From 1980 to 1982 there were many conflicts between the youth movement & the authorities in Zurich, Switzerland. A study by H. Kriesi (Die Zuricher Bewegung. Bilder, Interaktionen, Zusammenhange [The Zurich Movement: Representations, Interactions, Correlations], Campus Verlag: Frankfurt am Main, 1984) revealed three different social images held by authorities, members of the youth movement, & others concerned. Here, a replication of this study is described in which Q-sort data were collected in Amsterdam, the Netherlands, where there is a youth movement of squatters, & the social situation is comparable to that of Zurich in some respects. Rs, who included squatters, local authorities, & others, were found to hold the same social images as found in Zurich, although squatters in Amsterdam do not seem to isolate themselves as much as in Zurich, & the authorities seem to tolerate more. An approach to the content analysis of evaluative discourse is proposed that is based on identification of meaning objects -- including actors, empirical variables, attributes, norms & values, & abstract philosophical entities -- & of two place predicates -- ie, verbal statements about the relation between one meaning object & another. This relation is interpreted in graph theoretical terms. This technique is applied to political texts & demonstrated to generate reliable content analyses. 11 Diagrams, 1 Appendix, 13 References. The concept "level of SE development" plays an important role in the study of comparative politics, but little attention has been paid to its operationalization & measurement accuracy. The use of the concept in the cross-national literature is reviewed, & an attempt is made to provide a meaningful definition through the construction of an index via confirmative factor analysis of select indicators. A review essay on De interventiestaat ([The Intervention State], de Beus, J. W., & van Doorn, A. A. [Eds], Meppel Amsterdam: Boom, 1984 [see IRPS 30/85a39263]) & Neil Gilbert's Capitalism and the Welfare State -- Dilemmas of Social Benevolence (New Haven/London: Yale U Press, 1983 [see IRPS No. 30/85a39648]). Analysis shows that the "intervention state" is an ambiguous concept, supported by conflicting liberal, etatist, & neocorporativist models. Attention is given to the universalization & commercialization of the Dutch welfare state. Most current research illustrates clearly that it is the Mc that derives the most benefits from the Dutch welfare system. M. Meeks

On the basis of data from the Dutch Parliamentary Election Survey of 1982, & from previous surveys (1971-1981), the voting behavior of employees in the public sector is compared with that of employees in the private sector, & the voting of unemployed & disabled persons is examined. No significant differences are found in voting levels between public vs private sector employees. Nonvoting is a characteristic of registered voters who are jobless. Employees in the public sector are more likely to vote Labor & dissociate themselves from the Christian Democratic & Conservative parties, while private sector employees with comparable incomes exhibit the opposite tendency. The Christian Democratic-Conservative cabinet coalition (beginning in 1982) appears to rely on the electoral support of employees & employers in the private sector. The Christian Democratic Party's predicament is that it is losing its traditional power base in the public sector & is also hurt by the Conservative Party's appeal in the private sector. Policy making in the Netherlands during three post-WWII periods is examined, focusing on limits imposed by the structure of society & the intellectual climate of the time. Intellectual & political constraints in economic policy, welfare policy, physical planning, & foreign affairs are discussed. Political constraints are shifting because of changes in market assessment, planning, & coordination. An increase in consultation among government, employers organizations, & trade unions is advocated, with the government establishing macroeconomic & social guidelines. Modified HA
