The survey consists of two parts: 1. Post-election survey within the international comparative study which has been working for several decades under the title Comparative Studies of Electoral Systems (CSES, www.cses.org). In 2016, it was the implementation of Module 4 focused - in addition to standard electoral questions - on issues of redistribution. 2) survey within the frame of the International Social Research Program (ISSP, www.issp.org http://www.issp.org), namely module Role of the Government, implemented in Slovakia for the second time, the first one was in 2008. Both parts have joint socio-demographic identification variables. Post-election survey is focused on broad variety of factors related to electoral decision - the perception of political parties and their leaders, the satisfaction with democracy, evaluation of economic development, and aspects of election campaign. The Role of Government survey is focused on attitudes to government's competences, in general and specifically in relation to other actors - NGOs, private sector, church organizations and alike. Several questions deal with the public views on corruption, responsiveness, tax policies, interest in politics and other.
The survey also includes several questions that in the form of "split ballot" experimentally verify the validity of questions frequently used in the surveys, as well as scales and responses´ alternatives. These so-called "methodological experiments" are included in all data collections conducted within the APVV-14-0527 project, their results will be elaborated in a separate study.
Pojem transteritoriálny správny akt je vo vede správneho práva relatívne novým, a to najmä v podmienkach Slovenskej republiky. Svoju praktickú uplatniteľnosť má v súvislosti s uplatňovaním práva Európskej únie (aj medzinárodného práva). Jeho podstata spočíva v tom, že účinky takéhoto správneho aktu vydaného v rámci jedného členského štátu presahujú územie tohto členského štátu, t.j. majú účinky aj v iných členských štátoch, resp. vo všetkých členských štátoch Európskej únie bez toho, aby podliehali procesu jeho uznania. Cieľom monografie je zhrnutie výsledkov skúmania tohto typu správnych aktov, vymedzenie jeho charakteristických znakov a jeho účinkov, skúmanie možností procesnej obrany pred pôsobením jeho účinkov zo strany dotknutého štátu, prípadne posúdenie možností unifikácie postupu členských štátov Európskej únie v prípade potreby procesnej obrany voči účinkom transteritoriálnych správnych aktov. V rámci monografie sú taktiež analyzované jednotlivý typy transteritoriálnych správnych aktov aplikujúcich sa v podmienkach Európskej únie a Slovenskej republiky, ktoré sú kategorizované podľa stanovených kritérií. *** Transterritorial administrative acts in the confitions of the European Union and Slovak republic Scientific monograph summarizes outputs of research project named as "Transterritorial Administrative Acts of the Member States of the European Union" supported by the Grant of the Scientific Grant Agency under no. 1/0203/18. The concept of a transterritorial administrative act is relatively new in administrative law, especially in the conditions of the Slovak Republic. It has practical applicability to the application of European Union law (including international law). Its essence lies in the fact that the effects of such an administrative act issued within one Member State exceed the territory of that Member State, have effects in other Member States, in all Member States of the European Union without being subject to the recognition process. Książka stanowi tom studiów autorstwa polskich i zagranicznych językoznawców poświęcony zmianom we współczesnych językach słowiańskich, szczególnie widocznym w słownictwie i słowotwórstwie. Uwzględnienie aspektu stylowo-funkcjonalnego w rozwoju leksyki pozwala lepiej zrozumieć dynamikę zmian językowych i skuteczność działań komunikacyjnych. Celowościowy i pragmatyczny charakter zachowań komunikacyjnych ujawnia się szeroko w uwzględnionych przez Autorów kontekstach społecznych, politycznych i kulturowych. Prace zostały pogrupowane w trzy działy tematyczne: - Zjawiska, procesy i tendencje rozwojowe w słownictwie specjalistycznym (terminologii); - Dynamika mechanizmów słowotwórczych i leksykalnych; - Zmiany leksykalne we współczesnej komunikacji językowej i dyskursie. Wyodrębnione działy pomagają uporządkować przedstawioną w tomie problematykę, wskazując na dominantę tematyczną w poszczególnych tekstach. Zakresy tych grup nie są jednak ostre, złożona i wielowarstwowa problematyka tendencji i zmian we współczesnym słownictwie słowiańskim jest omawiana w różnym stopniu w każdym z wydzielonych działów. W większości prac zastosowano podejście konfrontatywne, pozostałe stanowią podstawę do takiego ujęcia. Do badań wykorzystany został bogaty materiał języków słowiańskich: polskiego, czeskiego, słowackiego, białoruskiego, rosyjskiego, ukraińskiego, bułgarskiego, słoweńskiego, a także innych języków, jak np. nowogreckiego. ; This volume of studies by Polish and international linguists is devoted to changes in modern Slavic languages, which are especially noticeable in the spheres of vocabulary and word formation. Taking into consideration the stylistic and functional aspect of lexis development allows for a better understanding of the dynamics of language change and the efficacy of communicational acts. The purposeful and pragmatic character of communicational behaviour manifests itself widely in the social, political and cultural contexts considered by the Authors. The works comprising the volume are divided into three thematic sections: - Phenomena, processes and tendencies in the development of specialist lexis (terminology); - Word formation and lexical mechanisms dynamics; - Lexical change in modern language communication and discourse. The sections help organize the volume by highlighting the dominant theme in particular texts. The scopes of the sections are, nevertheless, not sharply delineated – each section is to an equal extent devoted to the complex and multifaceted subject-matter of the tendencies and changes in modern Slavic vocabulary. Most of the works comprised in the volume adopt a contrastive approach, the remaining ones can serve as bases for contrastive studies. The so-called "land question" is a well known theme in South African political discourse. Much has been written on the subject in recent times, but also in the historical development of South African politics. This article articulates thoughts concerning the political meaning of land by way of framing the land question as a space of political contestation in South Africa, simultaneously discussing it against a wider international background, acknowledging that the land question is not unique to South Africa and that it also relates to many historical and contemporary political struggles. It is suggested that such an approach possibly may contribute to contextualise the matter and to shed some of the emotional baggage that often pertains to it. The article contextualises land as political contestation while suggesting an interpretation of what politics is. Attention is afforded to the understanding of politics as conflict, but also as reconciliation and compromise against an underlying context of power and its purposes. The latter determining in what kind of country political actors would want to live and relating to interests and values that political actors hold in common. The possibility exists that if reconciliation and compromise are not possible, politics will come to an end, which will not contribute to a sustainable democracy or a solution to the land question. The broader conflicting nature of positions and understandings of the land question in South Africa is further highlighted within the context of political contestation, after which attention is afforded to the positioning of political actors within this contestation.The position of the government and political parties is highlighted within this conflict based framework, noting the different understandings of the land question as well as the commonalities that parties share. Reference is briefly made to non party political actors (formal and informal) which represents the same conflictual positions, but which also alludes to other factors relevant to the land question whereafter these factors are highlighted. These include the broader social and economical issues (which are also understood as political), as well as an agricultural and rural bias in the land question, while it is also a matter of political and socio-economic rights within an urban context. The question is also asked whether solutions to the land question should not be found in a forward looking manner, rather than a romanticised understanding of land. The article concludes with a discussion in regard to the land question, when it is viewed from the perspective of political contestation, as defined in this article, as well as considering the possible outcome of the land question. A suggestion is made that consideration could be given to a re-negotiation of this space of political contestation, as land reform will remain unsuccessful if the politics thereof is not addressed; although this would also entail its own dangers for a democratic South Africa where democracy is not yet fully consolidated. OPSOMMING: Grond en die sogenaamde "grondvraagstuk" is 'n welbekende tema in die Suid-Afrikaanse politieke diskoers. Heelwat is reeds hieroor geskryf in die hedendaagse tydsgewrig, maar ook in die historiese verloop van die Suid-Afrikaanse politiek. Hierdie artikel artikuleer gedagtes rondom die betekenis van grond as politieke stryd (en ook binne die konteks van 'n bepaalde begrip van politiek) in Suid-Afrika, maar plaas dit ook teen 'n wyer internasionale doek. Moontlik kan so 'n benadering bydra om die saak te kontekstualiseer en te ontdaan van die emosionele bagasie wat dikwels daarmee gepaardgaan. Die benadering van die artikel is dat grond as politieke stryd hanteer word, waarna aandag geskenk word aan hoe politieke akteurs hulself posisioneer binne hierdie stryd. Daar word ook kortliks verwys na ander faktore wat 'n rol speel in hierdie politieke stryd.
