Über lange Zeit galt Italien als Auswanderungsland par excellence. Erst seit Ende der 1970er Jahre ist es zunehmend zum Ziel internationaler Migration geworden. Entsprechende Zuwanderungspolitiken wurden erst seit den späten 1980er Jahren formuliert. Dabei bestimmte vor allem das Thema der irregulären Zuwanderung den politischen Diskurs. Die Mehrheit der Zuwanderer stammt heute aus Osteuropa. Daneben ist Italien aber auch ein Ziel von Flucht- und Asylmigration aus Afrika.

This paper deals with various issues concerning the establishment and inauguration of the first Croatian supplementary school in Italy, the shaping of the curriculum and the forming of heterogeneous learning groups. The paper also deals with the political aspect of the new institution. This school, located in Rome, has remained active to this day, with a curriculum that differs from the one in use in the Molise region, the home of the officially recognized Croatian national minority. The methodology is based on the analysis of the statistical data issued by the Italian Ministry of Education, of the legal regulations in effect at the time when the school was established, as well as today, and on the analysis of the pedagogical and linguistic theories by Bruner, Such, Widdicombe, Ivir-Ashsworth, Jelaska and Cvikić. The paper aims to show the modern and, indeed, progressive qualities of educational and cultural procedures in Croatian supplementary school in Rome, based on the principles set by the above mentioned authors. The task accomplished by the school is set in the context of creating/enforcing the national identity based on the cultural, historical, psychological and sociological principles, expounded by the monk Martinac, and by Fromm, Smith, Supek and Anholt. The establishing, organizing and functioning of the school is also analysed in consideration of the legal framework in the period from 1998 to 2015, as well as regarding the aspect of cultural diversity and cultural integration.
Die gesellschaftlichen Umbrüche und einschneidenden Veränderungen in Europa seit 1800 ließen eine baukünstlerische Suche nach einem Code für die Darlegung neuer, von bürgerlichen Imaginationen und Ideen geprägten Lebens- und Architekturmodellen entstehen. Anhand der orientalisierenden Architekturen Italiens aus dem Zeitraum zwischen 1800 und 1940 wird dieser Prozess aufgezeigt. Man begann die außereuropäischen Baukünste als eine Möglichkeit zu rezipieren, mit der man sich optisch von den absolutistischen Formen des Barock absetzte, die für die aufkommende Bürgermacht keinen passenden Symbolwert beinhalten konnten. Die Idee eines schillernden Orients, der unzählige Möglichkeiten zwischen der vom Verstand geprägten Wissenschaftlichkeit und der mythisch verklärten orientalischen Sinnlichkeit eröffnete, bot scheinbar auch einen Ausweg aus den Verstrickungen des Diktats der fixierten Strukturen. Dementsprechend sind die orientalisierenden Bauten im emotionalen Spannungsfeld zwischen gesellschaftlichem Eskapismus und der Entwicklung innovativer Vorstellungen zu finden. Dieser in der Architektur dokumentierte Verlauf der Begegnungen mit außereuropäischen Kulturen auf der Suche nach einem neuen architektonischen Ausdruck wird nach einem historischen Abriss auch für die Literatur, die Malerei und das Theater skizziert, um die weitreichende Entfaltung des Mythos Orient kontextuell nachvollziehbar werden zu lassen. Der Hauptteil der Analyse widmet sich den verschiedenen Intentionen der orientalisierenden Architektur anhand von beispielhaft ausgewählten Bauten, die einem Konvolut von ca. 200 dokumentierten Bauten entstammen. Obgleich nur die jüdischen Gemeinden orientalisierende Bauten zu Repräsentationszwecken schufen, finden sich die gerade auch im Außenbereich optisch hervorhebenden Forschungsobjekte zumeist im Umfeld von architektonischen Darlegungen nicht gesellschaftskonformen Lebenskonzepten und utopischen Ideen für Stadtplanungen. Spätestens ab 1880 wurde eine Sehnsucht nach Stabilität offenbar, die exotische Privatresidenzen, Badeorte und Heilzentren als Fluchtmöglichkeiten in Träume und Phantasien vor den Restriktionen der Zeit erscheinen ließen. Mit den Inspirationen der Massenvergnügungen, die in der städtischen Öffentlichkeit ein wichtiges Podium fanden, entstanden Bauten, die die zuvor als elitär zu verstehenden, exotischen Anlagen nun als kommerzielle Freizeitvergnügungen wie urbane Festinszenierungen, Lichtspielhäuser und Theaterbauten für den temporären Ausstieg aus dem Maschinenzeitalter umdeuteten. Die italienische Kolonialpolitik hinterließ bis in die 1930er Jahre Spuren in den entsprechend Bezug nehmenden orientalisierenden Pavillons internationaler sowie nationaler Ausstellungen und in Gartenanlagen, in denen der Aspekt der kulturellen Wertigkeit von besonderer Betonung war. Der Aufbruch in die Suche nach Manifestationen neuer Lebensumstände ist ein wesentlicher Beitrag, den die orientalisierende Baukunst leistete. Dieser wurde nicht nur durch die Auseinandersetzungen über Dekor und Konstruktionen geführt, sondern mindestens ebenso durch philosophisch-lebensanschauliche Überlegungen, die durch die Begegnung mit anderen Kulturen entstanden und die innerhalb eines transkulturellen Prozesses die Formierung einer zeitgemäßen Architektur in Europa beförderten. Nachdem zunächst die Ornamentik und einzelne Versatzstücke in die europäische Baukunst eingeflossen sind, begann zum Ende des 19. Jahrhunderts eine Faszination für die inneren Strukturen der orientalischen Architektur das Abendland zutiefst zu verändern, die zu einem Synkretismus führte, der teilhatte an der Ausbildung der modernen Architektur. Obgleich viele Vertreter der neuen Baukunst Rückgriffe konsequent ablehnten, konnten sie sich dennoch nicht endgültig lösen von den historischen Anlehnungen. Von der orientalisch-dekorativen Hülle bis hin zum hohen Grad der Durchdringung der westlichen Konstruktion kann die Intention des Objektes als restriktiv oder sich der Moderne annähernd gelesen werden, so dass man von unbedingt von differenzierten Orientalismen sprechen muss. An den mannigfaltigen orientalisierenden Architekturen Italiens konnte veranschaulicht werden, inwieweit die Begegnung mit fremden Lebensstrukturen tief greifende Umgestaltungen in der europäischen Kultur hinterlassen hat. Durch das Kennenlernen anderer Welten wurden westliche Grundwerte relativiert und neue Denkhorizonte eröffnet. Auch wenn häufig genug verschobene Bilder der außereuropäischen Realitäten präsentiert wurden, regte es zumindest dazu an, Projekte zu entwickeln, die die soziale Ordnung des Landes widerspiegelten und Anschluss an die Moderne des 20. Jahrhunderts fanden.
Erneut fanden sich Anfang Januar 2018 Meldungen über Erwägungen der polnischen Regierung, Reparationsansprüche gegen die Bundesrepublik für Schäden des Landes während der deutschen Besatzung im 2. Weltkrieg geltend zu machen. Nun sollten US-amerikanische Gerichte helfen, die Ansprüche durchzusetzen, so der polnische Botschafter in Deutschland, Andrzej Przyłębski. Einigen dieser Aspekte soll sich dieser Beitrag widmen.
Zusammenfassung "Battaglien. Studien zur Schlachtenmalerei des 17. Jahrhunderts in Italien" von Oliver Tostmann Die Dissertation untersucht die Entwicklung der Schlachtenmalerei während des 17. Jahrhunderts in Italien. In den ersten Dekaden entstand dort eine eigene Gattung, die sich allein der Darstellung von Schlachten- und Gefechtsszenen widmete. Darstellungswürdig wurden fortan Szenen, in denen anonyme Kombattanten auf einem unlokalisierbaren Schlachtfeld gegeneinander ankämpfen. Diese Gattung lässt sich zwischen den beiden Polen der Historien- und der Genremalerei einordnen. . Vor dem historischen Hintergrund des politischen Machtverfalls von italienischen Staaten widmet sich die Arbeit vor allem der Frage, welches Interesse Sammler und Auftraggeber an den Bildern hatten. Dabei fällt auf, wie unterschiedlich die Figur des Helden dargestellt wurde. Battaglien zeichnen sich nicht unbedingt durch die völlige Absenz eines Helden aus, sondern dieser konnte im Unterschied zum klassischen Historienbild in vielfachen Facetten dargestellt werden. Hinsichtlich der Sammler und bedeutendsten Auftraggeber, lässt sich die Schlachtenmalerei als eine aristokratische Gattung charaktisieren. Bedeutende Sammler von battaglien wie etwa Mathias Medici, Nicolo Sagredo und Dorothea-Sophie Farnese werden in der Arbeit vorgestellt. Die Entwicklung der Gattung wird anhand von herausragenden Bildern von Filippo Napoletano, Aniello Falcone, Salvator Rosa, Pietro da Cortona und Jacques Courtois nachvollzogen. Dabei wird der Einfluß von nordeuropäischen Vorbildern deutlich, die die Entwicklung in Italien stark prägten. Nicht nur kämpften zahlreiche bedeutende Auftraggeber und Sammler auf den Schlachtfeldern nördlich der Alpen, sondern zahlreiche aus dem Norden stammenden künstlerische Neuerungen wurden in Italien aufgesogen. Gdje su izvori i koji su razlozi procesa povijesnog revizionizma koji se od devedesetih sve jače i češće pojavljuje u raznim europskih zemljama i koje bi mogle biti njegove posljedice na odnose između zemalja članica Europske unije? Kako spriječiti sukob oko interpretacije povijesti koji utječe na samu srž pojma europske konfederacije? Članak pokušava dati odgovor na ta pitanja polazeći od analize razloga krize antifašizma, kao i drugih političkih i kulturnih faktora koji su ukorijenjeni u događajima iz devedesetih te s kraja Hladnog rata i rušenja komunističkih režima u srednjoj i istočnoj Europi. Konkretno istraživanje odnosi se na slučaj Italije, gdje se "bitka sjećanja" i revizionizma vodi oko tzv. fojbi, istarskih kraških jama u kojima je stradalo nekoliko stotina Talijana za vrijeme ustanka u jesen 1943. godine. Tijekom zadnjih dvadeset godina taj povijesni događaj, o kojem skoro nitko ništa nije znao i koji je imao marginalnu ulogu u širem kontekstu talijanskog sudjelovanja u Drugom svjetskom ratu, postao je povijesni mit sa svojim službenim "danom sjećanja", uzdignutim na razinu Dana sjećanja na Holokaust. Budući da je 2007. godine upravo oko sjećanja na fojbe došlo do diplomatskog sukoba između predsjednikâ Italije i Hrvatske, Giorgia Napolitana i Stjepana Mesića, sukoba koji je kasnije riješen potpisivanjem sporazuma o povijesnom pomirenju između Italije, Hrvatske i Slovenije u Trstu 2010. godine, fojbe su predstavljale izvrstan primjer analize "rata" na području interpretacije povijesti koji se nedavno pojavio u više krajeva Europe i koji ugrožava međunarodne odnose, ali i stanja unutar pojedinih država. ; Where are the sources and what are the reasons for the process of historical revisionism that emerged in many European countries in the beginning of the nineties? Is it possible to avoid conflicts around different interpretations of history that affect the core of the concept of European integration? The article is focused on the crisis of antifascist interpretation of the past in Italy, which is rooted in the events of the nineties. In particular, two events and processes have shaken the dominant discourses: the end of the Cold war and the collapse of communist regimes in Central and Eastern Europe. The focus of the research is on the Italian case, where the war of memories mainly revolved around the so-called foibe, the Istrian carsic caves in which hundreds of Italians perished in the Autumn of 1943. In the span of twenty years a historic event that only a few knew about and which played a marginal role in the bigger picture of the Italian engagement in WWII has been transformed into a historic myth with its official "Remembrance day" and put at the same level of importance as the memory of the Shoah. The new official politics of remembering the victims of the foibe has triggered a diplomatic crisis between Italy and Croatia, which has later been solved with the signing of a memorandum on historic reconciliation in Trieste in 2010 (jointly with Slovenia). The foibe case is here placed into a wider context of revisionism in interpretation of history of the Second World War and of immediate post-War events, which is currently happening in many parts of Europe – not only former Eastern Europe – and which may complicate bilateral relations between various countries, but also wider international relations.

Thus, mainly during the reign of Frederick II, they used to encourage members of the pro-svevian feudal nobility and of the prosperous urban elites in the north-eastern part of Italy to give alms and donations in favour of their order. Moreover, they motivated several of them to join the Teutonic order. Because of the scarceness of sources we don't know any details about the order's efforts to develop a good relationship to its potential donators and to the local political elites. Members of some properous families in the Veneto decided to join the order, part of them subsuquently being appointed in this region. For a short period in the beginning their presence was useful for the new convents because it made it easier for them to establish good relationship to parts of the local society. However, the presence of at least some of the local brethren in the order's establishments was not really helpful: Several years after the death of Frederick II the Italian members unintentionally got the order involved into the power struggles between Ezzelino III da Romano, the most famous partisan of Frederick II and the Svevians, and Ezzelino's ennemies. Anhand einer Untersuchung von Konflikten um das Theater im liberalen Italien diskutiert der Aufsatz den Einfluß der Eliten des Ancien Régime auf die Stadt- und Kulturverwaltung Bolognas, der ehemaligen Hauptstadt der Päpstlichen Legationen im untergegangenen Kirchenstaat. Ausgangspunkt der Fallstudie sind Reaktionen auf die Musik Giuseppe Verdis. Nicht nur die Idee Verdis als des Barden der italienischen Einigung erweist sich als eine spätere Konstruktion des Komponisten und seiner Anhänger. Darüber hinaus zeigt sich auch, daß viele seiner Werke, die nach 1848 zu Nationalopern wurden, auf Ablehnung stießen. Durch den Wandel des Repertoires im 19. Jahrhundert und auf Grund der städtischen Finanzen nach der italienischen Einigung konnten sich die Theater zudem immer seltener leisten, der Tradition entsprechend, innerhalb eines Opernabends sowohl eine Opera seria als auch ein Ballett zu geben. Das Opernhaus war nicht mehr die Bühne zur Selbstinszenierung des Patriziats, sondern wurde eine Institution der liberalen städtischen Kulturverwaltung. Auch wenn sie sich dem liberalen Italien nicht grundsätzlich entgegenstellten, setzten sich die aus den besten Adelsfamilien der Stadt stammenden Logenbesitzer gegen diese gesellschaftliche Neuordnung mit juristischen und finanziellen Maßnahmen zur Wehr. In Anbetracht dieser Reaktionen stellt sich die Frage, wie solide die liberale Bürgergesellschaft im ehemaligen Kirchenstaat verwurzelt war oder ob sich mit Arno Mayer nicht doch von einem Beispiel der "Persistence of the Old Regime" sprechen läßt. / Since the eighteenth century theatre and opera were in centre of cultural self-representation in Italy. This article examines societal and political conflicts around Italy's municipal theatres after Unification, based on the example of Bologna, the former capital of the Papal Legations in the lands of St. Peter. The article starts from the analysis of local reactions to the operas of Giuseppe Verdi. Initially, many of his works were not well received in Italy and occasionally they were even rejected on patriotic grounds. Other conflicts also characterised Italy's opera houses after Unification. As a consequence of the changing repertoire and the crisis of municipal finance many Italian theatres had to abolish the ballet during the intervals and after the performance of opera seria. Increasingly, the theatres lost their function as the backdrop for the self-representation of the urban patricians. Instead, for Italy's municipalities they became an important instrument of cultural policy, for the representation of cultural status and political values. Although they were not necessarily opposed to the idea of the liberal nation state, the aristocracy in the theatres' private boxes opposed the societal change affecting "their" old theatres. Their reaction to the changing repertoire and to the transformation of public theatres after Unification poses the question to what extent Italy had become a liberal civil society or if it is perhaps appropriate to analyse this case as an example for the "Persistence of the Old Régime" in the sense of Arno Mayer's influential thesis.
Mit Hilfe welcher Frames kommunizieren deutsche und italienische Abgeordnete die Europäische Union? Inwiefern unterscheiden sich die nationalen Vorstellungen und wie verändern sich diese im Zeitverlauf? Dies sind die zentralen Fragen der vorliegenden Arbeit. Sie betrachtet damit die Kommunikation politischer Eliten vor dem Hintergrund der Identitätssuche der EU. Anhand einer Frameanalyse wurden jeweils 20 parlamentarische Debatten aus dem Deutschen Bundestag und der italienischen Camera dei Deputati analysiert. Der Untersuchungszeitraum umfasst die Jahre 2000 bis 2007 und damit die Jahre der Ausarbeitung der Charta der Grundrechte der Europäischen Union bis zur Ratifizierung des Vertrages von Lissabon in beiden Ländern. Die Operationalisierung des Textmaterials erfolgte über ein zwei-stufiges Kategoriensystem, dessen erste Ebene der Codierung sich auf den Redebeitrag eines Abgeordneten, die zweite auf eine einzelne Aussage innerhalb einer Rede bezieht. Die inhaltliche Kategorisierung der Aussagen ist drei-stufig und in Frames, Unterframes und Idee-Elemente unterteilt. Der Schwerpunkt der Analyse ist qualitativ. Die induktive Erhebung ließ die Entwicklung und Veränderung von Kategorien absichtlich zu, um keine Informationen zu verlieren. Es wurden zehn Frames identifiziert: Die EU als Friedensmacht, Kulturelle Wurzeln, die Wertegemeinschaft, das soziale Europa, Demokratie, Kompetenzen und Interessen, Integration und Identität, die Herausforderungen der Globalisierung und Erweiterung, Europamodelle und die Grenzen der EU. Die Ergebnisse werden zunächst für jeden Frame einzeln sehr detailliert dargestellt, danach erfolgt ein Überblick zu den Frames und ihrer Gewichtung in beiden Ländern. Veränderungen und Entwicklungen des Diskurses werden dargestellt, Deutungshoheiten und Parteipositionen verglichen. Des Weiteren wird auf die Bedeutung nationaler Hintergründe eingegangen und die Art und Weise parlamentarischer Kommunikation bewertet. Es zeigt sich, dass die Europäische Union in beiden Ländern mit Hilfe derselben Frames kommuniziert wird, diese aber unterschiedlich stark ausgeprägt sind. Der jeweilige nationale Hintergrund beeinflusst die Darstellung der Argumente. Die aktuellen Probleme, der die EU gegenüber steht, werden in beiden Ländern am häufigsten diskutiert. So stehen die Fragen zur Erweiterung und zur Globalisierung an oberster Stelle. Als bedeutendste Entwicklung des Diskurses ist die Abwendung von der historischen Begründung der Union hin zur Deutung als starke Einheit in Zeiten der Globalisierung zu nennen. In Fragen der politischen Reform und der Identitätssuche dauert die Suche nach Antworten an. Die Parteien beanspruchen die Deutungshoheit für die Inhalte, die sie auch auf nationaler Ebene vertreten. Starke Kritik an der EU wird nur von Parteien des linken oder rechten Randes des Parteienspektrums geäußert. Die Analyse zeigte auf, dass die Vorstellungen von der EU, die Ziele und Erwartungen national unterschiedlich sind und eine Antwort, wie die Vielfalt der Union zu einen sein wird noch aussteht. ; Which frames do German and Italian members of Parliament use to discuss the matter of the European Union? How do national ideas about the EU differ? How did these ideas change between 2000 and 2007? This study examines the communication of political elites against the background of the European Union's search for a common identity. Using frame-analysis the author has examined 20 parliamentary debates of the German Bundestag and 20 of the Italian Camera dei Deputati. Those have been singled out of the debates on European issues hold during the years 2000 to 2007. This period covers the time from the elaboration of the Charter of Fundamental Rights of the European Union to the ratification of the Treaty of Lisbon in both countries. The category system employed to operationalize the text corpus consists of two levels: Level 1 codes the speech of the Member of Parliament as a whole. Level 2 refers to the single statement within the MP's speech that was entered in the code book. Statements are categorized into frames, sub-frames and idea-elements. The method focuses on a qualitative analysis. To reduce information loss, an inductive approach was used, which allowed to develop and modify the categories. The study identifies ten frames: 1) The EU as a power advocating peace, 2) cultural roots, 3) community of values, 4) social Europe, 5) democracy, 6) competences and interests, 7) integration and identity, 8) the challenges of globalization and enlargement, 9) models of the European Union and 10) its borders. In a first step the findings are presented in detail, in the second step an overview is given and the weighting of the single frames in both countries is shown. Shifts and developments of the discourse will be illustrated; prerogatives of interpretation and the positions of the different parties are compared. Furthermore the impact of the national background can be shown and the parliamentary way of communication evaluated. It can be illustrated that both the Italian and the German parliament use the same frames to communicate the European Union in both countries. However, the frames´ significance is varies depending on national backgrounds and how they influence arguments. The current problems that the EU faces are the most frequently discussed in both countries. Enlargement and globalization assume highest priority. The most significant development in the discourse is a shift from the union's historical justification of its interpretation as a strong entity in times of globalization. There is still a lack of answers concerning political reforms and identity construction. The parties claim the prerogatives of interpreting contents that they also cover in their national discourse. Only the extreme left and right-wing parties direct severe critique towards the EU. The analysis shows that the ideas about the EU, goals and expectations vary in Germany and Italy. A solution to the problem of unifying diversity in the union is still missing.
Der Schwerpunkt der Arbeit basiert auf einer retrospektiven Betrachtung des seit Jahrzehnten in Italien etablierten komplexen Beziehungsnetzwerkes zwischen Medien und Politik. Von seinen Anfängen im 19. Jh. bis einschließlich Mitte September 2006 werden die Konsequenzen dieser medienpolitischen Interdependenzen analysiert und kritisch hinterfragt. Ein weiterer Forschungsschwerpunkt liegt dabei auf der seit dem letzten Jahrzehnt virulent geführten Debatte über den Einfluss des italienischen Medienmoguls und Spitzenpolitikers Silvio Berlusconi auf die mediale Politikberichterstattung Italiens. Die vorhandenen Sprachbarrieren machen es allerdings oft nicht leicht, die Komplexität der italienischen Medien- und Politiklandschaft zu verstehen. Bei oberflächlicher Betrachtung kann dies rasch zu Fehleinschätzungen und -interpretationen führen, die in der gegenwärtigen Studie korrigiert werden. Neben einer fundierten Analyse der existierenden Fachliteratur zur Entwicklung der italienischen Massenmedien gründet die Studie auf einer detaillierten Berücksichtigung journalistischer Publikationen unterschiedlicher italienischer Tageszeitungen. Bei diesem literature review werden insgesamt 335 italienischsprachige Quellen berücksichtigt, von denen 128 Fachpublikationen sind. Mehrheitlich handelt es sich um soziologische, politik- und kommunikationswissenschaftliche Veröffentlichungen aus den vergangenen 15 Jahren. In Form eines chronologisch-deskriptiven Überblicks wird vor allem die Entwicklung des italienischen Fernsehsektors seit seiner Einführung 1954 bis zur Gegenwart nachgezeichnet. In diesem Kontext wird der Aufstieg Berlusconis zum Medienmogul und zum zweimaligen Ministerpräsidenten Italiens vor dem gesellschaftspolitischen Hintergrund skizziert und mit Interpretationen der italienischen Vergangenheit und Gegenwart abgeglichen. Dies erklärt letztlich auch die Herausbildung des Medienmonopols von Silvio Berlusconi und dessen Instrumentalisierungsversuche der Medien für seine politischen Zwecke. Die Arbeit gliedert sich in zwei Teile. Der erste Teil beinhaltet eine historisch-deskriptive Darstellung der seit Jahrzehnten bestehenden symbiotischen Verquickung von Medien und Politik in Italien (Kap. 1 bis 7). Hierbei finden politische, ökonomische, soziale und rechtliche Aspekte Berücksichtigung. Zudem stehen die unterschiedlichen Akteure des Mediensektors wie politische Parteien, Politiker, Journalisten, Medienunternehmen, Wähler sowie die katholische Kirche im Zentrum der Arbeit. Zum besseren Verständnis werden sie nicht isoliert, sondern in ihren vielfältigen Wechselwirkungen betrachtet. Da Berlusconi in den vergangenen vier italienischen Parlamentswahlen stets der Anwärter auf das Präsidentschaftsamt des Mitte-Rechts-Lagers war, werden die relevanten medienpolitischen Aspekte aller vier Wahlen zusammengefasst und erstmalig zueinander in Beziehung gesetzt. Im zweiten Teil werden Perspektiven für ein zukünftiges Forschungsvorhaben präsentiert, um die Qualität italienischer Hauptabendnachrichten in Bezug auf ihren tendenziösen Charakter zum Vor- bzw. Nachteil politischer Akteure bestimmen zu können (Kap. 8). Auf Basis des identifizierten Forschungsdefizits italienischer Studien wird ein idealtypisches Analysekonzept für künftige Studien entwickelt, das auf der empirischen Methode der Inhaltsanalyse beruht. Ein exemplarisch vorgestelltes Forschungsdesign soll dazu beitragen, zukünftig Erkenntnisse über die Qualität der politischen Fernsehberichterstattung in Italien gewinnen zu können. Dies erfolgt unter Rückgriff auf die kommunikationswissenschaftlichen Theorien: gatekeeper-, agendasetting-, framing-, bias-Ansatz und instrumentelle Aktualisierung. Das Ziel der Arbeit ist es, das Wechselspiel und die Einflussversuche unterschiedlicher Akteure des italienischen Mediensektors in ihrem historischen Kontext darzustellen. Hierbei interessieren vor allem die zentralen Konfliktfelder und Entwicklungslinien, die im Rahmen der medienpolitischen Verflechtungen Italiens zu konstatieren sind. Mittels eines umfassenden reviews der italienischen Literatur sollen die vorhandenen Sprachbarrieren überwunden und der deutschsprachigen Leserschaft gezielt soziopolitische Zusammenhänge des modernen italienischen Journalismus und seiner historischen Entwicklung zugänglich gemacht werden. Ein weiteres Ziel besteht darin, den Kenntnisstand über italienische Studien zum engen Netzwerk aus Medien und Politik zu erhöhen. Insgesamt wird eine systematische Aufarbeitung der medienpolitischen Charakteristika Italiens sowohl aus inländischer als auch aus ausländischer Sicht geliefert. ; The controversy about the role of the mass media in Italy's political landscape has generated a heated debate among the academia, the media, intellectuals, journalists, politicians, the church, and civil society alike. By the turn of the new millennium, there has been an increasing public concern about who is doing what, when and how regarding the role of the mass media and political entrepreneurs in shaping public opinion about crucial issues that directly affect the life of the citizenry. On both sides of the Atlantic the role of the media has set path breaking and innovative approaches in motion for handling major political events such as elections, assessing the general performance of the ruling party and even acting as watchdogs on the moral character of leaders and party functionaries. Especially in Italy, where media manipulation and spin-doctoring have pervaded the socio-political and economic fabric, news reporting has assumed dimensions that are now being questioned by the wider society. People all around the world have a suspicious view on the potential influence of Silvio Berlusconi- media on Italian politics and at the same time of his politics on the Italian media. This is partly due to the information they are exposed to by the media itself. The news reporting of the international press scene is characterized by a certain kind of "hysteria" concerning the assumed influence on Italian voters by the majority of Italian media being controlled by one person: Silvio Berlusconi. Especially the greed of the yellow press for sensational reporting lets the danger of manipulating political news reporting appear immediate. Most of the time this reporting manner is quite different from the accounts given by the high quality press which normally uses a trenchant, but less emotional and therefore more fact-centred news reporting style. The role of ex-Prime Minister Silvio Berlusconi as a powerful media tycoon and political leader of the Italian right wing offers a concrete case for explaining the main features of the Italian media system. This paper sets forth to investigate the interlocking role between mass media and politics in Italy. The core agenda of the work delineates the historical development of the media sector from its beginning in the early 19th century to the present. Furthermore, some of the key controversies such as views on certain conflict-riddled issues, and the respective positions taken by influential actors, as well as views and opinions held by renowned experts on the field are presented in a systematic way. About 335 Italian publications are thoroughly reviewed to offer access to the German academic community. This review has revealed some deficit as evidenced by relatively low attention paid to qualitative research methods in a field traditionally over flooded with quantitative empirical techniques and approaches. As a result, based on the current standard of knowledge of state-of-the-art there exits a deficit regarding the systematic and scientific investigation of the close confines between mass media and politics in Italy that takes qualitative characteristics into account. Future research agenda should therefore place more emphasis on qualitative factors. Consequently, it has become imperative to level the research terrain with supplementary approaches, so as to ensure some degree of balance and complementarity among existing theories and approaches for analysing the crucial interface between mass media and politics. By applying content analysis as a standard methodology in the social sciences a contribution to the above mentioned research deficit is made by presenting a theoretical concept for a profound future case study on the quality of news reporting on Italian television. The theoretical and methodological proposals put forward in this particular study are meant to stimulate future research. All this calls for a bi-national collaboration between German and Italian mass media communication scientists. The objective is to provide more insight about the need to incorporate extensive comparative analysis in the scientific domains of mass communication and politics.
