Obstaculos ao governo regional no hemisferio ocidental: Velho regionalismo na nova ordem mundial

Apesar da crescente importancia das instituicoes internacionais na ordem pos-Guerra Fria, nao esta totalmente claro como o acentuado multilateralismo pode tornar-se efetivo em assuntos interamericanos ou intralatino-americanos. Numa tentativa de responder a essa questao, este artigo focaliza, primeiramente, o problema endemico das assimetrias das regioes. Em segundo lugar, e delineado um breve panorama das instituicoes regionais durante os ultimos anos. Finalmente, o artigo trata do impacto do fim da Guerra Fria em desenvolvimentos de governo regionais, particularmente o surgimento de novas questoes e atores que agora desempenham um importante papel no institucionalismo internacional. This paper provides some of the most important aspects of Brazilian internal conditions, external politics and regional integration in order to clarify why the country performs the role of a "global player", taking into account the world tendencies. The Brazilians favorable domestic advances, together with the international dynamics concerning both economic and political prospects, will lead to an increasing interaction among nations and, more broadly, the continents, operating efficiently towards globalization. The article provides an overview of the international trade topics being discussed at the World Trade Organization. In reviewing the background of the liberalization process from the Brazilian point of view, the author emphasizes the need for greater domestic awareness of the emerging issues and new directions which are to be discussed at the Singapore Conference. Occupying a central position within this context is the question of multilateralism versus regionalism and its consequences. The great Latin America debt crisis: a decade of asymmetric adjustment

In the 80s, Latin America experienced the worst economic crisis since the world-wide depression of the 30s. A common link running through this crisis was external indebtedness with the international private banking system. Since then, the region has entered a new phase of abundance of capital inflows, bearing some resemblance to the preceding episode of the 70s.In this paper a review is made of the origins of indebtedness, of the emergence of the crisis in the early 80s, and of the management by creditors and debtors during that decade. Some lessons are derived about the working of international financial markets and policy implications. (Rev Econ Polit/DÜI)

In spite of the uncertainties that surround future predictions in a rapidly changing world, the author attempts to draw a sketch of the events the next 25 years may reserve both for Brazil and the world in the era of globalization. Several trends that are liable to influence the course of foreign affairs worldwide are reviewed, such as homogenization, unipolarism and intensification of regional integration. The author then analyzes the insertion of Brazil into the international scene - which has been greatly enhanced in recent years thanks to the success of the "Plano Real" - and emphasizes the need for development not only in the economic but also in the social sphere.
