The Suffolk Gazette was published by Alden Spooner in Sag Harbor from 1804-1811. This edition includes some marriage and death announcements, along with many advertisements and some commentarty on political current events. A particular focus on issues relating to seaport towns and international relations gives hints of the issues that led to the War of 1812. Marriage notices are given for James Post and Hannah Rogers; Lewis Edwards and Mary Miller; Gurdon Pierson and Matsey Halsey; Daniel Fordham and Mercy Eldredge. International audience ; This paper investigates the impact of nominal and real effective exchange rate volatility on exports of six Middle Eastern and North Africa (MENA) countries to 15 member countries of the European Union (EU), for the period 1970Q1-2002Q4. Moving average standard deviation and conditional standard deviation at ARCH model are used to generate four different measures of volatility for each country. The cointegration results indicate a significant relationship, negative for four countries (Algeria, Egypt, Tunisia, and Turkey), positive for the last two (Israel and Morocco), between MENA exports and exchange rate volatility. The short run dynamics, using an error correction model, shows that the Granger – causality effects of the volatility on real exports are significant, whereas the effects of real exchange rate and the gross domestic product of EU are more contrasted. Indications on appropriate exchange rate regime are derived from these results.

Предметом исследования статьи является сотрудничество в рамках военно-политического взаимодействия между Российской Федерацией и Республикой Казахстан. Автор подробно рассматривает деятельность организаций, осуществляющих борьбу с международным терроризмом, ОДКБ, ШОС, СВМДА. Особое внимание в статье уделено таким направлениям сотрудничества в военной и гражданской сферах, которые являются прямым следствием военно-политического взаимодействия стран. В статье показано, что сотрудничество в военной сфере стимулирует создание совместных предприятий, совместное проведение научно-исследовательских и опытно-конструкторских работ, требует подготовки военно-технических кадров. Раскрыта необходимость активного сотрудничества в сфере освоения космического пространства, затронуты актуальные вопросы, касающиеся проблем экологии, неизбежно возникающие при испытаниях военной техники и запусках космических аппаратов. Методы исследования основаны на элементах комплексного анализа, объективности, системности, сопоставимости исходных данных. В часть исследования был положен институциональный метод. В статье сделаны выводы о важности и прагматичности сотрудничества, что позволяет судить о его достаточном запасе прочности даже в случае гипотетической смены внешнеполитических приоритетов одной из сторон. Особо важным представляется проведение согласованных действий ОДКБ, ШОС и СВМДА по борьбе с международным терроризмом, стимулировании, вследствие военно-политического взаимодействия, развития предприятий оборонного комплекса как на территории России, так и на территории Казахстана, совместном освоении космического пространства, необходимости пристального внимания к экологическим проблемам. ; The article deals with the modern stage of military and political relations between Russia and Kazakhstan. The role of Organization of the Collective Security Treaty and the Shanghai Cooperation Organization in the fight against international terrorism is emphasized in the article. The article contains a profound analysis of main agreements between the Russian Federation and the Republic of Kazakhstan and therefore defines areas of bilateral cooperation. It is concluded that the main areas of cooperation are the fight against international terrorism, strengthening of military capabilities, and the joint exploration of outer space.
Die derzeitige Entwicklung im Bereich der maritimen Sicherheitspolitik lässt darauf schließen, dass neuartige Rahmenbedingungen und Bedrohungsszenarien den Charakter der Sicherheits- und Verteidigungspolitik im 21. Jahrhundert grundlegend ändern werden. An die Stelle von Risikofaktoren, die einen flächendeckenden, bündnisweiten Krieg in Europa induzieren konnten, ist nun eine Vielzahl von maritimen Faktoren getreten, die sich regional sehr unterschiedlich ausprägen können. Mit Blick auf die globale maritime Entwicklung bis 2030+, die von veränderten Eisbedeckungsflächen im Arktischen Ozean, Veränderungen der Meeresnutzung bzw. der maritimen Wirtschaft und auch gesellschaftlich-politischer Faktoren geprägt sein wird, ergeben sich neue gesellschaftliche und sicherheitspolitische Interessen verschiedener Staaten und Bündnisse, denen die für die Außen- und Sicherheitspolitik Verantwortlichen Rechnung tragen müssen. Dies impliziert die Möglichkeit der kurzfristigen, unmittelbaren An- und Abforderung maritimer Fähigkeiten, in der Regel im Rahmen der NATO oder der EU, auch mit nur kurzen Vorwarnzeiten. In erster Linie, wenn auch nicht ausschließlich, betrifft dieser Sachverhalt die europäische Peripherie. In diesem Rahmen ist eine Langzeitplanung inklusive einer sicherheitspolitischen Früherkennung und Vorsorge notwendig, um auch unwahrscheinliche Szenarien, abgeleitet aus sicherheitspolitischen maritimen Faktoren, einbeziehen zu können. Besonders für die EU und die Bundesrepublik Deutschland spielt die Frage nach maritimen Gegebenheiten auf allen Ebenen und in allen Bereichen des öffentlichen Lebens eine große Rolle. Für diese weitestgehend außenhandelsorientierten und dadurch maritim abhängigen Nationen rücken, neben ungestörten Wirtschaftsströmen auf dem Land-, Luft- und Seeweg, sowie dem Zugriff auf natürliche Ressourcen, vor allem geo- und sicherheitspolitische Aspekte ins Blickfeld, aus denen sich neue Handlungsfelder der Sicherheits- und Verteidigungspolitik ergeben könnten. Neben den Faktoren, die im wesentlichen Resultat natürlicher und wirtschaftlicher Veränderungen sind, gewinnen Projektions- und Rüstungsbestrebungen von Schwellennationen an Bedeutung, und können zu schwerwiegenden sicherheitspolitischen Spannungen führen, denen die Mitgliedstaaten von NATO und EU politisch und militärisch Rechnung tragen müssen. Ableitend aus allen einzelnen Faktoren des zu erwartenden maritimen Umfeldes bis 2030+ ist grundsätzlich davon auszugehen, dass diese durch drei übergeordnete Aspekte, besonders hinsichtlich der sicherheitspolitischen Handlungsfelder, bestimmt wird. Dies sind die Krisenprävention, inklusive der Abschreckung, die Deeskalation und Friedenserzwingung und die Protektion von strategischen Gütern und Interessen. Damit verbunden ist, begründet aus dem obigen Schutzbedürfnis, die maritime Sicherheit, die bis 2030+ rasant an Bedeutung gewinnen wird, und bis dahin einen fest verankerten nationalen und internationalen Stellenwert einnehmen müssen. Daraus erwachsen neue Anforderungen an die maritimen Fähigkeiten, im ressortübergreifenden Sinne. Die in der Arbeit genannten zukünftigen Spannungs- und Handlungsfelder erheben keinen Anspruch auf Vollständigkeit, ebenso wenig wie die abzufordernden maritimen Fähigkeiten. Sie spielen jedoch im ressortübergreifenden Kontext eine Rolle hinsichtlich der Teilhabe an der Umsetzung der Sicherheits- und Verteidigungspolitik. Mit den konzeptionellen Betrachtungen zum maritimen Umfeld bis 2030+, die durch die Einbeziehung der neorealistischen Sicht der internationalen Beziehungen politisch-theoretisch unterlegt werden, liegt eine Gesamtanalyse der Faktoren auf einer mittel- bis kurzfristigen Zeitachse vor, die konzeptionelle Ideen für noch zu identifizierende, bzw. bereits identifizierte Erfordernisse vorschlägt und Anstoß für weitere Untersuchungen gibt.
