In this essay I develop a critique of the war/peace dichotomy that is foundational to conventional approaches to IR through a review of three recent publications in the field of feminist security studies. These texts are Cynthia Enloe's (2007) Globalization and Militarism, David Roberts' (2008) Human Insecurity, and Mothers, Monsters, Whores: Women's Violence in Global Politics by Laura Sjoberg and Caron Gentry (2008). Drawing on the insights of these books, I ask first how violence is understood in global politics, with specific reference to the gendered disciplinary blindnesses that frequently characterise mainstream approaches. Second, I demonstrate how a focus on war and peace can neglect to take into account the politics of everyday violence: the violences of the in-between times that international politics recognises neither as 'war' nor 'peace' and the violences inherent to times of peace that are overlooked in the study of war. Finally, I argue that feminist security studies offers an important corrective to the foundational assumptions of IR, which themselves can perpetuate the very instances of violence that they seek to redress. If we accept the core insights of feminist security studies – the centrality of the human subject; the importance of particular configurations of masculinity and femininity; and the gendered conceptual framework that underpins the discipline of IR – we are encouraged to envisage a rather different politics of the global.

Initially among the Bolshevik Revolution's most ardent supporters in the United States, anarchists rapidly became its most outspoken left-wing critics. This article focuses on the transnational exchanges of information, analyses, and individuals that caused this about-face and its repercussions. Hundreds of Russian-born anarchists returned from the United States in 1917 and participated in the revolutionary upheavals in Russia, only to subsequently face repression and disillusionment. Their experiences in turn provided the basis for their American comrades' understanding of Soviet Communism as a betrayal of the popular revolution originating "from below" and an inherently authoritarian system. Anarchists' new anti-Communist imperative decisively shaped their activities in 1920s and 1930s, while simultaneously leading to their increasing marginalization within the labor movement and the Left. Conflict between anarchists and Communists erupted within the Industrial Workers of the World and the International Ladies' Garment Workers' Union, to the detriment of all. It also spilled over into the anti-Fascist movement and, subsequently, into anarchist understandings of, and participation in, the Spanish Civil War. The Bolshevik consolidation of power, the advent of the Popular Front, and the fall of Spain simultaneously provided anarchists with important insights into the nature of Soviet Communism, cemented their antiauthoritarian beliefs, and rendered them ineffective by placing them outside of the emerging Cold War dichotomy of the Stalinist "Left" and anti-Stalinist "Right."

Background: Notwithstanding the epidemiological studies indicating an increased risk of attempted suicide among adolescents and young adults, there is a scarcity of international studies that examine long-term epidemiological trends in rates and characteristics of this vulnerable group. Aims: This article describes the results of a 9-year monitoring study of suicide attempts in adolescents and young adults referred to the Accident and Emergency Department of the Gent University Hospital (Belgium). Methods: Between January 1996 and December 2004, trends, sociodemographic, and methodrelated characteristics of suicide attempts were assessed by a psychiatrist on data sheets. Results: Attempted suicide rates declined from 1996 to 2001 and then rose until 2004, but did not exceed previous rates. During the 9 years of monitoring, there was a preponderance of female suicide attempters, except for 1997. Rates of attempts and of fatal suicide were negatively correlated. Significantly more males than females deliberately injured themselves. Younger attempters, especially females, significantly more often poisoned themselves with analgesics. In nearly one in five attempts, alcohol was used in combination with other methods, and alcohol intake was more commonly observed in older suicide attempters. Nearly half of the adolescents were identified as repeaters. Conclusions: The results of this study warrant further monitoring of trends and characteristics of young suicide attempters.

The use of contractors employed by private security companies (PSCs) has exploded in recent years, outpacing efforts to assess the consequences of increased reliance on PSCs for international humanitarian law (IHL). This matters both for the states that hire these companies and for the employees of PSCs on or near battlefields. This article examines the legal status of PSCs under the existing IHL framework, focusing on activities where PSC employees carry weapons and how the presence of PSCs in asymmetric conflicts increases the challenge of determining what actions are appropriate within the laws of war. In most cases, PSC employees cannot be accorded combatant status under IHL. However, the actions of private contractors may put their protection as civilians under IHL at risk, and this is particularly true in asymmetric conflicts. I argue that changing the status of PSCs on the battlefield under IHL to take into account the tasks they are performing is not the answer. Rather, bearing IHL in mind, states need to rethink the tasks that PSCs conduct on their behalf, even if this means reducing reliance on PSCs or limiting state military activities. Notably, the USA should re-evaluate its reliance on PSCs to conduct tasks in situations where PSC employees are likely to be pulled into hostilities.

AbstractWith the transnational turn in the social sciences attention has now turned to 'global civil society', 'transnational civil society', 'transnational networks' and, most recently, 'migrant' or 'diasporic civil society'. Claims are being made about the developmental potential of these new configurations of civil society, and the global connections forged by migrant and diaspora associational life have been reified into things called 'networks' for the purpose of enrolling them into development policy. In this article, we challenge the network model through an analysis of transnational Cameroonian and Tanzanian home associations. The idea of a network suggests an overly robust and ordered set of linkages for what are in effect often loose and transient connections. African home associations draw attention to the historically‐embedded and mundane ways in which forms of associational life can be 'transnational' outside the formalized structures and Eurocentric development hierarchies created by international NGOs and other development institutions. Although they form largely invisible connections operating outside these hierarchies, African home associations unsettle assumptions about the geography of civil society and its relationship with development. Close attention to the histories and geographies of African home associations reveals that power and agency more often lie with migrants and elites within Africa than with the transnational diaspora.

Much theorizing about world politics and many policy recommendations are predicated on a rather thin view ofhomo politicus,often assuming that humans are rational and self-interested strategic actors and that force is theultima ratioof politics. This thin notion should be replaced by a richer understanding ofhomo politicusthat includes the characteristic activities of political actors: we fight, we feel, we talk, and we build institutions. This understanding helps illuminate the scope and limits of strategic action, argument and persuasion in world politics in both empirical and normative senses. I describe the spectrum of political action that situates the role of argument and persuasion within the extremes of brute force on one side and mutual communication on the other. I also discuss barriers to argument and communication. Noting the role of argument in this spectrum of international and domestic political practice suggests that it is argument (nearly) all the way down and that the scope of argument can be and in some cases has increased over thelongue durée.Coercion, by itself, has a limited role in world politics. The claim that there are distinctive logics of argumentation, strategic action, or appropriateness misses the point. Argument is the glue of politics—its characteristic practice. Understanding politics as argumentation has radical empirical and normative implications for the study and practice of politics.

There is a vast literature on Europeanization but to date it has not concentrated on its impact on EU institutions. There is an emerging literature on the external relations of transnational parliaments (including the European Parliament's external policies), some of it labelled 'parliamentary diplomacy', but it remains an under–studied area all the same. The original contribution of this article is to bring those trends together in a specific attempt to identify if there is a Europeanization of the European Parliament (EP) on a specific international issue: the Cyprus problem. That particular question is extremely important because the EU's enlargement policy is considered to be its most effective Europeanization process. As the Republic of Cyprus has now joined the EU and Turkey has begun accession negotiations, the role of the EP is extremely relevant. After reviewing briefly the existing literature on Europeanization, and on the external relations of the EP, the article considers in more detail the EP's empirical record on the Cyprus problem. It identifies three distinct stances and phases. It concludes by arguing that a shifting EP stance on the Cyprus problem shows signs not of a successful Europeanization, but rather of a superficial one, which depends largely on changing circumstances and national preferences.

PurposeThis study sets out to examine how organizational characteristics are related to intellectual capital and how these variables are different between Canadian and Middle East contexts.Design/methodology/approachA questionnaire was developed to measure the four major study constructs, i.e. intellectual capital, culture, climate, and organizational traits. Each of these constructs was represented by a number of subscales that were subjected to ANOVA and correlations to test the hypotheses.FindingsThe analysis showed that all three categories of characteristics (culture, climate, and other traits) are significantly correlated with IC management. The results also indicated significant differences in all organizational characteristics and IC management between Canada and the Middle East.Research limitations/implicationsCulture, climate, and other traits are important enablers for the effective management of IC. Although the research tested three culture variables, four climate variables, and two other traits, future research should investigate these variables and the interactions among them more thoroughly.Practical implicationsThe results have implications for organizations operating in different international contexts. Managers can use the results for more effective and efficient management of organizational characteristics that would foster IC management.Originality/valueThe research provides a comprehensive study of enablers of effective IC management, an area of study that has not received much attention in the past. It also provides insight as to why effective IC management may be more successful in certain countries.

Proceeding of: Intelligent Data Engineering and Automated Learning, IDEAL 2009, 10th International Conference, Burgos, Spain, September, 23-26th, 2009. ; Opponent modeling is a skill in multi-agent systems (MAS) which attempts to create a model of the behavior of the opponent. This model can be used to predict the future actions of the opponent and generate appropriate strategies to play against it. Several researches present different methods to create an opponent model in the RoboCup environment. However, how these models can impact the performance of teams is an essential aspect. This paper introduces a novel approach to use efficiently opponent models in order to improve our own team behavior. The basis of this approach is the research done by CAOS Coach Team for modeling and recognizing behaviors evaluated in the RoboCup Coach Competition 2006. For using these models, it is necessary a special agent (coach) which can model the observed opponent team (based on the previous research) and communicate a counter-strategy to the coached players (using the approach proposed in this paper). International audience ; The long-term consequences of violence against women are poorly documented within the context of political domination, economic inequalities and rapid social change of indigenous communities. Using data from the first population study on violence against women and their consequences on health in New Caledonia, South Pacific, this article investigates the association between childhood sexual abuse and binge drinking among 441 adult Kanak women. Face-to-face standardised interviews were conducted in 2002-2003, among women aged 18-54 years drawn from the electoral rolls. Childhood sexual abuse before 15 years of age was reported by 11.6% of respondents. Nearly all the perpetrators (96%) were known to the victims (63% being a close relative). The rate of frequent binge drinking amongst the women within the last 12 months was 34%. After controlling for social and demographic factors, an independent association was found between childhood sexual abuse and current binge drinking. This study is the first to analyse the contribution of childhood sexual abuse to the likelihood of later heavy alcohol use in an indigenous population in the South Pacific. The findings call for improving and giving priority to care for children who are victims of violence to prevent long-term health consequences and to develop prevention programs aimed at alcohol-related behaviour in women, while taking into account simultaneous individual and collective factors.

International audience ; The advances in communication networks together with the improvement of device interconnectivity and web technology make it possible nowadays to develop distant e-learning applications that encompass the entire learning process : not only lectures, tutorials and simulations, but also practical labwork on real or virtual instruments. Pros and cons of e-labs are listed in the literature, based on comparative studies between the three types of laboratories: hands-on, virtual and remote. In this paper, we present an open client-server architecture for remote instrumentation within a virtual lab. It is based on a plug-in technique for sharing technical resources (i.e. connection of new available experiments). We describe a prototype implementation for labwork at undergraduate level in signal processing, circuit measurement and system testing. Our contribution is twofold: a) a template plug-in technique, making it easy for tutors to design and insert new experiments within the lab framework (flexibility and extensibility); b) the use of a game-like pedagogical approach: the distant labwork is implemented as a game sequence with various steps. Finally, this project is intended for being used by foreign universities that do not have at disposal all the expensive equipment required for measurement and testing, but only have access to the network. We hope this will contribute to the ''democracy of knowledge''.

Despite the great effort made by governments and the progress of laws, gender discrimination still exists in family, social, cultural, political and economic spheres. Even today, it is rare to find women at the top level in companies. The path to equal opportunities is long and the only way to improve the situation is by means of appropriate equal opportunities plans. An essential part of the process of designing and implementing such action plans involves diagnosing the situation in a company. In this paper, an innovative indicator model is proposed. A review of numerous international private and public equal opportunities plans led to the design of a model to carry out a diagnose to identify all areas that could be corrected or improved by implementing specific measures, leading the company to deliver real equal opportunities policies. The indicator model is designed for the present historical context, though it is flexible enough to be adapted to each age and situation. The indicator model, which is original, will help companies carrying out one of the most important and essential parts of the process of designing and implementing and equal opportunities plan. Moreover, taking the indicator model companies ensure that all the relevant features are covered.

The climate-trade nexus gains increasing attention as governments are taking great efforts to forge a post-2012 climate change regime to succeed the Kyoto Protocol. This raises the issues of the scope of trade-related measures and of when and how they could be used. This paper discusses how far trade-related measures should be incorporated in that context. Drawing on an analogy to the Montreal Protocol and comparing developing country's climate mitigation and adaptation needs with the funding available, the paper argues that such measures should initially be applied only among Annex I or II countries. To discipline the use of unilateral trade measures at the international level, the paper emphasizes a need to define comparable climate efforts. Moreover, the Lieberman-Warner bill in the U.S. Senate - taken as a proxy for future U.S. climate legislation - is assessed, and found to be neither effective nor likely to be WTO-consistent. The paper is concluded by arguing that, in order to encourage developing countries to do more to combat climate change, developed countries should focus on carrots. Sticks can be incorporated, but only if they are credible and realistic and serve as a useful supplement to push developing countries to take actions or adopt policies and measures earlier than would otherwise have been the case.
