensive preventive supportive policy measures. Another important finding is the presence of regional differences: elderly Flemish were more likely to receive intensive and long-term family care and Brussels inhabitants were the most likely to rely only on care services or to receive no care at all. These differences were explained by the differences in elderly care policy orientations which also reflect strong cultural differences. Finally, the longitudinal approach highlighted that once the family starts to care, it is often for a long time, and especially when the elderly is very old or if a child cares for a spouseless parent. In both cases, care services are often used in complement. Computer- und Videospiele sind heute ein selbstverständlicher Bestandteil der Lebenswelt vieler Kinder und Jugendlicher, aber auch von (jüngeren) Erwachsenen, die mit diesen neuen Medien aufgewachsen sind. Lange Zeit haben elektronische Bildschirmspiele allenfalls sporadische Beachtung gefunden. Weder in der Medienforschung oder Medienpädagogik noch in der breiteren Öffentlichkeit waren sie ein Gegenstand von breiterem Interesse.* In den letzten knapp zehn Jahren sind Video- und Computerspiele allerdings zunehmend in den Fokus der Aufmerksamkeit gerückt. Dabei sind in der massenmedial vermittelten Öffentlichkeit vor allem Amokläufe in Schulen in einen direkten Zusammenhang mit den Vorlieben (der Täter) für bestimmte Computerspiele gebracht worden. Die auch von prominenten Politikern aufgegriffene These lautete, dass gewalthaltige Spiele wie der First Person Shooter «Counterstrike» ein virtuelles Trainingsprogramm für das Töten und daher als wesentliche Ursache solcher Schulmassaker anzusehen seien. Auf der Basis dieser kausalen Wirkungsannahmen bzw. der unterstellten negativen Lern- und Trainingseffekte werden seither immer wieder Forderungen nach einem Verbot solcher «Killerspiele» oder gar nach der Verbannung aller Bildschirmmedien aus den Kinderzimmern abgeleitet. Neben solcher skandalisierter Thematisierung ist aber zunehmend auch eine nüchterne wissenschaftliche Auseinandersetzung zu konstatieren. So haben sich seit Beginn des neuen Jahrtausends die «digital game studies» als interdisziplinäres Forschungsfeld etabliert. Im Jahr 2000 wurde innerhalb der Gesellschaft für Medienwissenschaft z.B. die AG Games gebildet, die sich zu einem wichtigen deutschsprachigen Forum für die wissenschaftliche Beschäftigung mit Computerspielen entwickelt hat, und im Jahr 2002 entstand die internationale Digital Games Research Association (DiGRA), die im September 2009 ihre vierte grosse Konferenz nach 2003, 2005 und 2007 durchgeführt hat (vgl. www.digra.org). Seit 2001 gibt es mit der «Game Studies» eine primär kulturwissenschaftlich ausgerichtete Online-Zeitschrift (vgl. gamestudies.org), und daneben sind zahlreiche Publikationen zu verzeichnen, die zur Strukturierung und Systematisierung des Forschungsfeldes beigetragen haben, etwa die transdisziplinär angelegten Sammel- und Tagungsbände von Wolf & Perron (2003); Fritz & Fehr (2003), Copier & Raessens (2003), Neitzel, Bopp & Nohr (2004), Raessens & Goldstein (2005), Kaminski & Lorber (2006), Vorderer & Bryant (2006), de Castell & Jenson (2007), Kafai et al. (2008), Quandt, Wimmer & Wolling (2008). Ausserdem liegen Monografien vor, die sich um Orientierung sowie empirische oder theoretische Klärungen bemühen (etwa Fromme, Meder & Vollmer 2000, Newman 2004, Juul 2005, Klimmt 2005, Mäyrä 2008, Pearce & Artemesia 2009). Diese wissenschaftlichen Entwicklungen und Arbeiten zeigen, dass die Phase der blossen Skandalisierung oder akademischen Ignorierung der Computerspiele zu Ende geht. Stattdessen kann von einer zunehmenden Normalisierung und Ausdifferenzierung der akademischen Auseinandersetzung mit diesen neuen Medien und ihren Verwendungsweisen ausgegangen werden, wie sie bei anderen, etablierteren Gegenstandsbereichen (etwa der Film- oder Fernsehforschung) schon länger selbstverständlich ist. Zur Normalisierung und Differenzierung der Debatte soll auch dieses Themenheft der Online-Zeitschrift «MedienPädagogik» auf www.medienpaed.com beitragen, das sich mit den digitalen Spielen und Spielkulturen aus einer primär medienpädagogischen Perspektive befasst und nach den Chancen und Potentialen für informelle wie auch formelle Lern- und Bildungsprozesse fragt. Die Beiträge fokussieren in diesem Spannungsfeld von Spielen und Lernen, von Unterhaltung und Bildung unterschiedliche Aspekte. Die Mehrzahl greift dabei aktuelle Diskussionen über Einsatzmöglichkeiten digitaler Spiele im Bereich des Lernens und der Ausbildung auf, die unter dem Label «Serious Games» oder auch «Game-based Learning» geführt werden (Petko; Bopp; Berger/Marbach; Lampert/Schwinge/Tolks; Malo/Neudorf/Wist; Pfannstiel/Sänger/Schmidt). Daneben widmen sich Beiträge der Frage, wie die Lern- und Bildungsrelevanz der medial-kulturellen Praxen, die sich weitgehend unabhängig von pädagogischer Intervention entfalten, untersucht und verstanden, aber auch pädagogisch unterstützt werden können (Fromme/Jörissen/Unger; Schrammel/Mitgutsch). In einem Beitrag geht es schliesslich darum, Computerspiele selbst zum Gegenstand der pädagogischen Reflexion machen (Biermann). Diese Verteilung spiegelt das Gewicht der Schwerpunkte innerhalb des aktuellen Diskurses über den Zusammenhang von Computerspielen und Lernen/Bildung durchaus angemessen wider. Dominik Petko fokussiert auf formelle Lern- und Bildungskontexte und behandelt die Frage, welche didaktischen Potenziale Computerspiele für den gezielten Einsatz in Schule und Ausbildung aufweisen. Ausgangspunkt ist die Überlegung, dass es für den schulischen Bereich nicht ausreicht, die allgemeinen Lernpotenziale der Spiele auszuweisen und die Muster des spielimmanenten Lernens nachzuzeichnen, wie dies in einigen Publikationen der letzten Jahre geschehe. Um einen Schritt weiterzukommen und zu erreichen, dass digitale Spiele tatsächlich vermehrt in den Unterricht integriert werden, komme es darauf an, den Lehrpersonen zu zeigen, dass der Einsatz solcher Spiele einerseits mit einem vertretbaren Aufwand möglich ist und andererseits zu einem erkenn- und begründbaren Mehrwert führt. Dazu sei im ersten Schritt eine genauere Analyse und Typisierung der Spiele und anschliessend eine Konkretisierung der didaktischen Strategien und Arrangements für die sinnvolle Einbettung in den Unterricht erforderlich. Der Beitrag vermittelt einen ersten systematischen Überblick über entsprechende mediendidaktische Ziele und Ansätze für den Einsatz von Computerspielen in Schule und Unterricht. Matthias Bopp geht aus von der Überlegung, dass Computerspiele die Spielenden generell mit Aufgaben und Herausforderungen konfrontieren, die nur im Rahmen von spielbezogenen Lernprozessen bewältigt werden können. Zudem unterstützen aktuelle Spiele die Spielenden in der Regel systematisch beim Erwerb der erforderlichen Kenntnisse und Fähigkeiten, weisen also ein (zumindest implizites) didaktisches Design auf. Wenn man in Rechnung stellt, dass Video- und Computerspiele für Kinder, Jugendliche und zunehmend auch Erwachsene trotz – oder gerade wegen – der hohen Anforderungen, die sie stellen, höchst faszinierend und motivierend sind, dann bietet es sich an, die Lehr-Lern-Designs digitaler Spiele genauer zu untersuchen, um ihre erfolgreichen Prinzipien auf Lernspiele zu übertragen. Der Beitrag konzentriert sich in diesem Kontext auf die Frage, welche Bedeutung zum einen Rahmengeschichten (Storytelling) und zum anderen parasoziale Interaktionen zwischen Spielenden und virtuellen Spielfiguren für die Spielmotivation haben und welche Rolle ihre gezielte Verwendung beim Design von Lernspielen zur Steigerung oder Aufrechterhaltung der Lernmotivation spielen kann. Daraus werden Empfehlungen für die Gestaltung motivierender Lernspiele abgeleitet und abschliessend an Hand zweier Beispiele veranschaulicht. Johannes Fromme, Benjamin Jörissen und Alexander Unger plädieren dafür, die Bildungspotenziale von Computerspielen – und der neuen, computerbasierten Medien überhaupt – nicht nur in ihrer Verwendung bzw. Verwendbarkeit als didaktische und motivationssteigernde Hilfsmittel für die Vermittlung dieser oder jener Lehrinhalte zu sehen, sondern die Perspektive in verschiedenen Hinsichten zu erweitern. Eine prinzipielle Erweiterung bestehe darin, bei der Frage nach Bildungspotenzialen in der Tradition der humanistischen Bildungstheorie nicht primär den Wissenserwerb, sondern die Steigerung von Reflexivität im Selbst- und Weltverhältnis in den Blick zu nehmen und somit zu fragen, in welcher Weise der Umgang mit Medien hierzu beitragen kann. Und weil Bildung in dieser Tradition grundsätzlich als Selbstbildung verstanden werde, liege es nahe, neben der formellen, institutionalisierten Bildung dem Bereich der informellen Bildung eine entsprechende Beachtung zu schenken. Der Artikel fragt daher nach dem Beitrag, den Computerspiele – und vor allem community-basierte Praxen – für eine Flexibilisierung von Selbst- und Weltsichten sowie für den Aufbau von Orientierungswissen leisten können, und diskutiert abschliessend, inwiefern solche informellen Bildungspotenziale pädagogisch aufgegriffen und unterstützt werden können. Florian Berger und Alexander Marbach gehen davon aus, dass es angesichts der Popularität und hohen Motivationskraft der Computerspiele zwar nahe liege, ihre pädagogische Verwertbarkeit zu prüfen, dass für den pädagogischen Einsatz der digitalen Spiele aber bisher weder theoretisch fundierte Konzepte noch eine hinreichende Forschung existiere. Insbesondere würden Fragen der technischen Machbarkeit zu wenig beachtet, wobei die Schwierigkeit darin bestehe, dass der jeweilige «State of the Art» für Lernspiele als Massstab schon wegen der begrenzten (finanziellen) Ressourcen ausscheide, andererseits aber ein Mindeststandard erreicht werden müsse, um die notwendige Akzeptanz beim Anwender zu finden. Vor diesem Hintergrund geht der Beitrag zunächst der Frage nach, was die technische, die kulturelle und die pädagogische Qualität eines digitalen Spiels ausmacht, um dann – aus einer primär ingenieurwissenschaftlichen Perspektive – zu diskutieren, wie bei der Gestaltung von Lernspielen eine gute Balance erreicht werden kann. Ralf Biermann betrachtet Computerspiele in seinem Beitrag nicht aus mediendidaktischer, sondern aus medienpädagogischer Perspektive und stellt ein Konzept vor, mit dem die digitalen Spiele selbst zum Gegenstand einer lernorientierten Auseinandersetzung werden. Die leitende Idee ist es, Wege aufzuzeigen und zu erproben, wie Computerspiele in den Bereich der aktiven, projektorientierten Medienarbeit eingebunden werden können, die sich dieser neuen Medien – im Unterschied zu Radio, Presse oder Film – bisher kaum angenommen hat. Das Konzept des Video Game Essays knüpft an der Film- und Videoarbeit an, erweitert es aber um einige neue Elemente, die mit den technischen Besonderheiten der Spiele zu tun haben. Der Ansatz kann als innovative Form der Medienanalyse angesehen werden, bleibt aber bei der Analyse nicht stehen, sondern eröffnet auch weitergehende Handlungs- und Lernpotenziale. Als Einsatzgebiete des Video Game Essays werden die ausserschulische Medienarbeit, die Schul- und die Hochschulausbildung genauer betrachtet. Claudia Lampert, Christiane Schwinge und Daniel Tolks zeichnen in ihrem Beitrag die bisherigen Entwicklungen im Bereich der Serious Games nach, die von anderen Ansätzen des mediengestützten Lernens wie E-Learning, Edutainment und Game-Based Learning abgegrenzt werden, und arbeiten den aktuellen Diskussions- und Forschungsstand auf. Die Potenziale und Grenzen werden am Beispiel zweier Spiele aus dem Gesundheitsbereich (Games for Health) detaillierter diskutiert, für die auch erste empirische Befunde vorliegen. Serious Games gewinnen zwar – nach Ansicht der Autoren/innen vor allem aus Marketinggründen – zunehmend an Bedeutung, allerdings bestehe noch ein erheblicher Forschungs- und Evaluationsbedarf. Sabrina Schrammel und Konstantin Mitgutsch kritisieren, dass im medienpädagogischen Diskurs über Computerspiele der Umstand vernachlässigt werde, dass Spielen eine kulturell geprägte, aktive Auseinandersetzung mit einem Spielgegenstand sei. Ihnen geht es im vorliegenden Beitrag daher darum, die spezifische medial- kulturelle Praktik des Computerspielens zu erfassen bzw. dafür einen geeigneten methodischen und theoretischen Zugang zu entwickeln und vorzustellen. Das Spielen von Computerspielen wird in Anlehnung an den internationalen Diskurs als Transformation und Produktion kultureller Erfahrungen interpretiert, auch um aus den Engführungen der im deutschsprachigen Raum noch dominierenden Mediennutzungs- und Medienwirkungsforschung herauszugelangen. Für die pädagogische Auseinandersetzung wird daraus abgeleitet, dass nicht die didaktische Nützlichkeit, sondern die bildungstheoretische Bedeutung von Computerspielen zu fokussieren sei. Den bisher vorherrschenden teleologischen Lernkonzepten wird hier ein genealogischer Ansatz gegenübergestellt, bei dem die Erfahrungen und Lernprozesse im Zuge der Spielhandlungen selbst thematisiert werden. An einem Beispiel wird abschliessend verdeutlicht, wie das theoretisch-methodische Vorgehen einer hierauf ausgerichteten Analyse ausgestaltet und wie bei einer solchen Analyse die medial-kulturelle Praktik des Computerspielens pädagogisch rekonstruiert werden kann. Steffen Malo, Maik Neudorf und Thorben Wist ordnen ihren Beitrag in den Kontext des Game-based Training (GBT) ein und berichten über das Projekt Alphabit, bei dem es darum geht, computerbasierte Lern- bzw. Trainingsspiele als ergänzendes methodisches Mittel für Alphabetisierungs- bzw. Grundbildungsprogramme einzusetzen. Vorgestellt werden die im Projekt entwickelten konzeptionellen Überlegungen zu den Rahmenbedingungen, zur Auswahl der Inhalte, zu unterstützenden instruktionalen Hilfen, zu den Entwicklungsprozessen und zu methodischen Aspekten des spielerischen Lernens in virtuellen Umgebungen. Ausserdem werden erste Ansätze für die Umsetzung präsentiert und offene Forschungsfragen aufgezeigt. Auch Jochen Pfannstiel, Volker Sänger und Claudia Schmitz berichten über ein Projekt, das für die Bildungspraxis konzipiert wurde und auch bereits erprobt wird. Hier geht es um Game- based Learning im Hochschulbereich, genauer: um ein Lernspiel, das ergänzend zu einer Pflichtvorlesung in der Informatik eingesetzt wird, um Studierende dazu zu motivieren, sich während des Studiums intensiver und vertiefend mit der Vorlesungsthematik zu befassen. Ziel ist also ein verbessertes und vor allem nachhaltigeres Verständnis der Vorlesungsinhalte durch spielerische Mittel zu erreichen. Der Beitrag beschreibt das dazu entwickelte Lernspiel und berichtet über die bisherigen Erfahrungen und erste Evaluationsergebnisse. * Eine Ausnahme erscheint allerdings erwähnenswert: In der ersten Hälfte der 1980er Jahre gab es in der Bundesrepublik Deutschland eine Debatte (und einige Forschungsarbeiten) zum Videospiel in Spielhallen mit dem Ergebnis, dass 1985 ein geändertes Jugendschutzgesetz in Kraft trat, das den Zugang zu Glücks- und Videospielautomaten in der Öffentlichkeit neu regulierte und unter 18-Jährigen nicht mehr gestattete. Diese Regelung ist – anders als die 2003 obligatorisch gewordenen Altersfreigaben der USK für Computerspiele auf Datenträgern – unabhängig vom Inhalt der Spiele, und sie ist bis heute in Kraft. EXECUTIVE SUMMARY Germany is one of the few industrialized nations in which the tobacco industry remains a legitimate force in business, government, science and society at large. Though Germany has been an international leader in environmental protection, the German tobacco industry has been successful in preventing the translation of knowledge of the dangers of pollution from secondhand smoke into effective public health policy through a carefully planned collaboration with scientists and policymakers and a sophisticated public relations program which it initiated in the 1970's and has been quietly running ever since. The tobacco industry in Germany founded the Verband der Cigarettenindustrie, a trade association, in 1948. Located in Germany's capital cities in order to as best as possible influence political decisions, the Verband includes all the multinational and national tobacco companies doing businessin Germany (7 in 2006). In Germany, secondhand smoke emerged as a political issue in the early 1970s, but the federal government failed to enact a proposed statutory law on protection from tobacco smoke. To date, there has been no passage of effective legislation for the protection against tobacco in public places. Understanding that secondhand smoke was the crucial issue for the tobacco industry's viability, the Verband engaged the issue long before the German government and the main voluntary health agencies, leading to the industry's continuing success in preventing government action to protect citizens from the toxic chemicals in secondhand smoke. The Verband influenced science and policy by challenging the scientific evidence linking secondhand smoke to disease by conducting or financing research, recruiting independent scientists, influencing high-level working groups and commissions, and by coordinating, sponsoring and participating in scientific conferences. In 1975, the "Research Council Smoking & Health" was created as an advisory body to the scientific department of the Verband to convey the impression that the tobacco industry was committed to objective exploration and further development of its product. Research that was deemed to be too sensitive to be contracted to outside researchers was conducted in a laboratory in Munich, headed by Franz Adlkofer. In 1992, the Research Council was replaced when the Verband created the VERUM foundation with Adlkofer as Scientific and Executive Director. The Medical Action Group on Smoking or Health, a small nongovernmental organization active in the protection of nonsmokers since the 1970s founded by medical scientist Ferdinand Schmidt, made numerous attempts to influence governmental health policy in Germany. The tobacco industry successfully responded by framing the Medical Action Group and Schmidt as out of the mainstream. Probably the most important health authority allied with the tobacco industry from the 1980s onwards was Karl Überla, President of the German Federal Health Office until 1985 and simultaneously head of a private research institute, the GIS, in Munich. In 1982, the Verband contracted with Überla's GIS for a study on "passive smoking and lung cancer." In 1983, a working group on smoking-related cancer risks was set up by the Federal Ministry of Health as part of Germany's contribution to the EU "Europe Against Cancer" program. Of the 24 members the Ministry invited to comprise this working group, at least five individuals, Franz Adlkofer, Dietrich Schmähl, Gerhard Lehnert, Klaus Thurau and Jürgen v. Troschke, had worked for or received funds from the Verband. Overall, the tobacco industry in Germany has been able to maintain a level of respectability that allowed it access to high-level authorities and scientists who either themselves held a policy-relevant office or served on political advisory bodies, including Karl Überla, President of the Federal Health Office, Dietrich Henschler, Chairman of the MAK-commission, and Helmut Valentin, President of the Bavarian Academy for Industrial and Social Medicine. Despite the fact that public attitudes in Germany were very supportive of government action to restrict smoking, the industry worked to cast tobacco control as a serious threat to the European culture that was portrayed as too open, modern and enlightened for such action. Secret tobacco industry polling showed even higher levels of support for smoking restrictions in Germany than in the United States; still, the German tobacco industry portrayed policies protecting workers from secondhand smoke as examples of US extremism. Several unsuccessful efforts to pass non-smoker protection legislation followed in subsequent years, and on October 3, 2002, a revised workplace ordinance took effect that nominally puts the duty on employers to protect their employees from secondhand smoke in the (non-hospitality) workplace; still, the ordinance overall failed to guarantee smokefree workplaces and as of January 2006, the German government had not established any meaningful program to promote implementation and enforcement of the ordinance. In 2003, approximately one-third (32.5%) of Germans were smokers. Recent data shows at least 9 persons die from passive smoking each day in Germany. As this calculation only takes into account frequent domestic exposure of nonsmokers, the actual death toll is likely to be much higher. Still, as of 2006, with few smokefree laws in place, none of the major voluntary health agencies in Germany had continuously made secondhand smoke a major topic. Public health policymaking in Germany remains dominated by tobacco interests. KURZFASSUNG Deutschland ist eines der wenigen industrialisierten Länder in denen die Tabakindustrie heute in derGeschäftswelt sowie vonseiten der Regierung, der Wissenschaft und der Gesellschaft im Allgemeinen noch als eine legitime Größe angesehen wird. Obgleich Deutschland im Umweltschutz international eine Führungsrolle einnimmt, hat es dieTabakindustrie in Deutschland erfolgreich verstanden, die Umsetzung der Erkenntnisse über die Schädlichkeit des Passivrauchens in wirksame Gesundheitspolitiken zu verhindern. Sie bediente sich hierzu einer sorgfältig geplanten Kollaboration mit Wissenschaftlern und politischen Entscheidungsträgern, und eines ausgeklügelten PR-Programms das in den 1970er Jahren eingeleitet wurde und seitdem still betrieben wird. Die Branchenorganisation, der Verband der Cigarettenindustrie (VdC, kurz "Verband") wurde im Jahr 1948 von der Tabakindustrie in Deutschland gegründet. Der Verband vertritt sowohl nationale als auch multinationale Tabakkonzerne, die in Deutschland ihre Geschäfte treiben und war bzw. ist in der bundesdeutschen Hauptstadt (Bonn, Berlin) ansässig, um politische Entscheidungen bestmöglich zu beeinflussen. Bereits in den frühen Siebzigerjahren wurde das Thema Passivrauchen in Deutschland zum Politikum, doch die Bundesregierung schaffte es nicht, einen damals existierenden Gesetzesvorschlag für eine Rechtsvorschrift zum Schutz vor Passivrauchen zu erlassen. Vielmehr hat die Bundesregierung es bis heute versäumt, eine wirksame Gesetzgebung zum Schutz vor Tabakrauch im öffentlichen Raum zu erlassen. Aufgrund der Einsicht dass Passivrauchen der entscheidende Faktor für Lebensfähigkeit der Tabakindustrie ist, hat sich der Verband bereits lange vor der Bundesregierung und den wichtigsten Organisationen im Gesundheitswesen und Interessengemeinschaften dieses Thema zu eigen gemacht. Dies hatte zur Folge, dass die Tabakindustrie Regierungshandeln zum Schutz der Bürger vor den giftigen Inhaltsstoffen des Tabakrauchs erfolgreich verhindert hat. Der Verband hat Einfluss auf Wissenschaft und Politik genommen indem er die wissenschaftlichen Erkenntnisse über den Zusammenhang von Passivrauchen und Krankheit bestritten hat, Forschungsarbeiten durchgeführt oder finanziert hat, unabhängige Wissenschaftler rekrutiert hat, Einfluss auf hochrangige Arbeitsgruppen und Kommissionen genommen hat sowie an wissenschaftlichen Tagungen teilgenommen, diese koordiniert oder finanziell gefördert hat. Im Jahr 1975 wurde der "Forschungsrat Rauchen und Gesundheit" gegründet. Er diente der Wissenschaftlichen Abteilung des Verbandes als Beratungsorgan und sollte den Eindruck vermitteln, dass die Tabakindustrie sich der objektiven Erforschung und Weiterentwicklung seines Produktes verschrieben hat. Untersuchungen die als zu heikel galten, um sie an externe Wissenschaftler zu vergeben wurden in einem Labor in München durchgeführt das von Franz Adlkofer geleitet wurde. Im Jahr 1992 wurde der Forschungsrat Rauchen und Gesundheit ersetzt durch die vom Verband gegründete Stiftung VERUM, deren Wissenschaftlicher und Geschäftsführender Direktor wiederum Adlkofer wurde. Der Ärztliche Arbeitskreis Rauchen und Gesundheit, eine kleine Nichtregierungsorganisation, die seit den 1970er Jahren im Bereich Nichtraucherschutz aktiv ist und von Ferdinand Schmidt gegründet wurde, machte zahllose Versuche, die Regierungspolitik Deutschlands zu beeinflussen. Die Tabakindustrie reagierte darauf- erfolgreich - damit, dass sie den Ärztlichen Arbeitskreis Rauchen und Gesundheit und Schmidt als jenseits der politischen Mitte darstellte. Vermutlich die wichtigste Autorität im Gesundheitsbereich, die mit der Tabakindustrie seit den 1980er Jahren verbündet war ist Karl Überla, bis 1985 Präsident des Bundesamtes für Gesundheit und zugleich Leiter einer privaten Forschungseinrichtung in München, der Gesellschaft für Information und Statistik in der Medizin (GIS). Im Jahr 1982 nahm der Verband Überla's GIS unter Vertrag für eine Untersuchung über "Passivrauchen und Lungenkrebs". Im Jahr 1983 stellte das Bundesgesundheitsministerium eine Arbeitsgruppe über "Krebsgefährdung durch Rauchen"zusammen, als ein Beitrag vonseiten Deutschlands zum EU-Aktionsprogramm "Europa gegen den Krebs". Von den 24 Mitgliedern, die das Ministerium geladen hatte, hatten zumindest fünf Personen, Franz Adlkofer, Dietrich Schmähl, Gerhard Lehnert, Klaus Thurau und Jürgen v. Troschke für den Verband gearbeitet oder von diesem Finanzmittel erhalten. Im Großen und Ganzen ist es der Tabakindustrie in Deutschland gelungen, einen Grad der Angesehenheit aufrechtzuerhalten, die ihr Zugang zu hochrangigen Autoritäten und Wissenschaftlern verschaffte, die entweder selbst politikrelevante Ämter innehatten oder die als Sachverständige oder Mitglieder von wissenschaftlichen Beiräten direkten Zugang zur Politik hatten. Beispiele hierfür sind Karl Überla, Präsident des Bundesgesundheitsamtes, Dietrich Henschler, Vorsitzender der MAK-Kommission, und Helmut Valentin, Präsidentder Deutschen Gesellschaft für Arbeitsmedizin sowie der Bayrischen Akademie für Arbeits- und Sozialmedizin. Trotz der Tatsache, dass die Einstellung der deutschen Bevölkerung Einschränkungen des Rauchens deutlich unterstützt, war die Tabakindustrie bemüht, die Tabakkontrolle als eine ernsthafte Bedrohung für die Europäische Kultur darzustellen, indem diese als zu offen, modern und aufgeklärt für derartige Aktivitätenporträtiert wurde. Ungeachtet der Tatsache, dass Umfragen die von der Tabakindustrie durchgeführt und geheim gehalten wurdenfür Deutschland sogar eine stärkere Befürwortung von Einschränkungen des Rauchens zeigten als in den Vereinigten Staaten, karikierte die Tabakindustrie in Deutschland Maßnahmen zum Schutz der arbeitenden Bevölkerung vor Passivrauch als US-amerikanischen Extremismus. Etliche erfolglose Anläufe zur Verabschiedung eines Nichtraucherschutzgesetzes folgten in den Jahren darauf und am 3. Oktober 2003 trat die novellierte Arbeitsstättenverordnung in Kraft, die die Arbeitgeber nominelldazu verpflichtet, ihre Angestellten am Arbeitsplatz vor dem Tabakrauch zu schützen (ausgenommen sind Arbeitsstätten mit Publikumsverkehr). Durch diese Verordnung werden jedoch übergreifend keine rauchfreien Arbeitsplätze geschaffen und bis Januar 2006 hatte die Bundesregierung noch kein bedeutsames Programm aufgelegt um die Umsetzung und Vollzug der Verordnung zu fördern. Im Jahr 2003 waren nahezu ein Drittel (32,5%) der deutschen Bevölkerung Raucher, neueste Daten zeigen, dass in Deutschland täglich mindestens neun Menschen an den Folgen des Passivrauchens sterben. Da dieser Berechnung lediglich die häufige Exposition von Nichtrauchern zu Hause zugrunde liegt, ist die wirkliche Zahl der Todesopfer wahrscheinlich deutlich höher. Dennoch garantieren bisher nur wenige Gesetze Rauchfreiheit und auch sonst hat bis heute keine der wichtigsten Gesundheitsorganisation in Deutschland sich kontinuierlich dem Passivrauchen angenommen bzw. dieses zu einem Hauptthema gemacht. Die Gesundheitspolitik wird in Deutschland bis zum heutigen Tag von Tabakindustrieinteressen dominiert.

We use an ultra-high angular resolution technique - global Very Long Baseline Interferometry (VLBI) at 1.3mm (230 GHz) - to resolve the innermost jet of 3C 279 in order to study its fine-scale morphology close to the jet base where highly variable-ray emission is thought to originate, according to various models. The source was observed during four days in April 2017 with the Event Horizon Telescope at 230 GHz, including the phased Atacama Large Millimeter/submillimeter Array, at an angular resolution of ∼20 μas (at a redshift of z = 0:536 this corresponds to ∼0:13 pc ∼ 1700 Schwarzschild radii with a black hole mass MBH = 8 × 108 M⊙). Imaging and model-fitting techniques were applied to the data to parameterize the fine-scale source structure and its variation.We find a multicomponent inner jet morphology with the northernmost component elongated perpendicular to the direction of the jet, as imaged at longer wavelengths. The elongated nuclear structure is consistent on all four observing days and across diffierent imaging methods and model-fitting techniques, and therefore appears robust. Owing to its compactness and brightness, we associate the northern nuclear structure as the VLBI "core". This morphology can be interpreted as either a broad resolved jet base or a spatially bent jet.We also find significant day-to-day variations in the closure phases, which appear most pronounced on the triangles with the longest baselines. Our analysis shows that this variation is related to a systematic change of the source structure. Two inner jet components move non-radially at apparent speeds of ∼15 c and ∼20 c (∼1:3 and ∼1:7 μas day-1, respectively), which more strongly supports the scenario of traveling shocks or instabilities in a bent, possibly rotating jet. The observed apparent speeds are also coincident with the 3C 279 large-scale jet kinematics observed at longer (cm) wavelengths, suggesting no significant jet acceleration between the 1.3mm core and the outer jet. The intrinsic brightness temperature of the jet components are ≤1010 K, a magnitude or more lower than typical values seen at ≥7mm wavelengths. The low brightness temperature and morphological complexity suggest that the core region of 3C 279 becomes optically thin at short (mm) wavelengths. © J.-Y. Today, Afghanistan is a nightmarish place for many Afghans, marked by a lack of rights and opportunities. It's crucial to recognize this reality. However, it's also important to acknowledge that numerous predictions from Washington did not materialize as expected. For all the admonishments of the Biden administration, Afghanistan has not become a gift for China or Russia, or a hotbed of transnational terrorism.President Biden faced relentless criticism for the withdrawal, decried as squandering "20 years of blood and sacrifice" by Republican Senator Jim Risch and branded "fatally flawed" by Democratic Senator Bob Menendez. Former Secretary of Defense Leon Panetta, who oversaw the end of the U.S. surge in Afghanistan during President Obama's tenure, likened the evacuation to the infamous Bay of Pigs fiasco, even before the tragic loss of 13 U.S. service members and at least 170 Afghans in an ISIS attack. Meanwhile, former Secretary of State Mike Pompeo, who less than one year earlier had proudly stood for a photo op with the Taliban's chief negotiator, after agreeing to withdraw U.S. troops, told Fox News that the "Biden administration has just failed in its execution of its own plan." In April, the Wall Street Journal's Editorial Board partly attributed Russia's invasion of Ukraine to "U.S. surrender in Afghanistan" and during a Congressional hearing in July, Congressman Michael McCaul labeled the withdrawal "a mistake of epic proportions." Failure is, indeed, an orphan.One of the most frequently cited reasons for why the U.S. military had to remain in Afghanistan was rooted in counterterrorism efforts. Indeed, fighting terrorism was the reason for the authorization for the use of military force that allowed U.S. troops to be deployed to Afghanistan in the first place. President Biden drew criticism from certain pundits when he asserted on August 16, 2021, that "Our only vital national interest in Afghanistan remains today what it has always been: preventing a terrorist attack on [sic] American homeland." He emphasized that the original mission was, in fact, a response to a terrorist attack and had a primary focus on counterterrorism. Some pundits might find this fact inconvenient, especially those who have come to believe that our presence in Afghanistan was primarily about nation-building, rather than acknowledging that nation-building itself was an ill-conceived strategy within the context of the War on Terror. In the lead-up to the withdrawal, the notion of over-the-horizon counterterrorism capabilities was often ridiculed as ineffective. During the fall of 2021, the Pentagon assessed that the Islamic State-Khorasan Province (ISKP), an ISIS offshoot in Afghanistan, could potentially launch an attack on the U.S. within as little as 6 months. Yet, nearly two years later, no ISKP attack originating from Afghanistan has targeted U.S. soil. Furthermore, senior analysts at the National Counterterrorism Center (NCTC) recently evaluated that the group relies on "inexperienced operatives in Europe" to carry out attacks abroad. In other words, the next generation of 9/11 hijackers is not being trained in Afghanistan. The Biden administration showcased its ability to secure significant over-the-horizon victories against terrorists, such as when a U.S. drone killed al-Qaeda chief Ayman al-Zawahiri in a Kabul apartment on July 31, 2022. As of last March, Nicholas Rasmussen, the Department of Homeland Security's counterterrorism coordinator, viewed the likelihood of a 9/11-style attack as "almost inconceivable." The world of today is different than on the morning of September 11, 2001. Back then, Afghans had extremely limited communication with the outside world. In contrast, today, over 60 percent of adults own a cell phone, with more than 80 percent having access to one. This trend holds true for other once-isolated parts of the world as well. This connectivity will pose challenges to the Taliban's ability to enforce their draconian restrictions over the long-run. It has also changed the way terrorists operate. In the realm of terrorism, the world is indeed flat. Extremist ideologies can be disseminated, and terrorists can recruit overseas operatives to inflict harm. But this may not be such a big win for terrorist groups like ISKP. While their capacity for recruitment is more substantial than in the past, their ability to train and direct quality recruits without interference is actually diminished. Meanwhile, the capacity of potential target nations to intercept such plots is stronger than ever before. Instead of participating in a global campaign of terrorist whack-a-mole, it is our domestic defenses that are best positioned to protect the homeland. This isn't meant to downplay the potential of ungoverned spaces to serve as breeding grounds for adept and motivated terrorists. However, concerning the case of Afghanistan, NCTC analysts concluded that the Taliban's activities have "prevented the branch [ISKP] from seizing territory that it could use to draw in and train foreign recruits for more sophisticated attacks."While it's true that terrorism can be managed and nation-building wasn't the purpose of going to war, it was still shocking for many Americans to witness the swift collapse of a government that so many U.S. lives, tax dollars, and lives of our Afghan partners had contributed to building. One reason for the astonishment shared by lawmakers, media, and the American public over the evacuation debacle, the vanishing of Afghan security forces, and the hasty departure of the Ghani administration, stems from a steady flow of falsehoods regarding the war. Rather than a deliberate effort of intentional deceit, it was more of a collective exercise in self-deception, omission, and hopeful exaggeration. As the U.S. war in Afghanistan trudged onward, a carefully curated liturgy of talking points was repeated in Washington. Our leaders were well aware that Afghanistan was an archipelago of cut-off cities and forward operating bases, while the Taliban dominated the countryside, roads, and the night. It was no secret that Ashraf Ghani was surrounded by a circle of sycophantic advisors. The economy was sustained by a continuous flow of aid and war-related industries. Yet, speaking candidly about this was rare until after the Afghan government collapsed.A cognitive dissonance made it acceptable for U.S. lawmakers, foreign elites, military-aged men who had fled their conflict-ridden countries, and even human rights organizations to not only call for the perpetual deployment of American soldiers but to claim we owed such a commitment. Of course, the U.S. military was more than enthusiastic to oblige. And for soldiers, there is an unrelenting desire and pressure to deploy. I too volunteered to deploy. However, the enthusiasm of young warfighters shouldn't grant a blank check for putting them in harm's way.Since the U.S. withdrawal, unsettling truths emerged. Although tens of thousands of Afghan soldiers made the ultimate sacrifice, when push came to shove — even before the Americans' departure — Afghan forces fell to the Taliban. Their supplies ran out and corrupt leaders in Kabul left them to die or surrender. The strongman warlords, elevated by Washington and summoned by Ashraf Ghani to save the republic, fled to neighboring countries. Over the years, the Taliban were dismissed as a proxy of Pakistan, disconnected from Afghan society, yet, it was the Afghan government, created through an international conference in Bonn, Germany, and supported with billions of U.S. aid, that failed to inspire Afghans to fight for its survival at a crucial moment. Many observers, myself included, were confident that Afghans would fiercely resist the Taliban and the country would rapidly descend into civil war. The country has instead fallen into a haunting silence.One prediction that has come true is the dire situation for women under the Taliban's rule that can only be described as gender apartheid. They have progressively restricted girls'and women's right to education, closed gathering places and livelihoods like beauty parlors, and even banned women from a national park. Their actions seem more driven by an obsession with control of every aspect of women's lives than religious doctrine. Additionally, the Taliban have stifled dissent and used torture against rivals. We must confront these harsh realities and take meaningful actions, but we must also avoid making promises we cannot fulfill, both for the sake of Afghans and our own credibility.Today, Afghanistan is not at war for the first time in twenty years, with violent deaths decreasing from well over 20,000 per year in the years leading up to the U.S. withdrawal to under 2,000 last year. The country hasn't turned into a narco-state. The Taliban also haven't abandoned their extremist beliefs, disavowed al-Qaeda, or restrained the Pakistani Taliban. However, their current focus seems to be inward on Afghanistan. The Afghan economy is struggling, partly due to Taliban mismanagement, though it doesn't appear to be much worse than the previous government at management, and their corruption seems to be less. Their cruelty, however, seems unfailing.It's worth reflecting on why so many of our predictions were inaccurate. The U.S. facilitated Afghanistan's development, but it also prolonged the war. Now, Taliban rule and the isolation it creates has plunged Afghans into deeper poverty and created a nightmare for women, a bargain from hell, created by Washington and its partners in Kabul, but that ultimately can only be resolved by Afghans themselves.

The state of intellectual freedom is, in many ways, both a Treflection of the degree of openness and inclusiveness of our societies and of the state of democracy. Academic freedom, in the words of Thandika Mkandawire, is, in truth, about the building of a new civilization. It is a site of struggle for democracy, and one could argue that where intellectual freedom really exists, authoritarianism and fundamentalism will find it more difficult to go unchecked.
When, in November 1990, participants in a CODESRIA conference held in Kampala, Uganda, were adopting the Kampala Declaration on Intellectual Freedom and Social Responsibility, the continent was experiencing profound political changes, with authoritarian regimes collapsing one after the other, or receding as democratic space expanded with the struggles and intense pressures for democratic change coming from civil society and social movements. The state was then still seen as the main perpetrator of academic and intellectual freedom violations, but it certainly was no longer seen as the only institution or actor that was guilty of such restrictions. As can be seen in the conference papers and report1, most of the phenomena that we are witnessing more clearly today were already quite discernible then: groups based in civil society could harass scholars or public intellectuals for writing or making public statements that were considered to be contrary to religious principles, or to national interests, or to dominant social values, customs and 'traditions'. Donors could also restrict the freedom of research in many different ways.
Within the academia itself, the violations of academic freedom could take forms ranging from sexual harassment, through the trading of grades for different kinds of favours, to student groups threatening academic staff or other students and wreaking havoc on university campuses. The triumph of neoliberalism, and dominant notions of political correctness, and the rise of fundamentalisms of different kinds have led to the shrinking of spaces for critical thinking, not only in society, but also on our campuses. What were emerging phenomena then have now become major problems, with university campuses like Garissa University College in Garissa, Kenya, and the Ahmed Baba library in Timbuktu being raided by armed fundamentalist groups or rebel movements. Disciplines like history are barely surviving. Although it is now recognized that higher education and research have been key to all the successful and sustainable structural transformation and development experiences of the past few decades, most policy makers of our continent tend to be dismissive of the social sciences and humanities. Yet without the social sciences and humanities, no deep understanding of global and local challenges, and therefore no genuine human and people-centered development and meaningful empowerment of civil society and ordinary citizens are possible.
The good news is, as one of the participants in the conference held in Lilongwe, Malawi, in April this year to celebrate the 25th anniversary conference of the Kampala Declaration, rightly pointed out, there are provisions explicitly protecting academic freedom in the constitutions of fifteen African countries, and in many of these cases, the inspiration came from the Kampala Declaration.
The part of the Kampala Declaration that is rarely mentioned, but which is equally important, is the part dealing with the social responsibility of academics and intellectuals, more generally. The number of professors and lecturers who pay insufficient attention to ethical issues is, unfortunately, very large. This could be anything from the neglect of teaching and the responsibility to supervise theses and dissertations and mentor graduate students and junior colleagues, to a total lack of interest in the issues and challenges facing the communities where the universities are located. Too large a number of academics are prioritizing moonlighting activities instead of their duties at the institutions where they are employed. Yet the defense of academic freedom and the autonomy of the institutions of higher learning are best done if they go with a strict adherence to ethics, accountability, and the fulfillment of the social responsibility of academics.
The development of a vibrant knowledge economy in Africa is something that CODESRIA has always taken keen interest in and researched with relentless vigour over the years through its programmes. At its 14th CODESRIA General Assembly held in June 2015, which focused on the creation of Africa's futures in an era of global transformation, one of the key points over which there was a broad consensus is the need for research and new knowledge, and to critically interrogate the narrative and counter- narratives, not only on Africa's development, but also on innovations and technology as engines of growth and development in Africa. One critical issue today is, precisely, that of the private appropriation, out of power and profit motives, of knowledge produced through scholarship that has been funded with public resources, thus making the availability of that knowledge to African universities or African and southern development extremely difficult.
The future of Africa's knowledge economy is, therefore, a subject that has continued to generate vigorous debate. In one of the articles featured in this issue of CODESRIA Bulletin, titled: Defining Structural Transformation in Africa, Carlos Lopes calls for a shift away from the present economic models in various African countries. He identifies poor investment in research and development as one of the banes of growth in Africa, in addition to several other political, social, environmental and economic factors.
Henning Melber's article in this issue of the Bulletin: Development and Environment: The Challenges for Research Collaboration in and with Africa underscores the importance of new research and new knowledge for development while drawing attention to the gap in knowledge production between the North and the South. He however noted that ''relevant insights for local policy makers and communities in the South generated by new research end in peer reviewed journals whose commercial publishing priority remains prohibitive for access by those who might benefit most from it.''
The subject of restricted access to scientific knowledge and scholarly communication (which, in effect, is a form of restriction of research and academic freedom), which Melber decried in his article, was the focus of an international conference hosted by CODESRIA in Dakar, 30 March - 1 April 2016, with the theme: ''Open Access and the Future of the African Knowledge Economy''. The conference which drew participants from 20 countries in Africa and across the globe focussed on the value of open access to scholarly communication in an increasingly globalised knowledge economy. The urgent need for the African scientific community to engage the open access movement as a driver of change and development on the continent was emphasized. A call was also made for a stronger South-South dialogue and cooperation on open access and scholarly communication at the conference which also had a strong participation by UNESCO, the Latin America Council of Social Sciences (CLACSO), the Indian Citation Index, Africa Journals Online (AJOL), the National Research Foundation (NRF) of South Africa, the Academy of Social Sciences of South Africa (ASSAF), and several other partner institutions such as the Human Sciences Research Council, the Nordic Africa Institute, and the African Studies Centre of Leiden. A report from the conference is included in this Bulletin.
Also in this Bulletin, we have featured tributes to two of Africa's great scholars: Thandika Mkandawire and Helmi Sharawy, who are both among the founding fathers of CODESRIA. The tributes are in recognition of their long association with and service to CODESRIA, and the African social science community.
Thandika is one of the leading global scholars of the day, whose devotion to the African cause and contribution to knowledge on the continent is very widely acknowledged. In the words of Jimi Adesina, ''Thandika was always driven by giving voice to Africans and elevating African voices. His was not simply being Africa-focused but facilitating the authentic interlocution for Africa and its peoples''. The Kampala Declaration was adopted during his tenure as executive secretary of CODESRIA. The theme chosen for the colloquium held in Malawi to celebrate Thandika the scholar, mentor, pan Africanist, institution-builder, friend, and eternal CODESRIA militant, was Thinking African: Epistemological Issues. Indeed, both as a CODESRIA leader and in his own work, Thandika has consistently engaged social science concepts and theories from a critical point of view, interrogating their significance for Africa and the continent's peoples. He has tried to enhance the visibility of African scholarship both within Africa and globally, and promoted scholarship that contributes to the enhancement of the freedom, well-being and dignity of the peoples of the continent.
Helmi Sharawy is also one of the most illustrious leaders of our community who played a pioneering role in the development of CODESRIA, in the promotion of the study of Africa, and in the formation of a number of institutions and associations, such as the African Association of Political Science (AAPS). He was elected and served two terms as a member of CODESRIA's Executive Committee. Helmi has also been a great champion of African liberation. Many great leaders, such as Amilcar Cabral, Agostinho Neto, Eduardo Mondlane and others, who visited Cairo during the years when Gamal Abdel Nasser was the President, were invited to his home and enjoyed the hospitality of his family. On 11 May 2016, CODESRIA and the Arab and African Research Centre in Cairo organized a round table to celebrate Professor Helmi Sharawy. Some of the tributes to Sharawy and Mkandawire are published in this issue of the Bulletin.
The people who have made, and continue to make, great contribution to scholarship in Africa and to the growth and development of CODESRIA are many. More celebrations, taking different forms, will therefore follow. We also invite articles on, or critically engaging the work of, great African intellectuals and their contributions for publication in the CODESRIA Bulletin, or in other CODESRIA journals.

One of the most developed issues in the theory of civil procedurallaw is its definition. In turn, the development of science is impossible without reviewingeven established doctrinal approaches and provisions.An analysis of the special literature, mostly educational, led to the conclusion thatscholars use approaches to the definition of the term "civil procedural law", which weredeveloped and included in the theory of civil procedural law in the 50s-60s of the twentiethcentury. Modern definitions of civil procedural law are based on the provisions of theold invalid legislation, or on the provisions of the legislation of other countries (for example,the Russian Federation). Therefore, the purpose of this study was to review the existingdefinitions in the theory of civil procedural law and their harmonization with theprovisions of current legislation of Ukraine.In the process of researching doctrinal approaches to the definition of civil procedurallaw, it was found that researchers invest in the definition of the subject, purpose of thisbranch of law, as well as additional characteristics of civil procedural law (participants,sectoral affiliation, stage, etc.).The lack of a single doctrinal approach to the definition of the subject of civil procedurallaw, which is part of the definition of civil procedural law, prompted to study thesubject of civil procedural law and propose its author's definition.Based on the provisions of current legislation, the article presents the author's definitionof civil procedural law as a branch of law, set and system of legal norms, the subjectof which are public relations arising in civil proceedings on the basis of fair, impartialand timely consideration and resolution of civil cases in order to effectively protect violated,unrecognized or disputed rights, freedoms or interests of individuals, rights and interestsof legal entities, the interests of the state. ; Ключові слова: цивільне процесуальне право, цивільний процес, цивільне судочинство, предмет цивільного процесуального права Процес реформування процесуального законодавства, його гармонізації, приведен-ня у відповідність до принципів і стандартів міжнародного права, а також інші про-цеси, що відбуваються у суспільстві та державі, є тими чинниками, які впливають напотребу перегляду доктринальних визначень категорій цивільного процесуальногоправа.
