In this article the authors describe what forms of political participation, outside the electoral process, the populations of twenty-one European countries tend to employ & to what degree. They identify three types of non-electoral political participation: active-conventional, active-demonstrational, & passive participation. Overall non-electoral political participation is considerably lower in the post-communist & Mediterranean countries than in the Western European & Scandinavian countries. In the latter countries the passive type of political participation is clearly a much stronger form of participation than the other two types. Conversely, in the Mediterranean countries passive participation is weaker & is exceeded in places by the active-conventional type of participation. The Mediterranean area is also notable for the unusually strong presence of the active-demonstrational type of participation. The authors also examine the social micro- & macro-conditions related to these three types of political participation. In conclusion they attempt to address the question of whether there is a connection between political activity & satisfaction with the way democracy works.

EU programme documents designed to influence the social policies of the member states are filled with concepts of social exclusion and social inclusion. This paper aims to clarify these concepts as they are employed in academic and public policy discourse and to discuss the societal function of this discourse and the impact of the European agenda of social inclusion. The authors show that although concepts of social exclusion and social inclusion are far from straightforward in meaning, their influence on public policy discourse and agenda is evident. The reason is that they redirect social policy towards a multidimensional approach, towards balancing rights and obligations, and towards more complex but also local and individualised policies, though the corresponding discourse bears the normative features of a social 'vision'. The EU's social policy agenda exhibits aspirations towards and some potential for achieving real policy change. On the other hand, there are reservations about its true impact. In this respect, the specifi c societal and political context of its implementation plays a crucial role.

In this article the authors map the theoretical arguments on the gender dimension of the welfare state. They propose three integral dimensions of conceptualising the exercise of parenthood in Czech society in relation to gender equality in the labour market that co-determine the position of parents in the labour market. The authors analyse these dimensions using data from two representative sociological surveys. 1) The right to be a parent (to care for one's child) and the right to work: the measures provided in the Czech welfare state are based on the myth that there are two separate worlds of work and care in conformity with the gender principle, even though there are no significant differences between Czech men and women in terms of the value of work in their lives. 2) Equality or non-discrimination in parenthood: the right to work of mothers of young children is violated in the context of generally increasing gender inequalities in the labour market. 3) The opportunity to achieve a work/life balance: in Czech society flexible forms of employment are uncommon, working hours tend to have a fi xed start and finish, or there is negative flexibility, which renders a work/life balance impossible. The way in which state policy defi nes and employers apply the conditions of parenthood in relation to the labour market and in the context of the gender structure of Czech society makes parenthood a significant handicap for the social inclusion of women who are mothers of young children in the Czech Republic.

This article puts forward the concept of street-level bureaucrats and their role in public policy in its full complexity. In the first two parts the authors define street-level bureaucrats and the roots of the basic ideologies that determine their behaviour (principles of bureaucracy, professionalism, bureau-professionalism and managerialism). They draw on previous analytical
studies they conducted on this theme and present the latest empirical findings on the behavior of street-level bureaucrats who work with unemployed people. In this way they try to demonstrate the importance of principles of bureaucracy, professionalism, and bureau-professionalism in contemporary public policy.

The study deals with pilgrimages to Esquipulas, Guatemala, and patterns of miracle in terms of their perception by the pilgrims reaching this prominent religious hub of Central America. Two key pilgrimage discourses are distinguished: traditional Maya pilgrimage, based on regular, calendar customs, and conventional Catholic pilgrimage, founded on occasional journeys to fulfil a vow. The Western understanding of miracle as a transgression of "natural laws" or "common course of nature" is relativized and contested arguing that the ethnographic evidence of Esquipulas shows not only different, but also opposite conceptions. Then, the study presents a spectrum of miracle ideas drawing from the Maya as well as European - the case of Lourdes is exemplary here - traditions in terms of the degree of their uncommonness. It is concluded that anthropology has to comprehend miracles as marvels in its cultural context; nevertheless, there is a widespread idea among many cultures that miracle is something wonderful, related to the awareness of non-obviousness of certain things and phenomena. Miracles find its content and meaning within particular cosmology, but, anchored in the psychological characteristics of the astonishment and the difference between usual and unusual or ordinary and extraordinary, they refer to features of human mind in a more general way.

The article focuses on the differences in political participation among post-communist countries. First, it explores the variation in the level of political participation among post-communist states. Second, it deals with the differences in the determinants that account for political participation in individual countries. The second objective is met by introducing a three-dimensional explanatory model of political participation: individual resources, motivations, and social networks. In an empirical analysis political participation in nine post-communist countries is examined using data from the International Social Survey Programme 2004. Results show that the countries under study vary in the level of political participation both at the aggregate and individual levels. The most active citizens are in the former East Germany and Slovakia. Polish and Hungarian citizens participate in politics the least. Further, two modes of political participation – protest activity and contacting – are identified and used as dependent variables in further analysis. In the second part of the article, the explanatory model is tested against data from individual countries. The analysis shows that there is a difference in the factors that account for political participation in various post-communist countries. Generally, the three-level model of political participation works best in Hungary, Bulgaria, and East Germany. It explains very little variation in Russia and Poland.
The paper concentrates on attitudes to the enlargement and the future of EU held by relevant political parties in the Czech Republic and in Slovakia in 2002. With respect to the Czech Republic, three basic approaches to the issue of EU enlargement are identified, thus classifying the Czech political parties as "consistently" pro-European, pro-European "with reservations" and anti-European. It will be argued that in Slovakia the relevant political parties acted as "consistently" pro-European with the exception of the anti-European Slovak National Party (SNS) and the Communist Party of Slovakia (KSS). The article focuses on representatives of the regional (and most recently established) level of government in the Czech Republic. It describes the context behind the emergence of regional governments & how they differ from the local & national political levels. It notes the close personnel connection between local & regional political elites. Experience gained in local politics helps elites to succeed at the regional level. The presence of local politicians in regional government varies with the level of residential fragmentation & the degree of urbanization in the given region. Unlike local politics, which is consistently comprised of a significant proportion of independents, regional representatives are almost exclusively members of political parties & movements. This situation on the one hand serves to increase the politicization of local politics & on the other leads to greater competition within political parties, whose programs & national leadership regional politicians wish to influence.
