The paper analyzes the process of constitution of the Movimento de Educação de Base – MEB –, reflecting about the dynamics of relations between Church and State in Brazil, at a time when education in the rural environment was disputed by diverse social groups. Its objective is to understand how, within an officially secular state, an agreement can be signed and justified in which the Brazilian Government financed a movement proposed and coordinated by the Catholic Church. Theoretically based on the notions of elite groups and influence, it investigates the approximations between governmental and religious agents involved in establishing the agreement. Finally, it analyzes the decree formalizing the agreement, relating some of its main points with the previous process. ; El artículo analiza el proceso de constitución del Movimento de Educação de Base - MEB -, reflexionando sobre la dinámica de las relaciones entre Iglesia y Estado en Brasil, en un momento en que la educación en el medio rural era disputada por diversos grupos sociales. Tiene por objetivo comprender cómo, en un Estado oficialmente laico, pudo ser firmado y justificado un convenio en el cual el gobierno financió un movimiento propuesto y coordinado por la Iglesia Católica. Fundamentado teóricamente por las nociones de grupos de élite e influencia, investiga los acercamientos entre los agentes gubernamentales y religiosos involucrados en la consecución del acuerdo. Este texto objetiva refletir acerca da Política Nacional de Educação Especial na Perspectiva Inclusiva, suas implicações nas políticas públicas e ações voltadas aos alunos da educação especial, a partir do contexto do Espírito Santo (ES). Focaliza as dimensões da política, da oferta e da gestão no período de 2008 a 2018. Trata-se de um estudo de caso com o propósito inicial de historicizar a educação especial no estado, por meio da consulta a leis, resoluções, decretos e outros documentos, entrecruzados com os relatos dos gestores públicos de educação especial, na busca por captar as implicações da política nacional nas ações voltadas a essa população no ES. Por último, o estudo problematiza a trajetória da matrícula nas redes de ensino por meio de análise de matrículas do censo escolar relativas à educação especial. A análise aponta que as políticas de educação especial, no Brasil e no ES, são resultado de disputas, negociações e correlações de forças políticas de diferentes grupos sociais no âmbito do estado. Nesse sentido, revelam nuances e contradições, pois, ao mesmo tempo que asseguram a inclusão dos alunos da educação especial no ensino regular, também estabelecem apoio técnico e financeiro às instituições privadas sem fins lucrativos com atuação em educação especial. ; This text aims at reflecting on the Brazilian National Policy in Special Education in the inclusive perspective, its implications on the public policies and actions aimed at special education students, in the context of the Espírito Santo state (ES), Brazil. It focuses on the dimensions of politics, offer and management from 2008 to 2018. It is a case study which has as its initial goal of historicizing special education in the state, through the investigation of laws, resolutions, decrees and other documents, cross-linked with reports from public administrators in special education, in the search for grasping the implications of the national policy towards this population in the state of Espírito Santo. Finally, this study questions the enrolment process in the education system by analyzing the records of the School census concerning special education. The analysis suggests that the national policies for special education in Brazil and in the state of Espírito Santo, are the result of disputes, negotiations and connections with political forces from different social groups in the state context. In this respect, there are nuances and contradictions, for, at the same time that they ensure the inclusion of special education pupils in regular school, they also offer technical and financial support to non-profit private institutions performing in the special education area.

The FUNDEB, which ends in 2020, enabled the decentralization of basic education by transfering funds according to the number of registrations per school network. This model takes into account the budget capacity of the Federal Government and other federal entities, not an initial floor that allows school units to meet their operating expenses. At this moment, we discuss the design of a new standard, based on a minimum value per student. ; In this paper we will discuss the basis of Brazilian educational funding regarding basic education. Contrary to the legal framework in place, which establishes the need to increase the offer of early childhood education for children from zero to five years old, the State has not yet been able to operate in order to meet this social and educational demand. Offering this education level is mainly the responsibility of municipalities, and they have failed to reach the goal of universal preschool education by 2016 as set forth by the National Education Plan (PNE 2014/2024). With regard to day-care centers, the government does not fulfill its obligation to meet the existing demand, thus restricting the access to education for children from zero to three years old to nearly insignificant figures, with day-care service being often provided by private institutions alone or in partnership with municipalities. This situation led to the development of a study that analyzed proposals presented in the Municipal Education Plans of municipalities in the Metropolitan Area of São Paulo with regard to early childhood education expansion targets and the service modalities foreseen to meet them, thus allowing to assess the potential to reverse the insufficient offer for children at this level of Basic Education. Data collected from the Plans show a tendency of insufficient articulation between the context diagnosis, the expansion goals established and the respective strategies and resources indicated to achieve them, therefore not supporting the assumption that these plans have the potential to meet the demand for early childhood education, especially with regard to day-care centers. ; À revelia do arcabouço legal existente que estabelece a necessidade do aumento da oferta e do atendimento das crianças de zero a cinco anos, na educação infantil, o Estado ainda não conseguiu operar no sentido de atender a essa demanda social e educacional. Os municípios, principais responsáveis pela oferta da etapa, não alcançaram a meta de universalização da pré-escola até 2016, prevista no Plano Nacional de Educação (PNE 2014/2024). Em relação às creches, o poder público não cumpre o dever de oferecer vagas para a demanda manifesta, o que restringe o acesso à educação para crianças de zero a três anos a percentuais quase irrisórios, cujo atendimento se dá, em muitos casos, por instituições privadas ou conveniadas com as prefeituras. Essa conjuntura motivou o desenvolvimento de estudo que analisou proposições presentes nos Planos Municipais de Educação dos municípios da Região Metropolitana de São Paulo, relativas às metas de expansão da educação infantil e às modalidades de atendimento previstas para o seu cumprimento, o que permite aquilatar o potencial de reversão da carência de vagas para atendimento das crianças nessa etapa da Educação Básica. Os elementos coletados nos Planos evidenciam, como tendência, insuficiente articulação entre o diagnóstico do contexto, as metas de expansão estabelecidas e as respectivas estratégias e recursos indicados para sua consecução, não apoiando a suposição de seu potencial de viabilizar o atendimento à demanda por educação infantil, em especial às creches.

Este artigo apresenta resultados de pesquisa sobre o uso do gênero nos 25 planos estaduais e distrital de educação promulgados entre 2014 e 2016. Demonstramos que as disputas em torno das questões de gênero nos planos evidenciam que não existe apenas uma forma de excluir ou incluir o tema, a saber: o veto; a omissão do termo e de outros a ele relacionados; a explicitação do gênero como um direito das mulheres e da população LGBT para a garantia de acesso e de permanência à educação de qualidade e o uso parcial com referências aos direitos humanos, à garantia de alguns direitos das mulheres e à cultura da paz. Mais da metade dos planos inseriu questões relativas à agenda das mulheres, sob uma perspectiva de gênero. Quase um terço dos planos expressam clareza de que a garantia de acesso e permanência com qualidade passa pelo enfrentamento das desigualdades de gênero. O caráter fixo e binário da oposição entre significados masculinos e femininos foi problematizado ao se incluir o combate ao sexismo, ao machismo e à LGBTfobia. Entretanto, vários planos manifestam o avanço de pautas conservadoras com a exclusão do gênero, corte ou limitação da agenda LGBT e inserção de itens que submetem a abordagem destes temas na escola à concordância das famílias. Conclui-se que o avanço conservador antigênero, ao menos no momento examinado, contrapõe-se à manutenção de várias conquistas. Permanecem, portanto, as contradições nas disputas de poder pela contribuição do gênero na função social da educação. ; This article presents the results of a research on the use of gender in education plans of 25 Brazilian states and the Federal District, enacted between 2014 and 2016. We demonstrate that the disputes around the gender issues in the plans bespeak that there is not just one way of excluding or excluding the topic, namely: the veto; leaving out the word and other related terms; the specification of gender as women´s right and the right of the LGBT community in order to ensure access to and permanence in quality education, and the partial use associated with human rights, the guarantee of some women´s rights, and the culture of peace. Over half the plans included issues related to the women´s agenda in a gender perspective. Almost one third of the plans clearly express that ensuring access and permanence with quality involves confronting gender inequalities. The fixed and binary nature of the opposition between male and female meanings was problematized when fighting sexism, machismo, and LGBTphobia was embraced. However, several plans indicated the move of conservative agendas by excluding gender, by cutting or limiting the LGBT agenda, and by including items that demand that dealing with such topics be subject to family approval. Conclusion is that the conservative anti-gender advance, at least in the period under screen, is opposed to maintaining a number of political achievements. Therefore, contradictions remain in the disputes of power through the contribution of gender in the social function of education.

O artigo discute, em um primeiro momento, questões relativas à configuração da política de Educação Especial no Brasil a partir dos anos 2000, destacando elementos que marcaram o processo de institucionalização da inclusão dos alunos, público alvo da educação especial na escola comum, bem como seus desafios atuais. Tendo como referência essas problematizações, busca-se, em um segundo momento, contextualizar os trabalhos que compõem esta Seção Temática. Partindo de abordagens teórico-metodológicas distintas, esses textos conservam em comum uma preocupação ética com os desdobramentos da Educação Especial para a sociedade e com a efetivação do princípio constitucional da educação como um direito de todos. ; The article discusses, at first, questions related to the configuration of the Special Education policy in Brazil from the 2000s, highlighting elements that marked the process of institutionalization of the inclusion of students, the target audience of special education in the common school, as well as challenges. With these problematizations as reference, it is sought, secondly, to contextualize the works that make up this Thematic Section. Based on different theoretical and methodological approaches, these texts share an ethical concern with the development of Special Education for society and with the implementation of the constitutional principle of education as a right of all.

Entrepreneurship of Teaching Education for Special Education. After the extinction of the Special Education qualification in the Pedagogy Degree course in 2006, the initial teacher training for acting in this modality became available through the Special Education degree. In order to provide an overview of the availability of Higher Education Institutions that offer the mentioned course, documentary analyzes was conducted to show the expansion of this course, mainly in private institutions and in the distance modality as of 2008. The results demonstrate that the expansion of this process is anchored in the discourse of democratizing access to higher education, contributing to consolidate the entrepreneurial process of teacher education to work in Special Education. ; Empresariamento da Formação Docente para a Educação Especial. Após a extinção da habilitação em Educação Especial no curso de Licenciatura em Pedagogia no ano de 2006, a formação inicial docente para atuação nessa modalidade passou a ser oferecida por meio da licenciatura em Educação Especial. Com o objetivo de traçar um panorama da disponibilização das Instituições de Ensino Superior que ofertam a referida licenciatura, foram realizadas análises documentais que evidenciam a expansão desse curso, principalmente a partir do ano de 2008, em instituições privadas e na modalidade a distância. Os resultados demonstram que esse processo se a ncora no discurso da democratização do acesso ao ensino superior, contribuindo para consolidar o processo de empresariamento da formação docente para atuação na Educação Especial.

This article results from a broader study which aimed to examine deaf people's literacy in the state of Espírito Santo, Brazil, from 1950 to 1970. The article's goal is, more specifically, to understand the process of decentralization of deaf education/literacy in Brazil, as well as the consequent creation of the first literacy classes for deaf children in Espírito Santo, with regard to the political and administrative aspects of this process. It adopts historical research, as well as documents/texts, as the central object of analysis. It builds on the conception of history proposed by Marc Bloch and on the Bakhtinian perspective on language to understand texts/documents as an enunciation produced by subjects in their time. We conclude that the Campaign for Brazilian Deaf People's Education was fundamental to enable the economic and social project aimed at decentralizing schooling, as well as to ensure that a greater number of deaf people, until then excluded from the constitutional right to education, could learn the country's official language, which was literacy's central goal at the time. Decentralization of deaf education in Espírito Santo, in turn, has actually taken place, but it has largely depended on partnerships between public and private institutions. If, on the one hand, these partnerships have postponed schooling offer as a right, on the other hand, they have enabled the concrete conditions for the education of a group of people until then excluded from this process. ; Este artigo resulta de uma pesquisa mais ampla cuja finalidade foi estudar a alfabetização de surdos no Espírito Santo, Brasil, no período de 1950 a 1970. Objetiva, especificamente, compreender o processo de descentralização da educação/alfabetização de surdos no Brasil e a consequente criação das primeiras classes de alfabetização de crianças surdas no Espírito Santo, quanto aos aspectos políticos e administrativos. Adota a pesquisa histórica e o documento/texto como objeto central de análise. Toma como referência teórica a concepção de História proposta por Marc Bloch e a perspectiva bakhtiniana de linguagem para compreender o texto/documento como um enunciado produzido por sujeitos no seu tempo. Concluiu-se que a Campanha para a Educação do Surdo Brasileiro foi fundamental para viabilizar o projeto econômico e social que objetivava de descentralizar a escolarização e garantir que o maior número de estudantes surdos brasileiros, até então alijados do direito constitucional à educação, pudessem aprender a língua oficial do país, objetivo central da alfabetização da época. A descentralização da educação de surdos no Espírito Santo, por sua vez, ocorreu, mas dependeu, em grande medida, das parcerias entre as instituições públicas e privadas. Se, por um lado, essas parcerias adiaram a oferta da escolarização como direito, por outro lado, viabilizaram as condições concretas para a educação de um grupo de pessoas, até então excluídas desse processo.

The paper contrasts the government accountability in the financing of K-12 education in Argentina, Brazil, and Uruguay. It describes the countries' specificities in two periods with distinct government political lines: the 1990s, with the adoption of policies with a neoliberal matrix, and the period from 2000 to 2014, with the enactment of progressist policies for expansion of public expense in the three Latin American States. The topics presented in the comparative analysis represent the priorities of the state action regarding education, such as the right to it, compulsory and free education, public resources aimed to education, accountability between spheres and instances of government, and public expense. Each topic was analyzed in view of the situations of maintenance, redefinition, or partial redefinition concerning the two historical periods. The most usual situation in these countries was the redefinition of compulsory education, the change for higher in the references for expense in education, as well as renegotiations in the distribution of accountability between national and subnational governments in Argentina and Brazil.

Este texto apresenta a resenha do livro Music education in an age of virtuality and post-truth, do professor canadense da Western University, Paul G. Woodford. O livro costura o pragmatismo de John Dewey com as ideias de George Orwell sobre as sociedades de massa em busca de compreender o impacto que determinadas ações de políticos do século XXI podem causar no campo da Educação, da Arte e das Humanidades. Como conclusão, são oferecidos exemplos similares de políticos do Brasil e da América Latina, com o suporte das ideias de Newton Duarte,2 que ele chamou de O currículo em tempos de obscurantismo beligerante (2018).This text presents a review of the book Music Education in an Age of Virtuality and Post-Truth, by Canadian University Professor Paul G. Woodford (2019). The book stitches John Dewey's pragmatism with George Orwell's ideas about mass societies in order to understand the impact that certain actions of 21st century politicians can have on the field of Education, the Arts and the Humanities. In conclusion, similar examples of politicians from Brazil and Latin America are offered, supported by the ideas of Newton Duarte and what he called The Curriculum in times of Belligerent Obscurantism.

Background: Few studies in mathematics education have been looking at the new dynamics of communication with focus on the analysis of speeches propagated by false news. This social phenomenon is worrying: news that uses mathematical arguments to guide, shape, and reflect public opinion and popular thinking based on misleading information. Objectives: The aim of this investigation was to understand the role of mathematics education in the process of strengthening democracy. Data collection and analysis: A video published on a YouTube channel, in which mathematical arguments are used to convince public opinion about a certain point of view, was the object of the study whose result is presented in this paper. Design: With theoretical-methodological procedures that are based on the pragmatic theory of fixation of beliefs and on the verification of the mathematical content, the analysis adopted a qualitative approach. Setting and Participants: This is a study about a video considered false by news agencies, aired by a famous Brazilian journalist. Results: The study of fake news and desinformation scenario has allowed us to observe that mathematical speeches linked to the ideology of mathematical certainty are responsible for the establishment of beliefs and the formation of opinions by authority and tenacity methods. Conclusions: We conclude that mathematical models and mathematical discourses used in virtual communication environments can be responsible for camouflaging the human factor in political decisions and obscuring the visibility of ethical and morality variables.

Diversas organizações internacionais desempenharam um papel crítico contra o uso tradicional do termo especial em educação. A educação integradora e, posteriormente, a Educação Inclusiva foram valorizadas, bem como a diversidade dos alunos. A Itália representa um caso específico por sua política de integração radical de 1977. A França apresenta um caleidoscópio de instituições e de profissionais, herdado das raízes históricas da Educação Especial. A lei de 2005 não faz mais referência à Educação Especial, e a lei de 2013 reconhece a inclusão escolar de toda criança. Usos paradoxais do especial ainda permanecem na Itália e no Brasil. Por fim, nós nos interrogamos sobre as relações entre a ética e a democratização. ; Several international organizations have played a critical role arguing against the traditional use of the term special in education. Integrated education and, subsequently, inclusive education were valued, as well as student diversity. Italy is a specific case for its radical 1977's integration policy. France presents a kaleidoscope of institutions and professionals, inherited from the historical roots of Special Education. The 2005's law no longer mentions Special Education, and the 2013's law recognizes the inclusion of every child in school. Paradoxical uses of the special still remain in Italy and Brazil. Finally, we addressed the issue of the relationship between ethics and democratization.

This article presents an analysis of the legal provisions that establish the Teaching Performance Assessment (ADD ) in the public primary education state networks in Brazil, obtained in a Master's Degree research, and the relation of this initiative to the teachers' remuneration. To do so, a survey of the legislation in force in the year 2015, both in the official sites of the departments of education, and by correspondence to these bodies. It was verified the existence of this initiative in 24 Brazilian states, but only in 14 the policy was effectively in force in 2015. The effects of the ADD on the teaching salary were then classified in career progression and bonus. The criteria for assessing teacher performance were ordered and analyzed according to their frequency in different states. The theoretical foundations that guided the analysis were some of the studies by Herbert Marcuse, on the logic of development of modern industrial society and its contradictions, and the analyzes developed by Robert Castel, about the latest changes in work relations and its precariousness in contemporary society. The text presents the national and international contexts in which the recommendations for the adoption of the ADD were consolidated, analyzes the legislation and concludes exposing limits and contradictions of the evaluation of the teaching performance for the valorization of the teaching profession and the social recognition of this activity, by stimulating individualism, adaptation, accountability, control over behavior and technological reasoning among these professionals. ; Este artigo apresenta uma análise dos dispositivos legais que instituem a Avaliação do Desempenho Docente (ADD) nas redes públicas estaduais de educação básica no Brasil, obtidos em uma pesquisa de mestrado, e a relação dessa iniciativa com a remuneração dos professores. Para tanto, procedeu-se um levantamento da legislação, em vigor no ano de 2015, tanto nos sítios oficiais das secretarias de educação, como por meio do envio de correspondência a esses órgãos. Constatou-se a existência dessa iniciativa em 24 estados brasileiros, porém apenas em 14 a política estava efetivamente em vigor em 2015. Os efeitos da ADD na remuneração docente foram então classificados em progressão na carreira e bonificação. Já os critérios para avaliar o desempenho docente foram ordenados e analisados segundo sua frequência nos diferentes Estados. As bases teóricas que orientaram as análises foram alguns dos estudos desenvolvidos por Herbert Marcuse, acerca da lógica de desenvolvimento da sociedade industrial moderna e suas contradições, e as análises desenvolvidas por Robert Castel, a respeito das transformações mais recentes nas relações de trabalho e a sua precarização na sociedade contemporânea. O texto apresenta os contextos nacional e internacional nos quais foram sedimentadas as recomendações para a adoção da ADD, analisa a legislação e finaliza expondo limites e contradições da avaliação do desempenho docente para a valorização do magistério e o reconhecimento social dessa atividade, ao estimular o individualismo, a adaptação, a responsabilização, o controle sobre o comportamento e o raciocínio tecnológico entre esses profissionais.
