AbstractIn the elaboration of the plans for the military bases, built by Americans and Spaniards in Spain in the 50s, the American military design manuals were used. That was one of the first times the Spanish architects drew plans from constructive catalogues. The architectural firms, the engineering companies and the construction companies adapted this way of working, considerably different from what they were used to do and they learnt the American way of representation.The American plans had a high level of precision, they used their own codes, complicated verification systems, their own symbols, lines and materials and they had the additional difficulty that every text should be both in English and Spanish.This article offers some objective references about a change of methodology process, trying to contribute to the analysis of the relation between the existing architecture and the method it was represented. At the same time, we try to show the repercussions that the work of the Spanish architectural firms together with the Americans had in their change of methodology, especially in the graphic representation of the plans.

ResumenA raíz de los Pactos de Madrid de 1953 se construyeron en España diversas bases militares llevadas a cabo por personal español y estadounidense. En la elaboración de los proyectos de edificación se utilizaron los manuales de diseño desarrollados por el Ejército americano. Fue una de las primeras veces en las que, en nuestro país, se dibujaban los planos a partir de catálogos constructivos. Los estudios de arquitectura, las empresas de ingeniería y las constructoras españolas debieron adaptarse a un sistema diferente al habitual y aprender los métodos norteamericanos de representación.Los planos estadounidenses contaban con un nivel de precisión elevado, utilizaban códigos propios, complejos sistemas de verificación de lo dibujado, una simbología, un grosor de línea y una definición de materiales también propios, y además contaban con la dificultad añadida de que todos los textos debían estar escritos en inglés y español.El presente artículo ofrece unas referencias objetivas, referidas a un proceso de cambio metodológico, que puedan contribuir al análisis de la relación existente entre la arquitectura realizada y el método según el cual esta ha sido previamente representada. Se pretende poner de relieve las repercusiones que aquella cooperación con los norteamericanos tuvo sobre la dinámica de cambio de metodologías de trabajo, en particular sobre los métodos de representación gráfica de los planos, de los estudios de arquitectura españoles involucrados.

This article analyzes the nature of the conflict generated in South America by the adoption of the new military agreement between the U.S. and Colombia. The article will evaluate the political and the geostrategic implications of this agreement, especially its repercussions for the regional integration process of South America. It will also analyze the stances of the local actors in order to consider prospective scenarios, and will assess the U.S. approach to South American integration under the Obama administration.
This work emphasizes the change that occurred in the diplomatic relations between the United States and Spain from 1945 until 1953. At the end of World War II the Spanish Government was a political target for international condemnation. This was due to the natura and character of Franco's dictatorship in Spain. it was a Government based on totalitarianism which resembled some characters of the Axis powers during World War II. As Franco did not undertake any liberal changes in his Government, Spain became an isolated country from the rest of the famüy of Western nations. But relations between the United States and the Soviet Union worsened during these first years of the Cold War. In 1950, the Korean War gave tne American Government a conclusive sign of the spread of communism in the worid. The United States already had military bases at many strategic points around the worId, but it did not have any in the Iberian Península. Spain seemed the perfect place to establish American bases in order to counter-attack a possible Soviet Invasión of Western Europe. By 1953 Spain was suffering economic difficulties at home and needed Intemationeri respectability for its political regime. With the signing of the Pacts of Madrid, Spain gained some respectability and economic aid, and the United States achieved the rights to undertake the construction of the military bases.

La Republica de Panama se enfrenta a su destino. El 31 de diciembre de 1999, EEUU se retirara del Istmo despues de un siglo de ocupacion militar. Al mismo tiempo, le hara formal entrega del Canal de Panama al gobierno nacional que asumira la responsabilidad de administrarlo. Los retos que enfrenta Panama tienen que ser resueltos con eficacia. Para ello es fundamental que la direccion del pais proceda con cautela en su politica exterior y con una gran dosis de unidad en su politica interna. En la presente entrega de la revista se analiza la cuestion de las bases militares en cinco articulos de especialistas que manejan diferentes perspectivas. (Tareas/DÜI)
Ontoanthropology, a research program proposed by the Unilibrista [Libre University] School of Thought, is interested in readdressing the question of man's existence. This question is addressed, first of all, in a generic, universal sense, and then transferred to the historical conditions of a society, a culture, or an individual. This paper is an attempt to make progress towards an understanding of our reality in Latin America, based on its principal ontological category: racial blending. What is the fate of these peoples whose inclusion in history is the result, not of a meeting of cultures, but rather of the imposition of a concept of the world that was foreign to their origins and to their ancestral links with nature? This is the question whose answer has been long in coming due to the heavy burden of Christianity and the submission of our intellectual elite to Western thought. This article takes, as its point of reference, the proposal for a new anthropological vision based on ontology; in other words, an understanding of human actions and social phenomena based on the original constituents of human nature. It then examines the event that resulted in the incorporation of the American continent into the history of the Western world. It discusses the views of some thinkers who have set themselves the task of deciphering the most relevant aspects of the idiosyncrasy of peoples who forged their destiny in the hazy and contradictory framework of a collective, native, naturalistic, and animistic psychology that has been by dominated and ruined by an adverse religion in the past as well as by today's social and political institutions determined by liberal individualism and a push for modernization, endowed with rationality but lacking a sense of community-based self-assertion. ; La Ontoantropología, programa de investigación propuesto por el grupo Escuela de Pensamiento Unilibrista, se interesa por abordar de nuevo la pregunta por el ser del hombre. Primero, en sentido universal, genérico, para luego trasladarlo a las condiciones históricas de una sociedad, una cultura o un individuo. Este artículo es un esfuerzo por avanzar hacia la comprensión de nuestra realidad latinoamericana a partir de su principal categoría ontológica: el mestizaje. ¿Cuál es el destino de estos pueblos cuya inserción en la historia es el resultado no de un encuentro de culturas, sino de la imposición de una concepción del mundo extraña a sus orígenes y a sus vínculos ancestrales con la naturaleza? Esa es la pregunta cuya respuesta se ha dilatado en el tiempo a causa de la pesada carga del cristianismo y de la sumisión de nuestras élites intelectuales al pensamiento occidental. Este artículo toma como ángulo de referencia la propuesta de una nueva visión antropológica con base en una ontología, es decir, la comprensión de la acción humana y de los fenómenos sociales a partir de los componentes constitutivos de su naturaleza originaria.
