The journal SCIENTIFIC aims to publish quality papers that include the perspective of analysis in educational settings. Together with www.indtec.com.ve, this electronic publication aims to promote and disseminate, with seriousness and rigor, the academic production in this field. Editorial of the new stageSCIENTIFIC Magazine was created with the aim of constituting a reference space for scientific research in the field of investigative analysis carried out within Latin American universities, once the distribution list housed in the INDTEC platform (Http://www.indtec.com.ve) is consolidated as a space for dissemination and development of new ideas and initiatives. The aim of the research was to analyze the legal and organizational foundations of e-government. The introduction of e-government in Ukraine is regulated by a large number of normative legal acts in the field of information society development. The analysis of information sources-legal norms by using general scientific and special scientific methods led to the conclusion that the provisions of administrative legislation also belong to the information legislation. It was concluded that the legal framework for the implementation of e-government should not only be harmonized with generally recognized international standards, but also, developed and adopted in the context of the Sustainable Development Goals until 2030. Based on the assessment and comparison of the main trends in the development of digital economy, simplification, decentralization, deregulation, institutional capacity development and communication support are attributed to the main achievements and digital capabilities of Ukraine in the direction of e-government. Definitely, the need to improve e-governance mechanisms in the sphere of telecommunication networks at the state level is emphasized.

The authors of the article examine historical regularities in the evolution of power technologies in the context of non-positivistic philosophical ideas of the 20th century. These philosophical beliefs imply an intuitive understanding of power, deal with the formation of psychological mechanisms of the domination-subordination relations and describe their development. The authors pay special attention to magical and sacred aspects at the early stages of political development, as well as the subsequent formation of power structures and organization of administrative functions. At the present stage of social development, the digitalization of state and political activity is of great importance. The forming order of domination and subordination, as well as power relations, initially comprise magical elements allowing a person or a group of individuals to manipulate others' behavior. Modern digital technologies find their origins in centuries-long traditions either consciously or unconsciously. The need for managerial influence overcoming social chaos is objective. As a result, the state rationalizes the management of society, organizes its administrative functions and develops a more advanced technology of political power. However, people's dependence on technology is connected with decreasing interpersonal cooperation, growing individual dependence on power and other negative experiences. The modern humanities aim to determine regularities in the evolution of political power technologies and overcome the negative consequences of modern power technologization.

These notes present a basic overview of the most relevant aspects of the role of scientific journals in open science; for the review, the definition of open science established by the European Union forum is examined. The given concept covers many areas of academic society; furthermore, open science is supported by open data, open source, open access, and open review. It has a clear, free, discovered, broad and expeditious methodology; with open sources in software and hardware that allow the entire community greater accessibility. The purpose of open science is the production of public scientific goods through the exchange of results and collaboration. The characteristics that a scientific journal and its repositories should have are carefully analyzed; as well as, the contradictions in society in the face of open science policies are also studied. The advances of open science in Venezuela are also presented. To conclude that the goal of open science is to promote communication between researchers in an area of knowledge and enable scientific knowledge to reach broader sectors of society for technological development.
