Immigrant Bureaucratic Incorporation: The Dual Roles of Professional Missions and Government Policies

Drawing on original qualitative research, this article investigates how natives and institutions in rural America's "new immigrant destinations" are adapting, if at all, to Hispanic newcomers and whether corresponding interaction should be viewed as substantively responsive. In contrast to predictions made by traditional political incorporation theories, results based on semi-structured interviews and ethnographic fieldwork suggest that Hispanic newcomers are undergoing a process of bureaucratic incorporation whereby public service bureaucrats, rather than elected politicians, are initiating substantive responsiveness. Yet I also identify a continuing interaction between immigrant bureaucratic and political incorporation in rural America. I conclude by connecting my findings to more general sociological perspectives regarding population needs, electoral bodies, and public bureaucracies in democratic societies.

Se presenta una aproximación comparativa a la concepción que se tiene en el servicio público chino y en el mexicano sobre la ciencia y la tecnología y sus aplicaciones en el diseño y gestión de políticas científicas. Los datos fueron obtenidos mediante entrevistas para someterlos a la técnica de las redes semánticas. El análisis arroja que el personal chino privilegia las conductas relacionadas al campo semántico de vinculación cognitiva. En contraste, el personal mexicano pondera el campo de perfil individual. El papel de los procesos de formación ex post en ambas estructuras de gobierno es el aspecto que promueve estas diferencias entre los servidores públicos y que impacta sobre la configuración de las políticas que realizan.

The Effects of Deregulation on State Government Personnel Administration

Using a cross-sectional design, this research examines the effects ofpersonnel deregulation on several measures of state government personnel administration In particular, the article examines personnel deregulation's relationship to the economy (measured by per capita wages) and efficiency (measured by the percentage of state spending devoted to state salaries and wages) of the states' personnel function, and to the states' use of discretion over the personnel function (measured as the percentage of part-time employees in a state's workforce) Findings suggest no direct relationship between personnel deregulation and the economy or efficiency of state personnel administration There does appear to be a significant relationship, however, between personnel deregulation and the utilization of discretion states with higher levels of personnel deregulation have significantly higher percentages of part-time employees Findings also suggest the utility of traditional theories (i e , political, economic, and contextual) in explaining measures of state personnel administration Overall, the article argues that it would be prudent to abandon the cost-savings rhetoric that typically accompanies personnel deregulation proposals

Die auf zahlreiche amerikanische und deutsche Archivmaterialien gestützte Untersuchung der Personalpolitik der amerikanischen Militärregierung in Frankfurt, München und Stuttgart 1945-49 kommt zu dem Ergebnis, daß es auf kommunaler Ebene durch die Haltung der Militärregierung nicht zu grundsätzlichen Veränderungen des von autoritären Strukturen geprägten gesellschaftlichen und politischen Lebens gekommen sei. Vielmehr seien entsprechende Initiativen von deutscher Seite eher abgeblockt worden. Es wurde eher "non-Nazis" als aktive "anti-Nazis" auf führende Posten der Kommunalveraltungen berufen, wie die Autorin in eingehenden Studien der jeweiligen Entwicklung in den drei untersuchten Städten nachweist. Mit dem Beginn des Kalten Krieges kam die Unterstützung demokratischer Kräfte endgültig zum Erliegen. (STR)
