"Human Trafficking is a phenomenon often observed in post-conflict environments and as such can be analysed from the stand of peace and conflict studies. Trafficking in women for the purpose of forced prostitution has been a serious problem in post-war Bosnia and Herzegovina. A prominent approach is to look at the international personnel as a factor influencing the fast growing sex industry. I argue that such a view is too short-sighted and that social factors play a vital role for the degradation of women to objects. The militarisation of society and a hatred of women before, during and after the war facilitated the trafficking in women. After having looked at the phenomenon of trafficking and reasons for women to migrate, I then examine the factors that helped to make Bosnia and Herzegovina a destination country for trafficked women. One factor that remains is the involvement of international personnel. The trafficking was facilitated by a weak juridical system and a corrupt police. Then I turn to the factors within the Bosnian society: I show that even though the communists declared the 'women's question' as solved, they could not change gender relations in former Yugoslavia to a true gender equality. During the break-up of Yugoslavia, traditional gender relations became part of the war strategy, using gender images either to form a group or dissociate it from the other. In this context, rape also aimed at humiliating the other groups and served as a tool of communication between men. This misogynist strategy laid ground for trafficking and trading women like commodities. The presence of international personnel is thus only one factor for the expansion of prostitution, albeit the most visible. The other factors are deeper embedded within society and its specific postconflictsituation." (author's abstract)

Dieser Beitrag beschäftigt sich mit den Frauenbewegungen in Bosnien und Herzegowina (BuH), einer Gesellschaft, die aufgrund des Krieges von 1992 bis 1995 und der im Friedensabkommen von Dayton festgelegten institutionellen Vereinbarungen oft als ethnisch gespalten beschrieben wird. Ethnonationalistische Eliten treiben historischen Revisionismus und Patriarchalismus voran. Frauen werden als passive Opfer konzipiert und die Kontinuität ihres Aktivismus wird unterdrückt. Dies gilt auch für die Diskurse internationaler Geldgeber, von deren Unterstützung zahlreiche Frauenorganisationen abhängen. Die Autorin analysiert aufgrund ihrer qualitativen Forschung, wie sich die Aktivistinnen an Aktivismus und die Lage der Frauen in verschiedenen historischen Epochen erinnern und auf welche Weise Erinnerung in konkrete Aktivitäten übersetzt wird. Trotz der neuen Schwerpunkte von Aktivistinnen und ihren Organisationen zeigt die Analyse, wie sie einen Bezug zur Zeit des Sozialismus und zu ihrem Friedensengagement während des Krieges und nach dem Krieg aufbauen, um eine kontextualisiertere und autonomere Frauenbewegung in BuH zu schaffen und ihre Rolle als Akteurinnen zu bestätigen und zu stärken.

Das Dayton Abkommen von 1995 sieht für die OSZE in Bosnien Herzegowina besondere Aufgaben im militärischen Bereich - regionale Stabilisierung durch die Umsetzung der Vereinbarungen über vertrauens- und sicherheitsbildende Maßnahmen sowie subregionale Rüstungskontrolle - vor, die von der dortigen OSZE Mission durch eine eigene Abteilung für militärische Angelegenheiten (Department of Security Co-operation DSC) wahrgenommen werden. Auch wenn es Fortschritte auf dem Weg zur demokratischen Kontrolle der Streitkräfte Bosnien-Herzegowinas gibt, die nicht zuletzt auf die vielfältigen unterstützenden Tätigkeiten der OSZE Mission zurückgehen, ist die Bereitschaft der bosnischen Behörden/Ministerien zur Zusammenarbeit mit der OSZE bei der Erfüllung konkreter Abrüstungsmaßnahmen (Waffen- und Munitionsvernichtung) unbefriedigend. After unveiling a monument to the genocide denier Peter Handke a few years ago, local authorities in Banja Luka – the largest city of Bosnia's Serb-dominated Republika Srpska entity – are now building a massive monument to the soldiers of the Bosnian Serb Army (VRS) who died in the war of 1992–95. The memorial site in Banja Luka is not the first dedicated to the VRS. On the contrary, it follows the example of other towns and municipalities in the Serb-dominated areas. Together, they form an illiberal politics of remembrance developed by Bosnia, and especially Republika Srpska, since the end of the war in the 1990s. This memory politics is marked by the denial of war atrocities and the glorification of war criminals. The ongoing construction of the monument in Banja Luka shows that, almost thirty years after the conflict, there is a need to establish a new and comprehensive legal framework for memorialization in Bosnia. In essence, memorialization should be aligned with human rights and enable the development of a democratic culture. To achieve this twofold goal, constitutional and legislative reforms are needed.

[Aktual. und korr. Version] This paper aims to give insights into my research on media assistance and its effects on democratisation and state building processes in Bosnia and Herzegovina (Bosnia). I try to analyse a process which lasts more than 15 years, and includes different aspects, from law making to establishing new media. I argue that most of the measures have been carried out in a state of imposition, in a semi-protectorate, that is Bosnia after the war. This period of post-war reconstruction in Bosnia is difficult to research for many reasons, starting from the obvious fact that processes are still going on, to the fact that different international players who were involved in the process over the years, hardly left archives available to the public to be analysed. What is left sometimes does not give a complete picture. In the paper different methods will be presented, that have been applied in order to overcome these difficulties. Thus, I try to give some recommendations for other researchers working on similar topics.

Die Regierung der österreichisch-ungarischen Monarchie in Bosnien-Herzegowina von 1878 bis 1918 wurde unter anderem durch die Ansiedlung von Beamten, Ingenieuren, Handwerkern, Bauern und Menschen anderer Berufe aus verschiedenen Gebieten der Monarchie gekennzeichnet. Einen wichtigen Platz unter ihnen nahmen deutsche Bauern ein, welche in den letzten Jahrzehnten des 19. Jahrhunderts fruchtbare Gebiete im Norden Bosnien-Herzegowinas ansiedelten, besonders dessen nordwestliche Gebiete, und ihre Kolonien gründeten. Trotz Schwierigkeiten, auf die sie am Anfang stießen, gelang es ihnen, dank ihrer unermüdlichen Arbeit und Ausdauer, der Nutzung von für die damalige Zeit modernen landwirtschaftlichen Maschinen und Geräten und dem Unternehmen einiger Maßnahmen, sowie der Hilfe aus Deutschland und Erleichterungen, welche sie von der bosnisch-herzegowinischen Regierung bekamen, eine beträchtliche Steigerung der landwirtschaftlichen Produktion zu erreichen. Bereits in den ersten Jahren begannen sie Kirchen und Schulen zu bauen, wobei sie große Unterstützung bei den Mönchen aus dem Trappisten-Kloster in der Nähe von Banja Luka fanden. Dadurch konnten sie ihr soziales und kulturelles Leben organisieren und ihre nationale Identität bewahren. Unter den deutschen Kolonien zeichneten sich besonders Windthorst und Rudolfstal in der Nähe von Banja Luka aus, sowohl durch ihre Oberfläche und Einwohnerzahl als auch durch eine erfolgreiche landwirtschaftliche Produktion. Dank den deutschen Kolonien wurde die landwirtschaftliche Produktion in Bosnien-Herzegowina erheblich verbessert. ; The Austro-Hungarian rule in Bosnia and Herzegovina (1878–1918) was marked, among other things, by the immigration of numerous officials, engineers, craftsmen, peasants and people of other professions from various parts of the Monarchy. A significant subgroup consisted of German peasants who in the last decades of 19th century settled in the fertile lands of northern Bosnia and Herzegovina, especially its northwestern parts. Despite initial difficulties, they became highly successful and enjoyed high agricultural productivity, which was achieved through hard work, perseverance, wise planning decisions as well as the use of modern agricultural machines. There was also aid coming from Germany and support offered by the authorities in Bosnia and Herzegovina. Soon after their arrival, the peasants began to build churches and schools, whereby they were helped by a Trappist monastery near Banja Luka. As a consequence, they managed to organize their social and cultural life and preserve their national identity. Among the German colonies, Windthorst and Rudolfstal near Banja Luka stood out, both in terms of their size and population, and in terms of agricultural output. Thanks to the German colonies, agricultural production in Bosnia and Herzegovina improved significantly. ; Vladavino avstro-ogrske monarhije v Bosni in Hercegovini od 1878 do 1918 je zaznamovalo priseljevanje uradnikov, inženirjev, obrtnikov, kmetov ter ljudi drugih poklicev iz različnih območij monarhije. Pomembno mesto med njimi imajo nemški kmetje, ki so v zadnjih desetletjih 19. stoletja naselili rodovitna območja na severu Bosne in Hercegovine, še posebej njene severozahodne predele, ter tam ustanavljali svoje kolonije. Zaradi svoje delavnosti in vzdržljivosti, uporabe za takratne čase modernih kmetijskih strojev in naprav, sprejetja nekaterih ukrepov, pa tudi pomoči iz Nemčije ter ugodnosti, ki so jih prejeli od avstro-ogrskih oblasti, jim je kljub težavam, na katere so naleteli na začetku, uspelo kmetijsko produkcijo močno povečati. Že v prvih letih so začeli graditi cerkve in šole, pri tem pa so imeli veliko podporo menihov iz samostana trapistov v bližini Banja Luke. Na ta način jim je uspelo organizirati družbeno in kulturno življenje ter ohraniti nacionalno identiteto. Med nemškimi kolonijami najbolj izstopata Windthorst (Nova Topola) in Rudolfstal (Aleksandrovac) v bližini Banja Luke, tako zaradi svoje velikosti in števila prebivalcev kot tudi zaradi uspešnega kmetijskega gospodarstva. Po zaslugi nemških kolonij je kmetijsko gospodarstvo v BiH močno napredovalo.
