Since the Soviet Union collapsed and Ukraine regained her independence, Ukraine has become an object of interest of the EU's foreign policy. Ukraine has immense economic and social potential, and a significant geopolitical location, particularly from the point of view of EU – Russian relations. Good mutual relations were corroborated by the Partnership and Cooperation Agreement between Ukraine and the EU. Signed on June 14, 1994, the Agreement provided for the reinforcement of mutual bonds as well as political and economic cooperation. Over its near twenty years of independence, Ukraine has taken part in several EU initiatives. A current issue at the Ukraine– EU summit, held in Kiev in December 2009, concerned the agreement of association to be drawn up that should replace the present Partnership and Cooperation Agreement between Ukraine and the EU. On account of a number of issues that the EU continues to have reservations about (the insufficient battle against corruption in Ukraine, the slow pace of economic reforms, and the lack of a uniform standpoint of the Ukrainian President, government and parliament) the signing of this Agreement has been postponed until next year.

The article discusses the relationship between the occurrence of international conflicts and the desire of states to implement their own geopolitical interests. The key factor in the emergence of conflicts is the concept of an inter-civilization clash by Samuel Huntington, where the role of states in the formation of the international system is the trigger for decision-making. The author states that in modern conditions Russia defends its interests, which should not be perceived by other actors of international relations as a threat, but as competition.

Niniejszy artykuł dotyczy rozdźwięku pomiędzy liberalną retoryką a społeczno- polityczną rzeczywistością współczesnych stosunków międzynarodowych. Autor twierdzi, że jakkolwiek liberalizm nadal zapewnia wiodącą perspektywę eksplanacyjną współczesne stosunki międzynarodowe są zbyt dynamiczne i skomplikowane aby można było zanalizować je wyłącznie w ramach liberalizmu, który zresztą popada w dogmatyzm. Z tego powodu, adekwatna analiza współczesnej demokracji oraz politycznych i gospodarczych aspektów współczesnych stosunków międzynarodowych jest niepełna, jeśli nie uwzględnia pewnych wniosków ze sfery realizmu, konstruktywizmu, a nawet postmodernizmu. Przykład transformacji demokratycznej w Europie Środkowo-Wschodniej doskonale obrazuje tę tezę. Liberalne reformy w regionie wciąż zderzają się z rygorystycznymi poglądami wywodzącymi się z socjalistycznej przeszłości. Liberalne wartości sąpoza tym zniekształcane i błędnie pojmowane. Wyjaśnianie tych procesów wykracza daleko poza liberalizm i analiza nawet samego wschodniego poszerzenia Unii Europejskiej byłaby bardziej wyczerpująca gdyby uwzględniła pewne odniesienia do realizmu, krytyki teoretycznej czy postmodernizmu. ; This paper refers to the gap between the liberal rhetoric and the reality of contemporary international relations. It maintains that liberalism remains a leading explanatory perspective, yet contemporary international affairs are too dynamic and too complicated to analyse them within liberal perspectives alone. In addition, liberalism tends to fall into dogmatism. Thus, the adequate analysis of today's democracy, as well as the political and economic aspects of contemporary international relations becomes incomplete without a reference to some realist, constructivist and even postmodernist conclusions. The example of the East-Central European democratic transformation clearly illustrates this thesis. The liberal reforms in the region still clash with the illiberal attitudes inherited from the communist past. Additionally, liberal values are misconceived and misunderstood. The explanation of those processes reaches far beyond liberal confines, and even the analysis of the Eastern enlargement of the European Union would be more complete with some realist, critical theoretical or postmodernist remarks added to it.

Organized crime did not arise suddenly, it is an occurrence that dates back to the nineteenth century. Its modern form is characterized by exceptional diversity both in terms of goods threatened by its impact, as well as the forms in which it manifests itself. The main area of threats are drug production and trafficking. It is a global problem and the links of organized crime groups cover the whole world, regardless of the system, political or economic situation of a given country. The international drug crime has been developed too rapidly and individual governments are not abble to cope with it. Countries have been confronted with joining forces and creating a strong legal instrument, based on international cooperation, which will be able to give the relevant national authorities the right powers to counter organized drug crime. The aim of the article is to present the legislative and institutional dimension of the fight against organized drug crime in the global, european and national perspective.

Publications in western specialized journals which describe the Russian Federation's international behavior have always followed a certain paradigm of international relations. The article is an analysis of opinions and beliefs held by commentators and analysts writing for "Foreign Affairs", based on their publications about the annexation of Crimea by the Russian Federation on march 2014. They have been scrutinized using three predominant theories of international relations: realism, liberalism and constructivism. The research proved that western commentators and analysts writing about the annexation of Crimea usually present a single paradigm of international relations. Moreover, they believe it to be the only effective tool in explaining countries' foreign policy, thereby depreciating the value and usefulness of other paradigms. ; Publikacje w zachodniej prasie specjalistycznej dotyczące zachowań międzynarodowych Federacji Rosyjskiej od zawsze wpisują się w jakiś konkretny paradygmat stosunków międzynarodowych. Artykuł jest analizą opinii i poglądów prezentowanych przez komentatorów i analityków publikujących na łamach "Foreign Affairs", przeprowadzoną na podstawie ich publikacji dotyczących aneksji Krymu przez Federację Rosyjską w marcu 2014 r. Przeanalizowano je przez pryzmat trzech teorii stosunków międzynarodowych głównego nurtu, tj. realizmu, liberalizmu i konstruktywizmu. W wyniku badań uzyskano potwierdzenie opinii, iż zachodni komentatorzy i analitycy zazwyczaj wyraźnie prezentują wybrany paradygmat stosunków międzynarodowych, pisząc o aneksji Krymu. Ponadto uznają, iż jest on jedynym skutecznym narzędziem wyjaśniania polityki zagranicznej państw, a tym samym deprecjonują znaczenie i przydatność pozostałych paradygmatów.

This book explores the issue of environmentally-induced migrations from the point of view of international human rights law, international humanitarian law, international refugee law and international law of statelessness. Last few years have become a period of unprecedented growth in the number of studies devoted to the forced migration caused by climate change. The book by professor Jane McAdam, published by Oxford University Press, differs significantly from previous studies in this area. The focus of the author became a state responsibility for the situation of climate-change induced displaced people with a particular focus on legal aspects of this problem. The basis of the author`s considerations are four particular areas of public international law: international human rights law, international humanitarian law, international refugee law and international law of statelessness. The issue of climate change-induced displacement is now becoming a growing challenge for public international law. The growing number of climate change migrants becomes a challenge for the international istitutions dealing with humanitarian assistance. Sea level rise become a factor of specific legal problems, such as climatic deterritorialization of the state, state succession on the new territory, the status of people forced to leave their country submerged under the waters of ocean (forced migrants?, refugees?, stateless people?, citizens of the former country continuing its status within a new territory?).

W artykule podjęto próbę analizy tego, w jaki sposób Unia Europejska odgrywa charakterystyczną dla siebie międzynarodową rolę tzw. "łagodnej potęgi" (soft power). W rozważaniachwzięto pod uwagę fakt, że UE oddziałuje na swoje otoczenie zewnętrzne za pomocą przede wszystkim środków o charakterze politycznym, dyplomatycznym, ekonomicznym, kulturowymitp., a nie poprzez zastosowanie "twardych" (hard) instrumentów przymusu (w tym siły zbrojnej). Koncepcja Unii Europejskiej jakosoft power posłużyła jako punkt wyjścia do prezentacjiinnych teorii bezpośrednio z nią związanych, w pierwszym rzędzie koncepcji UE jako civilian power, a następnie normative poweri innych teorii pochodnych. Uwzględniają one rozmaite aspekty specyfiki Unii Europejskiej jako unikatowego uczestnika współczesnych stosunków międzynarodowych, powstrzymującego się od wykorzystywania siły militarnej i promującegowartości demokratyczne. ; The article attempts to analyze how the European Union plays its distinctive international role as a so-called soft power. The paper takes into account the fact that the EU acts on its external environment using primarily of a political, diplomatic, economic and cultural means, and not through the use of 'hard' instruments of coercion (including the armed forces). The concept of the European Union as a 'soft power' serves as a starting point for the presentation of other theories directly related to it – in the first place the concept of the EU as a 'civilian power' and 'normative power' and other theories derivatives. They take into account various aspects of the specificity of the European Union as a unique participant in contemporary international relations, restraining from using military force and promoting democratic values.

W artykule podjęto próbę analizy tego, w jaki sposób Unia Europejska odgrywa charakterystyczną dla siebie międzynarodową rolę tzw. "łagodnej potęgi" (soft power). W rozważaniach wzięto pod uwagę fakt, że UE oddziałuje na swoje otoczenie zewnętrzne za pomocą przede wszystkim środków o charakterze politycznym, dyplomatycznym, ekonomicznym, kulturowym itp., a nie poprzez zastosowanie "twardych" (hard) instrumentów przymusu (w tym siły zbrojnej). This article deals with the concept of introducing international proverbs to the foreign language lesson. International proverbs can be a good way to improve language skills in at least two foreign languages with less effort by using the analogy between the languages. What is more the experience that the student gains by learning the first foreign language, can be used while learning the second and the next one. Moreover international proverbs, in regard of the European policy supporting multilingualism among the European citizens, help to achieve this goal. ; This article deals with the concept of introducing international proverbs to the foreign language lesson. Uporczywy trend centralizacji modelu federalno-regionalnego, zapoczątkowany za prezydentury Władimira Putina, spowodował powstanie nietypowej koncepcji centralnej koordynacji międzynarodowymi działaniami regionów. Pomimo dominacji Federacji Rosyjskiej nad regionami, nie jest to koncepcja utrwalona, ponieważ Kreml nie dysponuje wystarczającymi zasobami, głównie personalnymi, aby w pełni kontrolować sytuację polityczną w regionach. Wyłaniająca się koncepcja centralizmu wydaje się nie tylko szkodzić interesom poszczególnych regionów, ale podważać także siłę putinowskiego reżimu autorytarnego w dalszej perspektywie. ; The paper's aim is to explore the federal-regional model of relations as far as international activities of regions is concerned. A persistent centralization tendency, applied to the federal-regional model of relations and started under Vladimir Putin's presidency, has created an unusual concept of centralist coordination concerning the international activity of regions. Despite the federal dominance over regions, the concept is far from being consolidated, since the Kremlin lacks the resources, mainly human, to fully control the political situation in the regions. Yet, this evolving centralist concept seems to be detrimental not only to regions' interest, but also questions the strength of Putin's model of an authoritarian regime in the long term.
