Examines the origins & current characteristics of the antigovernment Patriot movement, seen as the greatest current domestic terrorist threat in the US, which draws together previously autonomous groups with loosely related social & political ideologies. The evolution of resistance to federal authority & antigovernment ideologies is traced, focusing on influential groups like the Ku Klux Klan & Silver Shirts & galvanizing events like the Ruby Ridge (ID) incident. The ideology, strategies, & patterns of criminal activity of the Patriots are analyzed. It is shown how the movement organizes through informal means like the Internet, Patriot publications, expos, & paramilitary training, & uses "leaderless resistance" cells to elude observation & prosecution. It is concluded that Patriot activities will continue targeting media outlets, financial institutions, abortion clinics, gay establishments, & civil rights groups, selected from a growing list of perceived enemies. Internationalization, including the internationalization of business, is widely discussed in Japan today. Starting with the trading companies and banks in the 1950s, followed by the manufacturers in the 1970s and increasingly by the financial institutions in the 1980s, the overseas spread of Japanese corporations in developed as well as in developing countries has been conspicuous. Comparisons have been made with American multinational spread in the 1950s, but it is not an exact parallel. Internationalization means more business, but Japanese managers fear the dilution of systems used so effectively at home. The companies therefore face problems, especially in the internationalization of management. Yet a high-level study group and others in Japan have concluded that this is the only viable path adapted to the changed needs of the 1990s and beyond and that taking it is a matter of enlightened self-interest.

The article draws attention to the vast archive of accounting records from ancient Mesopotamia available to historians, and the advances in Assyriology which have taken place since the revival of interest in the origins of recorded history. Understanding of the materials has been advanced, in part, by specialists from other fields, such as mathematics and astronomy, yet accounting historians do not seem to have been attracted to the problems of interpreting the elegantly simple records and the societal context within which they were made and used.
To exemplify the challenges facing the accounting historian, the author considers evidence on the Dreham archive, the temple as a financial institution, and the use of loans, interest and banking. Finally, the author suggests that the records of Ancient Mesopotamia offer a rich field of research in accounting history.

Recent studies linking political repression to free-market economic policy have failed to explain fully the relationship. To uncover important theoretical linkages, this article will examine the principles behind policy and argue that increases in governments' use of force are principally a function of: (1) shifts in economic stabilization doctrines from structuralist to orthodox, which are prompted by severe economic crises, and (2) strengthened alliances between ruling elites and international financial institutions partial to orthodox deflationary strategies. Multiple regression analysis on time-series data from Argentina over a 23-year period provides a strong statistical confirmation for these suppositions, even when holding constant for particular regime types. A historical narrative has been provided to buttress these results by establishing the precise timing and sequence of events that precipitated the use of coercion by state leaders.

This paper reports findings from the Oxford Growth of Firms project on the ownership and control position of the largest 250 UK companies and, in more detail, that of a sample of 21 of these large firms. An analysis is made of the social and economic historical context in which most of today's large firms grew up. A theoretical model is developed of the stages of control through which firms are likely to pass. It is suggested that most firms are unlikely ever to become controlled by their own professional managers and that there is a trend towards firms being controlled by financial institutions. Evidence is then put forward, from an analysis of the current control position of the `top 250' UK firms and from brief histories of the 21 sample large firms, which supports the previously outlined theory.

У статті проаналізовано проблему фінансування соціальної політики в державі в умовах глибоких суспільних трансформацій. Соціальну політику держави автори статті розглядають як комплекс заходів держави, спрямований на задоволення певних матеріальних потреб, та як політичну доктрину економічної стратегії розвитку країни. У статті розглянуто сутність соціальної політики як діяльності держави та інших суспільних інститутів у соціальній сфері, проаналізовано окремі тенденції соціальної політики, стан та перспективи фінансування заходів соціальної політики в Україні, виявлено ймовірні способи подолання кризових явищ в соціальній сфері. Фінансові фактори соціальної політики держави визначено на основі кейнсіанської доктрини формування ефективного попиту та фіскальної політики, що передбачає видатки з бюджету на розв'язання соціальних проблем. Встановлено, що соціальна політика стала невід'ємною частиною процесу суспільного виробництва та спрямована в бік досягнення соціального консенсусу, пошуку нових орієнтирів у розподілі доходів між окремими соціальними групами. У статті доводиться, що формуванню ефективного попиту в економіці заважає низький рівень купівельної спроможності у більшості домогосподарств, а високий рівень диференціації споживання населення негативно впливає на структуру та динаміку виробництва і не сприяє його розвитку. Встановлено, що виробництво, орієнтоване на обмежений платоспроможний попит, не здатне задовольнити реальні потреби, а зменшення споживання поглиблює розрив між структурою виробництва і структурою ринку з усіма можливими наслідками. Доводиться необхідність динамічного використання продуктивних і споживчих можливостей усіх прошарків населення та неприпустимість зменшення фонду споживання для збільшення фонду нагромадження. На основі аналізу структури грошових доходів населення визначено роль соціального захисту в системі суспільного відтворення. Запропоновано подальші зміни в розподілі доходів населення спрямувати в бік досягнення соціального консенсусу, пошуку нових орієнтирів у розподілі доходів між окремими соціальними групами населення для встановлення економічних і соціальних взаємозв'язків, які посилять стійкість соціально-економічної системи суспільства. The authors consider the social policy of the state as a complex of state measures aimed to satisfaction of certain material needs and as the political doctrine of the country's economic development strategy. The essence of social policy as an activity of the state and other public institutions in the social sphere is considered, some trends of social policy, state and prospects of financing of social policy measures in Ukraine are analyzed, possible ways of overcoming the crisis phenomena in the social sphere are revealed. The financial factors of social policy of the state are determined on the basis of the Keynesian doctrine of formation of effective demand and fiscal policy, provides expenses from the budget on the solution of social problems. It was determined that social policy has become an integral part of the process of social production and is directed towards the achievement of social consensuses, search of new reference points in distribution of income between separate social groups. In the article it has been proved that the formation of effective demand in the economy is hampered by the low level of purchasing power in most households, and the high level of differentiation of consumption of the population has negative effect on structure and dynamics of production and does not contribute to its development. It is established that the production focused on a limited effective demand that cannot satisfy real needs, and reduction of consumption deepens a gap between the structure of production and the structure of the market with all the ensuing consequences. The necessity of the dynamic use of the productive and consumer possibilities of all segments of the population and the inadmissibility of reducing the consumption fund for increasing the accumulation fund is proved. Based on the analysis of the structure of monetary incomes of the population the role of social protection in the system of social reproduction is determined. It is suggested that further changes in income distribution should be directed towards achieving social consensus, searching for new benchmarks in income distribution among individual social groups of the population in order to establish economic and social interrelations which will increase the sustainability of the socio-economic system of society. The expediency of expanding the study of this problem with the consideration of institutional factors has been proved. ; В статье проанализирована проблема финансирования социальной политики в государстве в условиях глубоких общественных трансформаций. International audience ; The paper evaluates the use efficiency of agricultural land in the Republic of Kazakhstan using physical and relative measures, as well as a consolidated criterion defined as the volume of gross output of crops per 100 ha of agricultural land. The assessment of agricultural land use was conducted in the period between 2012 and 2016, after which the acquired results were benchmarked against the results of 1990. That year was set as a reference point since it gives an indication of the Republic's achievements in agriculture while it was still part of the USSR. The undertaken analysis has shown that between 2012 and 2016, most agricultural land use metrics tended to have a positive dynamic. Despite that, the country has never regained the agricultural performance level it had back in 1990. The agricultural land use score according to the consolidated criterion has also demonstrated an insufficient land use performance compared to Russia, Belarus and Ukraine. The approved ABI Growth Government Program for 2017-2021 outlines efforts aimed at the efficient utilization of the country's land resources, helping boost the output of domestic products.

Cet article présente une étude synthétique du système de retraite américain. Notre objectif est d'abord d'expliquer le fonctionnement des régimes par répartition et par capitalisation. Il s'agit également d'étudier comment la crise économique et financière a affecté ces régimes. On dresse aussi un bilan des prévisions officielles de long terme de l'évolution du régime par répartition en fonction de différents scénarios économiques et démographiques. Enfin, on s'intéresse à la nature du débat public et aux orientations possibles de l'action gouvernementale. Notre étude montre que la crise n'a pas mis en péril le financement du régime de retraite par répartition américain (OASDI) car ce dernier est toujours en excédent à court et moyen terme. Elle a seulement réduit le montant de cet excédent. A long terme, le fonds de réserve accumulé devrait être insuffisant pour couvrir les déficits primaires futurs. Une réforme d'envergure ne peut être exclue à partir de 2020. Avec la crise financière, les régimes par capitalisation ont souffert d'une forte dévalorisation de leurs actifs, ce qui pose un problème de survie pour certains fonds de pension. Une baisse du niveau des pensions ne peut être exclue sans apport d'un soutien financier public ou en l'absence d'une reprise suffisante des marchés financiers.

This thesis investigates whether corporate governance conformance by Malaysian banks improves their financial reporting quality. It is motivated by the controversies surrounding corporate governance reforms and the calls for systematic research on its efficacy in the post-reform period. Malaysian banks have been subject to international standards of corporate governance since before and after the 1997–1998 Asian Financial Crisis. Malaysia's common-law tradition, greater level of financial and capital market development in the region, predominantly centralised and stable political power and robust regulatory framework are apparent strengths for corporate governance conformance. However, characteristics such as ownership concentration, political links and lack of regulatory enforcement question the ability of any governance reform to enhance the Malaysian banks' financial reporting quality. This setting, coupled with Malaysian banks' differing business models compared to those of U.S. banks, provides an Asian focus to extant literature. The analyses focus on three specific reforms, namely: (i) the initiation of the Malaysian Code of Corporate Governance (MCCG) in 2000; (ii) the circular issued by Bank Negara Malaysia in 2003 on Guidelines on the Establishment of Board Committees, Minimum Qualification and Training Requirement for Directors, and Definition and Responsibilities of Independent Directors (BNMCIR); and (iii) the revision to Guidelines on Directorship in Banking Institutions in 2005 (REVGP1). The analyses utilise 64 listed bank-year observations from 1996 to 2004 for the MCCG reform; 80 licensed bank-year observations from 1999 to 2007 for the BNMCIR reform; and 56 unlisted bank-year observations from 2001 to 2009 for the REVGP1 reform. The research questions addressed for each reform period are: Have banks' corporate governance practices changed in response to the reforms? If so, have the changes in corporate governance improved financial reporting quality? This study first identifies governance attributes with significant statistical difference from the pre- to the post-reform period. These attributes are then used to gauge their effectiveness in improving banks' financial reporting quality in the post-reform period using five proxies: (i) earnings persistence; (ii) earnings predictability; (iii) the relationship between loan-loss provisions and loan charge-offs; (iv) total accruals; and (v) discretionary accruals. From an initial concern of the low quality of financial reporting during the pre-reform period, the empirical results suggest that there was no improvement to the financial reporting quality of listed banks initiating a nominating or remuneration committee and/or complying with committee composition requirements in response to the MCCG reform. A similar situation prevails for licensed banks complying with initiating a nominating, remuneration and risk-management committee and/or complying with composition requirements. The results suggest that neither a voluntary reform approach following the U.K. standards of governance practices (pursuant to MCCG) nor a mandatory reform approach tailoring governance practices to suit local environment (pursuant to BNMCIR) were effective for improving Malaysian banks' financial reporting quality. In contrast, the empirical results pursuant to REVGP1, show improved earnings persistence and earnings predictability for unlisted banks complying with enhanced board independence, suggesting some benefits from the efforts to enhance financial reporting quality of Malaysian banks.

The Asian Infrastructure Investment Bank (AIIB), along with the creation of other institutions such as the New Development Bank, (NDB), the Contingency Reserve Fund and the Silk Road Fund, are major initiatives for China although they will play a complementary role with existing institutions that manage capital exports. There is a tendency to see the AIIB as having two key roles: as a leading agency for implementation of the "Belt and Road" vision expounded by Xi Jinping and as an instrument of "soft power" delivering "public goods" which address the region's infrastructure financing requirement. However, AIIB can only really be understood when placed in the context of the economic circumstances that confront China at home and abroad. Partly out of necessity and partly out of opportunity, Beijing is now laying the foundations for the next stage of China's rise. However, the logic of the "great leap outward", along with the ability to execute, is undermined if the financial surpluses go into reverse due to deterioration in the domestic economy. Xi Jinping's strategy is not without its risks.

Despite studies on microfinance (MF) or development of microfinance institutions (MFIs) in Asia developing countries, including countries as member states of the Association of Southeast Asian Nation (ASEAN), are growing, not so much attention have been given to the role of MF in financing micro, small and medium enterprises (MSMEs). Based on a key literature study and analysis of secondary/national data, the main aim of this study is to fill this gap. It shows that in many ASEAN member states (AMS) MF has developed to some significant degree, although the rate of growth (e.g. number of MFIs, number of depositors and debtors, total loans allocated, etc.) as well as the market structure of MF vary across member states. From the Indonesian case this study comes with two most interesting facts. First, majority of MSMEs do not have access to credit from banks and/or other formal non-bank financial institutions. Second, MF services or MFIs are growing fast, and the most popular MF program so far is Kredit Usaha Rakyat (KUR), or people business credit (i.e. a credit scheme without collateral), introduced during the SBY period.
