In numerous European countries, majority nations and national minorities that live in them, aware of the complexity of relations between majorities and minorities in the ethnic sense, and the ensuing dangers, have engaged in mutual accommodation and compromise, thus fashioning certain models of coexistence. Constitutional provisions of European states prove that there is no single model of the recognition of the rights of national minorities. Still, European states may be divided into three groups. The first group includes those states which advocate the constitutional principle of the integral nation and refuse to recognize any other ethnic origin of their citizens. The second group comprises those states which do not divide its ethnic communities into majority and minority ones, which practically means that they do not recognize the category of the national minority; they protect the ethnic identity of their members by dividing their equal citizens by the languages they use. The third group includes those countries which recognize the notion of the majority nation and national minorities. This group has elaborated the provisions regarding the rights of national minorities, particularly the protection of their national, cultural, religious and linguistic identity, with major differences in the scope of individual rights. Religion and religious communities as active components of each social and cultural set and as major factors in its functioning, may contribute to social processes and relations or affect them both integrationally and disintegrationally. The paper lays out the theoretical and methodological grounds (functionalism) for the analysis of these processes and relations. As the examples of the integrational influence on the social and political processes in Croatia following all the social and political changes, we can mention the activities of the Catholic Church (particularly in the diaspora) and, to a degree, those of the Pentecostal Church, while the disintegrational influence was exemplified by the activities of the Serbian Orthodox Church. The text also includes a comparative analysis of the empirical data obtained from two studies carried out in Croatia (based on several partial indicators), which indicate a marked turn towards religiosity. Highlighted are possible individual and social aspects of these changes as well as the need for a complex and systematic monitoring of the religious developments in Croatia, the results of which might point to the possible integrational or disintegrational potentials of this "new religiosity" within broader social framework. In this paper, we focus on terrorism through the criminal legislation of Bosnia and Herzegovina. In the existing scientific fund, professional literature, various organizations, institutions, political entities, there is not a sufficient degree of agreement to be able to form a court that there is, in general, a generally accepted definition of terrorism. On the other hand, given the various activities and actions, results, effects and consequences of terrorist organizations and terrorists, we must state that there is a very high degree of agreement, that terrorism is one of the biggest security and security threats today. The growing increase in terrorist actions and threats has led to the implementation of new legislative norms in order to better counter terrorism. Organized crime at the international level and terrorist activities increasingly require the connection of states, international organizations through Conventions, Resolutions or Laws. Terrorism acts ambivalently and as a threat to the stability of society, states and their development on a global level. The expansion of terrorism over time has surprised many organizations, institutions, whose goal is to preserve security, where the need for reforms has arisen. Through the laws in Bosnia and Herzegovina, we will see how the legislator has solved the issue of terrorism and what are the consequences for those who do not adhere to them.
Nothing is more prone to errors than newspapers. Croatian newspapers (dailies, magazines and a few journals) were studied during a several- month period in 1997. The review is not comprehensive, nor have all the pages been scanned, since this would require a sort of analysis for which there were no necessary funds nor researchers. Nevertheless, the picture of the typical newspaper errors is all-inclusive. The errors which are a result of haste, hard working conditions and obsolete technology are bearable and excusable. However, flagrant carelessness shows disrespect for readers and the profession. Even worse is ignorance. Journalism is advancing fast, but there are certain well-known basics which can be easily learned. There is no excuse for ignorance-based errors, as there is no justification for a surgeon who would - due to ignorance - amputate a healthy instead of a diseased leg. But, what to say about the intentional, deliberate distortion of facts? It is unforgivable not to inform the public about the opinions of the President or the Governor of National Bank or to give a true dimension to a crime. This side of journalism must be rectified by educated professionals who respect the rules of the profession and whose primary concern are not ideological connotations and drifts. (SOI : PM: S. 198)
Ова књига садржи студије настале на основу излагања на међународном скупу Музичке праксе Балкана: етномузиколошке перспективе, одржаном новембра 2011. године у Београду. Организовањем скупа желели смо, пре свега, да као домаћини међународног скупа допринесемо учвршћивању постојећих контаката међу истраживачима који се баве музикама Балкана, као и да пружимо могућност за нова професионална познанства. У проблемском смислу, намера нам је била да створимо прилику за преиспитивање и унапређивање сопствених учешћа у етномузикологији, да дискутовањем о различитим истраживачким стратегијама примењиваним на балканске музичке праксе у новије време допринесемо унапређењу њихових истраживања, као и да скретањем пажње на специфичне проблеме, али и вредности етномузикологије, односно "националних етномузикологија" на Балкану учествујемо у ефикаснијем укључивању "малих" дисциплинарних заједница у светско етномузиколошко друштво. Овакве, у извесном смислу опште потребе, потенциране су околностима развоја етномузикологије у Србији, посебно последњих деценија. Интересовања за традиционалну народну музику изражена кроз записе о њој, њено нотирање и снимање, а потом и прве студије образованих музичара, махом композитора, у Србији су (тек) 1948. добили институционално окриље оснивањем Музиколошког института Српске академије наука (данас Српске академије наука и уметности – САНУ). Од оснивања до данас то је државна установа, те је начин рада условљен државним културним и научним политикама, а обим научне продукције кључно је одређивао увек мали број истраживача. Повећање броја етномузиколога запослених у Институту резултирало је иницијативом да се у оквиру обележавања 170 година постојања САНУ, након већег броја скупова које су организовали музиколози из Института, приреди међународни етномузиколошки скуп. То је, уједно, био и први специјализовани етномузиколошки симпозијум у Србији, а сходно томе, ово је први зборник таквог профила објављен у нашој земљи. Комплексна подршка коју смо добили од САНУ – Одељења ликовне и музичке уметности, као и признавање важности оваквог скупа од стране Министарства просвете и науке Републике Србије, што је подразумевало финансијску помоћ организацији, били су неопходни предуслови и за саму реализацију скупа, и за објављивање овог зборника. Као и увек, обим помоћи, а посебно рокови, били су лимитирајући фактори нашим идејама и професионалним жељама. Изражавамо нарочиту захвалност уваженим колегама који су били у саставу Програмског одбора скупа: Изаљију Земцовском, Џиму Самсону, Мартину Стоуксу, Лозанки Пејчевој и Палу Рихтеру. Непосредне задатке из домена организације скупа делили смо првенствено са колегама-етномузиколозима из Института, Растком Јаковљевићем и Маријом Думнић. Велико нам је задовољство што смо имали прилику да окупимо 26 етномузиколога из 11 земаља: Бугарске, Велике Британије, Грчке, Литваније, Мађарске, Македоније, Русије, Словеније, Турске, Аустралије и Србије. Жао нам је што, због објективних околности, на скупу нису могли да узму учешћа неки од истраживача музика Балкана са других подручја, чија би искуства несумњиво допринела квалитету симпозијума и зборника. Велика већина учесника скупа је приредила своја излагања за публиковање. Сада се пред читаоцима налази двадесет једна студија која на различите начине осветљава музичке праксе Балкана, сведочећи о ширини актуелних истраживачких интересовања и методологија. Издање укључује и вредне аудио и видео примере на приложеном диску, чиме читаоцима омогућавамо потпунији увид у истраживану музику и научне приступе. Обраћајући се ширем кругу читалаца, зборник је публикован на енглеском језику, али је ауторима остављена могућност да своје радове приложе и на матерњим језицима, па су ове верзије такође приложене на диску. Ангажовање др Јелене Симоновић-Schiff (Државни универзитет Портланда, САД) око лекторисања текстова на енглеском језику, Зорана Јерковића у припреми звучних примера, Милоша Рашића у обради видео- примера и Горана Јањића на техничкој припреми издања, далеко је превазишло базичне задатке, због чега смо им велики дужници. ; This book is comprised of studies presented at the international symposium Musical practices in the Balkans: ethnomusicological perspectives, held in November 2011 in Belgrade, Serbia. By organizing this international meeting, as hosts, we above all wanted to contribute to strengthening the existing ties among researchers involved with Balkan musics and to facilitate new professional contacts. Our intent was to create an opportunity for reassessment and improvement of each of our own shares in ethnomusicology, to contribute to the advancement of research by discussing various research strategies recently applied to Balkan musical practices, and to participate in the more efficient inclusion of 'small' disciplinary communities in the global ethnomusicologies by highlighting specific values and problems of 'national ethnomusicologies' in the Balkans. These, so to speak, general needs, were reinforced in circumstances of the growth of the ethnomusicology in Serbia, particularly in recent decades. The interests in traditional folk music expressed through writings, notation, and recording of the same, followed by the first research studies by educated musicians—mainly composers, became institutionalized in Serbia (only) in 1948 with foundation of the Institute of musicology of Serbian academy of sciences (today Serbian academy of sciences and arts—SASA). Since its beginning, SASA has been a state institution, with its work regimen determined by the government culture and science politics and the scope of research output administered by a small number of researchers. The increase in number of ethnomusicologists employed by the Institute resulted in an initiative to celebrate the SASA 170th anniversary by organizing an ethnomusicology conference, in the footsteps of a number of similar professional meetings coordinated by the Institute's musicologists. This was at the same time the first narrowly specialized ethnomusicology symposium in Serbia, and consequently, in front of you is the first proceedings of such profile published in our country. The substantial support received from the SASA Department of fine arts and music and the acknowledgement of the significance of such a meeting by the Ministry of education and science of the Republic of Serbia, including funding the event organization, were essential and indispensable prerequisites for the Symposium realization and publication of this book. As is usually the case, the extent of financial support and particularly deadlines, imposed limits on some of our ideas and professional desires. We are deeply grateful to our esteemed colleagues, members of the Symposium Program committee: Izaly Zemtsovsky, Jim Samson, Martin Stokes, Lozanka Peycheva, and Pál Richter. The Symposium immediate logistics duties were helpfully shared primarily with our colleagues, the Institute ethnomusicologists, Rastko Jakovljević and Marija Dumnić. It was our satisfaction to have the opportunity to gather twenty-six ethnomusicologists from eleven countries: Bulgaria, Great Britain, Greece, Hungary, Lithuania, Macedonia, Russia, Slovenia, Turkey, Australia, and Serbia. We regret that due to objective circumstances, some of the Balkans researchers from other regions, whose experiences would unquestionably contribute to the quality of the Symposium and these proceedings, could not take part. The vast majority of the Symposium participants prepared their papers for publication. The readers are offered twenty-one studies that in different ways illuminate Balkan musical practices and testify to the breadth of current research interests and methodologies. The publication also includes a compact disc with useful audio and video examples, assembled with the idea to provide the reader with even more complete insight into the researched music and utilized approaches. In order to address a wider audience, the proceedings are published in English. Since the contributing authors could optionally submit an additional version of the paper in their native language, those versions are also provided on the compact disc. Editing of this extensive and comprehensive publication presented a unique experience. We would like to thank all of the authors for submitting their papers and for their cooperation. We also extend our sincere gratitude to our reviewers. The Lisbon Treaty has brought significant changes into the architecture of the European Union. The most important novelty, however, is the establishment of a full unity of the Union structure achieved by creating new and strengthening the existing elements. The new elements of this unity are the disappearance of the European Community, the 'independence' of the European Atomic Energy Community, constituting the European Union as a single entity and the introduction of EU values. At the same time, the Lisbon Treaty has strengthened the existing elements of the common institutional mechanisms, rules on amending the founding treaties and EU membership. However, constituting the Union as a single entity which has replaced and succeeded the European Communities has not abolished the EU elements of diversity. In the areas that differed, even before the adoption of the Lisbon Treaty, from the community pillar, there remain significant differences in the nature and the scope of competences of the Union institutions. This mainly regards the common foreign and security policy, which now includes the defense policy, where the existing model of inter-state cooperation has been only slightly interfered with. In contrast, in the field of police and judicial cooperation in criminal matters, which has become part of a larger Area of Freedom, Security and Justice, the inter-state model of cooperation has been abandoned in some of its most important elements. However, the implementation of some of the important elements of the supranational model has been postponed.
Finer investigated the phenomenon of politics within its spatial and temporal framework, trying to look into as many forms of government as possible and to fmd uniformity in their variety. He paid particular attention to a study of institutions of government which he considered the core of politics. His investigations focused on the state. By condensing the consequences of the emergence of the state on the forms of government, Finer came up with two variables: the extent in which rulers establish a standardized central administration and the extent in which homogeneous culture, religion and laws have been achieved. The second topic which held an important place in Finer's research is military organization. He wanted to demonstrate how the survival of a state, international order, social distribution of power, governing, the degree of bureaucratization, and a regime's nature, are intertwined with the structure of the state's military institutions. His opinion was that the military organization is necessary for the establishment and preservation of political communities, regimes and governments. According to Finer, the state's key function are preparing for wars, waging wars and reconstructing the country after them, and expecting the next one. Finer's third topic is the relationship between political and religious systems of belief. He stressed their dualistic nature, with two more or less independent hierarchies which have been a source of serious tensions. Furthermore, Finer links the existing system of beliefs, social stratification, and political institutions. Where these factors are balanced, the political community achieves permanent stability. У раду је представљена група писама из преписке Корнелија Станковића која се налазе у Архиву Србије у Београду. У периоду између 1853. и 1865. године, Станковић је одржавао приватне и професионалне контакте са пријатељима, познаницима и сарадницима, међу којима су биле значајне личности из различитих друштвених кругова и културно-политичке јавне сфере на подручју Хабзбуршке монархије и Кнежевине Србије. Сачувана писма сведоче о многобројним композиторовим професионалним активностима, о условима у којима је живео и радио и културно-историјским приликама којима је био изложен. У раду се доноси листа најзначајнијих Станковићевих кореспондената и кратак преглед садржаја писама. ; The aim of the research offered in this article was to present a group of letters from the correspondence of Kornelije Stanković, kept in the Serbian Archive in Belgrade. In the period between 1853 and 1865, Stanković corresponded with a great number of his collaborators, connoisseurs and friends from different social groups. Many of them were important figures in the cultural and political sphere in the Habsburg Monarchy and the Princedom of Serbia. Besides a complete list of letters, parts of particular letters from the most important Stanković's correspondents were discussed in this article. They testify about numerous composer's artistic activities and his professional environment, as well as his intimate everyday life, his relationships with friends and family, the state of his health and finances. This part of Stanković's correspondence was observed as a source of important information about the composer's role in Serbian musical and cultural history.
U radu se razmatraju promene koje su nastale poslednjih decenija u obrazovnoj politici Rusije, a koje se tiču razvijanja informatizacije obrazovne sredine. Prelazak na novi postsovjetski model sistema visokog obrazovanja, zasnovan na evropskim standardima, doveo je do promena u odnosu nastavnik–student, što se odnosi i na veću samostalnost u radu studenata i smanjenje angažovanja nastavnika i vremena koje je određeno za komunikaciju studenata sa nastavnicima. Značajan deo u sistemu ocenjivanja znanja sprovodi se putem testiranja. Ukazuje se na negativne posledice ovih promena koje se reflektuju na kvalitet budućih stručnjaka, s obzirom da interakciju u komunikaciji sa nastavnicima zamenjuju kompjuteri, odnosno formalno popunjavanje zadataka bez adekvatne refleksije. Uspon informatizacije obrazovne sredine u Rusiji preti značajnim nestankom celog niza profesija, kao i povećanjem broja nazaposlenih. Imajući u vidu značaj koji digitalne tehnologije imaju na razvoj ekonomije i privrede zemlјe, njenu odbrambenu sposobnost i političke procese, ukazuje se na potrebu za usklađivanjem obrazovanja sa potrebama na tržištu rada, kao i na potrebu da se obrazuju novi profili stručnjaka koji će biti sposobni da upravlјaju kompleksnom savremenom tehnikom, uređajima i robotima kako bi država sačuvala svoje pozicije na svetskom nivou. Naglašava se nedostatak interakcije i saradnje između strukovnih univerziteta sa poslodavcima i naučnim institucijama, što dovodi do smanjenja kvaliteta obrazovnih procesa, koji se najpre odnose na praktičnu osposoblјenost stručnjaka. Na osnovu analize problema u informaciono-obrazovnoj sredini koji su prikazani u ovom radu možemo da zaklјučimo da je neophodno razmotriti načine primene informaciono-komunikacione tehnologije u funkciji unapređivanja obrazovnog sistema. Naime, savremena obrazovna sredina mora da obuhvata sistem organizaciono-metodičkih, softverskih i drugih tehničkih sredstava za čuvanje, obradu i prenošenje informacija koja obezbeđuju brži pristup materijalima, među kojima je i stručna literatura. Takva sredina je pogodna za interaktivnu komunikaciju nastavnika sa studentima i time doprinosi efikasnijem učenju i pobolјšanju uvida nastavnika u samostalan rad studenta. Informaciono-obrazovna sredina se izgrađuje kao integrisani multikomponentni sistem pomoću koga se može napraviti selekcija na različitim nivoima. Razumevanje odlučujuće uloge informacija u evolucijskim procesima prirode i društva dovodi do otkrića potpuno nove, informacione slike sveta koja se značajno razlikuje od tradicionalnog tehnokratskog pristupa koji dominira u nauci. ; The work deliberates the changes that occurred in Russian educational policy in the last decades, concerning development of informatization of educational environment. Transition to the new post-soviet model of high education based on European standards led to changes in the teacherstudent relationship. These changes involve a greater independence in work for students and reduced engagement of a teacher and the amount of time intended for communication between students and teachers. A major part of knowledge assessment is performed via tests. It points to negative consequences of these changes that are reflected in the quality of future experts, as the interaction in communication with teachers is replaced by computers i.e. formal fulfilment of tasks without adequate reflection. The rise of informatization in Russian educational environment may jeopardise a significant number of professions and increase number of unemployed. Having in mind the significance of digital technologies for the development of the country's economy and industry, its defence capability and political processes, it points to the need for harmonization of education with the labour market needs as well as the necessity to educate new profiles of experts who will be capable of managing complex modern technical solutions, devices and robots so as to enable the country to preserve its global position. It stresses the lack of interaction and cooperation between vocational universities and employers and scientific institutions, which leads to decline in quality of educational processes, primarily regarding the know-how of experts. Upon analysing the problems in information-educational environment as presented in this paper, we can conclude that it is necessary to look into the ways of implementing the information and communications technologies for the sake of improving the educational system. Namely, modern educational environment has to include the system of organizational and methodical, software and other technical methods for storing, processing and transmitting the information which provide faster approach to resources, professional literature included. Such environment is suitable for interactive communication between teachers and students and contributes to a more efficient learning and a better teacher's insight into the student's independent work. Information-educational environment needs to be formed as an integrated multicomponent system, acting as a means for making selection at different levels. Comprehension of decisive role of information in evolution processes of the nature and society leads to discovery of a completely new, informational concept of the world, which differs a great deal from the traditional technocratic approach prevailing in science. ; Zbornik rezimea / 24. In EU countries, it is possible to distinguish between the two forms of volunteeringdepending on whether the volunteer is or is not a member of the organization inwhich volunteers. The first form is called a "mutually beneficial volunteering" asopposed to the other, which is called the "publicly useful volunteering." Situationin each Member State is different and all forms of volunteering, the term "voluntaryactivities" refers to all types of voluntary activities, whether formal, non-formal orinformal which are undertaken of a person's own free will, choice and motivation,and is without concern for financial gain. They benefit the individual volunteer,communities and society as a whole. They are also an instrument for individualsand associations to address human, social, intergenerational or environmental needsand concerns, and are often carried out in support of a non-profit organization orcommunity-based initiative. The European Year of Volunteering, 2011, which aimedat promoting the social and economic impact of volunteering by creating a favorableenvironment and conditions conducive to volunteering in the EU. The Europeansports model would be unable to exist and could not be justified without the supportof millions of volunteers. Difficulties faced by the European Union in trying toharmonize this sector: sporting matters still fall within the competence of MemberStates and the European volunteer scene remains extremely varied because of thehistorical, political and cultural attitudes of each European country. EU Sport Directors Meeting in Prague, on April 28-29, 2009 emphasized that the specificcharacteristics of sport mentioned in the Lisbon Treaty should be defined in moredetail and also concentrates on the specificity of the voluntary non-profit sportsmovement.
Fight against organized crime is a proactive, strategically oriented activity of all contemporary, democratic states, both nationally and at the international level. The set limits of more efficient suppression of the most serious crimes are the result of active reforms of national normative frameworks, ratified international documents, but also intensive professional cooperation between countries in the field of detecting, combating and prosecuting organized crime. Security threats, which are extremely high when it comes to organized crime, would be difficult to combat without adequate international cooperation between democratic states. One of the countries that actively participate in international cooperation, emphasizing cooperation with European agencies is Serbia. Namely, there is a justified question of the efficiency of Serbia's cooperation with European agencies in the suppression of organized crime, the harmonization of the national framework with the acquis communautare, which is the goal of research in this paper. In accordance with that, the author, through expert and critical analysis of normative solutions, results of practical application and valid theoretical views, analyses the subject matter from the following aspects: first, introductory considerations; second, the effectiveness of financial investigations and the Action Plan for Chapter 23; third, Serbia's cooperation with European agencies in combating organized crime and reforming the normative framework; fourth, concluding remarks. ; Борба против организованог криминалитета представља проактивну, стратешки орјентисану активност свих савремених, демократских држава, како унутар њених граница, тако и на међународном нивоу. In recent years, the violation of the principles that guarantee the respect of democratic norms and institutions has placed Serbia into the category of deficient democracies, and more recently in hybrid regimes. Since the beginning of the transition, the implementation of political and economic reforms in Serbia has been characterized by frequent shifts of periods with modest progress in the field of political and economic transformation with periods of stagnation and even backsliding in regards to the important reform segments. The indicators of political and economic reforms point to the strengthening of extractive institutions. Extractive institutions protect the economic and political interests of privileged groups to the detriment of the rest of society. This leaves fewer resources available to stimulate economic growth and job creation, with negative countereffects on the regime legitimacy and trust, which are crucial for the implementation of economic reforms. Serbia's failure to provide stronger economic growth is largely caused by extractive institutions that determine the business environment. The development of extractive institutions is indicated by the absence of a more even distribution of political power, weaknesses in the mechanisms of checks and balances, deficiencies in the sphere of the rule of law, widespread corruption, problems in the sphere of protection of property rights. The transitional developments in Serbia can be regarded as a historical heritage that adapts to the current social environment and has a great impact on institutional performance and democratic consolidation. Prolonged exposure to extractive institutions creates a cumulative effect of institutional learning, where individuals become vulnerable to political abuse, dependent on the state and unwilling to use political mechanisms of government accountability, contributing to a vicious circle of extractive political and economic institutions. Identifying the mechanisms of such accumulation, which include prolonged exposure to extractive institutions, as well as the transmission of cultural patterns from older generations who have long experience with extractive institutions, is a complex research task.
