This article discusses the recent debate between Jürgen Habermas and Wolfgang Streeck on the relationship between capitalism and democracy in Europe. The article recounts Streeck's analysis of the financial crisis, the transformation of the tax state into the debt state, and the development of the EU towards an international consolidation state, which informs Streeck's call for a retreat from Europe to the nation-state as the last line of defense against neoliberal capitalism. The article proceeds to sketch Habermas's criticism of Streeck's argument, and it illustrates how Habermas' proposal for a reconstitution of the EU as a supranational democracy is motivated by foundational concerns in his critical theory of society. Finally, the article argues that the debate results in an unresolved dilemma: while only a democratized EU can reestablish the supremacy of politics over globalized markets, the EU is more likely to become further entrenched as an international consolidation state.

The Nordic countries have long been renowned for their contribution to international peace and security. This contribution – occasionally viewed by both Nordic and non-Nordic policy-makers and academics as a particular model for facilitating peace and development in international affairs – is based on a combination of active contributions to peaceful conflict resolution, a high level of development aid and a continuous commitment to strengthening international society. However, recently Scandinavians have been making headlines for reasons that seem to contrast with their well-established brand as humane internationalist peacemakers. This article identifies the characteristics of the Nordic model for international peace and security and discusses how and why it has changed.

Iver Neumann has been an inter-disciplinary entrepreneur for political science in Norway. For Neumann, interdisciplinarity has been coupled with an understanding of politics as the search for meaning and identity. These features are well-developed in European political science, particularly within the field of international relations, but they are more rarely encountered in Norway. This brief article provides a sketch of political science as it evolved and matured in its Norwegian incarnation. In situating Iver Neumann within the discipline, I emphasise his international and eclectic orientation. The personal, national and international meet in Neumann's works, as do popular culture and politics.

Grønlands udenrigspolitiske repræsentanter benytter den store internationale interesse for Arktis til at positionere Grønland som en mere selvstændig udenrigspolitisk aktør. Det er muligt, da Danmark er afhængig af Grønland for at opretholde sin status som "arktisk stat", og fordi Grønlands udenrigspolitiske kompetence er åben for fortolkning. Denne artikel analyserer, hvordan repræsentanter for skiftende grønlandske regeringer har udvidet det udenrigspolitiske handlerum ved i diskurs og praksis at styrke Grønlands position i en arktisk kontekst. Det er blandt andet opnået ved 1) højlydt at italesætte utilfredshed i Arktisk Råd, 2) stiltiende symbolske handlinger ved Ilulissat-erklæringens tiårs jubilæum, og 3) ved at mime suverænitet ved Arctic Circle konferencen, der pga. sin mere uformelle struktur er særligt nyttig til at styrke bilaterale internationale relationer. ; Greenland's foreign policy representatives use the great international attention to the Arctic to appear and act as a more sovereign foreign policy actor. This is possible due to Denmark's dependence on Greenland to maintain its "Arctic state" status and because Greenland's foreign policy competence is open to interpretation. The article analyzes how representatives of shifting Greenlandic governments have expanded the foreign policy room for manoeuvre in discourse and praxis to strengthen Greenland's position at Arctic-related events. This has been achieved by, among other things, 1) outspoken discontent in the Arctic Council, 2) tacit gestures at the Ilulissat Declaration's 10-year anniversary, and 3) by mimicking full sovereignty at the Arctic Circle conference serving as a particularly useful platform for enhancing bilateral international relations due to its more informal setup.

Vibeke Vindeløv, dr.jur. og professor i konfliktmægling i Center for Offentlig Regulering og Administration (CORA) ved Det juridiske Fakultet, Københavns Universitet, fratræder i januar 2017 og overgår til en position som professor emerita. This article analyzes Sweden's foreign policy 2011–2018. The article is part of a special issue on how the Nordic countries have responded to recent geopolitical change. The international context in which Sweden finds itself has in a number of ways changed drastically during the time of analysis. The foundations of Sweden's foreign policy, however, have seen less change. The Swedish policy adjustments we see are rather the effects of radical change taking place in the previous two decades: the EU membership, the partnership with NATO, and the abandonment of the policy of neutrality. Sweden is thus learning how to adapt to this transformation of its international orientation during a turbulent time in global politics. The article includes an overview of Swedish foreign policy and the literature on the topic. We discuss the major actors, institutions, tools and frameworks in the foreign policy making process. A detailed analysis of the Foreign Minister's Statement of Government Policy provides a temporal comparison over the last decade.

Iver B. Neumann begynte på NUPI i 1988. Etter tre tiår som NUPI-forsker (riktignok med en periode som Montague Burton-Professor i International Relations på LSE i London) meldte han i 2018 overgang til OsloMet. Med NUPI som plattform har Neumann satt et solid fotavtrykk i norsk offentlighet, og han er i dag en av Norges mest profilerte og internasjonalt anerkjente forskere på utenriks- og internasjonal politikk. Han er hyppig sitert, og er blant de 20 norske forskerne som publiserer mest ifølge CRISTIN-registeret.1 Han er særlig opptatt av norsk utenrikspolitisk historie, identitet, diplomati og Russland.

This essay offers a succinct but comprehensive overview of Icelandic cinema from its early 20th-century emergence to the present day. Split into two parts, the first half focusses on filmmaking in Iceland prior to the founding of the Icelandic Film Fund in 1978, which was to establish a continuous local film production for the first time. Prior to that filmmaking in Iceland boiled down to the occasional efforts of local amateurs, albeit often quite skilled ones, and professional filmmakers visiting from abroad. Indeed, the few silent feature films made in the country all stemmed from foreign filmmakers adapting Icelandic literature and taking advantage of its photogenic landscapes. The first Icelandic feature was not made until 1948 and although immensely popular, like those that followed in its wake, the national audience was simply too small to sustain filmmaking without financial support. Although this changed fundamentally with the Icelandic Film Fund, which instigated contemporary Icelandic cinema and the subject of the essay's second half, the Fund's support proved insufficient as the novelty of Icelandic cinema began to wear off at the local box office in the late 1980s. The rescue came from outside sources, in the form of nordic and European film funds, whose support was to transnationalize Icelandic cinema in terms of not only financing and production but also themes and subject material. These changes are most apparent in Icelandic cinema of the 1990s which also began to garner interest at the international film festival circuit. In the first decade of the twenty first century, however, American genre cinema began to replace the European art film as the typical model for Icelandic filmmakers. Hollywood itself also began to show extensive interest in Icelandic landscapes for its runaway productions, as did many other foreign film crews. In this way Icelandic cinema is increasingly characterized by not only national and transnational elements but also international ones.

De igangværende klimaforandringer hører til blandt de største udfordringer i menneskehedens historie. Forbrænding af fossile brændstoffer skaber ikke blot velstand, men udgør også en risiko for, at vi er ved at udrydde os selv. Opråb fra videnskaben har stået på siden 1970, og selvom rækken af internationale topmøder om klimaet er lang, er det endnu ikke lykkedes at reducere udledningen af drivhusgasser i atmosfæren. I ?Klimaet under forandring ? og hvad så?? undersøger en gruppe danske filosoffer disse spørgsmål. Her sættes bl.a. fokus på klimavidenskabens historie og på den klimaskepticisme, der er fulgt: Hvor sikre kan vi være på det, som klimaforskningen fortæller os? Hvis forudsigelserne er korrekte, hvad skal så motivere os til at handle: Frygt eller fornuft? Eller hensynet til kommende generationer? Hvem skal betale for den grønne omstilling? Har vi overhovedet råd til det? Bogen forsøger at besvare disse spørgsmål og undersøger muligheden for at udforme en klimapolitik, der er både effektiv og retfærdig. Ifølge forfatterne kalder klimaudfordringerne på en forståelse for videnskabelige kendsgerninger, men også på en helt ny tilgang til global retfærdighed

Valget af Trump og Brexit indskriver sig sammen med Ruslands selvhævdende adfærd og Kinas øgede globale rolle i en udvikling, der set med danske udenrigspolitiske øjne opfattes som mere end almindeligt foruroligende: "De tektoniske plader, som dansk udenrigspolitik har hvilet på i mange år, er i bevægelse", skriver Regeringen i sin Udenrigs-og Sikkerhedspolitiske Strategi 2017/18 (Regeringen 2017a). Artiklen belyser på den baggrund den aktuelle debat om, hvordan Danmark kan og skal agere i en verden, der opfattes som stadigt mere usikker og uforudsigelig. Artiklen fokuserer især på spørgsmålet om, hvorvidt der lægges op til en nytænkning eller blot en justering af Danmarks foretrukne udenrigspolitiske virkemidler og institutionelle forankring. Med afsæt i en analyse af de seneste års strategiske udmeldinger og konkrete udenrigspolitiske tiltag identificerer artiklen et stigende modsætningsforhold mellem retorikken og ressourcerne i dansk udenrigspolitik. Skellet mellem det, der italesættes som udenrigspolitisk nødvendigt og det, der opfattes som indenrigspolitisk muligt, vokser, og som følge heraf fremstår det danske svar på de seneste års bekymrende internationale udvikling indtil videre usammenhængende.

Kosningaréttur er grundvallarréttur þegna í lýðræðisríkjum og þátttaka í kosningum álitin ein af mikilvægustu athöfnum borgaranna. Þó að þessi réttindi skuli tryggð öllum þegnum sýna alþjóðlegar rannsóknir að fatlað fólk er víða útilokað frá þátttöku í kosningum. Fatlað fólk er síður líklegt til að kjósa en ófatlað fólk og mætir iðulega ýmsum hindrunum ef það reynir að taka þátt í kosningum. Þessi grein fjallar um kosningaþátttöku fatlaðs fólks með hliðsjón af niðurstöðum alþjóðlegra rannsókna. Í upphafi eru raktar helstu hindranir í vegi kosningaþátttöku fatlaðs fólks og leitast við að svara hvaða áhrif þessar hindranir hafi, ekki aðeins fyrir fatlaða borgara, heldur jafnframt hvað það þýði fyrir heilbrigði lýðræðis og lýðræðislegra stofnana þegar hluti þegnanna mætir alvarlegum hindrunum varðandi borgaraleg grundvallarréttindi. Íslenskar rannsóknir á þessu sviði eru ekki fyrir hendi og engin skipuleg tölfræðileg gögn eru til varðandi þátttöku fatlaðs fólks í kosningum eða stjórnmálum hér á landi. Byggt á gögnum sem aflað var hjá tveimur fjölmennustu heildarsamtökum fatlaðs fólks hér á landi er rýnt í reynslu, aðstæður og möguleika fatlaðs fólks til þátttöku í kosningum á Íslandi, lagasetningar þar að lútandi og skyldur ríkisins til að stuðla að og tryggja þátttöku fatlaðs fólks í stjórnmálum og opinberu lífi, ekki síst í ljósi þess að Samningur Sameinuðu þjóðanna (SÞ) um réttindi fatlaðs fólks (SRFF) hefur verið fullgiltur hér á landi ; The right to vote is a fundamental right of citizenship in democratic nations, and participation in elections in one of the most important acts undertaken by citizens. Although these rights are guaranteed to all citizens, international research shows that disabled people are widely excluded from participation in elections. Disabled people are less likely to vote than non-disabled people and often encounter various obstacles when they try to participate in elections. This article discusses the voting participation of disabled people in consideration of the international research. The main barriers that disabled people encounter in the voting process will first be outlined. This will be followed by questions concerning the effects these obstacles produce, not only for disabled citizens, but what this means overall for the health of democracy and democratic institutions when a portion of the citizenry encounter serious obstacles concerning their basic civil rights. Icelandic research in this field is extremely limited and no systematic statistical data exists on the participation of disabled people in elections, or politics in general, in this country. Based on data drawn from sources from two of the largest disabled people's organization in the country, the focus here is on the experiences, circumstances and opportunities for disabled people to participate in elections in the country. The findings draw attention to the obligations of the state to promote and ensure the participation of disabled people in politics and public life in light of the recent ratification in Iceland of the UN Convention on the Rights of Persons with Disabilities (CRPD) ; Peer Reviewed

This article discusses the phenomenon of self-harming or "non-Suicidal Self-In-jury" (nSSI). The International Society for the Study of Self-Injury defines non-sui cidal self-injury as the deliberate, self-inflicted damage of body tissue without suicidal intent and for purposes not socially or culturally sanctioned." The article discusses the cultural and social representations of self-injury, what is implied in it, who engages in it, and for what reasons. A lot can be deduced from interviews with self-harmers who use it to gain control over bad feelings and stress, by hurting their body and participating in risky behaviour. This dangerous activity often has more complicated sides with reference to rituals and spiritual associations to bloodletting, cleansing of all evil and healing, absolution and much wanted peace of mind. Finally, the changes in self-harming discourse and channels of communication are discussed. It has opened up during the last two decades with the arrival of social media. The self-harmers have built their own subcultures with special aesthetics and often preferring theatrical staging or performances instead of verbal expres-sion. These channels can have an uncanny power and influence over young and vulnerable people. The conclusion of the article is that all this requires an informed discussion as a special world, a special angst which is expressing itself in ways that might develop into suicidal behaviour if it is not taken seriously.

I denne artikkelen deler Bjørn Tore Godal sine erfaringer fra da han, som handelsminister, undertegnet EØS-avtalen i Porto i Portugal den 2. mai 1992 på Norges vegne. Han viser hvordan EØS avtalen kan forstås som en forlengelse av en norsk utenrikspolitisk tradisjon der forholdet til Europa alltid har vært komplisert og sammensatt. Mens internasjonalt samarbeid har hatt stor støtte, har det også vært en dyp skepsis mot unioner og stormakter. Som AUF-leder tidlig på 1970-tallet kjempet han også mot norsk medlemskap i EF. Som handelsminister mente han lenger enn en del andre politiske aktører at EØS kunne være et varig alternativ til EU-medlemskap. I dette bidraget viser Godal hvordan EØS-avtalen har fungert, og særlig hvordan han har erfart avtalen i sine ulike roller.
Abstract in English:EEA – in RetrospectIn this article, Bjørn Tore Godal shares his experiences from when he, as Minister of Commerce, signed the EEA Agreement in Oporto, Portugal on May 2, 1992, on behalf of Norway. He shows how the EEA Agreement can be understood as a natural prolongation of Norwegian foreign policy tradition where relations with Europe always have been complex and complicated. While international cooperation has been highly supported, there has also been a deep skepticism of unions and great powers. As a leader of AUF (the social-democratic youth league) in the early 1970s, he also fought against Norwegian membership in the EC. As a Minister of Commerce, he believed that the EEA could be a lasting alternative to EU membership. In this contribution, Godal shows how the EEA Agreement has worked and how he has experienced the functioning of this agreement in his various roles.
