El present assaig examina alguns dels enfocaments crítics i teòrics en l'àrea dels estudis de la memòria històrica i de la identitat que han sorgit com a resposta als reptes culturals contemporanis resultants de les transformacions polítiques i socials que s'han esdevingut de manera global durant les darreres dècades. L'assaig es centra en el cas pràctic del paper de la memòria històrica en la formació d'identitats col·lectives en l'Espanya contemporània, en el període posterior a la dictadura i en la subsegüent transició política. L'estudi explora de manera concreta l'ús del trop dels fantasmes en la literatura i el cinema espanyols contemporanis com a forma simptomàtica l'espectralitat del passat col·lectiu reprimit. ; Este ensayo examina algunos de los enfoques teóricos y críticos del campo de la memoria histórica y los estudios sobre la identidad que han surgido como respuesta a los retos culturales contemporáneos resultantes de las transformaciones políticas y sociales que se han sucedido en el mundo en las últimas décadas. El ensayo se centra en un estudio práctico del papel que ha tenido la memoria histórica en la formación de identidades colectivas en la España contemporánea, el período post-dictatorial y la posterior transición política. Asimismo, este estudio explora, en particular, el uso del tropo de la aparición de fantasmas en la literatura y el cine español contemporáneos como una forma sintomática de espectralidad de un pasado colectivo reprimido. ; This essay examines some of the critical and theoretical approaches in the area of historical memory and identity studies that have emerged as a response to the contemporary cultural challenges that have resulted from the social and political transformations which have taken place globally in the last decades. The essay narrows its focus to a case study of the role of historical memory in the formation of collective identities in contemporary Spain, in the aftermath of the dictatorship and the subsequent political transition. This study explores in particular the use of the trope of haunting ghosts in contemporary Spanish literature and cinema as symtomatic form of spectrality of the repressed collective past.

Triangelu horrek legez kanpokoa homo sacer gisara eraikiko du subjek(tifika)zio teknologia ezberdinen bitartez. ; This article attempts to provide some keynotes in trying to understand the construction of the Spanish State and it's Basque terrorist outlaw. The Nation State's institutional discourses such as the ZEN plan (1983), Ararteko's analysis (2009) or Ertzaintza's antiterrorist website (2011) become indispensable tools for the community's construction. These texts lead to an interpretation of discipline, sovereign power and governmental management through the subjec(tifica)tion technologies that build the outlaw as Homo Sacer. ; Este artículo trata de proporcionar algunas claves en un intento de comprender la construcción del Estado Español y del terrorismo Vasco al margen de la ley. Los discursos institucionales como el plan ZEN (1983), el análisis de Ararteko (2009) o la página web antiterrorista de la Ertzaintza (2011) se convierten en herramientas imprescindibles para la construcción de la comunidad. Estos textos nos conducen a una interpretación de la disciplina, del poder soberano y la gestión gubernamental a través de las tecnologías de su(b)je(tiva)ción que construye el fuera de la ley como Homo Sacer. ; Aquest article tracta de proporcionar algunes claus per intentar entendre la construcció de l'Estat espanyol i la del terrorista basc proscrit. Els discursos institucionals de l'Estat, com ara el plan ZEN (1983), l'anàlisi d'Ararteko (2009) o la pàgina web antiterrorista de l'Ertzaintza (2011) esdevenen eines indispensables per a la construcció de la comunitat. Aquests textos porten a una interpretació de la disciplina, el poder sobirà i l'administració governamental a través de les estratègies de subjec(tiva)ció que fan del proscrit un Homo Sacer.

En este trabajo se examinan algunas cuestiones en torno al proceso de «constitucionalización» del Derecho comunitario. En primer término se abordan los problemas nominales que han acompañado al Tratado de Lisboa y a su precursora, la malograda «Constitución europea». En segundo lugar, se abunda en la denominada «tesis del no demos», que parece haber sido la vencedora, al menos a nivel del discurso teórico, tras la firma del Tratado de Lisboa. En la última parte del trabajo, se afronta de modo sucinto, la cuestión de la ciudadanía europea en relación con este proceso de constitucionalización. En general, la tesis central del trabajo puede ser resumida del siguiente modo: la Unión Europea no se puede subsumir ni explicar bajo los conceptos que se han empleado tradicionalmente para el Estado Nación. ; This paper examines some issues connected to the process of «constitutionalization» of European Community law. First, the denomination problems that have accompanied the Treaty of Lisbon and its predecessor, the ill-fated «European Constitution», are addressed. Second, the socalled «no demos thesis» is analyzed. This thesis seems to have been successful, at least at the level of theoretical discourse, following the signing of the Treaty of Lisbon. In the last part of the work, the question of European citizenship in relation to the constitutional process is addressed. In general, the central thesis of the work can be summarized as follows: the European Union cannot be subsumed or explained under the concepts used traditionally to refer to the Nation State.

La crisi financera i econòmica mundial que viu el món globalitzat des de l'estiu de 2007 planteja la qüestió de si estem davant de la fi d'un cicle o de la fi d'un model, i posa en evidència la necessitat d'un profund debat d'idees. A banda de les causes immediates de la crisi, s'observen causes profundes que són, principalment, resultat d'un període de globalització econòmica neoliberal. Si l'efecte de la crisi als països del Nord és evident i palpable, el seu impacte als països menys desenvolupats és devastador, la revisió del Consens de Monterrey, encaminada a concretar el finançament per a l'assoliment dels Objectius de Desenvolupament del Mil·lenni, va quedar frustrada pel naixement del G20. L'abordatge polític de la crisi posa en qüestió els lideratges mundials. Si bé el G20 va voler monopolitzar el debat, finalment les Nacions Unides, de la mà del president de l'Assemblea General, el pare d'Escoto, va poder convocar la Conferència sobre la Crisi Financera i Econòmica i els seus Efectes Sobre el Desenvolupament (juny de 2009). Malgrat que els seus resultats són molt menors, i no s'hi van acordar moltes de les recomanacions del mateix president i de la Comissió Stiglitz, les conclusions de tot plegat apunten a una imprescindible reforma del sistema i de la governança de l'economia financera mundial. El "G192", es va posar, doncs, sobre la taula un model de governança democràtica mundial per abordar un crisi global d'impacte sobre la ciutadania mundial. The financial and economic crisis that has been rocking the globalised world since the summer of 2007 raises the question of whether we are looking at the end of a cycle or the end of a model and highlights the need for a thorough debate of ideas. In addition to the immediate causes of the crisis (such as the bursting of the housing bubble and the toxicity of the financial markets), several deep-rooted causes can be found, most resulting from a period of neo-liberal economic globalisation. Whilst the crisis has had a clear and tangible impact on the countries of the North, it has been calamitous for less developed countries. The damage is compounded by the fact that the review of the Monterrey Consensus, intended to find the necessary financing to achieve the Millennium Development Goals, was thwarted by the emergence of the G20. The political hijacking of the crisis casts doubt on global leadership. Although the G20 monopolised the debate, in the end, the United Nations (UN), under the leadership of the president of the General Assembly, Father Miguel d'Escoto, managed to convene the Conference on the World Financial and Economic Crisis and Its Impact on Development (June 2009). Despite the conference's modest results and the fact that no agreement was reached on many of the recommendations made by the president or the 'Stiglitz Commission', the conclusions as a whole point towards a crucial need to reform the system and governance bodies of the global financial economy. Historical writing has emphasized that Spanish rule was considered legitimate in the American colonies until the beginning of the 19th century. Th is was also the case for subaltern groups. But the question how political order in rural regions could be stabilized is less clear. Th e article seeks to shed light on this question by investigating the role of local crown offi cials in the province of Oaxaca in New Spain. It particularly emphasizes the symbolic dimension of their performance in fulfi lling their job. ; En la historiografía se enfatiza que la dominación española en las colonias americanas se consideró legítima hasta principios del siglo xix, y esto es válido para las clases subalternas también. Sin embargo, todavía no queda muy claro cómo se consolidó el orden político en el medio rural y en las comunidades indígenas. En este ensayo la mirada se detiene en los funcionarios del gobierno local en la provincia de Oaxaca, en el virreinato de la Nueva España, a fi n de responder a este interrogante a partir de un análisis de la dimensión simbólica de su gestión administrativa.

Anti-fascism makes working or fighting against fscism the top priority, and two basic types of anti-fascism emerged in Europe and North America from 1936 to 1945. The first was revolutionary; the second was conservative and even counterrevolutionary. From the Munich Agreement to the fall of France, and in the face of strong isolationist opposition, US counterrevolutionary anti-fascists—who are usually labeled "interventionists" in the historiography—articulated to an increasingly sympathetic public how fascist regimes jeopardized the United States' national security and way of life.

This article compares three small, stateless, city-regional nation cases of Scotland, Catalonia, and the Basque Country after September 2014. Since the referendum on Scottish independence, depending on its unique context, each case has engaged differently in democratic and deliberative experimentation on the «right to decide» its future beyond its referential (pluri)nation(al)- states in the UK and Spain. Most recently, the Brexit referendum has triggered a deeper debate on how regional and political demands by these cases could re-scale the fixed (pluri)nation(al)-states' structures while even directly advocating for some sort of «Europeanization». Based on a broader research programme on comparing city-regional cases titled «Benchmarking City-Regions», this paper argues that the differences in each of these three cases are noteworthy. Yet, even more substantial are their diverse means of accommodating smart devolutionary strategic pathways of self-determination through political innovation processes among pervasive metropolitanisation responses to a growing «post-national urbanity» pattern in the European Union. Thus, the paper examines: To what extent are the starting points of the levels of «smart devolution» for each case similar? What are the potential political scenarios for these cases as a result of the de- or recentralisation strategies of their referential (pluri)nation(al)-states? What are the most relevant distinct strategic political innovation processes in each case? Ultimately, this paper aims to benchmark how Scotland, Catalonia, and the Basque Country are strategically moving forward beyond their referential (pluri)nation(al)-states in such a new European geopolitical pattern we can call «post-national urbanity» by formulating devolution, and even independence, in unique metropolitan terms.

Com la seva generació, Valls és marcat per la Guerra Civil i la repressió franquista. Per això veié la humanitat des del realisme polític pessimista i agonista; i cercà fonamentar filosòficament un «nosaltres» que acabés amb la lluita de tots contra tots. Analitzem els seus atacs als «nosaltres» construïts sobre la classe, la cultura o nació, la societat civil o el «jo» individual, l'emotivisme i el moralisme, que són impotents i alimenten el natural «agonisme» humà. A canvi, Valls primer va creure trobar el «nosaltres» en l'Església, però se'n desmarcà radicalment i només confià en una versió hegeliana de l'Estat. En aquest article, fem un balanç de l'obra i la docència acadèmica del professor recentment desaparegut ; Like the rest of his generation, Valls was marked by the Spanish Civil War and the Francoist repression. Therefore he viewed humanity from realpolitik, pessimistic and agonistic; he searched to give a philosophical base to an "we" which would end the struggle of one against another. We analyze his attacks on "we" built on class, culture or nationality, civil society o the "I" individual, emotivism or moralism, which are impotent and feed the natural human "agonism". Instead, Valls first thought he'd found the "we" in the church, but then changed radically and only trusted the Hegelian version of the state.
