Der Autor unterstreicht die Bedeutung der bürgerlichen Erziehung für die Konsolidierung und die langfristige Entwicklung hin zu demokratischen Systemen in Indonesien, die von einigen aktuellen Transitionsstudien negiert wurde. Er arbeitet zwei Dimensionen bürgerschaftlicher Erziehung heraus, die einerseits das Funktionieren demokratischer politischer Systeme betonen und andererseits die aktive und friedliche Partizipation der Bürger in allen Politikfeldern unterstützen. Transitionsländer wie Indonesien werden oft als "domain democracies" bezeichnet. Die Erziehung von reifen Bürgern und gleichzeitig kritischen Akteuren ist ausschlaggebend für eine erfolgreiche Konsolidierung. Der Autor untersucht diese Aspekte am Beispiel des indonesischen Militärs. Er argumentiert, dass ein Zwei-Säulen-Ansatz für die Erziehung notwendig ist, der ein Curriculum beinhaltet, das bürgerschaftliche Erziehung und institutionelle Neuausrichtung zivil-militärischer Beziehungen fördert.
