В статье рассматриваются основные подходы к осуществлению государственной политики в области регулирования социальных отношений в полиэтнических государствах. Отмечено, что в политической практике применяются две стратегии управления этническим многообразием: «растворение» этнических меньшинств среди доминирующего этнического большинства и создание «этнических» регионов со специальным правовым статусом.
Проведен анализ структуры административно-территориального устройства Китайской Народной Республики, рассмотрена сущность, структура и особенность института региональной автономии, а также его роль в качестве инструмента реализации национальной этнической политики страны.
На основе методов контент-анализа, синтеза, сравнения и структурно-функционального анализа сделаны выводы об уникальности модели административно-территориального устройства КНР, выявлена взаимосвязь между этническим джерримандерингом и социально-политическим курсом центрального правительства.

The paper considers one of the measures proposed by the Federal Antimonopoly Service (FAS) to deregulate domestic gas market: abolition of lower boundary of gas prices for wholesale buyers, where two conditions inherent in gas market still remain: vertical structure of monopolist and the one export channel for pipeline gas. The author analyses the impact of proposed reforms on independent Russian gas companies competitiveness. The purpose is to provide domestic gas market reformation qualitative analysis and quantitative assessment of independent gas producers impact. As a result, the most likely implications of reforms are theoretically determined and quantitative assessment of their impact on the independent producer is provided.

Along with traditional methods of providing information through mass media (periodicals, television and radio), digital sources are also widely used in the modern world, which, although not officially registered mass media, play no less a role in shaping public opinion. The emergence of personal blogs, «live magazines», Internet sites and social networks opened a new platform and provided new opportunities. There are actors of various sizes, from presidents of major States to Housewives, from businessmen to human rights activists. Foreign policy is one of the most popular topics.

The article looks into the reasons underlying the outspread of the full-scale mechanism of banking regulation over U. S. investment banks. We analyze the effect of the Basel III standards on stress-resilience of investment banks and examine the role of U. S. investment banks in ensuring financial stability. Based on regression analysis we found that minimum capital adequacy standards of Basel III do not have negative effect on ROE of the U. S. investment banks that are G-SIB category-designate; however, additional capital requirements (Higher Loss Absorbency (HLA) surcharge) that depend on G-SIB's systemic significance according to their bucket as per Financial Stability Board classification do have significant and negative effect on ROE in the post crisis period. Besides, leverage requirements that also depend on G-SIB's systemic significance have a statistically significant effect on ROE.

The article analyzes the processes of regional construction and their specific features in the Baltic Sea region. The article provides insights into main approaches to defining the notion of the Baltic Sea Region, its geography, rationales and preconditions of the Baltic Sea Region construction. The author makes conclusion that currently the construction process is being continued, and it involves a wide range of actors: NGOs, local and regional authorities, scientific organizations, higher education institutions, business structures, international organizations. All these actors use different tools and act in different spheres. Although there is no clear answer to the question "Who and how constructs the Baltic Sea Region?", it is concluded that the cooperation played a significant role in this process, for example, by determining the geography of the region and creating communication networks. Projects, in turn, become a widespread form of cooperation which are used by large Baltic interregional organizations, such as the Northern Dimension, Interregional programmes, the Council of the Baltic Sea States. International project activity of the described above actors, being the point of pooled resources application and also narratives on the regional issues, became one of the mechanisms of the region construction. The article proves that a wide variety of projects in various fields with the participation of different actors creates a picture of the Baltic Sea region building some of its features and providing common identity and responsibility ideas. The IV Russian International Conference on Cryo-Electron Microscopy (RICCEM-2023) was held at the Faculty of Biology of Lomonosov Moscow State University in a hybrid (offline and online) format and brought together more than 250 researchers from 10 countries. Following the conference, a special issue of the journal "Lomonosov Biology Journal" ("Vestnik Moskovskogo universiteta. Seria 16. Biologia") was published. This article briefly summarizes the main results of the conference and the content of the works published in the special issue.

The paper addresses the results of the First International Conference "The Eurasian Economic Union (EAEU) Financial Regulation: Challenges and Perspectives", which was organised jointly by Moscow State University Faculty of Economics and the Eurasian Economic Commission (October 13-14, 2016). The conference was designed as a discussion platform for experts from EAEU states, for representatives of academic and business communities, and for national and supernational regulatory authorities. Participants discussed the future of harmonised financial legislation and regulation, of perspectives for supernational regulation of financial markets within EAEU; of basic financial market segments and their regulation, and of key infrastructural and institutional issues of EAEU financial integration.

The article addresses the results of the VII Annual International Scientific Conference "Innovative development of Russian economy: interdisciplinary interaction". The aim of the conference was to discuss the opportunities of interdisciplinary interaction in relation to the innovative development of the Russian economy.

The article focuses upon the problem of political affiliation in corporate governance. It aims to provide insights into theoretical and methodological aspects of the problem applied to the Russian corporate environment. The author evaluates the academic relevance of the problem in international studies, reviews the underpinning fundamental theories, provides an insight into the construct of political affiliation through the lens of corporate governance, outlines the methodology used in the studies of political affiliation to eventually assess the relevance of the problem to the Russian corporate environment.

Арабо-израильский конфликт был и остается актуальным, втягивая в свою орбиту большое количество косвенных участников и угрожая безопасности всего региона, т.к. на современном этапе происходит эскалация конфликта. Понимание сути современных процессов невозможно без тщательного изучения истории и предпосылок конфликта, что определяет актуальность предпринятого исследования. В статье проанализирована деятельность международных и региональных организаций по деэскалации арабо-израильского конфликта, а также операции по поддержанию мира. Дана оценка ближневосточному квартету, охарактеризован план мирного урегулирования, известный как «Сделка века», а также указаны причины отказа Палестины и ряда других стран от данного плана. На основе изложенного выше выявлена роль международных и региональных организаций, участвующих в урегулировании рассматриваемого вооруженного конфликта на Ближнем Востоке.

The paper determines the vector of influence of the "shale revolution" on international energy markets based on the analysis of volume and price dynamics of world oil and gas markets, as well as energy trade in the United States. The study contains a multilateral assessment of trends emerging from the development of shale technologies. Using regression models, the authors trace a statistically significant impact of the "shale revolution" on the price dynamics of the global energy market. Panel data analysis for the period from 2010 to 2019 shows a direct dependence between the decline in energy imports in the United States and global oil and gas prices, and the inverse dependence between the increase in exports from the United States and prices of oil (Brent) and European gas (NBP). Due to active use and continuous improvement of horizontal drilling and hydraulic fracturing techniques in the second decade of the twenty-first century the USA is decreasing its energy import dependency and transforming into a net exporter of hydrocarbons. It results in the supply disbalance on global energy markets. The ongoing changes in the US oil and gas production are leading to the transformation of geopolitical situation on world energy markets. If a decade ago, the US strategy was aimed at guaranteeing stable energy supplies, now it is the capture of markets and crowding out competitors by all possible means.

Цель статьи – исследование существующих моделей сертификации по латинскому языку. Для этого были выбраны три наиболее известные системы тестирования: американская National Latin Exam (NLE), европейская European Latin Exam (ELEX), проводимая ассоциацией Euroclassica, и European Latin Linguistic Assessment (EULALIA), организатором которой является Университет Болоньи в рамках программы Европейского союза Erasmus+. Актуальность исследования связана c отсутствием в настоящие время общей системы сертификации по латинскому языку для русскоязычных обучающихся и с вопросом о целесообразности и эффективности языковой сертификации применительно к классическим мертвым языкам. В статье проанализированы и сопоставлены история создания экзаменов, их философия, формат проведения, цели, задачи и содержание. Новизна работы заключается в системном сравнительном исследовании международных экзаменов как нового этапа в истории классического образования. В результате исследования была выстроена история возникновения и развития тестирования по латинскому языку. Выяснилось, что существующие экзамены имеют общую тенденцию – заимствование моделей оценки владения живыми языками для классического языка. Такой подход может быть реализован лишь отчасти, так как латинский язык имеет свой уникальный набор ключевых компетенций, необходимых для освоения. Международная сертификация по латинскому языку – это движение, которое всесторонне влияет на подходы к преподаванию латинского языка.
The purpose of this paper is to investigate the existing models of Latin certification. For this purpose, three currently known testing systems were chosen: the American National Latin Exam (NLE), the European Latin Exam (ELEX) conducted by the European Association Euroclassica and the European Latin Linguistic Assessment (EULALIA), which was organized by the University of Bologna within the framework of the European Union Erasmus+ programme. The relevance of the research is due to the lack of a common certification system in Latin for Russian-speaking learners and due to the question of the expediency and effectiveness of language certification in relation to classical dead languages. The article analyses and compares the history of the creation of the examinations, their philosophy, format, goals, objectives and content. The novelty lies in the systematic comparative study of international examinations as a stage in the history of classical education. As a result of the study, the history of the emergence and development of Latin language testing has been constructed. It turned out that the existing examinations have a common tendency: borrowing models of assessment of proficiency in living languages for the classical language. This approach can only be partially realized as Latin has its own unique set of core competencies to master. International Latin language certification is a movement that is comprehensively influencing approaches to Latin language teaching.

The article deals with the issues of participation of Yakutia in the international scientific cooperation in the Arctic during the last decade of the 20th and the first years of the 21st century. The author describes the history of realization of the international initiatives for studying social and cultural transformations and challenges of life of Arctic Indigenous Peoples, studying natural phenomena and processes, as well as environmental protection in the Yakutia's Arctic and their main results on the basis of a set of archival documents, English- and Frenchlanguage materials. The author called the most important factors that determine the extent of joint research of Russian scientists and their foreign colleagues, identified the key participants (scientists from Great Britain, Germany, Canada, Russia, Finland, France and Japan), forms (collection of field data, its processing and laboratory analysis; provision of academic institutions of Yakutia, their research base, provision of special equipment for foreign partners; coordination of research and the exchange of the data obtained; organization of conferences and workshops; organization of protected areas; publication of research results), and mechanisms (organization of special structures to intensify and coordinate research; association of research through a unified methodology; elaboration of international programs and projects, taking into account the potential of the involved parties - financing, tools and staff) of international scientific cooperation development. In accordance with United Nations General Assembly resolution, the year 2019 was proclaimed the International Year of the Periodic Table of Chemical Elements, and the United Nations Educational, Scientific and Cultural Organization (UNESCO) was designated as the lead organization for its implementation. At the present day, the UNESCO is the largest UN specialized agency with broad competence in providing interstate collaboration in the area of science, capable of playing a unique role for promotion of peace and sustainable development. The establishment of UN observances stimulates interest in the activities and programs of the organization in these areas, and also contributes to the intensification of activities at the international level. The proclamation of 2019 as the International Year of the Periodic Table is a recognition of the important role of the basic sciences, in particular, achievements in the field of chemistry and physics, in addressing the numerous development challenges that the world is currently facing in implementing the United Nations "2030 Agenda for Sustainable Development". The International Year under the auspices of UNESCO provides an opportunity to mobilize all interested parties around the topic of science for peace and development – from government officials to media representatives and schoolchildren.
