This document examines EU development cooperation with Latin America, considering, first, the changes in the international development agenda that are relevant to the region, including the debate about the relevance and methods of cooperation with middle-income countries (MICs), the implementation of the Paris Declaration about the effectiveness of aid and SouthSouth development cooperation in Latin America, in the context of the redefinition of regionalism and integration in this region. Second, it analyses EU cooperation with Latin America, considering especially its regional dimension, the strategies adopted, and the challenge represented by adapting cooperation to the creation of a 'network' of association agreements on which it is intended to base bi-regional relations. Special attention is paid to cooperation in science and technology, an increasingly important area of cooperation with the region, particularly with upper MICs.
The bilateral relationship between the EU and China has a tendency toward growth in recent years. At present, China's economic development is at a critical transition period for deepening reform in the economic structure. The economic and trade cooperation with the countries of the European Union has a significant influence for the stability of trade development and economic growth. Therefore China tries to expand cooperation and eliminate the issues and difficulties that exist, it will more often to promote cooperation between the two parties towards deeper into various cooperative areas. ; La relación bilateral entre la Unión Europea y China tendrá una tendencia hacia el crecimiento en los últimos años. En actualidad, el desarrollo económico de China está en un periodo crítico de transición para acelerar sus reformas en las estructuras económicas. La cooperación económica y comercial con los países de la Unión Europea tiene una influencia significativa para la estabilidad del desarrollo comercial y el crecimiento económico, y por este motivo China trata de hacer esfuerzos en ampliar las cooperaciones y eliminar problemas y dificultades que existen, así pues va a colaborar con los miembros en la Unión Europeo con más frecuencia y para promover la cooperación entre ambas partes sobre todo en diversas áreas.
Si entendemos por gobernanza una forma de gobierno que promueve el desarrollo desde una opción pluridimensional y de gestión democrática de políticas que tienen ese objetivo, la Unión Europea sería un ejemplo de gobernanza. Y lo sería en una doble dimensión: la interna y la externa, ya que propone ser un actor civil global. Dentro de su papel como actor internacional ocupa un lugar destacado la política de desarrollo, donde la Unión Europea actúa en consonancia con los Objetivos de Desarrollo Sostenible y la Agenda 2030 para transformar nuestro mundo. Pero el proceso de integración choca con varios obstáculos que ponen en cuestión ese objetivo, por lo que la Unión necesita de un nuevo impulso para hacer frente a los desafíos internos y a escala global. ; The European Union could be an example of governance because its government shears for development on a multidimensional level of democratic politics. And it is in two dimensions: domestic and external. In its role as an international actor, the European Union lines up with the UN 2030 Sustainable Development Goals to transform the world. But in the domestic scope, the European Union faces new obstacles and needs a new impetus to solve them.
The study investigates genesis of the European Union Social Policy and the changes in common social issue over the years. The European Union is not only economic and monetary integration, it is also unify the activities in the social areas. Integration endeavors are not only based on the European Union further enlargement to new members, but also are based on adoption of new regulations on social issues, with the need to enforce them by the Member States. EU regulations only of an economic nature, without social guidelines may lead to incomplete and unstable functioning of the European Union and Single European Market. Over the past decade, the process of European integration has intensified and included more issues and life areas, therefore the position of social policy has strengthen consistently. The increasing globalization and regionalization of economic and social life causes more important role for international institutions such as the European Union, in solving various social matters. European countries are more acutely affected by problems such as high unemployment, poverty, social exclusion and the progressive aging of the population. Consequently cooperation at EU level can lead to stop these processes and can find ways to eliminate the negative effects that appeared among the citizens of Europe.
This article presents an empirical analysis of the European Union cooperation with Colombia in development programs for areas with illicit crops, so-called alternative development programs. The central idea is that this cooperation is part of the EU international policy against illicit drug trafficking. EU support for alternative development programs meant to counter the illegal export of cocaine to the European market. In Colombia, the dynamics of negotiation and implementation of this cooperation has helped to strengthen government programs of alternative development and policies against terrorism and production and export illicit narcotics.The article initially describes the transformation of the support of European cooperation to the peace policy towards the support of the "democratic security" policy. Then it highlights the complementarity between EU policies and the Colombian Government on alternative development and explains the meaning of the use of development aid policies in the "fight against drugs". Conclusion argues the need to revise the multilateral agreement that guides the policies of development cooperation for areas with illicit crops: the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, signed in 1988. ; Este artículo presenta un análisis empírico de la cooperación europea con Colombia en programas de desarrollo para zonas con cultivos ilícitos, denominados programas de desarrollo alternativo. La idea central es que esta cooperación forma parte de la política internacional de la Unión Europea contra el tráfico ilícito de estupefacientes. Para la Unión Europea apoyar programas de desarrollo alternativo significa contrarrestar la exportación ilegal de cocaína hacia el mercado europeo. En Colombia, la dinámica de negociación e implementación de esta cooperación ha contribuido a reforzar los programas gubernamentales de desarrollo alternativo y las políticas contra el terrorismo y la producción y exportación ilícitas de estupefacientes.Inicialmente se expone la transformación de la cooperación europea de respaldo a políticas de paz en apoyo a la política de seguridad democrática. Enseguida se destaca la complementariedad de las políticas de la UE y el Gobierno colombiano sobre desarrollo alternativo y se explica el sentido del uso de la ayuda pública al desarrollo en las políticas de "lucha contra la droga". En la conclusión se argumenta la necesidad de revisar el acuerdo multilateral que estructura y orienta las políticas de desarrollo para zonas con cultivos ilícitos: la Convención de las Naciones Unidas contra el tráfico ilícito de estupefacientes y sustancias sicotrópicas firmada en 1988.
This paper seeks to identify the different meanings of international cooperation used in the biregional dialogue between the European Union (EU) and Latin America (LA). With this aim, we critically analyzed the explicit and implicit contents of Ministerial Statements, as well as those by Heads of States from the EU and LA. We first describe the process and the actors involved in the construction of biregional cooperation policy and then analyze both regions' main features. Next, we explore the different meanings of cooperation and their implications for the relations between the EU and LA. ; El artículo tiene como objetivo identificar las nociones de Cooperación Internacional que se utilizan en el diálogo birregional entre la Unión Europea y América Latina. Para ello, se realizó un análisis del contenido explícito e implícito de las Declaraciones Ministeriales y de Jefes de Estado y de Gobierno de la UE y del Grupo de Río. Se describe el proceso y los actores involucrados en la construcción de la política de cooperación birregional y se analizan las principales características de ambas regiones, para ahondar en la comprensión de las nociones de cooperación y sus implicancias para la relación entre Europa y América Latina.
En la cooperación al desarrollo se considera cada vez más que la cooperación triangular (CTr) tiene el potencial no solo de lograr impactos en los países receptores, sino también de contribuir a la mejora de las relaciones de cooperación y de las alianzas a nivel estratégico, especialmente entre los donantes del CAD y los países emergentes. La presente evaluación examina en qué medida se logran los objetivos y las expectativas de los actores involucrados en la CTr en la cooperación alemana al desarrollo. Además del análisis del portafolio alemán de CTr y la literatura especializada, la base de datos para la evaluación la aportan numerosos estudios de casos en América Latina y el Caribe, el Sudeste Asiático y África subsahariana.
Europa, la construcción europea y sus objetivos dejan a sus habitantes y al resto del mundo perplejos. Nadie sabe, aparte de los tecnócratas de la Unión, de qué se trata exactamente este proceso de cooperación e integración, considerado como el más importante del mundo. ¿Cuál es la identidad de dicho conjunto todavía inacabado después de más de cincuenta años de existencia? ¿Cuál es el balance de semejante obra? ¿Cuál es el propósito final de aquella arquitectura y, de hecho, será que existe un verdadero arquitecto? ¿Por qué los Estados miembros tienen siempre que modificar sus políticas nacionales y las reglas del juego comunitario para acoger nuevos miembros que suelen poner en jaque gran parte de los avances tan difícilmente pactados? ¿Por qué tener siempre que mostrar optimismo y esperanzas en cuanto al futuro de un proyecto que, desde sus inicios, ha demostrado ser un proyecto para el bienestar y la seguridad de sus Estados y sus poblaciones, mas no del sistema internacional en general? Los logros y desarrollos experimentados hasta ahora son numerosos, pero los interrogantes y problemas también, particularmente a raíz de la última ampliación y de la aprobación del Tratado constitucional, acontecimientos históricos en la vida del continente.
The European Union is not a State. It is a new kind of political organization. It is made up of independent and sovereign States. In any case, like other international organizations, the sovereign powers of its Member States are limited by the cooperation requirements imposed upon them by the international society in our times. In the case of the European Union, the limits imposed upon the sovereign powers of the Member States are further reinforced by the symbiosis of two separate political structures: the traditional structure of the Member States and the new Union structure. The Constitutional Law of the Member States is thus conditioned by the development of the supranational Law of the Union. ; La Unión Europea no es un Estado. Es una nueva forma de organización política. Está integrada por Estados independientes y soberanos. Ahora bien, al igual que otras organizaciones internacionales, las competencias soberanas de los Estados se encuentran limitadas por las exigencias de cooperación que impone la sociedad internacional de nuestro tiempo. En el caso de la Unión Europea, la limitación de las competencias estatales se encuentra reforzada por la simbiosis de dos estructuras políticas diferentes, la tradicional de los Estados miembros y la nueva estructura que constituye la Unión. El Derecho constitucional de los Estados miembros se encuentra, por ello, condicionado por los desarrollos del Derecho supranacional.The European Union is not a State. The influences of the world's leaders collide on the Pacific Ocean, which gives this area primacy in geopolitical domination, slowly downgrading the Atlantic Community. The main purpose of the paper is, therefore, to research the possibilities and methods of legal and extrajudicial cooperation betweentwo continents which are very distant from each other. This paper analyses the unsatisfactory EU legal framework to fight effectivelyagainst illegal immigration. The unfinished "communitarization" of Titre IV of TEC on immigration policy produce serious problems to control the illegal immigration flows. A possible solution should be the proliferation of EU readmission agreements with third countries and reinforce the links between immigration policy and developmentpolicy at EU level. ; Este artículo analiza el insatisfactorio marco legal europeo para combatir eficazmente la inmigración ilegal. El inacabado proceso de comunitarización de la política de inmigración causa problemas graves para controlar los flujos migratorios ilegales.Una posible solución sería el aumento de los acuerdos de readmisión de la UE y el refuerzo de los vínculos entre política de inmigración y la política de desarrollo anivel de la UE.
Historically any rural development initiatives undertaken by the European Union have lacked internal coherence and mostly have joined the European legal bodies on a case by case basis. The Rural Development Policy, born as a second basement to the CAP (Common Agriculturan Policy), was a formalizing effort but being designed as a set of sparce initiatives prevented it from succeeding as an internal, solid policy. Under its new definition for the 2007-13 period it becomes an appendix to the CAP, with meager funds and serious issues about its launch and rollout but with an structure and design better suited to its stated aims and a simplified organizing model. ; Las actuaciones de desarrollo rural llevadas a cabo en la Unión Europea han adolecido históricamente de una coherencia interna propia y se han ido incorporando al acervo comunitario como respuesta puntual a las necesidades de cada momento. En el presente artículo se va a desarrollar brevemente cuál ha sido la evolución de la Política de Acción Social Europea en los últimos tiempos. Son muchos los esfuerzos que desde la Unión Europea se están llevando a cabo para desarrollar y consolidar una Política Social que busque el mayor beneficio para todos los ciudadanos. Algunos de los principales objetivos han sido, entre otros, mejorar la situación del empleo, el desarrollo de recursos humanos, fomentar la solidaridad y la integración, la lucha contra la pobreza y la exclusión, fomento de la igualdad de oportunidades entre hombres y mujeres en una sociedad europea en curso de transformación, reforzamiento del diálogo social y el mercado único y la libre circulación de las personas. ; In this article the most important points and the evolution of the Social Policy in Europe it is going to be explained and summarized. A lot of effort is being developing in order to create and consolidate the social profits for the European people. The European Social Policy have specific and important objectives and some of these essential objectives are: to improve the employment situation, to fight against the poverty, to develop the equal opportunities between both, men and women, and to get a global trade in Europe where products and people are able to circulate without any kind of barriers.
