Call for Panels for a Conference in Marburg on November 9–11, 2024. Deadline: May 1, 2024

A team of seven African presidents led an initiative in mid-June 2023 to attempt to make peace in the ongoing Russia-Ukraine war. For most observers, this intervention raised interesting questions: How can states from a continent ravaged by wars and conflicts have the courage, credibility, and conviction to intervene in a European conflict? Moreover, how can countries without power and leverage intervene in a conflict in which other more powerful actors have failed? What did they expect to achieve from this intervention? This article suggests that the African team sought to invoke the dire economic consequences occasioned by the Russia-Ukraine conflict on Africa to exert moral leverage on the disputing parties to end the war. Combined with the desperate economic situation, the African leaders found strength in their neutrality to make a case for a peaceful approach to a conflict that has had global ramifications. The initiative did not seek to mediate the conflict; rather, it was a modest diplomatic plea for peace in the face of a deteriorating situation.

Dieser Beitrag geht der Frage nach, welchen Nutzen das politics of scale-Konzept für die Interventionsforschung haben könnte. Im Rahmen internationaler Interventionen greifen externe Akteur*innen in einen Konfliktkontext ein, trennen kämpfende Seiten voneinander, bringen sie an den Verhandlungstisch und stoßen umfassendere Transformationsprozesse an, die Peacebuilding, Statebuilding und Entwicklung zum Ziel haben. Für Intervenierende stellt sich dabei die Frage, welche Akteur*innen, Institutionen oder Strukturen sie im Land unterstützen sollen. Der Beitrag diskutiert anhand der Interventionen in Bougainville und Sierra Leone Beispiele für eine unterschiedliche Schwerpunktsetzung internationaler Akteur*innen. Er zeigt auf, dass die Konstruktion bestimmter Maßstabsebenen (scales) als Ort einer Intervention wichtige Auswirkungen auf die Ausgestaltung der Intervention sowie den Post-Konflikt-Transformationsprozess insgesamt haben kann.

Am 08. März 2023 wurde Ilwad Elman mit dem Hessischen Friedenspreis 2022 der Albert-Osswald-Stiftung ausgezeichnet. Über ihre Projekte setzt Elman sich gemeinsam mit ihrer Mutter unermüdlich für die Rechte und den Schutz von Minderheiten, Frauen und Kindern in Somalia ein, um einen nachhaltigen Frieden in dem Land am Horn von Afrika zu erreichen.

PRIF awarded this year's Ernst-Otto Czempiel Award to political scientist Roger Mac Ginty. In doing so, the jury recognizes his 2021 monograph "Everyday Peace: How So-Called Ordinary People Can Disrupt Violent Conflict", in which Mac Ginty explores how people in conflict zones can resist and disrupt totalizing war logics in everyday actions - even in combat. As the jury stated the author focuses a central peace policy problem and takes an extraordinarily innovative and transdisciplinary approach to it. The prize was handed over at PRIF's Annual Conference on October 12, 2023. Professor Eva Senghaas-Knobloch, member of the jury together with Dr. Jörn Grävingholt and Professor Jonas Wolff, held the laudatio that is published here.

Diskussionen über solche "Kernbegriffe" sind unerlässlich. Um gemeinsam wissenschaftlich arbeiten zu können, muss aber ein gemeinsames Verständnis über die verwendeten Begriffe und ihre Definition gefunden werden. Antarctic diplomacy has famously shielded the continent of peace, science, and environmental protection from outside conflict and war. This "exceptionalism" is now being tested by Russia's war against Ukraine and the belief that international strategic competition between great powers is spilling over into the Antarctic. In order to keep the Antarctic exceptional, however, it would be wise to refocus on what has made Antarctic diplomacy so successful in the first place: cooperation in order to compete, or "co-opetition."

The environment is not a silent victim in Russia's war against Ukraine; the long-term threats for the people of Ukraine are already visible. The environmental dimension of the war has been documented from early on. In this respect, the war is a model for future military conflicts. President Zelenskyy emphasized in his peace plan that green reconstruction is an essential element for a just and sustainable future. Green reconstruction, as every reconstruction, needs international support and local engagement. In this blog post, we identify the conditions that must be met to ensure that local groups are empowered and new international dependencies are avoided.

Der Beitrag A Green Recovery for Ukraine: How to Avoid the Trap of Green Colonialism? erschien zuerst auf PRIF BLOG.

Bosnia & Herzegovina (B&H) is notoriously hard to govern. Scarred from a bloody war in the 1990s after the collapse of Yugoslavia, the country's constitutional order emerged in international peace talks in the United States. What later became famous as the Dayton Peace Agreement (DPA) might have stopped the war but, in our opinion, sowed the seeds for complex democratic problems today. As we will show in this text, the ECtHR's judgments represent a false hope for democracy in B&H, because ethnopolitical parties in B&H will not agree on how to implement the ECtHR's judgments and the Office of the High Representative will not take a more active role in this context. We therefore argue against an earlier contribution on this blog by Woelk (2023), who suggested that the solution for the implementation of the ECtHR's judgments should come from within the country, as we will show, ethnopolitical actors do not have a real interest in implementing these judgments. To put it bluntly, change from within is, alas, pie in the sky. It is much more likely that nothing changes and the powers that are remain the powers that will be.
