This article deals with the question of how migration has developed into a security issue in Western Europe and how the European integration process is implicated in it. Since the 1980s, the political construction of migration increasingly referred to the destabilizing effects of migration on domestic integration and to the dangers for public order it implied. The spillover of the internal market into a European internal security question mirrors these domestic developments at the European level. The Third Pillar on Justice and Home Affairs, the Schengen Agreements, and the Dublin Convention most visibly indicate that the European integration process is implicated in the development of a restrictive migration policy and the social construction of migration into a security question. However, the political process of connecting migration to criminal and terrorist abuses of the internal market does not take place in isolation. It is related to a wider politicization in which immigrants and asylum-seekers are portrayed as a challenge to the protection of national identity and welfare provisions. Moreover, supporting the political construction of migration as a security issue impinges on and is embedded in the politics of belonging in Western Europe. It is an integral part of the wider technocratic and political process in which professional agencies - such as the police and customs - and political agents - such as social movements and political parties - debate and decide the criteria for legitimate membership of West European societies. "Ausgangspunkt der nachstehenden Überlegungen ist die psychoanalytische und sozialpsychologische Wendeforschung in Deutschland. Es wird die These vertreten, daß sich die Auseinandersetzung mit der westlichen Alltagskultur in den neuen Bundesländern in einem schrittweisen Prozeß vollzieht, der als Intimisierung der Wendeproblematik bezeichnet werden kann. Dabei werden persönliche Eigenschaften, Werte und Gewohnheiten, die mit dem westlichen Lebensstil identifiziert werden, im Osten Deutschlands zunächst als Eigenschaften einer fremden Bevölkerungsgruppe, später als Eigenschaften anderer Personen im privaten Umfeld und schließlich als mehr oder weniger ichsyntone eigene Persönlichkeitsanteile empfunden. Klinisch-psychoanalytische und behandlungstechnische Implikationen dieses Phänomens werden an einer Fallvignette erörtert. Weiter wird davon ausgegangen, daß unter dem in der DDR herrschenden sozialen Anpassungsdruck bevorzugt Abwehrmechanismen entwickelt wurden, die bei der Bewältigung der Wendeerfahrung anankastische Mechanismen der Identitätssicherung mobilisierten. Diese These wird ergänzt durch die unbestrittene Beobachtung einer weitgehenden Zerstörung der kulturellen und sozialen Strukturen bürgerlicher Öffentlichkeit in der DDR. Die Bewältigung der mit diesen Deformationen einhergehenden psychosozialen Problemlagen ist dadurch erschwert, daß der sich als Alternative anbietenden westlichen Alltagskultur eine durch Anhedonie, Egozentrismus und narzißtischen Austauschstrukturen gekennzeichnete Sinn- und Identitätskrise attestiert wird, und die Strukturen bürgerlicher Öffentlichkeit auch hier - wenn auch auf andere Weise – gefährdet erscheinen." Wenngleich die Beludschen historisch immer ein Teil des iranischen Volkes bildeten, so waren ihnen separatistische Neigungen nicht fremd, wie der Verfasser anhand eines historischen Rückblicks zeigt. Dennoch existiert gegenwärtig im Iran keine wirkliche nationale Frage, die Beludschen betreffend. Demgegenüber ist im östlichenTeil Beludschistans, im heutigen Pakistan, diese Frage sehr wohl virulent. In den Köpfen der dortigen Nationalisten nimmt die Vorstellung von einem Großbeludschistan einen wichtigen Platz ein. Darüber hinaus wird in dem Beitrag die Lage der Beludschen in Afghanistan beleuchtet. Nach Ansicht des Autors entspricht die Forderung nach Schaffung eines eigenen Staates Beludschistan nicht den gegenwärtigen Erfordernissen und würde lediglich zu einer Erschütterung des geopolitischen Gleichgewichts in der ganzen Region führen. Die im Dezember 1997 getroffene Entscheidung der EU über die einstweilige Ablehnung Rumäniens als Beitrittskandidat zur Europäischen Gemeinschaft hat im Lande eine breite Kontroverse zur Folge gehabt. Die Debatte zeigt, daß die Rumänen, die nach Anerkennung durch den Westen streben, den sie nur unzureichend verstehen und der wiederum auch ihnen nur wenig Verständnis entgegenbringt, unter einem Identitätskonflikt leiden, der ihre zukünftigen Chancen bezüglich eines Beitritts zur EU grundsätzlich gefährden könnte. Dieser Identitätskonflikt resultiert sowohl aus innerem als auch aus äußerem Druck. Der Westen muß sich nach Ansicht der Verfasserin entscheiden, ob ihm eine stabile und prosperierende Balkanregion wichtiger ist als die Aufrechterhaltung traditioneller Vorurteile. (BIOst-Mrk)
The collapse of the communist states in Central and Eastern Europe had far-reaching consequences for the geopolitical situation of this region. Although the borders which were agreed on in Jalta and Potsdam after the Second World War have only been changed slightly, these borders gained huge importance in the course of the transformation process as a delimitation of zones with different speeds and intensities of transformation. In particular the Eastern border of Germany as the furthermost border of the European Union to the hopeful candidates Poland and the Czech Republic is becoming increasingly permeable in the course of the cross-border co-operation. In the context of regional policies within European Union, aspects with regard to the optimum distribution of subsidies are combined with questions of the economic competition between regions of different wealth. In connection with the equal objective of achieving a consistent economic development of the regions and the promotion of economic links between regions, horizontal cooperation concepts between the regions are to promote European integration. Initially conceived only for inner-community regions, the second stage of the INETEREG program extended the co-operation to include non-EU members. The challenges of the political changes in Eastern Europe were given consideration therein in that cross-border co-operation was established with Poland and the Czech Republics, and the funds to prepare the EU accession of these states (PHARE-program) were integrated into the INTEREG subsidisation. The key word "regionalism" is, however, now used to propagate regions with homogenous ethnic inhabitants, culture and history: The reinterpretation of the EU philosophy of European integration on a regional level quite often leads to demands for revisions of borders or the creation of new regional units. Poland's rejection of a centrally administrated economy also made encouraged the voices calling for a strengthening of the regions. On the one hand this was a question of the necessary reorganisation of the Wojewods, which had to be realigned to suit the regional sizes of the EU, but on the other hand of a political decentralisation of the decision-making powers of Warsaw out in the provinces. Although this process has not yet been completed, first conflicts within the ruling coalition with respect to the delegation of power are becoming apparent. This situation is made more difficult by the specific Silesian problem, which -although inhabited by very varied ethnic groups- has developed a regional identity. In the course of the discussion regarding a redrawing of the Wojewods, this movement must be taken into consideration, as must the particularly sensitive question of the German minority living there, forced to seek a middle path between integration and preservation of independence. European political debates between Germans and Silesians, the refugee organisations and the Federal Government convey an image of differing interests and the consideration of a partner state which must find its way between the requirements of the European Union for regionalisation and the interests of groups within the nation state.
Die Verfasser plädieren für die Schaffung einer "russischen Idee" zur Erhaltung der staatlichen Einheit Rußlands und zur Wiedererlangung eines nationale Selbstbewußtseins. Sie wenden sich aber gegen die gegenwärtig zu beobachtenden Versuche, eine solche Idee mechanisch aus der russischen Geschichte auf die heutige Zeit zu übertragen. Ihrer Ansicht nach kann die neue nationale Idee keinen staatlichen Charakter haben. Sie benennen die ideologischen, soziokulturellen, sozialökonomischen und geopolitischen Grundlagen der neuen nationalen Idee und gehen auf die unterschiedlichen Ansichten in der russischen Gesellschaft bezüglich einer allumfassenden nationalen Idee ein.
