TIME continues to roll on in its eternal course. Nations are only born under the doom of decay. Men rise to heights of greatness, are cut off in the twinkling of an eye, and pass forever from this earthly habitation. But there is one principle whose evolution the vicissitudes of fortune have failed to arrest. It is the development and growth of government. From time immemorial men have lived under some sort o f government; its genesis antedates all history. As far back as the great Aryan migrations there existed established laws, but even these were not the first in the history of the world. Many centuries had passed away since the mighty Nimrod or the queenly Semiramis held sway in Babylon; the Israelites had al-ready grown into a great nation, and the valley of the Nile had become both the "cradle and the tomb" of kings. Even the most primitive and most degraded peoples recog-nize some sort of leadership or control. From the Bushman of Australia, and the Hottentot, down to the American Indian, there is the same idea, though vastly different in degree, of rul-ing and of being ruled. Slowly has the evolution of government progressed, but, as surely as there is a God from whom it flows, no obstacle has impeded its steady advance. It has grown under the law of "the survival of the fittest," and its triumphs are but the re-sults of natural law. The civil ideas which have been evolved from a less complete to a more perfect and more practical sys-tem were as irresistible in their course as decrees of fate. There seems to have been that same great but awful force at work for the development of the ideal nation which, to a great extent, "shapes our ends, rough hew them as we will." When con-ditions favored the established principles, epochs of peace and prosperity ensued; when circumstances were adverse, wars and revolutions necessarily arose to restore the equilibrium. THE GETTYSBURG MERCURY. 175 The path of their triumphal march down through the ages reeks with blood; where they have been opposed desolation reigns. The once glorious empires of the East are only dis-covered in their buried ruins; the pyramids are monuments of the dynasties which built them ; the crumbled statuary and art of Greece are but symbolic of her decay; and the ruins of Pompeii are the only vestiges of glorious Rome. Every at-tempt and apparent success to crush out the idea of further de-velopment in the governmental realm has virtually been a throwing of oil upon the fire glowing in the hearts of patriotic people. The pious Aeneas, exiled by fate, founded a nation greater than the victor of his fatherland. Carthage tried to crush aspiring Rome and only brought about her development. Pilgrims, deprived of liberty and exiled from the Old World, founded a mightier and freer commonwealth in the New. In this governmental evolution there have been two distinctly opposite principles warring against each other—Liberty and Unity. The spirit which has animated the heroes of liberty is active in its plans, uncontrollable in its measures and irresistible in reaching its goal; its doctrine is Radicalism. On the other hand, unity has been developed under the stern but careful plan of deliberation and statesmanship; its doctrine is Conservatism. Liberty is the harder to repress and was first evolved ; unity is the more difficult to maintain and its completion was last. The Goddess of Justice, determining the destiny of nations, holds in her hands a huge balance; on the one side is liberty, on the other unity. An uneven amount of either disturbs the equilibrium in the affairs of a nation; only a complete balanc-ing and blending of both can assure stability. The struggle which has shaken the world for so many centuries arose, first, from an excess of one and, then, of the other; the great beam rose and fell, and in turn the glory of nations grew resplendent or faded away. Every nation has been founded upon the plan of remedying one defect or the other. The people, furious at the remembrance of former injustice, drove Tarquin from the streets of Rome simply because he had been called king, but their freedom soon led to anarchy. Rulers of the Middle 1' 176 THE GETTYSBURG MERCURY. Ages, fearing such outbreaks, kept the people in virtual servi-tude, and the French Revolution was the inevitable reaction. The momentum of hatred for tyranny had so accumulated that no earthly force could withstand it. The equilibrium of the French nation was disturbed and it did not regain itself until Napoleon arose, who tried to force the great beam to the oppo-site extreme of one-man power. But France was not the only country in the world to groan beneath the horrors of revolution. In England there had been an almost continual contest between the King and Commons. The Magna Charta and the Declaration of Rights were both proclamations of liberty. James I brought about the "blood-less revolution of 1688," and later, George III forced the American Colonies into rebellion. But our forefathers felt the great importance of freedom. They fought with an invincible determination for liberty. For-mer examples of oppressed liberties made them desperate, and they sallied forth to meet the foe with the battle cry, "Give me liberty or give me death !" Thus, the seed, implanted in the heart of man from the be-ginning of the world, blossomed forth into newness of life. It had at last fallen upon good ground, taken deep root, and brought forth the blessings of liberty to all succeeding genera-tions. The United Colonies of America became free and inde-pendent states—the goal of liberty's evolution was reached. But unity was lacking. So long as there was a common foe, the States were as impenetrable as a Macedonian phalanx. But now there was no longer a common cause, and it looked as if there would be many little nations, each trying to main-tain its own place in the great struggle for existence. The States were jealous of one another, and bitter quarrels soon arose. Under the Articles of Confederation, the nation had no head. Congress could indeed pass laws, but could in no way enforce them. Conventions were called, but the States even refused to send representatives. Conditions grew worse and worse; so much so that the historian declares, "Instead of be-ing a united and friendly people, the States were fast growing THE GETTYSBURG MERCURY. 177 to be thirteen hostile nations, each ready to draw the sword upon its neighbor." Finally, in 1787 a convention was held in Philadelphia, the object of which was to form "a more perfect union." But the difficulties to be surmounted were indeed perplexing. The populous States insisted that representation in Congress should be apportioned according to population; the smaller States were equally emphatic in maintaining that each State, large or small, should have equal power. They finally compromised. There were to be two houses embodied in Congress: the one, whose representatives were to be apportioned according to pop-ulation ; the other, whose delegates were to be two from each State, vested with equal power. Thus, it is a blending of prin-ciples which lies at the foundation of our government. Accordingly, under the new Constitution, our nation entered upon a career of great success and national development. Dur-ing this period the Louisiana Purchase more than doubled our area. The pirates of Tripoli were disposed of with impunity. The war of 1812 proved beyond doubt the great power of American arms, whilst not one battle was lost by us in the war with Mexico. There had come into the heart of every true American a common national pride and devotion to country. So long as the foe was external the States fought together like brothers. But, in the near future, there were times to come when the foe would not be common. From the very foundation of our republic an awful tempest had been gathering its threatening clouds. Eminent men no longer .feared destruction or dismem-berment by any European power, but looked forward with great anxiety at the inevitable causes of internal disorder. Even in Jefferson's time the storm was already so menacing that he said: "In contemplating the future welfare of my country, there are troubles which startle me as a fire-bell in the night." It broke forth in its fury in the year 1861. The South claimed the right to secede. She looked upon the election of Abraham Lincoln as-a great step toward the abolition of slav-ery which, as she thought, meant her ruination. Eleven States f 178 THE GETTYSBURG MERCURY. seceded and set up a government of their own under the title of "The Confederate States of America." But the integrity of the country had to be maintained. War was declared; not to abolish slavery, but to prevent the disasters of permanent sepa-ration. The first gun was fired from Fort Sumter on April 12th. It is said to have been heard around the world, for it heralded a conflict which concerned not only our nation but the world. Men on both sides were inspired, not only by the prestige of the principles which they upheld, but by the love of home, country and family. The one represented freedom in the ex-treme, the other unity or common welfare. Both realized the vast importance of victory; each knew that defeat meant utter failure. They fought with the desperate valor of a wounded wild hart, which turns once more to make a final and supreme effort against its foe. Four long years of war left the country in desolation and ruin, which before had been the peaceful habitation of ttscbild-ren. For a long time the destiny of our beloved republic hung in the balance. Bull Run raised the fervor of the combatants to a white heat. Antietam favored the non Unionists. But, led on under the heat of passion and by the glory of victory, their "vaulting ambition o'erleaped itself." The Mason and Dixon line was crossed and the cause of secession was fighting against fate. But the valor of her constituents was mighty, and their spirit invincible. The crisis came. Something had to be immediately done or all would be lost. Fifteen thousand men rushed forth on open ground to dislodge the Unionists. Cannon after cannon ploughed through their gallant ranks, but on they came unfaltering. Even the cannon's mouth—the High Water Mark was reached, but their ranks had been mowed down and the cause of secession forever lost. The evolution of the ideal governmental principles was com-pleted, and the stability of our nation proven by test. She had long since shown her shores impregnable to a foreign foe, but now it was proven to the world that America, unlike the na-tions of the past, was not to be rent or overthrown by internal THE GETTYSBURG MERCURY. 179 disorder. The civil world was at last given a breathing spell, for the combating forces seemed glad to discontinue the con-flict and forget their quarrels. And now there is no longer a North, South, East or West, but all are blended into one in-separable compact—the United States of America. Her principles have spread throughout the world. They have leaped across the Atlantic and modified, if not completely changed, the spirit of the mother country; they have given new life to the sturdy mountaineer of 'Switzerland ; they have brought peace into Italy's sunny climes, and have made Greece long for a second "Golden Age." And it is only a matter of time, of progress, and of civilization until the world will recog-nize the efficiency of America's governmental principles, which are, in the words of her greatest statesman: "Liberty and Union now and forever, one and inseparable!" • Ever judge of men by their professions. For though the bright moment of promising is but a moment, and cannot be prolonged, yet if sincere in its moment's extravagant good-ness, why, trust it, and know the man by it, I say,—-not by his performance; which is half the world's work, interfere as • the world needs must with its accidents and circumstances: the profession was purely the man's own. 1 judge people by what they might be,-—not are, nor will be.—BROWNING. ROOSEVELT AND MALTHUS. \V. W. BARKLEY, '04. The attitude which President Roosevelt has recently taken toward 'the increase of population in the United States, apparently challenging the theories of certain political econo-mists, particularly Mr. T. R. Malthus and his followers in Eng-land and America, puts before us a question worthy of our earnest consideration. Is it wise or unwise to advocate a con-tinuous increase in the population of our country ? In order to determine the wisdom of Mr. Roosevelt's position regarding this matter, we must go to our authorities, viz: Mr. Malthus and certain other political economists—to obtain a basis for our decision. The object of Mr. Malthus' investigations (1798-1803) were to find means for the improvement of society and to deliver it from its wretchedness and .poverty. He inquired into "the causes that had impeded the progress of mankind toward hap-piness," and offered a corrective for the same. Mr. Malthus advanced a theory (which is popularly known as the Malthusian Doctrine) in which he tried to prove that society could not hope to provide enough food to sustain all its members and that poverty, therefore, must be the inevitable outcome of a persistenee in increasing population, and that no blame could reasonably be attributed to society for its poverty. The Malthusians hold that population has a tendency to in-crease faster than subsistence, and that under such conditions some people, in the course of time, will not have sufficient food to maintain themselves, and poverty must be the inevitable re-sult, irremediable, unless the race in question adopts some means to prevent the possible increase of population. If the race fails to provide the necessary restriction, nature will step in and provide it for the race. Vice, disease, war, pestilence and famine—all these and more means may be adopted by na-ture to do her work of reducing numbers. In such a sifting process as this nature will make her selection and the fittest must ultimately survive. The above is a brief statement of the Malthusian Doctrine ^ THE GETTYSBURG MERCURY. l8l It has been substantially adopted and supported by many mod-ern political economists whose opinions we have consulted. The Malthusians show that the birth-rate among any people, when procreation is allowed to run free and unrestricted, will always be in advance of the death-rate, hence, there will be a continual rise in population. The possibilities of this increase are very large, according to the law of geometrical progression. The probabilities are considerable. The facts of history indi-cate that the birth-rate is almost always in the advance, in a higher or lower degree, in an undisturbed state of society. Population then increases steadily. We said that it increases or has a tendency to increase faster than subsistence. This conclusion is based upon the great law of Diminishing Returns in Agriculture. This law needs no proof or explanation. Walker proves it conclusively in his Economy. Briefly it is this: "There is a limit to the amount of labor and capital which can be advantageously employed or expended upon a given area of land." Subsistence increases according to the law of arithmetical progression in contradistinction to the law of geo-metrical progression, according to which population increases. It is easily seen, therefore, that, as population increases, subsist-ence pet capita decreases. If population be carried beyond the limit of sufficient production lor the maintenance of the whole bod)' of society, poverty will ensue among a people. In a crowded community, such as the above continued in-crease in population will lead to, the pressure will come first upon the man with the large family and will force him to struggle hard against the scarcity of food and comforts; dis-ease and starvation must finally come. We have illustrations of this among barbarians and some modern Oriental nations, such as India and China, where they experience frequent fam-ines. Improvements in the arts of agriculture, domestic man-agement and government may withstand this pressure for a time, but, no matter in what direction, or how great the im-provement may be, population will ultimately, under the above circumstances, reach the point where the products of the soil will not support it adequately. So, the only sure and reason-able remedy for such a condition of scarcity, according to Mai- 182 THE GETTYSBURG MERCURY. thus, is prevention of reproduction to an extent sufficient to insureamplesubsistence/ifrcapita forall. Malthus wouldemploy rnan's reason and prudence and make it a moral restraint in-stead of reducing numbers by means of vice and misery, which, as we have seen, become inevitable results unless the former method is adopted. Evidently, France has adopted this Mal-thusian theory and practices it. The population of France is decreasing, and there is a growing sufficiency of subsistence and comfort for the whole nation. However, it is a question among many whether France is not doing this at the expense of her moral and physical well-being. It seems to be leading her into gradual degeneration. After all, France is hardly a good illustration of the practicability and good common sense of what Malthus taught regarding prudence and moral restraint as a means of checking the too rapid increase of population. Now returning to the question asked at the start, we may inquire again whether President Roosevelt is right in encour-aging the enlargement of families and the consequent growth of the total population of our country. What reasons can he produce? Has America yet reached the point in her econ-omic development where the Malthusian precaution is needed to check population ? If she has, how can we account for President Roosevelt's attitude ? There are reasons, perhaps, outside of the field of political economy that prompt Mr. Roosevelt to take the position he holds, but, assuming that he accepts the doctrine of the Malthusians, there is, nevertheless, sufficient ground to justify his attitude. He certainly would not advocate recklessness and imprudence in a matter of so great importance to the welfare of his country. In the first place, I do not believe that the United States has yet reached the point of Diminishing Returns in Agricul-ture, taking the country as a whole. That it is rapidly ap-proaching that point is not to be doubted. As it is, however, the prevention under consideration is uncalled for. With our present population, we have hardly reached the limit of our highest economic usefulness and the greatest returns per capita, with our vast areas of farm land under cultivation and still capable of much greater returns by the addition of more la- THE GETTYSBURG MERCURY. 183 borers. I refer particularly to the broad expanse of arable land in our Great West. Undoubtedly, we have not yet reached the limit where we cannot advantageously add more laborers in agriculture. Surely there is no room for apprehension and fear. What poverty there is now in our country is largely due to shiftlessness, ignorance, laziness and vice. There is still a splendid chance for all who will take advantage of our educa-tional system and then go to work. Mr. Roosevelt is right from a moral standpoint also. The increase of population ought to be encouraged in our country. There are those among the wealthy and educated classes in the United States, holding erroneous ideas about "Social Standing," who deprecate large families and who consciously avoid them. This ought not to be true. It would be a blessing for our country if more children were born to the wealthy and cul-tured and fewer to the poorer classes, the ignorant and vicious. We need more citizens reared in the upper strata of society among our best people and fewer in the lower strata. Mr. Roosevelt is right and has given his country a splendid ex-ample in the honest pride he takes in his own large family. France is wrong. Without doubt she is carrying the Malthu-sian Doctrine to wicked extremes. We need to rid ourselves of the sinful tendencies abroad in France which are wasting her morals and reducing her national strength. We need to exercise prudence and reasonable restraint at all times and shun conscious and wicked checks to the increase of our population. The honor, hope and pride of a mother are her children. This is Mr. Roosevelt's opinion and he would have no father and mother consider them a disgrace, a dishonor or a burden. f» 184 THE GETTYSBURG MERCURY. "THE RAVIN'" SCHOOLMASTER. B. A. ONCE upon a school-day dreary, As I waited weak and "skeary," 'Waited nervously the verdict from the teacher's judgment seat; While my eyes were nearly sapping, Suddenly there came a tapping As of something loudly rapping, Rapping on my breeches' seat. 'Twas the music of the raw-hide as it mercilessly beat Tunes upon my breeches' seat. How the dust flew out those patches, As I felt the raw-hide's scratches ! Yet I didn't necessarily have to skirmish or to dance. Strange the sound those whacks were making As the Prof, great paiiis was taking To appear to have me aching ; But he didn't have a chance, For the force of all the muscle he could use could not advance Past my armor-plated pants. Suddenly there came a silence, And I stood in grim defiance, While the goggle-eyed Professor squinted at me long and hard. He was tired out and panting. And I thought I heard him chanting Words that told that he was granting I his record sad had marred. Then he started, paused, and said these words which cut me like a sword, "Hand me out that weather-board !" Robbed of all my former po.wer, Like a nation's final hour— Like a Sampson with his hair off—I grew weak and weaker still. Then a bright thought struck me : "Mister, I know that you court my sister, And I'll tell Pa that you kissed her, Hit me even with a quill!" SECOND only to the claims of religion are the claims of country. This does not mean that the Christian should desecrate holy places with political harangue, or that he should become the willing servant of a political boss, but that he should discharge his political duties to free government in a manner befitting a noble, religious life and consistent with the patriotic ideals of our forefathers. The government that maintains liberty of thought, word and deed as a fundamental principle, and recognizes education and Christianity as the only safeguards of public liberty, has a just claim upon every citizen for patriotic vigilance of all political rights. If it is true, as has been said, that "the standard of personal morality in America is higher than in England, that of com-mercial morality probably a little lower, and that of political morality quite distinctly lower," let it not be said that it is a defect in our system of government, or that it is wholly a fault of those who are faithless and incompetent in office, for, here, every citizen, no difference what his race or creed, has equal power with his voice and vote, and can claim no exemption from the just responsibilities for the evils of the body politic. Ours is, in fact as well as in theory, a government of the peo-ple, and its administration is neither better nor worse than the people themselves. It was devised by patriotic men who faith-fully gave it their wisest thought, and so perfectly is its frame-work fashioned that an accidental mistake of the people, or the perfidy of an official, or the enactment of profligate laws are all held in such wholesome check by coordinate powers as to enable the chief executive to restrain or suppress almost every conceivable evil for the welfare of the nation. To achieve the highest results in our system of government, it is necessary that the citizens throw aside the theories and idealities of the philosophers for the practical guidance of the ship of state. But alas! he who is best fitted for governing f» 186 THE GETTYSBURG MERCURY. men too often loves it least, and he who is least fitted for teach-ing men moral and political truths too often turns his back upon his duty for the sake of more pleasurable occupations of litera-ture, art or science. If the reputable citizen refrains from bearing a just responsi-bility in our political conflicts, and thereby voluntarily surren-ders the safety of his person and things, as well as the good order and well-being-of society, into the hands of those who are least fitted for governing men, turn and place the responsi-bility where it belongs and do not blame the thief and adven-turer, for they are but plying their trade, and rob public rather than private treasure because men guard the one and do not guard the other. How often have we not seen good men swiftly invoking the avenging arm of Justice for an injury done to private property, but who are criminally indifferent to the public wrongs done by those who, in the enactment and exe-cution of the laws, directly affect their happiness and pros-perity? Do not excuse the indifference of the good citizen by saying that politics have become polluted. Such a declaration would be a confession of guilt, and he who utters it becomes his own accuser. If it be true that the politics of a state or municipality bave become degraded, who is to blame for it ? Surely not the country or ward politician, for they are a small minority in every community and in every party. If they have gained control of the political organizations, and thereby have secured their election to offices of high trust, it must have been with either the passive or the active assent of the good citizens who hold the actual control of the government in their own hands. Does not the official, who shames his constituents with disgraceful acts, owe his election to the silent assent or positive support of those who claim to be patriotic and intelli-gent citizens, but who lay aside their political duties because of some private interest ? If incompetent appointments have been made through the influence of some political boss, it is due to the fact that honest and good citizens have not protested with a manliness that would point to a sure and swift retribution for such wrongs and, at the same time, have not demanded a per- THE GETTVSBURG MERCURY. 187 manent and practical civil service whereby all dishonor, dis-honesty and incompetency in office would end. Can our presi-dents and governors be wholly responsible for the low standard of our officials? No; for if good men concede primary polit-ical control to those who wield it for sdftsh ends, and thereby make the appointing powers depend tit i-ir both counsel and support upon the worst political eU iiient, u ho is to blame when public sentiment is outraged by the selection of unworthy men to important offices ? The fruits are but the natural, logical results of good citizens refusing to accept their political re-sponsibilities. There is not a blot in our body politic to-day that the better element of the people cannot remove whenever they resolve to do so. There is not a defect nor a deformity in our political administration that they cannot correct in the legitimate way pointed out by our free institutions. If our country is to reach the ideal pictured for it by the framers of the Constitution, it must have the active support of those upon whom the burden of government should rest. It must have behind it more men like Nathan Hale, who was sorry that he had only one life to give his country. It must have the influence and best thought of every American scholar and not the scheme of the demagogue or the trickery of the partisan politician. Three millions of men lie buried beneath American battle-fields to give us that which we seem to prize so lightly : Politi-cal Freedom. But "that these dead shall not have died in vain," that the Utopia of Thomas More's imagination may become a realization, and "that this Republic, under the guidance of A1T mighty God, will live and prosper through the ages," we must bear our burdens patiently, accept our responsibilities courage-ously, and discharge our duties intelligently and with fidelity. OVV often, in the care-free hours of childhood, have we repeated that alliterative verse of linen-book poetry,. with its halting meter and quaint simplicity of language: "Hickory, dickerv, dock. The mouse ran up the clock. The clock struck one, The mouse ran clown. Hickory, rlickery. dock.'' And yet, how many of us have ever discovered in this bit of seemingly senseless doggerel the hidden story of an appar-ently triffling incident, with all its philosophical suggestiveness and condensed moralizing upon the great truths of life? Lest the casual reader should condemn this writing as non-sensical at the very outset, let us begin at once to interpret the jingling and apparently meaningless and disconnected lines. Have you not always considered the first line, "hickory, dick-ery, dock," as merely a mechanical contrivance of words to-rhyme with the word "clock" in the line immediately follow-ing? Doubtless you have, and have regarded it as a useless corruption of our language made to subserve a trivial end. Hut stop to think, and to your surprise you realize that that very mechanical meter, with its abrupt ending, is a most accurate adaptation of words to imitate the ticking of a clock. This ticking of the tireless time-piece attracted the attention of a diminutive rodent, and gives us material for a bit of mor-alizing upon the next line, "the mouse ran up the clock."' Frightened, no doubt, at first, he overcomes his trepidation and hesitatingly approaches in the direction of the monotonous sound. Alas ! how many of us yield, as did the little mouse, to misdirected curiosity and flee, as he did, affrighted from that which was not meant for us to know! Incidentally, we call at-tention here to another concealed bit of information. The clock must have been one of the old-fashioned variety, with long, pendant weights exposed to the open air, else our little THE GETTYSBURG MERCURY. 189 friend could not have reached it in the course of his investiga-tions. The next line is of special value in our analysis, inasmuch as it gives us the time of this historic occurrence, the narration of which has doubtless entertained the younger generation since the days of the horn-book A, B, C. It may have been either broad-daylight in the early afternoon when, we are told, "the clock struck one;" or it may have been the hour immediately succeeding that— "—very witching time of night. When churchyards yawn." Hut our insight has already become sufficiently keen by our experience of the first two lines, so that we readily conclude it must have been one o'clock at night when his mouseship pur-sued his nocturnal meanderings. Had it been one o'clock in the afternoon, the bustle of the kitchen in clearing away the remnants of the mid-day meal, together with the presence and wide-awake activity of the dog or cat, would have entirely pre-cluded the possibility of the mouse performing his perpendicu-lar tight-rope-walk on the rope or chain of the hanging clock weights. And, now, the last line of pure English in this classic bit of nursery lore gives, perhaps,a larger scope of meaning than any of those preceding. Having accomplished his perilous ascent, and explored the intricate labyrinth of wheels, pinions and oscillating pendulum, he hesitates whether to retrace his steps or to delve still far-ther into the unexplored mysteries of this queer contrivance. But suddenly, close to his velvety ear, there breaks upon the silence of the night a loud, jarring sound, half stunning him by its proximity, and throwing him into a state, of quivering terror as he crouches behind the farthest clock wheel and lis-tens to the ebbing, throbbing waves of sound vibrating with the detonation of the stroke through the metallic fabric of the works. Then, the innate instinct of self-preservation asserting itself, he makes a dash for safety, half sliding, half tumbling down 190 THE GETTYSBURG MERCURY. the clock-weights' chain and scurries away to his dark abode. Does he not typify all too well that over-ambitious spirit which strives to attain impossible ends, and to climb to heights where the atmosphere is too rare when the summit is finally reached, and the baffled, disappointed and heart-sick seeker is glad to return to his allotted place in the universe, just as the frightened mouse besought his subterranean retreat ? The last line, a repetition of the first, is intended to show how the clock went on ticking, in its accustomed manner, after the mouse had fled. Even so the great world goes on. Man is born—a diminutive mouse in the vast mansion of creation— he explores for a brief time, as the mouse did, mysteries too great for his feeble comprehension, and then returns to that place whence he came. And now, dear reader, have you not formed a better opinion of this doggerel rhyme which haunted your childish memory; and have you not conceived for it that appreciation which it so richly deserves ? 1 "A soul to fear its maker and to feel The finer things of life in their full measure ; A soul to hear God in the twilight calm And see him in the varied hues of dawn. BRUCE COBAUGH, '05. AT the end of a short avenue which leads from the main wes-tern street of Canton, Ohio, lies the beautiful West-lawn Cemetery. To the many visitors it is of special interest as being the burial place of our late President McKinley, and it is for the purpose of visiting his tomb that we pass through the large gate at the entrance on a Sunday afternoon in July. On entering we are greeted by a pleasant surprise as we note the natural beauty of the place, for it is a veritable park. We cannot help but contrast it with other burial grounds we have known, many of whose chief characteristics are the long rows of cold marble and granite with their intermittent spaces laid out with mathematical precision, as if old Mother Earth were jealous of giving one man more than an alotted resting place in her spacious bosom. Nor do we experience that cold un-comfortable feeling that often passes over one on entering a cemetery. On the contrary, as we stroll along the winding avenue which leads through the cemetery, we pause as our attention is attracted to some new beauty of the place. To our left rises a ridge covered with trees. Here the stately oaks are sighing softly in the summer breeze. From their branches comes the songs of their feathered tenants in joyful melody as if inviting all to rejoice. We pause in the shade of a large oak and listen while nature speaks with an eloquence that can never be surpassed. Descending below, to the right, is a slope whose gently un-dulating surface is covered with green. It is bounded below by a brook whose clear waters sparkle in the sunlight The bank is covered with willows which dip their overshadowing branches into the stream. Here and there along its course are ponds in which swim the little sunfish among the floating lilies. We follow a short path from the main avenue and this brings us to the object of our visit. On the eastern slope of the wooded ridge is the exterior of the ** 192 THE GETTYSBURG MERCURY. large vault. In the .stone front with its solid arch and massive pillars, hangs the heavy iron gate that guards the entrance. It gives one an impression of stability and its general appearance is plain. We can approach no nearer than a distance of about fifty feet for it is guarded day and night by armed sentries who are pacing to and fro about the tomb. As we gaze on the walls which enclose his mortal remains, our thoughts turn back on McKinley's life. Thoughts of his public career come to our mind. We think of how he rose step by step from one position to a higher by proving himself worthy of promotion. His ability as a statesman, his election to the office of chief ruler of our nation and the integrity with which he served his country are among our thoughts. He seems to us a true American in the highest sense of the word. No less than these, however, is his great example of charac-ter. Again, we think of his death, his patience in suffering and the spirit of forgiveness which he showed for the man who gave him a mortal wound. And his calm resignation in the dying hour along with his trust in God make him a worthy example of a true Christian spirit. The sun is sinking behind the treetops and we have time to stay no longer. We return with thoughts of our visit that will ever be pleasant in our memory. THE GETTYSBURG MERCURY. 193 THE HOUSE WE BUILD. IN the land of the East there once lived a king who gave to twelve of his subjects a sum of money with the command that each should build him a house. Each man took the allot-ted sum and set out to obey the command. Eleven bought the cheapest materials in the market and constructed their buildings on the simplest plan, so that they might save some money for their own use and complete their tasks; but the twelfth secured the most durable materials he could find and with painstaking care built his house as nearly perfect as pos-sible. When the buildings were finished, the king issued a de-cree that each subject, for the rest of his life, should live in the house which he himself had constructed. Imagine the chagrin of the eleven when they found that they must dwell in such unstable structures. Repairs soon became necessary as part after part gave way, and in a short time the buildings, too weak to stand the wear of time, collapsed. But the twelfth subject dwelt in his substantial home until the end of his days. Although this is only a legend, there is hidden vVithin it a truth which is applicable to mankind. Each individual must rear a building for himself—that unseen and uncomprehensible being or spirit—to dwell in. Perhaps we are carrying this on unconsciously, nevertheless, each day has its effect upon these structures. Either we are fashioning pillars and supports which will make our house a strong and beautiful one—fit to contain the noblest aims and purposes—or we are, by living lives of in-difference and ease, rearing such a structure as one finds on a neglected farm, which can contain nothing securely and which every adverse wind threatens to destroy. And there is no ex-change of property, no rental, sale or giving away. Each man must keep his own building and live in it as he himself has built it. Our acts, our thoughts, our feelings, our resolves, our aims and the influences which we receive from associates, books and surroundings are as really the material for our buildings as the t 194 THE GETTYSBURG MERCURY. lumber and nails for the carpenter. And just as essential for us is a plan. Each one should have a definite ideal as he takes up his work of art. For such an ideal, observe nature in her perfection as she manifests herself in the snowflake with its per-fect arrangement and whiteness, the globe of dew in its round-edness and purity, the new blown rose in its fresh beauty, the magnificent forests in their strength and grandeur,and the lofty mountains in their towering might. And the human body in itself, in its harmonious structure and workings, is a model for perfect symmetry and order. One of our writers speaks of it thus:— Not in the world of light alone, Where God hath built his blazing throne, Nor yet alone in earth below, With belted seas that come and go And endless isles of sunlit green, Is all thy maker's glory seen. Look in upon thy wondrous frame, Eternal wisdom still the same. One should carefully consider both the exterior and interior of the building which he erects. The exterior, while not most important, should receive some care. Have a good strong frame secured by temperate living and proper exercise, an erect form. A clear interior structure, with its furnishings, is import-ant, not only because it is the character, or at least what makes the character of the individual, but because it affects the exterior and makes it what it is to a very great extent. Our houses are more or less transparent, and one without can tell the nature of the man who lives within. On the outside we post the signs which describe the resident. Ruskin says on this subject: "There is no virtue, the exercise of which, even momentarily, will not impress a new fairness upon the features, neither on them only, but on the whole body." In the furnishings let a good strong individuality form the centre piece and let it secure for itself an appropriate setting; let it secure those qualities which make us noble and images of the divine. Let earnestness, enthusiasm, tenderness, a love for THE GETTYSBURG MERCURY. 195 beauty and harmony, observation, unselfishness and determina-tion be essentials in the equipments. If a man wished to build a perfect house, he would give his attention to every detail and try to make it complete. So in rearing our house, let us not polish and adorn one part to the neglect of another. The young girl who strives only for grace in a ball room and popularity in the social world, and the young man who develops only his muscles in athletics, are building very deficient houses. Symmetry and proportion are two qualities necessary to a beautiful building. In this work of building, we may often improve our own structures by helping our companions as they toil. While we are supporting a pillar or repairing a broken part for them, what is our surprise to find a new beauty in our own, while rough edges have become beautifully rounded curves. How delightful it is to live in a country that is adorned with beautiful and well constructed buildings ! In us lies the ability to adorn or mar the world by the structures which we rear in it. In addition to their improving our surroundings, they serve as incentives to others in perfecting their own buildings. The poet Holmes gives us an inspiration in the words: "Build ye more stately mansions, O my Soul, While the swift seasons roll. Leave thy low vaulted past, Let each new temple nobler than the last Shut thee from Heaven with a dome more vast, Till thou at length art free, Leaving thine outgrown shell, By life's unresting sea." EDITORIALS. What a great thing it is ! What a commendable TRUTH trait of character! What a power in everything! And yet how often debased, how often contaminated, how often distorted! It is our purpose to briefly set forth herein a few facts bear-ing directly on the welfare of this college; to reconstruct cer-tain distortions of the truth, which have been circulated by yel-low journalism to our detriment; and to assure our friends and supporters that Gettysburg is a college of gentlemen and not of "hoodlooms," as certain press manipulators, with clouded vision, would make us. During the past two months, there have been evil and ma-licious reports scattered broadcast, within no small radius of THE GETTYSBURG MERCURY. I97 our college community, in which the boys of Gettysburg have been deprecated as a gang of rowdies, rogues and general roustabouts ; have been designated in all sorts of terms, border-ing on the villiainous; have had epithets, becoming anything but gentlemen heaped upon them in profusion; and have been characterized as an aggregation of degenerates. If these things were true, ours it would be to "grin and bear," but no individual, without a word of protest, much less a body of loyal college students, can see such maledictions afloat and such slander indulged in with impunity. We labor with righteous indignation under the knowledge that the good name of our college, undefiled for decades, is being vitiated without provocation. Therefore, we refute with vigor these monstrous prevarications. To the friends of Gettysburg we would say that the reports referred to above are not true, are utter falsehoods, and are not warranted. Instead of all kinds of devilment, which these vile, disgraceful recitals portray, such a state of affairs is non-exist-ent almost in totality. Class spirit, college spirit—all kinds of spirit, we are loath to confess, is at a lower ebb than it has been for a number of years, and, consequently, the real and only ex-cess, conducted by the student body, is thereby removed; for, be it known, that there by no means exists an organized quota of students in the college whose aim and object is the destruc-tion of property, and the debasement of their fellow-students. Such personalities Gettysburg does not support. To be sure, occasionally, a sudden outburst of college en-thusiasm does impel prudence a little beyond the limit, but never, within the time during which we have been flailed with the confounded misstatements of a debauched press, has it been carried to an end approaching that which these enlarged, in-flated, falsified and perverse specimens of a journal of the "yellow" type would have you believe. To the source of this polluted literature we consider it be-neath our dignity to directly refer. It suffices to state the facts connected with its origin and promulgation. These we offer to you as explanatory of these disseminated articles so liberally 198 THE GETTYSBURG MERCURY. savored with prevarication. We trust they may serve to right your estimate of our college; to reinstate you in your former attitude of good will toward us, if you have fallen therefrom by the great injustice done, and being done, us without cause, real or sham; to lead you "to believe that we are not "hood-looms," but men, such as Gettysburg has merited and owned in the past, and yet finds perpetuated in our persons. We ask you to discount these reports, which appear at our expense, with a reduction of one-half or three-fourths, which they will readily bear, and then the residue may, perhaps, be taken at par. These remarks may seem somewhat eulogistic, but we are given to self-laudation only in case of stringent necessity. This is one such case. What we want you to believe, alumni and friends, is that Gettysburg is a college, not composed of men of ideal character,but equally on a level basis with our contemporary institutions. We are not tainted and debased in character, in a class of our own, but whole and sound as any. The Pennypacker press muzzle was met with derision and denunciation when it became law. It was fairly paralyzed with a storm of opposition. And yet there is quality in that piece of legislation. While its operation, for the most part, is out of harmony with American principle, it could be made to operate with admirable results in specific cases. It is not our intention to justify the "muzzier," but would it not justify itself in our instance ? It would purge e\^il from the local press, perchance. Shall we try it? DIALECT 1'ne fed °f writing stories in various dialects, STORIES. particularly that of the Negro, the Irishman, the Westerner or Backwoodsman, is becoming very contagious. These stories, while they are comical and interesting and serve the purpose intended perhaps well enough, may become very detrimental to our language and especially so if they continue to multiply. The colloquial form of the English language is now ungram- THE GETTYSBURG MERCURY. 199 matical enough, as every one will acknowledge, but what it might become if these corruptions are acquired, I should fear to state. For example the colloquy of the Westerner put into the speech of our fairly educated men of today would be unbecom-ing and distasteful, to say nothing of its effect. While this illustration may be an absurd one, yet it is not far in advance of the result of dialect writing. If we are given this species of literature we are going to acquire more and more of this kind of language. Another example only too realistic is that of the college student whose corrupt terms and phrases are understood only by himself and those associated with him. How often when speaking to an outside man does he find himself uttering these corruptions, which are, it may be, Hebrew to his hearer. This is an example of how easily we may acquire the lore of the different dialects if they are thrust upon us for our constant amusement or edification. Our tongues would be confused far more than the tongues of historic Babel. To the student of English, dialect stories, when they exceed the limit in number and quality, should be especially repulsive and, by heeding them with little or no regard, the student will be justified, the'offender punished, and the dignity of our English preserved. EXCHANGES. The most delightful bit of optimism, for it does seem to savor of the optimist, that we have noticed in our last month's reading, has been penned with regard to the college publica-tions. Hear some of the soul-cheering words of the Georgetown College Journal's ex-man, who has been so highly esteemed as to be re-elected to office: "They bring to us a message of the thousands of college men and women of this country who are giving their time to the study of letters and are becoming writ-ers of good English. We do most emphatically believe in col-lege journalism; and it is our firm conviction that out of the 200 THE GETTYSBURG MERCURY. humble efforts that the college editor is to-day making will come the great American novel, and the great American epic, and the great American essay; in short, will come the great American literature, a golden age, that will outshine all that have gone before it." May college journalism result in a de-velopment of our literature equal to the expectations of our sanguine friend. There is much in the college magazine that does not warrant such expectations. But there are some col-lege men who, although their literary efforts are now making but a feeble light, are, nevertheless, blazing a pathway for grander and nobler things in literature. The Carthage Collegia?i has this interesting preface to its last number, which is intended, no doubt, for critics who become cynical in their observations:— "Kind reader, ere you turn away From viewing this small booklet's pages, And judge, perchance, correctly too, That they who wrote it are not sages, Think well, before you place it on the shelf, You might have written it yourself. Forget the weak, the poor, and of the rest, Though it be poor, remember thou the best." If there were made a classification of the college magazines into those seemingly making a special effort to present college news, with one or more literary articles to fill up the space, and those devoted principally to literary work, we would, no doubt, place such magazines as Tlie Monthly Maroon and University of Virginia Magazine in the second class. They belong to the part of college journalism that will result in the "Great Ameri-can Literature." The Ursinus Weekly has just come out with its first Literary Supplement of the year. The essay on "Seventeenth Century Lyric Poetry" shows a knowledge of the spirit of that time. The writer compares the songs of the "light-hearted" Robert Herrick with the "deep, sonorous" notes of Tennyson in an in-teresting manner. The exchange editor seems to have a good word for every one.

The literary societies arc the practical agents whereby the ease of speech and calmness of expression are attained. Those of you who are neglecting the advantages of these societies, are losing the foundation for successful careers. The literary societies are the gates of opportunity which are open to us all. Shall we enter and avail ourselves of these opportunities, or shall we wait until the gate? are closed and allow the breezes to bear back the sad tidings, too late! too late! We are all desir-ous of power and success and it rests with ourselves to decide whether we shall be influential men and women, leaders among men, or whether we shall be weaklings and puppets in the hands of the strong to be utilized for whatever purpose they may see fit. When we enter upon the wild and stormy sea of life to per-form our little parts as members of this great universe, we will meet with many other ships, some of which will try to run us down and sink us in the waves of defeat; others will challenge us and utilize every advantage to beat us in reaching a certain goal, while derelicts and wrecks innumerable will approach and demand assistance. Moreover, on every hand we will encounter numerous mallstroms of indifference and shoals of discourage-ment upon which many a craft has been shattered, and whether we, as skippers, will be successful in steering safely by them will depend upon our practical education—our literary training and hence our ability to lead, to command and to express our views forcibly and in a clear and concise manner. All of us, I believe, realize the importance of literary train-ing and development, but only a few, triste distu, are taking advantage of the opportunity which our societies afford for self-improvement. Let us dispell this atmosphere of indifference which surrounds our literary activities. Pill to overflowing each week the literary rooms ana make those old halls sound and re-sound with the thunder of your oratory and the magnificence of your eloquence, and then go out into the world fully equipped to fight life's battles and prepared to make Demosthenes and Cicero turn in their graves and stare in amazement. THE MERCURY. 17 THREE GREAT PHILOSOPHERS. Aristotle—Part I. CHARLES W. HEATHCOTE, '05. BISTOTLE, one of Plato's best students, was born at Stagira in Thrace, B. C, 384, and died as an exile at Clialeis in Euboea, 322, B. C. Aristotle was the son of Mcomachns, an eminent physician, who held a high position under Amyntas, king of Macedonia. Mco-machus was also an eminent writer on natural history. Aristo-tle's father died about 367, B. C, and shortly after his death Aristotle came to Athens and became a student at Plato's acade-my He remained a student at the academy until after his master's death which occurred in 347, B. C. Aristotle ranked first among the students and would prob-ably have succeeded his teacher as Head-master of the academy, but he was lacking in respect for him. At a very early age Aristotle manifested an aptitude for philosophy. He was more original in his thinking than the other students. It is said that he broke the rules of discipline at the academy continually and was censured for his insubordination by Plato. After Plato's death Aristotle retired to Atarneus in Mysia where Hermias, his friend, was ruler. He remained at Atarneus three years and during this time he married Hermias' niece. It was during his brief residence at Atarneus that he was invited by King Philip of Macedon to become tutor to his thirteen year old son, Alexander. For eight years he was instructor to the 3roung Alexander. A strong friendship sprang up between the future great conqueror and the great master. In later years Alexander sent Aristotle gifts of money to aid him in his work at the academy he had founded in Athens. He also presented him with many valuable specimens of different things from the various places he conquered when he was on his great conquest of the world. His school at Athens became famous at once as a center of philosophic teaching. It is said that in the mornings he lec-tured to advanced students on the deep truths of philosophy. In the afternoon the lectures were on popular subjects and to these the common people were admitted. 18 THE MEGCUEY. Aristotle wrote and lectured on many subjects. To give the order of the composition of his works is almost impossible. He was rewriting and re-editing them continually. His writings treat on rhetoric, logic, moral and political philosophy, physics and metaphysics. Aristotle was deeply indebted to the philosophers who pre-ceded him. Problems are constantly recurring in philosophy for solution. Each time they appear their solution is made easier and an advance is made in reasoning. Socrates met diffi-cult problems and some he was only able to solve partially. Plato took up the work of his master and reasoned more deeply than he on the difficulties Aristotle continues the work and profiting by the triumphs of his predecessors is able to advance out upon many lines of investigation and speculation. The simple philosophy of Theoles of the earlier Greeks had con-tinued to grow more and more complex as the years went by and at the time of Aristotle such difficult problems had arisen .for solution that Thales had never dreamed of. ' •[Ttag as Aristotle endeavored to solve philosophical riddles "lie 'tried to interpret them practically by facts. He rejects the answers that are general in conception and he desires and seeks after the concrete. He is careful and clear in his reasoning. Aristotle can well be called the father of logic. Or as Wal-lace has well said: "If Socrates broke ground upon the subject ■of the concept, and Plato laid the foundation of a theory of pro-position, Aristotle in turn completed the analysis of knowledge iby adding his theory of syllogism. The characteristic feature t>f syllogism lies in emphasizing the fact that we discover the general characters of a nation by the help of some conception which is wider than this nation itself while narrower than the general idea with which we are seeking to connect it. And thus the aim of science is just the discovery of these media or middle terms by which our knowledge will be at once widened or uni-fied." His logic led him to believe in God. However, his concep-tion of God is not as lofty as set forth by Plato. He is not so deeply impressed with religious truths. He does not urge man to strive after the Highest Good in the sense that Plato does. Aristotle is indeed the practical philosopher. He urges the THE MERCUKY. 19 individual not to contemplate on some abstract thought of good-ness, but as members of the state and of society each individual must live a righteous life so that good may be done. He con-demns individual selfishness. Sin is the result of choice. He realizes that when men sin wilfully they are destroying their own character. When a man does true thinking he is living a happy life and will rise above sinful appetites. Contemplation forms the basis for the best life man can live. Man's whole nature must be consistently developed in order that the soul might be truly happy. Aristotle lays great stress upon present living. Each indi-vidual should live in closer social bonds with each other, in or-der that each one might understand the other better. Thus all would be able to understand the higher things better and the moral tone of society would be stronger. Statesmen and rulers would live truer lives and be more qualified to rule and govern. Since Aristotle lays much stress upon present living his ideas as to the continuance of life eternally are rather vague. He thinks that ideal life may be found in our present life. Aris-totle's conception of the ideal man is one who is willing to help others, strives after the good and unselfish, disdains favors, and presents many other fine qualities. The ideal is entirely too finite in its conception and is i.ot conceived after an infinite ideal which cannot be attained in its life on account of its perfection and infiniteness. In all human activities in the midst of the complexities of life true pleasure should be sought after. This pleasure or hap-piness will be helpful and beneficial to all if it is governed and controlled by consistent principles of living. Virtuous happi-ness may be cultivated and developed. Or, as Uberweg says, "Ethical virtue is that permanent direction of the will, which guards the mean proper for us, as determined for us by the-reason of the intelligent; hence it is the subordination of appe-tite to reason. Bravery is the mean between cowardice and te-merity; temperance, the mean between inordinate desire and stupid indifference; generosity, the mean between prodigality and parsimony, etc. The highest among the ethical virtues is justice or righteousness." Aristotle draws clear distinctions between mere impulses and 20 THE MERCURY. intelligent decisions. Man by his superior intellect is able to have such control over his will power that he is able to make decisions that are correct and proper. Since virtuous living is manifested in human activity the true practical side of it is manifested in the community. Aristotle, like Plato, believed that the best moral life should be lived for the sake of Stale. On the other hand Aristotle lays down the sublime truth and principle that every government will see that its constitution requires the development of the best moral life of its citizens Aristotle understands the past history of Greece. He sees wherein she has failed and has been truly successful. He reali-zes that one form of constitution grows out of another. Govern-ment is a process of evolutionary development. Through con-stitutional history men read the past and discover the possibili-ties of the future. Failure in one form of government may be and probably will be the stepping stone toward the establish-ment of a good and strong constitution. He strongly condemns mob rule, tyrants and despots. If the people are truly virtuous, righteous obedience will b'j readily rendered to the State. The State is the outgrowth of the family. There must be union of aim and of purpose. Or as Windeband says: "The good of the State, therefore, does not depend upon the external form." It is time that the individual has power in the State but he must be willing to subserve personal desires for the best interests of the State. The individual must give true obedience to the State and he who is not capable of true intelligent obedi-ence is only fit to be a slave. The union of citizens must be strong and firm and their unanimity must be above all artifici-ality." The most practical form of the State is, in general, a government in which monarchial, aristocratic, and democratic elements are combined; but in all individual cases this form must be accommodated to the given circumstances. Monarchy, Aristocracy,, and Timoeracy are, under the appropriate circum-stances, good forms of government; Democracy, Oligarchy, and Tyrany are degenerate forms, of which the latter, as being the corruption of the most excellent form, is the worst." ENNSYLVANTA! the Keystone State! once the pride and boast of the nation! with her great metropolis, the City of Brotherly Love, with her Capital, the seat of government, all fallen into the hands of thieves, robbers and traitors, with her civic affairs rotten from center to circumference! Is it not high time, my friends, for us to raise our voices in behalf of political reform. There was a time in the history of this great commonwealth, when political reform reigned supreme. A time when we enjoy-ed a government of the people, by the people and for the people. A time when we were not cursed by class legislation controlled by trusts and great corporations. A time when the political arena was not filled with rogues and bribers, when a man could go to the polls and vote with a free hand and a free conscience. A time when we heard nothing of the gang and grafters, when we were not compelled to bow in humble submission to their devilish machinations, but when we were free and enjoyed the blessings of liberty. But what has been the political condition of our State for the last few years? Go to the very center of government and what could you behold. A gang of political tricksters and freebooters has the city and State by the throat and is strangling truth and purity to death. The gang has prostituted the ballot, robbing citizenship of one of its most sacred privileges. It has passed laws for the protection of those who commit crimes against the ballot. It has utterly corrupted the public service and entered into the most appalling traffe with crime to defeat the will of the. people. It has robbed our public schools and oppressed our in-sane institutions. It has supported the trusts and corporations-in their extortion from the people. It has raided the State- Treasury and robbed it of millions of dollars to pay for the mag-nificent capitol made of putty and plaster-paris. But go to the city of Brotherly Love and behold the Demon is there f The monster holds in his powerful grasp every public interest of that great city. Honesty has been outraged, municipal honor sacrificed, and crime upon crime has been committed. Go from the north to the south and from the east to the west of this great commonwealth; from city to town, from town to village, from village to hamlet, and you will not find a spot that has not been blighted by political tyranny. Is it not time, I repeat it. is it not time for us to rise in our strength and in our might in the interest of political reform? Why should a political gang, a gang of thieves and crooks, be permitted to rule this great State? Why should a great political octopus be allowed to wrap its coils about our free institutions and strangle them to death? Why should we allow the oil trust, the coal corporation and the railroad combines to draw the very life blood out of our veins? Are we free, or must we be slaves? Shall we sit down and al-low cunning, ambitious and unprincipled men to subvert the power of the people and usurp for themselves the reins of the government ? Shall we allow them to bind us with fetters more galling than those with which England bound the American colonies? Shall we sit idly by while corruption and graft which have existed in this State for a number of years, and have re-sulted in the suicide of a number of men who were made victims of the rotten system and brought suffering and disgrace to their families, goes on? Shall we allow the guilty ones to remain un-punished, living in luxury and squandering millions of the State's and taxpayers' money? Is it not time for us to rise and throw off the galling yoke and proclaim ourselves freemen in fact as well as in name. Our forefathers were wise and brave when they established their independence. But what shall be said of us, boasting that we are American freemen yet cringing and grovelling under the tyrannical despotism of a contemptible band of political buc-caneers. Are we cowards, or will we bravely rally around the standard bearers of political reform. This is our only hope. We must unite our forces A crisis in the affairs of our great State is at hand. Eepresentatives of graft and greed are still rampant and boldly challenge the very genus of civil law and civil liberty. Only a few weeks since they were making a mighty effort to control our legislature by getting THE MERCURY. 23 the legislators to break their solemn pledge to the people. They tried to defeat every measure intended for the common welfare, The battle for political reform has begun and it must be perpetu-ated. It behooves every man that loves liberty and freedom to rally to the support of those who are fighting so bravely and he-roically in the cause of political reform. The war between law-lessness and law, between plunder and patriotism, between crime and decency is now on, and it is for us to decide how it shall terminate. The enemy has chosen the battle ground. Their war cry has been proclaim d, "Let us end this talk of political reform." "We must arm for the struggle which is to decide whether po-litical reform shall survive or perish in this grand old State. In the name of virtue and truth, in the name of liberty and independence, let us register our solemn vow, that our struggle shall not cease until the enemy shall have surrendered, and the honor of our grand old State shall have been redeemed by the transforming power of Political Reform. 24 THE MERCURY. mm IS IT DESIRABLE THAT GETTYSBURG SHOULD IN-CREASE IN POPULATION? J. M. D., '08. HE population of a town may increase in several differ-ent ways. Several classes exist, the laboring class, which is divided into two,—the day-laborer and the skilled, the professional and the wealthy, retired class. These classes all have different effects on the town in which they settle. Some of the effects are desirable while others are entirely the opposite. According to the class of the new residents is the town benefitted or injured. The wealthy, retired business man, or financier is always wel-come to any small town. He brings lots of money, employs a certain number of servants, and adds to the appearance of the town by his large, well-kept residence, which in the building, dis-tributed money to a large number of people. He likes the best of food and clothing, and by his purchases adds to the profits of the local business man. His residence needs people to keep it in condition, and almost every class receives a part of his well dis-tributed funds. His taxes fill the treasury of the borough, and as far as money is concerned he is a benefit in every way. His fine residence leads others to build like houses and by this in-crease in building, the town is beautified and workmen are kept employed. Some envy is, of course, created, but this is only among the lower classes. To attract the professional man it is necessary to have employ-ment for him. Men of this class are a great benefit to the town in that they work out the higher problems and help sustain the working classes. Their services are very necessary, and the competent one of very greet benefit to the community. As a rule they arc comfortable in life, having enough money for a neat comfortable home, and the means to maintain it. Then-homes are generally attractive and add to the appearance of the thoroughfares. The education necessary to a profession lends them a certain air of refinement and by associations they have a good influence on the community. They are fairly good spend-ers and aid the local business as the business man aids them and THE MERCURY. 25 by dealing directly with the laboring class are also an aid to them. They are not generally fast and wild bnt sedate and quiet and lead a life of quiet at their homes. Skilled laborers are necessary to the erection of the buildings and the manufactures of the town. Most manufactures are pro-duced by men skilled in a certain line, and every town must have men who are competent in their respective trades. These labor-ers, as a rule, lead a happy-go-lucky life, taking no thought for the morrow. Nights of revelry and "fun" end days of hard toil, and one week's wages is consumed during the next. This is not the best class to dominate a community but it is generally neces-sary to a community's welfare. Day laborers, working wherever they can, with no steady job are not the most desirable associates, although they are a great help to farmers and contractors. They are hard working and barely make a living. Still they do work which must be performed, and work which is very necessary. Now, take Gettysburg. Here we have a town of few manu-facturing plants, and there is little for men to do. The battle-field seems to be our only source of income, and this is growing less each year. Too many of our people rely on the visitors for their year's salary. Winter is long and cold for them. No in-dustries advertise for men to work and consequently our "loaf-ing parlors" are full to the doors. Let us put manufactures here and find employment for men. Let us get men here to work. These laborers will bring others of all classes, and we should see great improvement in the town. A larger town means prosper-ity for all. More money will circulate. A better class of peo-ple will dwell here and all will thrive as in other towns. How many young men, whose parents live here, have found work in the cities, just because of the lack of work here. Why not keep these at home? A larger town means more money, better peo-ple as a whole, more visitors because of the facilities, and a gen-eral move toward prosperity for all. Let the town drift as it is, and we shall soon see the bad results of our idleness. 26 THE MEKCUEY. QUALIFICATIONS FOR LEADERSHIP. E. E. SNYDER, '09. 1 HE history of the world is to a large extent, the life stories of great leaders. In every age, in every na-tion, and in every phase of life's activity there have been great leaders., who by the power of their leader-ship have shaped the world's history. These leaders have dif-fered widely in their methods and their work and yet we find that they all possessed certain qualifications on which their lead-ership depended. Emerson has said that in a great leader we find an indescribable something, which at once makes us feel his power and while this is true we believe that every leader has cer-tain characteristics on which this power depends. First he must have perseverance. No truly great task has ever been accomplished without perseverance. Only those who through trials and discouragements have never faltered but have gone straight ahead, have become great leaders. Perseverance was one of the potent factoi s in Washington's success. Each de-feat but made him stronger and more determined and finally victory crowned his efforts As it was with Washington, so has it been with most of the world's great leaders. It was only by perseverance that success was made possible in the end. Again we find that a leader must have a tireless energy. The traveler who loiters by the wayside, seldom reaches his journey's end on time, so he who loiters in life's journey will fail to reach the heights of success and happiness. The leader has no time to play; he must ever be alert and active. Napoleon often slept but five hours per day. During the dark days at Valley Forge, Washington was incessantly active. Lincoln's life story was one of unceasing effort. He who has found time for life's so-called pleasures has seldom attained the ranks of leadership, and an un-tiring energy has characterized every great leader. The next qualification which we notice is unselfishness. "No man liveth to himself alone," saith the word of God, "and he who fails to consider his fellowman has failed also to lead them." Christ gave as his second great commandment, "Love thy neigh-bor as thyself," and this love has been manifest in the life of nearly all the world's leaders. Andrew Jackson, the man who THE MERCUKY. 27 appeared cold and stern and feelingless, was moved by the cry of an Indian babe on the bloody field of Tohopeka. Lincoln gave his life to bring freedom to a debased and ignorant race. Joan of Arc had freely offered up her life for France, years be-fore a grateful people strewed her grave with the lilies she loved so well. Moses prayed that he might die to save his people and Christ, the matchless leader, endured Gethsemane through spot-less love. Thus history <-mphasizes the unselfishness of her leaders. Self-reliance is another essential quality for a leader. The man who waits for the aid of another in life's battle, will merit few words of approbation at the battle's close. It is the man who goes ahead in his own strength who receives the willing aid of his fellowmen. Had Henry awaited the armies of England Agincourt would never have been won. Had Worden hesitated at the sight of the Merrimac, or Farragut feared the torpedoes of Mobile Bay, neither would have won the battle on which his fame depends. Both relied on their own strength and the help of God alone and both were victorious in a mighty contest. Then, too, the leader must be intelligent. No man can lead others to do a thing about which he is comparatively ignorant. The leader must be possessed of the traits he would inculcate; he must understand the work, if he would teach others to perform it. He must be able to see and quick to grasp all points of ad-vantage in his work and too intelligent to be deluded or mis-led by any adversary, however brilliant he may be. Last of all, he who would become a leader must have the power to organize and to execute. The man who lacks the power of organizing, has never affected greatly the world's history. The leader must be able to organize, to concentrate and to discipline his forces. He must be able to bring the greatest possible strength to bear on his most difficult questions. And finally he must be able to execute his plans. On no other qualification does leadership de-pend so much as on the executive ability of the leader. All other forces depend on this one a; one. It was the power which Christ gave to His disciples to execute their commands, that gave them their wonderful power of leadership which they possessed in such a marked degree. Then, too, we must not forget personality, will, adherence to truth and many other qualities which charac- GETTYSBURG COLLEGE ! Gettysburg, Pa. LIBRARY 28 THE MERCURY. terize the leader, but these, we believe, go hand in hand with those already named. The leader must combine with these qualifications, a knowl-edge of those whom he would lead. He who would lead well must first be led. He who would command aright must first learn to obey. The leader must understand the life, the trials, the difficulties and the weaknesses of his men. Their inner life must be as an open book to him. He must at all times be ab-solutely just, and often his justice must be tempered with mercy. He must have the power and qualifications of common men. He must have an invincible spirit and be faithful to his cause. Cromwell's great weapon was his fidelity to his cause and in that he neArer even for a momert wavered. The exemplification of the qualities of the leader we find in the lowly Nazarene. He is the world's greatest leader. He combines all the power of men. True, many leaders have not been His followers; Some hnve even opposeed Him, yet the quali-fications on which their power depended they unconsciously ac-quired from Him. Every leader, Christian, or non-Christian, soldier, statesman, author, martyr, whatever he may be, has found his power exemplified in the spotless man from Galilee. GREETINGS. With vent the ad-of the new saff the MERCURY begins its sixteenth volume as the literary paper of Gettysburg Colelge. We have noticed the advance in liter-ary excellence and in the appear-ance of the paper during the past year, due to the earnest efforts of the retiring staff whom we con-gratulate on their success. It is our desire and purpose to continue to advance this excellence as 30 THE MERCURY. far as possible and in addition, an attempt will be made to make the magazine more interesting and readable. To what extent this can be done and yet preserve its literary form, remains to be seen. However, we believe that it is possible. But we realize that our efforts will be useless without the hearty support and cooperaiion of the student body and alumni, not only in contributions and subscriptions, but also in manifes-tation of an active interest in the welfare of the paper. We start this year's work most auspiciously. The retiring editor has had a very successful year. The retiring business manager has a good report to make, so let us all unite in our zeal to make the MERCURY a literary paper full of life and spirit and one that will be benefitting to such a college as Gettysburg. OUR PLANS It is becoming customary with the maga-zines of the day to publish in the initial num-ber of each volume, a few of their plans and purposes for the ensuing year. We deem it wise to follow this idea in the pres-ent issue. Our plan is to devote the four remaining numbers of this year to the various college classes, in the hope that such an arrangement will stir up a class spirit or rivalry in this line of activity which will benefit the paper. The present issue dis-plays the efforts of a few of the Freshmen. The April number will show the literary ability of the Sophomores. The season has arrived again for the installation of new books in the libraries of the literary societies. The publishing of their names in the WEEKLY GETTYSBURGIAN does not seem sufficient for practical purposes for we notice that there is a constant in-quiry throughout the year as to what books are valuable for read-ing. In order to satisfy this demand, several pages in the com-ing issues will be devoted to short reviews of some of these books. To stimulate interest in valuable reading, we propose to publish descriptions of the contents of the various libraries of the col-lege. We naturally feel a little timid in presenting these first efforts but with the welfare of the MERCURY at heart, we invite friendly suggestions and criticisms from those interested in this work. A wholesome college spirit is manifesting itself in the field of literary activity at Gettysburg. New inspiration has been im- THE MERCURY. 31 parted to all by the excellent work done in our literary societies. The old-time spirit of rivalry between Phrena and Philo has been revived, and we may anticipate greater literary achievements during the coming year. The proper spirit of rivalry must be commended. It inspires action and stimulates the student to produce his highest degree of excellence. We have every reason to believe that this same spirit of enthusiasm will continue, and bring to the MERCURY a year of phenomenal success. The de-sire to excell in original literary work marks the student as one already on the road to success. This important and encourag-ing feature of college life can be maintained only by the hearty cooperation of all the students. Jealousy and selfish desires must be suppressed, and personal worth recognized indiscrimin-ately. The large man is he who can recognize worth in the work of a fellow-student. Such men succeed. EXCHANGES. T has afforded the newly-elected editor much pleasure to read the numerous exchanges that have been re-ceived from time to time. In general, the subject matter is of a high order and several articles show scholarly attainments. Criticisms are of mutual benefit and it is by having our errors criticised that we can improve our efforts. We therefore invite criticism and on the other hand trust that all suggestions made will be received in the proper spirit. Among the best of our exchanges is "The Mountaineer." The first prose article, "A Criticism of Thackeray's Henry Esmond," is worthy of special mention The writer speaks, first of the novelist, then shows how Thackeray answered these require-ments in "Henry Esmond." His style of writing and his themes are then commented upon. The plot, and finally the different characters are discussed. The article is logically arranged and is worthy of perusal. "The Thief and "Public Speaking" are also worthy of mention. In "The Perkiomenite" we find an excellent article on "Im-pressions from Interpretative Beading of Hamlet." This will be especially valuable to all students of Shakespeare. The arti-cle, "Camp Life at North field," is very interesting. It is inter- 32 THE MEhCUKY. esting simply because the writer lias given a very truthful de-scription of the place and its religious atmosphere. "The Dickinsonian" contains an interesting, brief biography of "Schiller, Germany's National Poet." Missionary work, both foreign and home, are current subjects of discussion. In "The Midland" an excellent account is given of "The Social Settlement and Its Work." The writer gives some interesting historical facts concerning the work, states its purpose and chief object, and shows what lias been accomplish-ed. In the literary department of the "Juniata Echo" there is an able discussion of "Industrial Education and National Progress," by M. G. Brumbaugh, Ph.D. "The Blue and White" contains a few historical sketches of great value. We would ad-vise all to read "Chivalry: Past—Present," in "The Seminary Opinator" of Feb. 26th. We naturally laud and magnify men who hold positions of honor and trust, but are so apt to forget that around and about us, in the common vocations of life, there are those who are silently but surely protecting our interests. This article is well written and expresses a fine sentiment. "The Susquehanna" gives a fine survey of "Commercial America." The development of science is a matter of unusual interest to the student. The "Advancement of Civilization in Science" gives a brief and concise account of what has been done in the scientific world. It is not always necessary to read an entire book to get the vital points in the life of some hero. A careful perusal of "Julius Caesar" will verify this statement. The "Western Maryland College Monthly" contains several very good stories. "The Passing of the Bad" is especially worthy of mention. Uganda's progress in reducing poverty from 1993 to 2006 is a remarkable story of success that has been well told. The narrative of Uganda's continued, albeit it slightly slower, progress in reducing poverty since 2006 is less familiar. This was a period in which growth slowed as the gains from reforms years earlier had been fully realized, and weak infrastructure and increasing corruption increasingly constrained private sector competitiveness (World Bank 2015). This report examines Uganda's progress in reducing poverty, with a specific focus on the period 2006 to 2013. The report shows that high growth from 2006 to 2010 benefited poverty reduction. Before turning in further detail to the key findings of the report, it is important to note that the analysis undertaken in this report is only possible because the Government of Uganda has invested in a high quality series of household surveys to document progress in wellbeing since 1993. The Uganda Bureau of Statistics has conducted high-quality household surveys that every three to four years that have provided a comparable series of data on poverty and other household characteristics for the last twenty years. Uganda is one of the few countries in the region to have achieved this level of comparable, frequent poverty monitoring over time. Without this, it would not be possible to document the lessons Uganda provides.

This report presents an analysis of the early childhood development (ECD) programs and policies that affect young children in the Gambia and recommendations to move forward. This report is part of a series of reports prepared by the World Bank using the systems approach for better education results (SABER) - ECD framework and includes analysis of early learning, health, nutrition, and social and child protection policies, and interventions in the Gambia, along with regional and international comparisons.

Iceland s population of approximately fifty thousand inhabitants did not change appreciably from the end of the settlement period in the late twelfth century until the mid-nineteenth century because of the climate and limited technology in agriculture and fisheries. In fact, periodic decreases resulted from climatic fluctuations, natural disasters and epidemics, since this was a primitive rural community of farmers and fishermen. The weakness of the urban community was so apparent that when the royal monopoly on domestic trade was abolished by law in 1788, new migrants from selected villages to urban communities1 were offered public subsidies, such as free lots and tax dispensation for twenty years. Despite this government intervention, the growth of the urban population, especially in the capital city, did not manifest until early in the twentieth century following technological developments, such as the advent of motor vessels, banks, and certain infrastructure investments. That is probably because the Danish authorities and Icelanders were not unanimous in their policies and actions. The growth of the urban population was followed by a decline in the rural population. This trend increased after World War II, and at the beginning of the 1980s, the population of the urban areas outside the capital area2 began to decline as well, especially those populations that were farthest away from Reykjavík and Akureyri, the second-largest urban community outside the capital area. The present research s objective is to investigate whether transportation improvements affect inter-regional migration in Iceland. This thesis is divided into three main parts. First, a brief introduction describes the development of the transportation system in Iceland, especially the road network, and geographic population patterns in the twentieth century. The second part covers fundamental theories of transportation economics and spatial economics, especially regarding transport demand, the geographic pattern of housing prices, theories of industrial location, and interregional migration. The third part reports on an empirical investigation that is in line with the objective of the thesis. Many factors motivate migration. Geographic differentials in labour market conditions were among the first factors addressed by economic theory in the context of spatial economics and were still among the central factors when amenities, local factors of value offered free or relatively inexpensively to the local population, were included several years ago. Amenities include natural resources, public services and social activities, while negative amenities or dis-amenities include local phenomena, attributes, incidents or threats, including crime and pollution that decrease the welfare of the local population without compensation. One theory has suggested amenities compensate for lower wages; since people tend to like places with good weather conditions, beautiful scenery, and other amenities, these places tend to generate an excess supply of labour, and wages decrease, while wages are higher where amenities are more limited. The New Economic Geography is the most recent theory covering interregional migration, where the core-periphery model is central. According to the model, the agglomeration economies are among the main reasons for rural-to-urban migration, through higher real wages. Moreover, lifetime earnings instead of present wages are addressed as more relevant. Uncertainty is included as well. One version of the core-periphery model includes social capital and traffic congestion. Transportation economics is a large field within economics. Here, transport demand is relevant to the study topic so the theoretical presentation of transportation economics will be devoted to that only. Unlike many others types of demand, transportation demand is a derived demand since it is the demand for any other goods that is, people travel to work, trade, and go shopping. Otherwise, transportation demand is comparable to demand for other values or goods where price, income, and the price of supplementary and complementary goods play a central role. The dissertation s empirical contribution will be divided into three parts and therefore classified into three separate chapters. First, we investigate the relationship between transportation improvements and local housing prices because housing prices reflect the value of locations. Second, we measure whether and to what degree rural residents value agglomeration and access to a central business district (CBD)3. Finally, we examine whether transportation improvements affect interregional migration. The empirical part of the study is based on data from Iceland that covers annual averages for Iceland s 79 municipalities for nearly two decades the period from 1981-2006. Many municipalities were merged during this period with the result that the relevant data for all the years were classified according to the number of municipalities in the year 2006 in order to maintain comparability of data. Panel data models are implemented for analysis. They combine the analysis of cross section and time series simultaneously that is an analysis of number of individuals or municipalities over time. One can choose between fixed and random effect in the analysis of panel data, where the coefficients of the fixed effect model include a variation within municipalities, while coefficients of random effect include both within and between variations. The estimation of the relationship between transportation improvements and housing prices is based on a relatively new interpretation of Johan Heinrich von Thünen s (1783-1850) theory regarding land rent: housing prices tend to be highest in the centre of a CBD because of the significance of the market, and they decrease for every unit of distance from the centre. However, the theory also suggests that transportation improvements between a CBD and a rural area increase housing prices in the rural areas because of easier access to the CBD. Where the variation of transportation improvements is to be found between all municipalities and Reykjavík, a model of fixed effect was found to be relevant. The analysis of Iceland confirms that the relationship between transportation improvements and housing prices is non-linear that is, the marginal impact, which is largest in the municipalities adjacent to the CBD, decreases as the distance between the municipality and the CBD increases. This result shows that the impact of transportation improvements on local housing prices increases marginally as the distance between a district and a CBD decreases. Several other known factors, such as the supply of housing, had an expected negative impact on housing prices, while the number of rooms, balconies, garages, and parking had positive impacts. Until the present study, an analysis of this theory had not been implemented on an entire country. Along with heterogeneous marginal impact, these were the major contributions of this particular empirical study. The value of access was estimated by testing whether the spatial disparity of housing prices in Iceland, especially the difference between CBDs and rural areas, had changed during the past two decades. If it had changed, we tested whether the change was a result of increased agglomeration of economies or a result of changing preferences for access over amenity values. Again, the analysis is based on a modern version of von Thünen s theory concerning the forces behind the spatial disparity of housing prices, along with theories of agglomeration economies. Now, a model of random effect, returning coefficients including both within and between variations, was relevant since local amenities have to be considered in an evaluation of access and agglomeration economies. The results suggest that the spatial disparity of housing prices changed in favour of CBDs in Iceland and that changed preferences in favour of access over amenities were responsible that is, access became relatively more valuable. These changes were also due to increased agglomeration economies, but further inspection shows that the differences in housing prices between Reykjavík and the closest neighbouring municipalities decreased, despite previous findings. Weak evidence suggests that this decreased difference could be due to counter-urbanisation, a relatively new phenomenon in which certain types of urban citizens move from urban areas to rural areas within a 120-kilometre radius. This phenomenon has been detected both in North America and Europe. The many reasons for this phenomenon can generally be classified into economic factors and changed preferences such as proximity to wild nature (absence of pollution) and traditional farming. In the present study, as in the previous one, several other known factors have had an expected impact on housing prices. These factors include labour income, supply of housing, housing age, dwelling size, number of rooms per dwelling, balconies, garages, parking, and number of dwellings in the same house. Finally, the impact of transportation improvements on interregional migration was tested. The empirical model is based on the neo-classical Harris-Todaro model. The results suggest that geographic differentials in labour market conditions, such as wages and unemployment, play a leading role in explaining interregional migration, but the supply of housing and transportation improvements also affects interregional migration. While the supply of housing seemed to have had a positive impact on interregional migration, transportation improvements between the rural and urban areas did not have a homogeneous impact on interregional migration in the relevant regions, where it was negative towards its closest regions of the rural area and positive towards regions farther away. The first result is in line with the theory of the New Economic Geography (or the Core-Periphery Model), suggesting that a transportation improvement between two different regions would result in a net flow of residents from the smaller to the larger region, due to better market access and agglomeration economies. Certain types of industries (firms in monopolistic competition) will disappear from the smaller region and grow in the larger region. The latter is in line with the Disequilibrium and Harris-Todaro models, suggesting that transportation improvements lead to positive net inflows of migrants because of higher real wages following lower transport costs. Since the overall results indicate that selected factors are missing in the model, the analysis was repeated for men and women separately. The results then showed that the model was better in explaining the migration behaviour of women rather than men. The condition of the labour market seemed to matter more to women than men. This is a logical result to some extent, since it has been shown in other studies that the gender wage gap is larger in rural areas of Iceland than in urban areas. The supply of housing was affecting the migration patterns of both genders, while travel time, surprisingly, did not show any significance. Weak results for the migration pattern of men fuelled the idea that it should be tested against the migration pattern of women. Thus, if women would leave for better income, according to Gary Becker s results that show singles are generally less well off than married people and other couples, the expected future welfare of single men would be lowered. With this in mind, the most logical response by single men would be to follow single women, since men are indifferent regarding other potential factors affecting migration. A new variable for reflecting changes in the local gender ratio (number of women divided by number of men) in the previous period was added to the model and confirmed the hypothesis. Moreover, travel time also became significant for men, and the overall robustness of the model increased. Therefore, travel time seems to impact the interregional pattern of men but not women. ; Hin mikla fjölgun íbúa á höfuðborgarsvæðinu og fækkun til sveita á Íslandi var tilefni þessarar rannsóknar. Þjóðinni fjölgaði lítið fram á miðja 19. öld, en íbúafjöldi sveiflaðist öldum saman í kringum 50.000. Miðað við ríkjandi tæknistig virðast landbúnaður og sjávarútvegur ekki hafa geta brauðfætt fleiri íbúa og sveiflur í veðurfari, náttúruhamfarir og farsóttir lögðu grunninn að sveiflum í fjölda íbúa þannig að ekki var stór munur á íbúafjölda frá lokum landnámsaldarinnar fram á miðja 19. öld, eftir því sem komist verður næst. Þetta var frumstætt sveitasamfélag og mikill meirihluti bjó í strjálbýli. Það var samt ekki fyrr en snemma á 20. öldinni eftir vélvæðinguna, fjárfestingu í innviðum, stofnun banka og annarra stofnana, að fólki fer að fækka til sveita og fjölga í þéttbýli um land allt en mest á höfuðborgarsvæðinu. Það kann að vera vegna þess að framan af voru ráðandi öfl ekki einhuga um eflingu þéttbýlis. Vöxtur þess varð síðan mjög ör eftir lok seinni heimstyrjaldarinnar og í upphafi 9. áratugarins fór íbúum að fækka í þéttbýlum utan höfuðborgarsvæðisins, einkum þeim sem fjærst voru Reykjavík og Akureyri. Rannsóknin er í þremur megin hlutum. Fyrst er stuttur inngangur sem varpar ljósi á hvernig samgöngukerfið, þó aðallega vegakerfið, íbúaþróun einstakra landsvæða og búferlaflutningar á Íslandi þróuðust á 20. öldinni. Þar á eftir kemur stór kafli um helstu kenningar og líkön innan samgönguhagfræði og svæðahagfræði. Innan svæðahagfræði er einkum horft til landfræðilegs breytileika á fasteignaverði, staðsetningar fyrirtækja og búferlaflutninga. Að lokum kemur hluti sem segir frá þremur mismunandi reynslurannsóknum (e. empirical studies). Samkvæmt kenningum hagfræðinnar hefur margt áhrif á búferlaflutninga. Oftast eru aðstæður á vinnumarkaði nefndar en skynvirði verður áberandi á síðari tímum. Skynvirði (e. amenity value) felst í staðbundnum gæðum sem auka velferð almennings án þess að hann borgi fyrir það markaðsvirði. Ýmis náttúrugæði, niðurgreidd og endurgjaldslaus þjónusta eða hreinlega félagsstarf hefur verið flokkað undir skynvirði. Þá hafa fræðimenn talað um neikvætt skynvirði (e. disamenity). Það eru staðbundnir þættir sem draga úr velferð íbúanna án þess að þeir fái fyrir það bætur. Glæpir og mengun hafa verið taldir þar á meðal. Athyglisverðar eru kenningar sem gengið hafa út á að laun séu almennt lægri á stöðum þar sem skynvirði er hátt. Það er útskýrt þannig að fólk laðist að stöðum sem bjóða upp á gott veðurfar eða önnur endurgjaldslaus gæði. Það eykur framboð vinnuafls og laun lækka. Að sama skapi eru laun óvenju há þar sem skynvirði er lágt. Nýjastar eru kenningar nýju- svæðahagfræðinnar (e. New Economic Geography), en þaðan er kjarna- jaðarlíkanið ættað. Þar á borgarhagræði stóran þátt í að laða íbúa úr sveit til borgar með hærri launum. Þá er einnig lögð meiri áhersla á ævitekjur fremur en laun á hverjum tíma. Einnig er svigrúm fyrir áhættu. Öll óvissa um afkomu dregur íbúa til svæða þar sem afkomuöryggi er meira. Í einu þessara líkana er félagsauði og umferðarþunga fundinn staður. Samgönguhagfræði er stórt svið. Hér er það eftirspurn eftir samgöngum sem tengdist viðfangsefni ritgerðarinnar og fræðilegum bakgrunni hennar því gerð skil. Það sem einkennir eftirspurn eftir samgöngum er að hún er afleidd þ.e. hún er afleiðing af eftirspurn eftir öðrum gæðum. Fólk ferðast í þeim tilgangi að versla og sækja vinnu og afþreyingu svo eitthvað sé nefnt. Að öðru leyti lýtur eftirspurn eftir samgöngum sömu lögmálum og eftirspurn eftir öðrum gæðum þar sem eigið verð, verð stuðnings- og staðkvæmdarvara og tekjur neytenda spila stórt hlutverk. Í þessari rannsókn var ætlunin að mæla hvort samgöngubætur hefðu áhrif á búferlaflutninga og hvernig. Þetta var gert í þremur skrefum. Fyrst með því að skoða áhrif samgöngubóta á fasteignaverð, þar sem fasteignaverð endurspeglar virði staða og staðsetninga. Í öðru lagi að meta þróun landfræðilegs breytileika fasteingaverðs og hvort í því fælist þróun á borgarhagræði og virði aðgengis að höfuðborginni. Að lokum meta áhrif samgöngubóta á búferlaflutninga með beinum hætti. Reynslurannsóknir ritgerðarinnar byggðu á gögnum frá Íslandi yfir öll sveitarfélög á landinu (79) í nærri tvo áratugi. Reiknuð voru ársmeðaltöl fyrir öll sveitarfélögin. Mörg sveitarfélög voru sameinuð á þessu tímabili en til að gæta samræmis voru allar tölur reiknaðar upp fyrir 79 sveitarfélög líkt og á síðasta ári í gagnasafninu, árið 2006. Líkönum fyrir tvívíð gögn (e. panel data) var beitt við greiningarnar. Þau greina líkön með þversniðs- og tímaraðagögn samtímis þ.e. yfir fjölda einstaklinga eða sveitarfélaga í mörg ár. Í greiningum tvívíðra gagna er í megin atriðum hægt að velja á milli líkans með föstum áhrifum annars vegar og tilviljunarkenndum áhrifum hins vegar. Líkan með föstum áhrifum skilar stuðlum sem endurspegla breytileika innan sveitarfélaga eingöngu, meðan líkan með tilviljunarkenndum áhrifum skilar breytileika innan sveitarfélaga og milli þeirra samtímis. Við mat á áhrifum samgöngubóta á fasteignaverð var stuðst við kenningu og líkan þýsks hagfræðings, Johan Heinrich von-Thünen (1783-1850), um landfræðilegt mynstur fasteignaverðs, þar sem það hefur tilhneigingu til að lækka út frá borgarmiðju vegna mikilvægis markaðarins. Þar sem breytileika á samgöngubótum var að finna á milli allra sveitarfélaga og Reykjavíkur skilaði líkan með föstum áhrifum niðurstöðum sem svöruðu rannsóknarspurningunni. Niðurstaða greiningarinnar staðfesti að samgöngubætur milli landsbyggðarinnar og höfuðborgarinnar hafa áhrif á fasteignaverð á landsbyggðinni til hækkunar. Sérstaða rannsóknarinnar fólst einkum í tvennu: Þessari greiningu hefur aldrei verið beitt á heilt land með þessum hætti og sýnt var fram á að áhrifin væru ekki einsleit. Þau voru mest næst höfuðborginni en fjara síðan smám saman út eftir því sem fjær dregur. Það gefur til kynna að áhrif samgöngubóta eru líklegastar til hafa mest áhrif á fasteignaverð ef þær eru sem næst höfuðborgarsvæðinu. Ýmsir aðrir vel þekktir þættir höfðu áhrif á fasteignaverð eins og búist var við. Þeir helstu voru að framboð íbúða hafði neikvæð áhrif á verð íbúða á meðan stærð þeirra, fjöldi herbergja, svalir, bílskúr og bílastæði höfðu marktæk jákvæð áhrif á verð þeirra. Þá var aðgengi dreifbýlis að borgum metið. Það var gert með því að kanna hvort munur á fasteignaverði í Reykjavík og annarra landsvæða hafi aukist á síðastliðnum 20 árum. Ef það var tilfellið, var ætlunin að meta hvort það fælist í auknu virði á aðgengi vegna breyttra óska almennings um aukið aðgengi að fjölbreyttu úrvali þjónustu og atvinnu eða aukins þéttbýlishagræðis (e. agglomeration economies) vegna aukinnar almennrar hægræðingar af nábýli við annað fólk og fyrirtæki. Að þessu sinni var stuðst við nútíma útfærslu á kenningum von-Thünens um drifkrafta á landfræðilegum breytileika fasteignaverðs og kenninga um þéttbýlishagræði. Nú var líkan með tilviljunarkenndum áhrifum viðeigandi, þar sem aðgengi togast á við skynvirði en slík verðmæti mælast aðallega með breytileika gagnanna milli sveitarfélaga og breytileiki innan þeirra er síðan nauðsynlegur til að gefa fullnægjandi mynd af virði borgarhagræðis. Í greiningunni kom fram að munurinn á fasteignaverði í Reykjavík og Akureyri gagnvart öðrum sveitarfélögum hafði aukist á síðustu árum. Sýnt var fram á að óskir almennings um búsetukosti höfðu verið undirliggjandi þáttur og breyst stóru þjónustukjörnunum tveimur í hag þ.e. aðgengi sem borgir veita hefur orðið hlutfallsega verðmætara heldur en skynvirði sem dreifbýlið hefur í ríkara mæli. Þá kom fram vísbending um að þéttbýlishagræði hafði átt sinn þátt í þróuninni. Við nánari skoðun kom í ljós að munurinn á fasteignaverði í Reykjavík og nálægum sveitarfélögum hafði verið að minnka á sama tíma, þrátt fyrir áðurnefnda þróun. Vísbendingar komu fram um að búferlaflutningar úr borg í sveit hafi verið undirliggjandi áhrifaþáttur þess. Það er almenn tilhneiging til flutnings borgarbúa aftur til sveitar eða smærri bæja í nágrenni borganna, eða í u.þ.b. 120 kílómetra radius frá miðju hennar sem orðið hefur vart bæði annars staðar í Evrópu og einnig í Bandaríkjunum. Ástæður hennar eru ýmist af efnhagslegum hvötum eða af breyttri forgangsröðun í lífi fólks eins og óskir um meiri nálægð við náttúruna eða nánari tengsl við lífið í sveitinni. Í þessari rannsókn komu fram ýmsir aðrir áhrifaþættir fasteingaverðs, margir þeir sömu og í fyrri rannsókninni. Þar má nefna atvinnutekjur, framboð íbúða, aldur og stærð þeirra, fjöldi herbergja, svalir, bílastæði og bílskúr, fjöldi íbúa. Að lokum voru áhrif samgöngubóta á búferlaflutninga metin með beinum hætti. Stuðst var við klassískt búferlaflutningalíkan. Niðurstaða rannsóknarinnar benti til að aðstæður á vinnumarkaði, atvinnutekjur og atvinnuleysi, skiptu mestu máli varðandi búferlaflutninga milli sveitarfélaga á Íslandi. Einnig sást að framboð íbúða laðaði fólk að. Þá skipti aðgengi að sterkum þjónustukjörnum nokkru máli og þess vegna geta samgöngubætur milli höfuðborgarsvæðsins og landsbyggðar hægt á eða jafnvel snúið óhagstæðri íbúaþróun við. Það gæti líka magnað óhagstæða íbúaþróun vegna þess að áhrifin voru þau sömu allsstaðar; því nær sem samgöngubótin var Reykjavík því líklegri var hún til að valda óhagstæðum búferlaflutningum í nærliggjandi sveitarfélagi. Í ákveðinni fjarlægð snérist þetta við þannig að samgöngubætur milli Reykjavíkur og fjarlægari sveitarfélaga stuðluðu að hagstæðum búferlaflutningum til þeirra. Fyrra samhengið er í samræmi við kenningar nýju- svæðahagfræðinnar (kjarnajaðarslíkansins) og kveður á um að samgöngubótin leiði til þess að ákveðin framleiðsla og þjónusta leggist af vegna nálægðar við sterkan kjarna. Hið seinna í samræmi við ójafnvægislíkanið þar sem samgöngubótin hefur tilhneigingu til að auka kaupmátt launa (raunlaun) utan borgarinnar vegna lækkandi verðlags í kjölfar lægri flutningskostnaðar og draga þannig úr brottflutningi eða jafnvel draga fólk að vegna hærri launa. Þar sem niðurstöðurnar gáfu til kynna að ennþá vantaði mikilvæga áhrifaþætti inn í líkanið var gerð tilraun til að meta það á ný og skipta gagnasafninu upp á milli karla og kvenna. Þá kom í ljós að líkanið skýrði miklu betur út búferlaflutninga kvenna heldur en karla. Aðstæður á vinnumarkaði virtust skipta konur miklu meira máli en karla. Það er á vissan hátt rökrétt niðurstaða þar sem sýnt hefur verið fram á að launamunur kynja er minni á höfuðborgarsvæðinu en utan þess. Framboð á íbúðum hafði áhrif á bæði kynin, en ferðatími engin áhrif. Þar sem þetta líkan virtist vera óvenju lélegt í að skýra búferlaflutninga karla vaknaði sú hugmynd að kanna hvort brottflutningar kvenna hefðu áhrif á brottflutning karla. Sú tilgáta vaknaði á grundvelli kenninga Gary Beckers um að hagsæld fólks í sambúð eða hjónabandi sé meiri heldur en einhleypra; þar með ef konur flyttu brott þá dragi úr líkum karla á að komast í sambúð. Það var gert með því að kanna hvort karlar flyttu í kjölfar kvenna til þess að auka líkurnar á sambúð/hjónabandi. Það var staðfest þegar líkanið var keyrt aftur með viðeigandi breytingum. Við þetta hafði ferðatími marktæk áhrif á búferlaflutninga karla og niðurstaðan almennt áreiðanlegri. The reform of China's collectively owned forest land, began in 2008, is arguably the largest land-reform undertaking in modern times in terms of area and people affected. Under the reform, forest lands have been contracted to rural households, allowing them more independence in exercising their rights and interests in the forest lands, giving them more opportunities to improve family incomes, and creating incentives for them to cultivate, conserve, and manage forests. These lands are home to some 610 million people, many of them poor. With urbanization, vast numbers of Chinese men have migrated to cities to work, leaving women as the predominant labor force in rural areas. Indeed, some 70 percent of China's agriculture labor force is now female. The immense scope of this change calls for a systematic examination of how China's rural women gain access to and exploit forest land and associated resources and services. The reform was designed to unfold in two broad stages. In the first, collectively owned forest lands suitable for contracting were allocated on equal terms to each household in affected villages. The ongoing second stage represents a deepening of the reform. It deals with subsidies and ecological compensation, financial services (including use of forest tenure as collateral and transfers of forest land), forest insurance, technical services and training, farmers' associations and cooperatives, and market services. However, the monitoring had not covered the gender dimension of the reform, meaning that the gender data required to accurately reflect the full effects of the reform have been lacking. Building on the annual monitoring conducted by the FEDRC, the study reported here added gender-related investigation and analysis to obtain gender data about the current reform situation, its problems, and their causes. It also included structured interviews with rural women and group meetings with local government agencies, women's federations, and village committees.The ultimate objective of the study is to achieve better gender-responsiveness in China's collective forest tenure reform. Specifically, this includes: (i) equality in access to and control of forest lands, as well as access to associated resources and services; (ii) women's participation and equality in decision-making concerning the conservation and utilization of forest resources; and (iii) impacts of the first two aspects on the status and well-being of women. The World Bank has had over 30 years of successful cooperation with China in the forestry sector. Women's access to the services and resources that are the focus of the second stage of the reform will be a critical element of the World Bank's continuing reform dialogue with its Chinese partners.

This policy paper summarizes four corridor studies on bilateral social security agreements (BSSAs) between four European Union (EU) member and two non-member states, draws conclusions on their results, and offers recommendations. BSSAs between migrant-sending and migrant-receiving countries are seen as the most important instrument to establish portability of social security benefits for internationally mobile workers. Yet, only about 23 percent of international migrants profit from BSSAs and their functioning has been little analyzed and even less assessed. The four corridors studied (Austria-Turkey, Germany-Turkey, Belgium-Morocco, and France-Morocco) were selected to allow for comparison of both similarities and differences in experiences. The evaluation of these corridors' BSSAs was undertaken against a methodological framework and three selected criteria: fairness for individuals, fiscal fairness for countries, and bureaucratic effectiveness for countries and migrant workers. The results suggest that the investigated BSSAs work and overall deliver reasonably well on individual fairness. The results on fiscal fairness are clouded by conceptual and empirical gaps. Bureaucratic effectiveness would profit from information and communication technology-based exchanges on both corridors once available.

The portability of social benefits is gaining importance given the increasing share of individuals working at least a part of their life outside their home country. Bilateral social security agreements (BSSAs) are considered a crucial approach to establishing portability, but the functionality and effectiveness of these agreements have not yet been investigated; thus important guidance for policymakers in migrant-sending and migrant-receiving countries is missing. To shed light on how BSSAs work in practice, this document is part of a series providing information and lessons from studies of portability in four diverse but comparable migration corridors: Austria-Turkey, Germany-Turkey, Belgium-Morocco, and France-Morocco. A summary policy paper draws broader conclusions and offers overarching policy recommendations. This report looks specifically into the working of the Austria-Turkey corridor. Findings suggest that the BSSA between Austria and Turkey is broadly working well, with no main substantive issues in the area of pension portability and few minor substantive issues concerning health care portability and financing. Process issues around information and automation of information exchange are recognized and are beginning to be addressed.

This study investigates the role of domestic and external shocks in business cycle fluctuations in Paraguay during 1991–2012. Time-series methods and a structural model-based approach are used to conduct an integrated analysis of business cycles. First, structural vector autoregression is used to assess the role played by external factors and domestic shocks in driving fluctuations in gross domestic product through impulse response functions and variance decompositions. The analysis finds that external shocks such as terms of trade, world interest rate and foreign demand account for over 50 percent of real gross domestic product fluctuations. Given Paraguay's strong dependence on agriculture, an analysis is also done for the agricultural and non-agricultural sectors separately. The analysis finds that non-agricultural gross domestic product is to a large extent driven by external shocks, which account for over 50 percent of its volatility. In contrast, the volatility in agricultural gross domestic product is primarily due to shocks to domestic variables, mainly shocks to agricultural output. A further difference between the sectors is that shocks to government consumption are more important for agricultural gross domestic product, while shocks to the domestic real interest rate play a larger role in the volatility of non-agricultural gross domestic product. Second, the paper investigates the sources of business cycle fluctuations through the lens of a neoclassical growth model with an agricultural and non-agricultural sector. The analysis finds some signs of improvements, as labor market distortions have declined, firms' access to credit improved, and agricultural efficiency rose over time. Nevertheless, challenges remain, as gaps in labor and capital returns between agriculture and non-agriculture remain large, efficiency in the non-agricultural sector shows no signs of improvement, and households' access to finance has deteriorated.

Following this deadline,municipalities are obliged to provide waste collection and transportation to theexisting urban landfills. Under these conditions,this article is proposing a territorialreview of closing and rehabilitation of rural landfills from Neamt county. Also, thispaper analyzed the existing environmental dysfunctions supported by fieldobservations.

This paper investigates the take-up rate or claim-waiting period rate of the unemployed under the South African Unemployment Insurance Fund (UIF) system. The goal is to identify disincentive effects that income replacement rates (IRR) and accumulated credits may have on the claimant's behavior in terms of their claim waiting period rate (or how quickly they apply for UIF benefits). Utilizing nonparametric and semi-parametric estimation techniques, we find that there is little evidence, if any, for job disincentives or moral hazard problems. More specifically, the majority of claimants that are quickest to claim the UIF benefits are those who have worked continuously for at least four years and accumulated the maximum allowable amount of credits. The authors also note that claimants' waiting periods are indifferent with regard to levels of income replacements yet extremely sensitive to the amount of credits accumulated. Ultimately, the recipients of the UIF benefits do not rely heavily on the replacement incomes and prefer waiting longer for employment opportunities as opposed to exhausting their accumulated credits. The semi-parametric Cox's Proportional Hazard (PH) model confirms that there is a positive relationship between the claimant's accumulation of credits and the associated take-up rate of the UIF.

DRYDEN says in one of his writings: "But Shakespeare's magic could not copied be, Within that circle none durst walk but he." This fact is truly exemplified in his marvellous production "As You Like It." Perhaps the magic is not so real as that found in "The Tempest," yet the wonderful insight which the author had of human nature, as strongly depicted in the play, as well as the idealism associated with its composition and the irregularity of action, give it a magical strain throughout, and this very quality perhaps explains to a great extent its univer-sal popularity. Jacques, the Melancholy, although a subordinate character, is nevertheless an illustration of Shakespeare's intimate acquaint-ance with the tendencies of the human mind under its various conditions. It has been said that Jacques, Touchstone and Audrey were innovations of Shakespeare's own invention intro-duced into "As You Like It," and that they are in no way as-sociated with "Rosalynde"—the source of the play. This fact all the more displays the author's creative power. Jacques, especially, is quite an indispensable character and had he been left out, the composition would certainly be lack-ing in that variety of form and action which conduces so much towards making it interesting. Jacques is classed with Touch-stone, and the melancholia of one and the frivolousness of the other in their conversations render them entertaining and often instructive, as when Jacques explains his own melancholy and the cause thereof. It has been supposed that Shakespeare meant to hold up to ridicule a tendency towards melancholia in his own nature, and that Jacques is merely a representative of himself. If such is the case, of course such tendency has been greatly exaggerated and enlarged upon. The other explanation that Jacques is in- THE GETTYSBURG MERCURY. 219 troduced for the purpose of depicting a phase of French life, seems the more plausible. Shakespeare was a great portrayer of human life and its environment, and it is quite natural that such a character should be developed in the play to bring out the marked difference between such a life as Jacques lived and that of the nobler characters. In Jacques we see the fruits of evil as they invariably fall upon one who disregards the laws of chaste living. Jacques having been in his time deeply en-grossed in much evil, and having had much experience as a sensuous profligate, has now become a confirmed cynic, and is able to see nothing bright in life whatever. Jacques is not a fool by profession and accordingly covets the office of the fool which it is Touchstone's right to hold. He is comical, meditative and witty, but his "merry sadness" per-vades his life throughout and really justifies the statement: "but it is a melancholy of mine own, compounded of many simples, extracted from many objects." Apparently of good parentage, he is a slave to his own feelings and through this very weakness has obliterated every enjoyment from life. In his profligacy he found no lasting pleasure and he, now unable to appreciate the right side of life, gives free rein to his senti-mental melancholy, and rails on the world in general in the turbulence of his passion. He has grown accustomed to this kind of life and even confesses: "I do love it better than laughing." He seems to delight in expressing his dark views of life and ostentatiously vents this contemptuous dislike for men and even life itself. His meditations are often profound and philosophical as when he says : "All the world's a stage, And all the men and women merely players : They have their exits and their entrances ; And one man in his time plays many parts, His acts being seven ages." The other characters are developed in spirit and fortitude amid the wild life of the forest and are inclined to regard life as a sort of merry and frolicsome existence, but Jacques can only 220 THE GETTYSBURG MERCURY. see it as a stern and seriously reality, full of misfortunes and stumbling blocks and scarcely worth the living. We must believe that Jacques is even still in love with his old habits and practices and that the melancholy name which he presents is only the mask of folly. This is quite manifest from his dissatisfaction from the correct standards of living as em-ployed in the duke's Arcadia. He seems to have found a most apt place in which to condemn the world and all in it. He is too foolish to know that his own morbid silence, which he be-lieves to be a virtue by saying, "Why it's good to be sad and say nothing," is only an exposure of his cynical and often pre-tentious wisdom. But for all his apparent fault and vice Jacques has a place in "As You Like It," and a place which no one but Jacques could properly fill. His vice and depravity teach a lesson in morals. His melancholia points out the dejected and dissatis-fied lot of him who practices it. It shows that there is a bright and a dark side of life and contrasts the two in a realistic man-ner. Again Jacques is always acting his own counterpart and his dispensations of satire are really harmless in themselves. He thereby proves to us that the melancholy nature is quite certain to be of no hurt save to him who courts it. Even the wit of Jacques is dampened by the slanderous sentimentality which he hurls at his audience. For instance: Orlando easily gets the better of him in their private meeting in the forest. Jacques says that if he looks in the brook, at the instigation of Orlando, for a fool: "There I shall see mine own figure." Or-lando replies: "Which I take to either be a fool or a cipher." This statement puts the climax on all and Jacques withdraws. In short Jacques is a minus quantity in a minus world so far as he has the power and faculty of enjoying life. Shakespeare has justly been called a poet—not of an age, but of all time and his right to be so called has never been challenged. "As You Like It" goes a great way towards sub-stantiating this fact. The poet's careful handling of his char-acter and his penetrating insight into human nature comprises, in brief, the secret of his success. No one other than he could 221 THE GETTYSBURG MERCURY. have made a Jacques, and no one else could have made him a melancholy Jacques. He is one of the many characters in which the magic of the author wonderfully asserts its power. THE GOLDEN APPLE. When Paris entered college he took an apple there. The first day came three callers, three goddesses so fair That Paris was a-wondered, to know what brought them there. The fair ones cried together, "Come, Taris, noble lad, Where is thy golden apple ? Wouldst thou not make us glad By giving us thine apple ? Be generous, noble lad." Then spake the first fair goddess : "Deep Wisdom is my name, Give thou but me the apple and far shall spread thy fame.— I'll give to thee much learning, a great and honored name." Up spake the second goddess : "Thy apple give to me— Behold a foot-ball hero, an athlete thou shalt be ; And thou shalt have great glory if thou givest it to me." Haverfordian. 222 THE GETTYSBURG MERCURY. A CULTIVATION OF SOCIAL QUALITIES. C. EDWIN BUTLER, '05. THIS subject resolves itself into a question: Should or should not social qualities be cultivated ? The negative side of this question could in no manner be sustained by a body of college students, for they, by the very fact of their be-ing in a college, sustain the affirmative. Their fraternities, their societies, their Young Men's Christian Association and all their organizations speak in favor of such a cultivation. Having done then with the negative side of this question, since it is mutually agreed by all that it should be cultivated, it will be well for us to consider why they should be cultivated, or why we should be advanced in the social life. A man should cultivate social qualities first for his own sake, for his own advancement, for his own pleasure and for the pleaure of others. Witness a man low in life, groveling among the filth and slurps of the city, without a penny to purchase for himself the necessaries of life and without a chance to earn money. He will not starve; he gets food, but how? In the dark night, when all the earth is in slumber, by stealth he comes forth and obtains that which he must have to keep the fire burn-ing within him. He will not associate with others, because he cannot; he lacks something which they possess—social quali-ties. Now witness a man with the social side of his nature fully developed. You see him mingling with the very best people in the town, in the state, and in the nation. Every learned man knows him; all speak well of him and each one is glad to call him his friend. He is much sought after. Behold him going down the street, body erect, a bearing fit for a king, yet a smile and a glad word for all. A tower of wisdom; an encyclopedia of humor and a wealth of wit that rivals the Irish-man. What a vast difference between this and the former man! One the despised outcast of all circles; the other the idol, the light, the joy of every man, woman and child. And not only should one be educated socially for his own THE GETTYSBURG MERCURY. 223 benefit, but for the sake of the home, the family bonds, and the the family associations. The sacred bond of matrimony is the relation of a man and a woman, legally united for life as hus-band and wife. Consider the torture and distress of that man and that woman, if they are uncultivated in social life. Note their offspring, as to paternal and maternal respect. All is not harmony and happiness in that home. The rough, untrained side of nature asserts itself and lo ! wheels of sociability do not work in unison. How unfortunate that home! All around it is gloom and despair; the shrubbery, the fence, and even the very doors frown upon you. You turn your back upon this home and across the street you go, here you enter a yard with roses and shrubbery, thick with foliage. Sunlight is scat-tered everywhere and entering those bright rooms, you are greeted with a smile and a warm handshake. Verily, you say, What peace and contentment there is here! O Life, how en-joyable art thou! But not alone for the individual and for the home should so-cial qualities be cultivated. These would be sufficient causes for their cultivation, if there were no more. However, there is a step higher than the home, and that is citizenship. In order for a nation to rank among the other nations of the globe, she must have a certain degree of social cultivation, and in order for her to rank first, to stand at the head, to be a leader of all other nations—as dear old America is—she must have more than a degree; a thorough development of those powers are necessary. Our beloved land is a government by the people. Each individual in that great governmental wheel is as a spoke in the wheel of a vehicle. Let one be not up to the standard, and the whole wheel is weakened. Let .half a dozen be un-sound and the wheel will totter and fall. How important is it then that every man, woman and child be a sound and faithful spoke, each performing his separate function, not only to the best of his ability, but, in addition, striving to do his utmost in behalf of a nation so dear. The man that can make a home so happy and peaceful, as the one already visited, is the same man that can strengthen this grand republic. He it is that can make 224 THE GETTYSBURG MERCURY. her stand forth as leader, and as head in all industrial and com - mercial, political and governmental, religious and social affairs. America wants you, young man! She has need of you ! She wants you not alone for your own sake, not alone for the home's sake, but for the advancement and elevation of these United States, the home of a free people. THE greatest gift that a man receives from his Creator and the one that places him preeminently above all other creations of the Infinite, is the power of reason. He, alone, of all the various forms of life, is able to think intelligently and, by thinking, to arrive at just conclusions. The horse and the dog have a certain instinct, which possibly could be called reason, noticeable in their recognition of persons and objects and often shown in their playful moments. But it is left to man to be the worthy possessor of a faculty, with which he holds up to his mental vision, the different sides of a perplexing question or the arguments for or against a cer-tain course of action, and decides whether the one side is of more weight or of less weight, or, whether it is right or wrong to do that which his nature prompts him to do. This faculty is the reasoning faculty, and is synonymous with clear thinking. Every action is preceded by thought. This is true in all cases, providing the mind is in a normal and healthy condition. Even in moments of extreme danger and in times requiring immediate action, thought must come first. In such instances, however, reason plays but a small part and the action seems prompted by a kind of instinct. There is no time for clear thinking, and therefore the action is not always—and indeed not generally—of the wisest. In our day, we read and hear so much of "intense activ-ity" and "the strenuous life," that we are almost led to believe that rest and clear thinking are not elements in a successful life; that thought and action must be simultaneous ; that there can be no time for meditation. The truth is, however, that rest and clear thought are essentials to success. There must be mo-ments of leisure and rest of active bodily duties in every life, else there can be no growth in either the mental, physical or spiritual natures. 226 THE GETTYSBURG MERCURY. Indeed, most of the great thoughts of the great minds of the world have come to us through the resting moments of the men whom they have made famous. The greatest inventions of the age have been conceived in the quiet and peace of a workshop. Our deepest and holiest and noblest thoughts are the product of our meditations. It is then that reason has full sway and clear, straightforward thinking is accomplished. It is then that we weigh our thoughts and actions in the scale of reason and decide upon our course. Hurry and bustle are in no way conducive to clear thought. That "a rolling stone gathers no moss" is as true from an intellectual standpoint as (rom a financial standpoint. Many instances are related of the deep thoughts of great men while alone and resting. Reason and clear thinking, then, are products of rest, and if we be numbered with the bright and earnest men of our day we must take time to think. If the individual is wronged, he feels confident that the law will take his part, and eventually cause his rights to be granted. The multitude may be wronged, but they feel that outraged justice will soon be avenged under the watchful eye of Uncle Sam, and all will be well again. Hence it is that public grievances sometimes assume immense propor-tions before the people rise up en masse to enforce recognition of their individual welfare. No other nation would or could patiently endure so long. When, however, the American people unite in their deter-mination to eradicate some evil the stress becomes unendurable and something must give way. If a dead-lock between two op-posing forces over which no existing authority has control is the source of public disturbance, then some supreme authority must be found or assumed. In a nation ruled by its people, public opinion has unparalleled force. If existing laws or precedents will not serve to adjust disputes of universal significance, then public opinion may demand that new laws or precedents be established which will meet the exigencies of the case. Such indeed has been the course and force of public opinion in the recent great coal strike in Pennsylvania. At the start, this strike caused little attention outside the ranks of those then immediately concerned ; namely the miners and operators. Slight disagreements are constantly occurring between capital and labor, resulting in strikes, the small and local character of which causes little general consideration. When, however, a disagreement occurs which takes out of the market a product of the soil in universal use, then the interests of a third party are effected, and this party is the general public. 228 THE GETTYSBURG MERCURY. Thus a-third and most powerful claimant of rights enters the dispute and we may rest assured that this final contestant, being now the party most interested, will compel a recognition of its claims. As is its custom, the force of public opinion developed grad-ually in the late strike as the conditions and causes of the dis-cord became better known, and as individual' interests became more and more generally affected, until finally its impetus was so great as to overcome the strength of the two great antagon-istic forces. There has been but a single parallel in the past decade to this remarkable manifestation of the action and force of public opinion in our land, but this had its source without our borders. Hence, we will venture to say that the Pennsyl-vania coal strike afforded the best opportunity of recent years for the economist to study the various phenomena of public opinion as the ruling force of a free people. First, the people read in their morning papers that the miners of the anthracite coal region had struck for higher wages. Well, a strike was no particular novelty. Nor was there any-thing very marvelous in the fact that men should demand greater remuneration for their services, if they felt they deserved it Curiosity more than sentiment or established opinion led the populace to glance with some interest over the strike situation each day. Some people took sides with the miners, others with the operators, according as their journals viewed the subject, or as similar previous occasions had prejudiced them. The strike became a prominent and interesting topic of discussion. Such a variety of views was to be found that most people were more or less confused and were unable to sustain convictions favoring either side for any considerable time. This was all well enough during the warm summer months. Few people outside the contending combinations were affected then. But, now the Fall comes on apace. People awake to their peril. The contention of these phantom-like forms of labor and capital is no longer a midsummer night's dream. Fall is here, Winter approaches, and still no coal. Rich and poor alike now raise their voices, the former in the interest of their impeded business, the latter in defense of their THE GETTYSBURG MERCURY. 229 very lives. All classes suddenly discover a great interest in common. They rise to protect themselves. But, who are the offenders? Upon whom shall their righteous indignation fall ? Each party in the determined struggle before them claims that the other is the aggressor and brings forth proof to this effect. The outraged populace is bewildered but none the less deter-mined. They move from appeal to request, from request to demand that the dispute be terminated. He, in whom public opinion finds its culmination, the President of the United States, now moves in the matter. With the nation at his back, Presi-dent Roosevelt calls the heads of the opposing forces together for a conference, and requests a settlement in the interests of humanity. Mr. Mitchell for the strikers promptly agrees to accede to the universal interests, leaving the personal grievance of his party to arbitration. But, the operators: no, it is no-body's business but their own if they choose to freeze and starve the nation. They are a power sufficient unto themselves. Now the offenders have at last been discovered and the full force of public opinion swoops down upon their unfortunate heads. Its force is appalling. No power could long resist it. And so we find these haughty gentlemen soon succumb to the inevitable. They are forced to concede to a proposition of their adversaries for settling the dispute, for they are now in the power of public opinion, and public opinion is no recog-nizer of persons. May those hereafter tempted to disturb the public learn from the outcome of this contest that under a government of the people, by the people and for the people, if written laws are inadequate the voice of the people is law. Then the great coal strike of the anthracite miners of Pennsylvania during the Sum-mer and Fall of 1902, with its resultant struggle among the forces of capital, labor and public opinion, will have had a bene-ficent effect by establishing the supremacy of public opinion as an active and powerful arbiter for the interests ol the nation. ■ 230 THE GETTYSBURG MERCURY. HAVE WOMEN A SUPERIOR FITNESS FOR TEACHING? FRANK LAYMAN, '04. IN discussing this question we shall not extend our conclu-sions to the higher grades of the teaching profession, but shall confine ourselves to the ranks where the great body of female teachers are found. It is true that women are at work behind the teacher's desk in many of our higher institutions of learning, but it is the ex-ceptional woman that is found there. The representative fe-male teacher (and this is the one that we must consider in this article), is found in the primary and intermediate grades in town and in the country schools. In these schools we venture to say that women have a superior fitness for teaching. The pupils in such schools are young and so the demand upon the teacher is not so much for scholarship and strong reasoning power as for the faculty of understanding child nature and consequently the ability to teach the most effectively and to discipline for the best interests of the pupil. That women are superior to men in these qualifications we shall now attempt to show. Woman stands in a much closer relation to children than man. She has been constituted the natural nurse of our race, and upon her rests the responsibility of bringing children into the world and of caring for them. For these duties she has been specially endowed with a better understanding of child nature and a readier sympathy for children than man possesses. This intuitive understanding and sympathy goes out not only toward her own offspring but to other children as well as occa-sion demands. The result is often seen in the way in which she adapts herself to the wants of children and wins their con-fidence at times when men in their clumsy ways utterly fail. The value of this better understanding of child nature is es-pecially manifest in the work of instruction. No workman, no artist, can successfully work upon material which he does not thoroughly understand. Perhaps the illustration is crude, but THE GETTYSBURG MERCURY. 23 I nevertheless it is just as true that a teacher cannot really teach without understanding child nature, and, as we have seen, wo-man is endowed with this gift. Woman's superior fitness for teaching is even more manifest in the sphere of discipline. If discipline were merely the work of overawing children, of securing good order by force, then perhaps male teachers would be better disciplinarians. But in the grades where women are found such discipline is positively injurious to the child. Here the demand is for such regulation of conduct as shall strengthen and develop character, such dis-cipline as shall induce right conduct because it is felt to be for the best, not because seemingly good behavior is compulsory. Woman's marked success in securing this kind of discipline is everywhere acknowledged. That indefinable and inimitable way in which she accomplishes her purposes we call tact. It results from her better understanding of child nature. One other fact may be mentioned. It seems to be the gen-eral experience of teachers that male teachers are more success-ful in dealing with girls in the school room, and female teachers with boys. The reason for this I shall not attempt to give. I only state what has been observed in a number of cases. The fact has this important bearing on the question. In every school the boys are the element most difficult to manage prop-erly, and, in her greater success in managing them, woman again demonstrates her superior fitness for teaching. 232 THE GETTYSBURG MERCURY. "S1 THE RIGHTS OF THE PEOPLE. JOSEPH E. ROWE, '04. HALL Rome stand under one man's awe? What, Rome?" These words are not only the utterance of a Roman conspir-ator but the voice of centuries. The cry has not been, "Shall Rome stand under one man's awe?" but, "Shall any nation stand in awe of one man or of a few ?" Every age that has wit-nessed revolutions has echoed with these identical words of challenge. The people in every case have issued the challenge and have struggled incessantly until their condition was im-proved. The Rights of the People are irrepressible. Revolutions have been agitated under widely different pre-texts. Tarquin was driven from the streets of the "Eternal City" because one dared to give him the hated name of king. Nobility was the crime which brought Louis XVI and his in-nocent wife Marie Antoinette to the guillotine. The principal reason for beheading Charles I was his insult to Parliament. But beneath all was the indomitable force of individual rights. Did the Romans exile Tarquin simply because they objected to the title of king ? No. To them the name king was a syn-onym for tyranny and oppression; king meant a suppression of individual rights. Noble birth or tyranny was not the real cause of the execu-tion of Louis XVI. He was the mildest and most untyrannical of all the Bourbons. But his predecessors in their oppression of the people were simply intolerable. Persons were thrust into prison, and even killed, not for any crime, but at the arbitrary command of the king. Taxes were beyond all reason. Fur-thermore, Louis XV had expended the public money—the hard-earned money of the people—in building for himself at Versailles a palace of the most fabulous magnificence, costing the enormous sum of a hundred million dollars. The extrava-gance of the Bourbons in general would almost have put a Nero to shame. Ah, these preceding kings were sowing the seed of the hellish harvest which Louis XVI was destined to reap. THE GETTYSBURG MERCURY. 233 Can we wonder that the rights of the people asserted them-selves even in such a wild bacchanalian revel as that of the French Revolution ? No king has ever kept down individual rights for any length of time. King John was compelled to respect the People's Rights as laid down in the "Magna Charta." Charles I tried to rule without Parliament and was beheaded. George III attempted to enforce upon the American Colonists "Taxation without Representation" and they became "The United States of America." Every nation of the past which has failed to respect these innate rights of man has been wiped from the face of the earth. The once-glorious empires of the East—Babylon and Persia— are known chiefly by the vestiges of their despotism ; Egypt, Greece, Macedonia, Rome and Carthage have played their part, and are no more, and splendid Spain of the Middle Ages has fallen, and is tottering slowly but surely to her grave. Fortunately there is one country which can truly be called "The Land of the Free." It has been founded not upon the sandy foundations of the nations of the past, but upon the rock of her achievements. She has fully realized that Caesar had his Brutus, Charles I his Cromwell, and that George III should have profited well by their example. Her principles are those which have stood the test of time unaffected, yea, more, they are those which time has proven unconquerable. It is only America that recognizes the rights of every man. May she not forget the lessons which may be drawn from the past, but let the secret of her greatness be the ruling principle of the future nations of the world and may her posterity be ever able to sing as she can to-day, The pilgrim spirit has not fled : It walks in noon's broad light. And it watches the bed of the glorious dead With the holy stars by night. THE HERMIT'S HOME. W. W. BARKXEY, '04. AMILE or more southeast of Gettysburg, and a short dis-tance to the east of Spangler's Spring and Rock Creek, on an elevation known as Wolf's Hill, is the home of an old her-mit. On approaching this secluded spot in the woods without any previous knowledge of the existence of this peculiar and eccentric old man, one would scarcely expect to find any human being dwelling there. Every thing seems quiet and lonely and still. The hill is literally covered with pines and rocks. After having fully entered the growth of trees, one seems to be cut off completly from the outer world, and to be cast into a deep solitude. It is truly a desirable place for a man wishing to live entirely alone, free from the cares and anx-ieties of the world. We may well call it the ideal hermit home. A wagon road having been followed a part of the distance, after a while you turn off to the left on a path leading through a thick growth of small pines, the lower branches of which have been trimmed off carefully with an ax, thus unmistaking-ly marking the path. Suddenly the hermitage appears. At once it excites wonder and curiosity, and it is determined to examine every point of interest, which observations we shall at-tempt to offer in the shape of a short sketch. The miniature estate is a pentagon in shape and embraces about a quarter of an acre of cleared land; naturally it is sur-rounded on all sides by woods and artificially it is enclosed with a stone wall about four feet high and two feet thick, built by the hands of the hermit himself who gathered the stones one by one and fitted them carefully in their places. About a foot above the wall is stretched one strand of heavy fencing wire, making it difficult for both man and beast to molest the property. The whole wall, as it were, reminds one of the an-cient idea of a walled city designed to keep the enemy out. That part of the enclosure which has not been utilized as a foundation for buildings, seems to be cultivated yearly as a THE GETTYSBURG MERCURY. 235 garden and a potato and corn patch. The little field is not as smooth and even as gardens usually are. It is not yet free from all the stones, and the whole lot is interspersed with huge boulders immovable by one man's strength. Here and there stands a tree which has not been removed yet. One we ob-served in particular, a tall yellow pine with wide branches which the otd man calls his "Summer Resort." Around it is fixed a circular seat on which he spends many a hot summer afternoon, smoking his soothing pipe and musing. Almost in the center of the pentagon, stands the house which is the main part of the hermits home. Originally it was built in the shape of a cave, the roof extending to the ground on both sides. It is extremely rude in its structure and reminds us somewhat of a pioneer hut. Either end has the appearance of the gable end of a house. Since the erection of this meagre shanty, however, the hermit has built a more convenient end to it, which serves now as the main part of the house. This new addition is about fifteen feet square and ten feet high. It is built of logs rough-hewn, and well fitted together with mortar, thus making the room comfortable in time of cold. The roof has but one slope, and is made of boards and slabs covered with thick tar paper. Three small windows admit light into the single chamber in which the hermit cooks, eats, sleeps and spends the most of his time. Within, the walls are literally covered with pictures of all classes and descriptions. In one corner stands the bed, old fashioned and covered with bed cloth-ing, dirty, torn and tattered; in another a small dingy cooking stove, rusty and fire eaten; in a third, a roughly made desk and table in combination constructed by the hermit's own hand out of the crude material of the forest and resembling very much the table of the pioneer's shanty or the cowboy's shack. This table serves him in cooking and eating and is at the same time the depository of his few books and valuables. A few old chairs and stools help to fill the room. Hanging on the wall is an old rifle with its shot and bullet pouch and powder flask. The floor is carpeted with a few remnants of well-worn carpet with several home-made rugs. On a stand near one of the 236 THE GETTYSBURG MERCURY. windows are some papers, a few old letters, a pen and some ink. On the window sill is a mouth organ and near by hang-ing on the wall, an accordion. All this seems to indicate that the hermit is a man of some education and a lover of music. Standing not far away from the main dwelling house is a cave in which potatoes, apples, et cetera, are kept secure from heat and cold. Directly adjoining the cave is a wood house filled with small sticks of wood gathered round about the forest. On another side of the house proper is an unwalled well about seven feet deep which supplies the hermit with an abundance of pure soft water, agreeable to his physical constitution, as he says. So much now for his home, but let us inquire here, who is this strange old man who has chosen this lonely life in the woods ? He is a German, born in Germany. Listen and you shall hear the story of his life and the reasons for his being here. His name is Jacob Thomas. He sprang from poor but honest, hard-working parents living in the neighborhood of Mannheim in the valley of the Rhine. In 185 1, when the boy was ten years old, he with his parents emigrated to America and located near Germantown, Pennsylvania, where they lived and toiled on a little farm till their son had grown quite to manhood. He was their only child, and at once the comfort and joy of their heart. Every sacrifice was made, many pri-vations were endured in order that the boy Jacob might obtain a fairly good American education, and thereby be fitted to com-pete successfully with his fellow men in the busy life of our nation. But, alas, the scourge of smallpox visited the eastern part of the state, and of the hundreds it laid low in death, were the loving mother and faithful father of Jacob Thomas. The son also was attacked by the leveling epidemic but after a se-vere siege of suffering, he came out victorious over the disease, with its many marics and traces on his face. Poor young fel-low! he was now an orphan, left alone in the world, and scarcely eighteen. Henceforth the battle of life was placed entirely in his own hands. His education could not be finished ; his only support was gone. It seemed to him as if his whole future THE GETTYSBURG MERCURY. 237 would be blighted and full of sorrows and suffering. He dis-posed of the meagre personal property for a small amount of cash, wandered into Philadelphia and buried himself in the populous mass of that large city. He remained there almost a month, doing whatever he could find to do. At last fortune favored, and he obtained a permanent position on board the merchant vessel, Boswell, which was then engaged in the car-rying trade between Philadelphia and Liverpool, England. Ja-cob remained on the sea ten long years. It was a straining life, full of toils and hardships, as well as extreme wickedness and ungodliness. Though thinking often of his sainted mother and godly father who were now in Paradise, yet the temptations were so strong that he fell a victim to the snares and vices of the sailor's life and learned to curse and drink liquor. Twice he escaped death in shipwreck; once off the coast of Ireland and again, off the coast of Virginia. Both times he was saved on the wreckage floating about till rescued by the life-saving ser-vice. Shortly after the last wreck at sea, he quit the ocean, and wandered back into the land of his nativity where he joined the German ranks in the famous Franco-Prussian war in 1871. Here he fcught as a common soldier for Germany ten months, and came out with a severe wound in the left shoul-der, but a better man morally In spite of the worldly in-fluences of camp life, while in the military service he had a vivid consciousness of the sinful life he had been living for ten con-secutive years. He reflected on the innocence of his youth and the teachings of his mother; he thought on the goodness of divine providence in preserving and protecting his life in the storms and adversities experienced thus far in his life, and he was thankful to God for his care. He became penitent and sorry for the degenerate, sinful life he had been leading hitherto. Then and there he determined to change his course and return to the beautiful Christ-life which he had abandoned when he went to sea. He ceased cursing and drinking and many other evil habits he had been practicing, and surrendered himself wholly and completely to truth, sincerity and piety. It was a 238 THE GETTYSBURG MERCURY. remarkable change and marks the beginning of the life he has lived ever since. The Autumn of 1873 found him in the city of New York working on a ferry boat. Not long afterwards he married Jane Gorlity, the love of his youth, and immediately they came to Hanover, Pennsylvania, in order to get away from the crowded city life which he so much detested. Here they lived peace-ably and happily together many years. Their love and af-fection for each other was intense—only strengthened by time. No couple was ever better mated and none lived more agree-ably and found so much pleasure in each other's presence. All who knew them admired them for their simplicity and true-heartedness. But, alas for the separations of Death! He came with his keen sickle and cut the beautiful wife down in the very prime of life and left poor Jacob alone once more in the world. Wounded deep with grief and cast down in sadness, he no more found peace and pleasure among the men and women of his town. He longed for a retreat, a solitude where he could shut himself in from the outer world and spend the remainder of his days alone in quiet meditation in some spot unfrequented by noisy men and prattling children. He left Hanover in quest of such a place and finally located among the pines and rocks on Wolf's Hill, near the historic town of Gettysburg. THE GETTYSBURG MERCURY. 239 'PEACE ON EARTH." H. S. L., '03. ONE more week till Christmas, he thought, and the thought was followed with a sigh. The young man who had been so happy a few months ago when he led his bride to their new home sat melancholy and despondent before the open fire. "She thinks I am rich, but, oh, if she only new the truth. My debts are now greater than I can stand." He heard a soft step at the door which put an end to these thoughts. "One more week till Christmas, my dear, and you haven't told me a thing about our plans. You've forgotten it, no doubt." "O, no," he answered, "I have a surprise." She gave a short laugh and left him alone. He was more dejected than ever. "It's a shame to treat her so. O God, if I only had the heart to tell her!" The fire burned brighter, he grew more thoughtful and began to plan. "Ha! I've got it. What do I care. She doesn't like it, but she doesn't need to know where I get it, or how I get it." A moment later he had put on his overcoat and hat, and was walking rapidly away from the house. The air was frosty and the snow crunched under his feet, the city was brilliantly lighted and shop windows glittered with beautiful things for Christmas. He saw none of them but kept his eyes steadily fixed before him till he came to the club house. A few men were smoking and reading, others chatting and drinking. "Come, let's have a game," said he to one of them. "I need some money." "Ha! Ha! you do, well I guess so after your last game. I don't blame you; come on." This annoyed him somewhat but he took it all and laughed perfunctorily. He played a good game of cards but was rather nervous that night. "How's that," he said, when when he took in the first trick. The other kept silent. One game ended, he had good luck, made a little money, just enough*to put him in a reckless mood. Then was the other's chance, he played a fast and care-ful hand, not the slightest bit of success did Jean have. It 240 THE GETTYSBURG MERCURY. was going hard. The other had begun to speak, to tease, to annoy. "You cheat, you rascal, the devil take it. You, I mean." He grew more and more reckless. The other taking in his tricks and piling up his borrowed money, laughed heart-ily. Jean also pretended to make light of ill luck. He played harder, grew more reckless and flew into a higher temper. The other's jokes were too much, he was tired of jeering. "There, the devil take it," he said, as he slapped down the last cent of borrowed money. The other put the gain into his pocket, jeering and laughing. They were left alone. One word of in-sult and the other gave him a blow that brought him to the floor. He quickly regained himself and in an instant he flew at his opponent. For a few moments they dodged each other's . blows and then the fight grew harder and harder, the other had the advantage for a while, but in a sudden rage grabbed the throat of his opponent and both fell to the floor. He clutched tighter and tighter and with both feet kneeled on his breast. The other released his grip, his eyes turned to a glassy stare and gave a few short gasps. Jean rose and looked at him. The money lay all over the carpet amid bits of broken glass and overturned chairs. Jean gathered it up and walked to the door. He paused a moment and looked at the pros-trate form white and cold, then slammed the door and hast-ened away. Once out in the street he walked to the limits of the city. His heart still beat with the frenzy of the combat. He paused a moment and gazed wildly about him. He fancied that every one he saw walking near him was acquainted with the crime and had come to seize him. Alarmed at the thought he took to his heels and ran. Still the face of his victim haunted him, he heard the last gasps for breath, saw the hands wildly clutch-ing the air; every bush in the darkness seemed to take the form of one he had so cruelly murdered and filled him with terror. On he ran as if pursued by some demon untill breath-less he stopped. He was two miles into the country. The snow was falling and a high wind was blowing it into deep drifts. The gleam of a light from a cottage in the dis- THE GETTYSBURG MERCURY. 241 tance attracted him and almost sensless he dragged himself to-ward the spot. They heard him fall against the door and a man came out and carried him to the fire. When he awoke he found himself in strange quarters. Not knowing how he got there he fancied himself captured, and ut-tered a cry of alarm. The man and wife came to render assist-ance but he would not speak, the face of his victim haunted him, he gazed wildly about and then in a sudden impulse he thrust open the door and rushed out into the night. * * * * * * * $ The winter passed and Spring found him poverty stricken and in rags—a reclues, a self-condemned man far from home. Then followed a period of reflection. He thought of her whom he had wronged. Of his past life. How unfaithful he had been. Why did he not tell her all ? He would go back, con-fess his wrong, and if she could love him again would try to make her happy. By Fall he was again in the city. He passed the large club house where he had committed the deed. No one knew him now; he was in rags. For a few moments he paused and looked into the window. There sat the same old fellows that he had known so well, smoking and laughing. His heart fell and he pressed on towards the house. As he neared it his heart beat faster and faster. How could he approach her? Slowly he ascended the steps and rang the bell. A colored servant answered and demanded his card. He asked for her mistress but she refused him entrance. He persisted and was presently taken from the spot by a policeman. Still he de-manded entrance, insisting that it was his home. The police-man inquired and found that the lady who had inhabited the house a year ago had gone to her father's house. Jean sought her father. Her father met" him and recognized him. "You! how can you ask for her? You! you brought her to her grave. You were false, you betrayed her. Villian! be gone!" He walked slowly away and sobbed audibly. What was life to him now. He had better never have returned. Sad and 242 THE GETTYSBURG MERCURY. dejected he went into the slums. In a few weeks he was a hostler in one of the large city stables. Almost daily some of his club fellows came for horses but he never could look at them, much less speak. He suffered humility in silence. Once or twice some of his fellows thought they recognized him, but he pretended not to notice them. Life was misery, there was no good in the world, not even sleep brought him peace. At night when he lay on his couch in the stable loft the deeds of the past came upon him ; he could not banish them. He was guilty of two murders. ******* * It was early on Christmas morning. The sun was not yet up. Jean could not sleep, he had passed a wretched night. In order to get away from himself he walked down through the large street of the city. Even at this early hour the street was crowded with people; why this was he could not as yet determine. But he followed the crowd, eager for something to deaden the voice of conscience. While he was thus reflecting the "Notre Dame" appeared in the distance. This explained the cause of the crowd on the street at this early hour. But what was the church to him ? He hadn't been in it for years. He hated the church. Never would he darken its doors. He came nearer and heard the sound of the great organ softly playing. He saw the light gleaming through the stained glass windows. But he hated it all. The people were crowding into the Cathedral and Jean standing without was carried reluctantly by the great throng into the church. He took a scat in a dark corner behind a large marble col-umn. The church was not yet fully lighted and he did not care to be recognized. Presently the altar was a blaze of light. The music changed to more measured notes. The priests in gorgeous vestments came forth and bowed down before the high altar. A boy's clear soprano notes rang out over the vast congregation, "Ky- THE GETTYSBURG MERCURY. 243 rie Eleison, Kyrie Eleison." The high mass had begun. He listened for a few moments, enraptured by the scene, half repel-lant, half repentent. The whole choir joined in perfect harmony "Kyrie Eleison." The music changed to a minor strain and an alto sang in plain-tive tones "Christe Eleison." All about him were devoutly praying, but he sat still and stolid,-fighting his better nature. The celebrant from the high altar chanted forth in sonorous tones "Credo in unum patrem Deum." The choir answered in majestic movement and began the second chorus of the Mass. Jean sat there dazed, a feeling of wild unrest came over him, the lights danced before his eyes. The music grew grander and grander, ever rising in power till it reached a climax. A short pause followed, the organ modulating the while when the choir sang softly the words "Et Homofoetus est." The whole congregation fell upon its knees and Jean scarcely conscious of what he was doing knelt down with them. All through the Mass he knelt, absorbed in prayer, paying no attention to the seryice till he was interrupted in his meditation by depart-ure of the people with the notes of the "Dona Nobis" dying away in the distance. Jean did not join the crowd. The silent church was better. He meditated. A priest crossing the altar seeing him there alone came to to him, in the hope that he might assist him. They spoke for a few moments and then entered the confessional. He was silent for some time, he could not speak, words failed him. "Take heart my son, I am waiting," said the priest. I want to confess murder he said in stifled tones. "Murder," said the priest horrified. "You can't confess that to me; take that to the law." "But I can comfort,perhaps; let me hear." Jean related the past and the priest listened attentively- What! you ! exclaimed the priest, interrupting the confession- Jean paused and the priest came to him. He crouched back in the corner half afrighted. My son, said the priest I can for give murder; I am that man. Jean sprang to his feet and em- 244 THE GETTYSBURG MERCURY. braced him. Tears filled the eyes of both. "Rejoice, my son, your sins are forgiven." "Offer thanks to our common deliv-erer," he said, departing. So let us profit by the example of these people and resolve upon a few things at the beginning of the new term. Yet far be it from us to act as some are wont to do who make good resolutions and straightway forget not only that they have re-solved but what they have resolved to do. Or even as is the custom of certain learned bodies to draw up such documents in written form and consign them to such places of safe keep-ing where they will annoy no one. But let us first think upon some good thing and do it. Let us then as a student body resolve to take more interest in all the departments of college activity. 246 THE GETTYSBURG MERCURY. Why cannot Gettysburg College have a creditable track team ? Have we lost all interest in track athletics ? Let us lend a hand and strengthen some of these weak departments of athletics. But even of more importance than this is to resolve to support the college publications better than ever before. It is a crying need among editors that they cannot do what they should like to do. Not because the publication is not supported financially but for lack of good material. If it once entered the minds of students that these papers were theirs to uphold and therefore in a certain sense to man-age we might hope for better things. Now let us resolve that we will support the monthly better. When the number does not come up to our ideals then let us make it a point to improve it by our own efforts. Too often, alas, the editor must publish just what he can get. It then follows that literary standards must be low among us if our monthly is an expression of our ability in such work. Let us resolve to do better and the day will be near at hand when we shall see its good results. AN EXPLANATION. It has been the custom for years to omit the publication of a January number of this magazine. But owing to a delay in the issue of the December number through lack of force at the printer's, it seemed well to the managers to publish a January number instead of a De-cember number. We sincerely regret this delay and trust that it will meet with not too harsh censure from our readers. EXCHANGES. DURING the past few months the matter of criticising has been much discussed by several of our exchanges. Some of them claim that too many compliments are offered by the dif-ferent editors and that not enough real criticism is given, while others maintain that the average exchange editoris not capable of justly criticising the work of his fellow students. Both are THE GETTYSBURG MERCURY. 247 right to a certain degree. It is true that many journals are complimented that are not deserving of praise. On the other hand almost all who do offer critical reviews are either partial or not in a position to make such criticism. We agree with the Buff and Blue that it is often "wisest to report only on the meritorious article." Criticism may be offered in a general way to advantage, but when it descends to the level of mere fault finding the advice is not only not heeded by the one for whom it is given, but is often refuted thus causing an unfriend-ly feeling to arise between the different journals. This month two exchanges came to our table that were es-pecially prominent in this respect. The one took over two pages to criticise an article that was not as long as his crit-icism. If the article was so poor as the editor would make it, it was certainly not worthy of such a lengthy refutation. About the other there is no question. The writer is partial from the very beginning. During his elaborate argument he speaks of the heresy of Luther and makes many other state-ments that show the narrowness of his comment. The article closes with the haughty statement that "Doubtless he is a Freshman and before he finishes his course he will learn a lit-tle history and then he will make statements which startle the printers who set them in type." Shall we call that a just criti-cism? Does it show a spirit of impartiality or "down-right rottenness" on the part of the writer? Fellow editors, you may answer the questions for yourselves, and in the meantime per-mit us to reply in the author's own manner and say that the writer is not a Freshman, but, judging from the thought and construction of the above sentence, has as much ability and judgment as the editor who makes the inquiry. The Georgetown College Journal is one of our best exchanges. The November number contains two good contributions, "The Rise and Growth of the District of Columbia," and "In the Thrilling Days of '64." We wish to apologize to the Journal for making use of the poem, to which they called our attention, without giving them due credit. As famine looms in northern Gaza, the United Nations agency for Palestinian refugees is hurtling toward collapse."What I can say today is that we can run our operation until the end of May, whereas a month ago I had just the visibility for the next week or two weeks," Philippe Lazzarini, head of the U.N. Palestinian refugees agency (UNRWA), told reporters in Geneva last week, just days after Israel denied him entry into Gaza. "But that shows also how bad the financial situation of the organization is."The money crunch stems in part from a fateful U.S. decision. When Israel accused a dozen of UNRWA's 13,000 Gaza-based employees of facilitating the Oct. 7 attacks, American officials immediately paused funding for the organization pending an investigation. Many other top donors followed suit, leaving UNRWA scrambling to stay afloat.It's since become clear that Israel's accusations relied on less-than-definitive evidence. This revelation led most funders to turn the spigot back on. But the U.S., with its unusually deep pockets, is now banned from changing course. Less than two weeks ago, Congress passed a law blocking all funding for UNRWA until March 2025. The timing of this decision is nothing short of disastrous, according to Christopher Gunness, a former spokesperson for UNRWA. "Mass starvation has already set in, but without UNRWA it's impossible to even slow that down," Gunness said.Despite Israel's claims to the contrary, there is no way to replace UNRWA's role in Gaza, especially amid the largest Palestinian humanitarian crisis since Israel's war of independence, according to experts on humanitarian aid and UNRWA's history. Analysts also fear that potential interruptions in the agency's operations across the Middle East — including in war-torn Syria and crisis-riven Lebanon — could further undermine regional stability.A State Department spokesperson told RS that getting aid to Palestinians in Gaza is a "team effort." "[W]hile we will continue to provide funding to organizations like the World Food Programme [WFP], we will be looking to other donors to continue to provide critical funding to UNRWA as long as our funding remains paused," the spokesperson said in a statement.But groups like WFP simply don't have the capacity to fill the gap made by defunding UNRWA, according to a humanitarian working to get aid into Gaza who requested anonymity to prevent Israeli retribution."The work they do on a day-to-day basis, no one else does it, and you couldn't stand up an organization to do it," the humanitarian worker told RS. "There's literally no other place for [Gazans] to go."A love-hate relationshipDecades removed from its founding, it can be easy to forget where UNRWA came from. In a practical sense, it sprung from the need to get aid to 700,000 Palestinian refugees when it became clear that Israel would not let them return home after the 1948 war. But ideologically, UNRWA's story begins in the Tennessee Valley.
In the 1930s, Congress launched a New Deal project known as the Tennessee Valley Authority (TVA). The TVA was a development initiative; it enlisted some of those hardest hit by the Great Depression and put them to work building dams, boosting crop yields, and bringing electricity to rural communities. It was, by most accounts, a rousing success.
After the humanitarian disaster of the 1948 war, President Harry Truman hoped TVA chief Gordon Clapp could bring that success to the Middle East. With the support of the fledgling U.N., which had yet to establish an agency for refugees, Clapp visited the region in 1949 and became convinced that the Jordan Valley and other fertile areas in the Levant were ripe for TVA-style development. The U.N. General Assembly agreed, and the United Nations Relief and Works Agency was born.
It didn't take long for "works" to disappear from the mission. Development projects sputtered, missing deadlines due to infighting among host countries and the refugees' general unwillingness to be relocated once more. "Most refugees refused to work," said Jalal al-Husseini, an expert on UNRWA's history and an associate researcher at the Insitut français du Proche Orient (Ifpo). "They wanted to go back home." Donor states also realized that large-scale public works are a good bit more expensive than more mundane relief projects.
UNRWA's other activities — from schools to healthcare facilities and aid distribution — were far more successful. The organization provided much-needed help to the governments of Syria, Jordan, and Lebanon, each of which had little capacity to manage the refugee influx on their own.
Besides a brief period in the early 1950s, Israel had little to do with UNRWA until 1967, when its forces routed Egypt, Jordan, and Syria in the provocatively named Six Day War. The conquest created a problem: As an occupying power, Israel was suddenly in charge of the welfare of millions of Palestinians. Tel Aviv quickly struck a deal with UNRWA to keep its operations going in the West Bank and Gaza Strip.
Since the vast majority of UNRWA's local staff is Palestinian, the agency was "never really seen by Israel as a neutral and independent and impartial U.N. organization," according to Lex Takkenberg, a 30-year veteran of UNRWA who left the agency in 2019.
"It started off with an explicit request by Israel for UNRWA to continue operating," Takkenberg said. "Since that time, there has sort of been a hatred-love relationship."
Israel-Palestine watchers will recognize the pattern. Since the 1960s, Israel has periodically bemoaned the contents of UNRWA textbooks or accused staff of ties to Palestinian political groups (or terrorist organizations, in Tel Aviv's telling), drawing scrutiny from Western donors. UNRWA responds by excising objectionable content from courses and firing employees with apparent conflicts of interest. Over the years, these back-and-forths forced the agency to develop a comprehensive "neutrality framework" to keep politics out of its work.
"Almost without exception, Israel never provided evidence" that employees had ties to groups like Hamas, Takkenberg recalled. But UNRWA would still usually fire them to protect the organization as a whole. "Then the Israelis would be back to business as usual," he said. "It never reached the point that [Israel] asked UNRWA to stop operations."
In substance, the Oct. 7 allegations were the latest entry in this story. Israeli officials made bold allegations that UNRWA employees facilitated the attacks but have yet to provide evidence, even to U.N. investigators.
But the reaction from donors was different. While the International Court of Justice has twice demanded a surge of aid into Gaza to avert disaster, most Western countries suspended support for the strip's leading relief group. Many have restarted their funding, but the U.S., United Kingdom, and Australia are still holding out.
"Prohibiting the Biden administration from contributing to UNRWA creates a large gap in the Agency's annual operating budget," said William Deere, the head of UNRWA's Washington office. The shortfall "will make it harder for UNRWA to assist starving Gazans and potentially further weaken regional stability," Deere argued.UNRWA in crisisUNRWA is, of course, no stranger to crises. When Saddam Hussein's Iraq invaded Kuwait in 1990, Israel imposed a blanket curfew on the West Bank and Gaza, leaving many Palestinians with limited access to food. Quick mobilization from UNRWA prevented a bad situation from getting worse, according to Takkenberg."I organized massive food distributions during short periods that Israel lifted the curfew so that people could collect food from distribution points," he remembered.In the tumultuous period since, UNRWA has managed to stay afloat and provide aid across the Levant despite wars and a blockade in Gaza; a brutal conflict in Syria; and a protracted economic crisis in Lebanon.When President Donald Trump cut off funding in 2018, it came as a shock. "We found out that the Americans were not going to be giving us their money when the check did not arrive in the post," Gunness, the former spokesperson, recalled. This diplomatic equivalent of an Irish goodbye lit a fire under UNRWA staff, who put fundraising efforts into overdrive and filled the gap with pledges from wealthy Gulf countries. Even Israeli Prime Minister Benjamin Netanyahu reportedly backed the effort to avert "disaster" in Gaza.But all of these crises pale in comparison to the trial that the organization faces today. Gulf donors have so far failed to fill the gap left by the U.S. decision to cut off funding. At least 154 UNRWA employees have been killed since Oct. 7, and many of its facilities have been destroyed in the bombing. These direct attacks have been paired with an unprecedented Israeli PR effort to discredit the organization, all with the substantive backing of a Democratic U.S. president.Fringe Israeli activists have long argued that UNRWA is illegitimate in some fundamental sense, perpetuating a fanciful dream that Palestinians will eventually return home. Its existence, they argue, encourages false hope and prevents an end to the conflict. As Israel's political scene has lurched to the right, this view has become more popular. Now, multiple members of Netanyahu's cabinet are publicly opposed to UNRWA's very existence.Israel is now actively working to undermine UNRWA. In January, Finance Minister Bezalel Smotrich blocked a large shipment of U.S. aid in order to stop it from reaching UNRWA. The U.N. claims that Israeli officials are holding up visas for aid workers affiliated with the agency."UNRWA are part of the problem, and we will now stop working with them," an Israeli spokesperson said last week. "We are actively phasing out the use of UNRWA because they perpetuate the conflict rather than try and alleviate the conflict."Israeli opposition can only do so much to block the agency's work in the short term, according to Takkenberg, who noted that other groups are likely importing humanitarian aid in their own name and simply handing it off to UNRWA upon arrival. But that workaround has its limits as Israel allows only a trickle of aid to enter Gaza each day. There are currently as many as 30,000 trucks sitting in Egypt waiting to cross the border, according to a Jordanian official who spoke with NPR. "There are trucks that have been at the border for three months," the humanitarian worker told RS. "There's all sorts of crazy restrictions that make no sense, even from a security standpoint," they said, adding that they've had medical equipment and food confiscated during inspections.This has left UNRWA, and Gaza as a whole, on the verge of collapse. Israel and its Western backers will likely regret their role in bringing the crisis to this point, argued Gunness. "Any donor governments, especially those who are friends of Israel, who think that it's somehow in Israel's security interests to have millions of angry, hungry, radicalized, mourning, grief-stricken people living in appalling refugee camps and other circumstances on the doorstep of Israel, I wonder what planet they are living in," he said.

COVID-19 pandemic has had a far-reaching impact along the agricultural value chains in Kenya. The Kenyan government placed drastic impact measures to flatten the curve of COVID-19 infections, which affected the value chain actors differently. To counter the economic mayhem caused by the pandemic, the usefulness of digital platforms has been amplified in agricultural value chains, especially in vegetables, root and tubers. It is not clear if, how and to what extent the existing digital platforms developed by several private companies or supported by donors have contributed and are still contributing to maintaining agri-food chains functional and securing the livelihoods of associated value chain actors in Low- and Middle-Income Countries (LMIC) countries during COVID 19 pandemic. It is on the foregoing that International Potato Center (CIP) implemented a study to understand the role of digital platforms in maintaining the value chains of vegetable, root and tuber crops functional in the face of COVID-19 pandemic in Kenya. Web-based portal, Android mobile App and Unstructured Supplementary Service Data (USSD) Short code services were the main digital platforms of focus. The study was built on case studies from Viazi Soko (NCPK) digital platform for farmers, Twiga food for traders and Soko Kijiji groceries digital platform for consumers. A participatory research methodology was used to integrate the desktop research, key informant/expert interviews, focus group discussion (FGD) and the surveys involving various value chain actors along the food value chain i.e., traders, transporters, consumers, and farmers. The study adopted mixed method approach with concurrent nested option. Both Quantitative and qualitative data were collected. Quantitative aspects of the study were collected using a structured questionnaire administered through face-to-face interviews to solicit primary information from 355 consumers, 100 traders and 370 farmers in the targeted sub-counties selected using multistage sampling technique. Quantitative data obtained was analyzed using Stata version 17 and SPSS version 28.0 to generate descriptive statistics. Propensity Score Matching was used to estimate the impact of the digital platforms on (i) the quantity of certified potato seeds used and (ii) the average weekly household expenditure on vegetables and fruits during the lockdown period. Structural equation model (SEM) was used to investigate (i) how producers' personality traits influence the usage of ViaziSoko for accessing quality farm Inputs and services and (ii) the role of entrepreneurial behavior in influencing use of digital platform in food purchase among consumers. For farmers, findings indicated that awareness and use of the digital platforms is still low. Approximately 32% of the interviewed farmers were aware of the digital platforms. Majority (86.55%) of those aware were medium and large-scale farmers. The use of apps through a mobile phone was the most preferred digital platform by roughly 91% of the farmers. The ease of accessing input information/services and awareness of digital application inspired the use of digital platforms. Farmers' attitude and proactiveness influenced perceived usefulness of the digital platforms. Despite being in existence even before the pandemic, most of the farmers started using digital platforms in response to the pandemic. Relatively, majority of farmers (32.05%) started using digital platforms to access quality seeds, while 12.82% started using them to access extension and advisory services on Good Advisory Practices (GAPs)as well as access to market/output information in response to the pandemic. The digital intervention contributed significantly to the increase in the frequency of use of digital platforms. The greatest increase in the frequency was observed in the services related to access to market/output information 3.85% (from 19.23% to 23.08%), extension and advisory services on GAPs 6.41% (from 16.67% to 23.08%) as well as pest and disease advisory services 6.41% (from 12.82% to 19.23%) respectively. The digital platform showed a gradual role in bridging the gap in terms of input access by farmers during the pandemic and approximately 95% of the interviewed farmers confirmed their intention to continue using the digital platforms (ViaziSoko) beyond the pandemic. For traders, the results revealed that most of them had procured their supplies over the mobile phone (91%) and through online platform (81%). On average, a single trader dealt in 16 different products. Vegetables was the most traded commodity across the three tie periods of analysis compared to roots and tubers. Fear or worry of getting infected with COVID-19 and liquidity constrain were the major threats affecting the business. Most of the traders procured their supplies from Nakuru before and during COVID-19 (77.97% and 88.52%). The increase in supplies during COVID-19 for Nakuru county resulted from Twiga foods supplies. Other traders procured their supplies from Nyandurua, Meru and Narok county. The quantity of vegetables and fruits sold to direct consumers, brokers/agents and sold to other outlets increased during COVID-19. Most traders (90.12%) started using online platform and 82.35% social media in response to the pandemic. Despite being the most adopted strategy in response to the pandemic, about 15% of traders are likely to cease or reduce the use of mobile phones to procure their supplies. This could be attributed to the high transaction costs involved in making payments for the supplies. Further, based on the perishability nature of agricultural products, traders would wish to physically see and choose products before making payments. Major sales and distribution strategies used in response to the pandemic are sales and distribution through social media (54.55%) and online platform (66.67%). Majority of traders (86%) reported to have made payments and financing electronically followed by advancing products as in-kind/trade creditors (73%) and lending cash to business partners (72%). Change in business working hours to avoid curfew and travel restrictions (90%) as well as the use of own savings to support business operation (86%) were the major business adaptation strategies used by traders. For consumers, about 41% used digital platforms to purchase fruits and vegetables out of which 97% of them used mobile application. Convenience (95.86%) and fear of health-related complication (84.83%) were the major motivational factors to use digital platforms. COVID-19 pandemic increased the demand for digital platforms among 85% of the consumers (where 63% started using and 22% increased the use digital platforms). About 81% of consumers were mainly using digital platforms to access market information. Consumer willingness to adopt the digital platform was influenced positively by group membership and negatively by age and education level of the household head and the dependency ratio. Group membership were basically social and informal groups in the urban areas where among other issues consumers discuss food and digital related issues as well as procurement strategies) Most consumers (76.56%) purchased fruits and vegetables from designated points followed by local retailers in the neighborhood (49.26%). Digital platforms gained popularity (from 13.35% to 38.53%) during the pandemic compared to other channels Streetcar booths (2.83%) was a new channel during the pandemic. Despite reducing popularity during the pandemic, designated markets channel supported about 48% of the proportion of purchase. Users of digital platform experienced fluctuating but above average in the weekly expenditure compared to their counterparts. Change in price of the vegetables and fruits was the major contributor to the fluctuation (90.54%). Findings revealed that at one point in time during the pandemic. all sampled consumers who purchased through the digital platform used mobile money transfer to make pay for fruits and vegetables, with 99.31% likely to continue using the platform beyond the pandemic. In terms of entrepreneurial behavior, proactiveness and Innovativeness positively and significantly influenced perceived behavioral control. This implies that the more a consumer acts in anticipation of future problems, needs, or changes and use of new ideas or methods, the more they will think of themselves as having the efficacy to use the digital platforms in purchasing vegetables. Attitude positively and significantly influence perceived usefulness implying that the more favorable a consumer's opinion of the vegetables purchasing digital tool is, the more the consumer will view the tool as useful. Perceived behavioral control influenced perceived usefulness positively implying that the more consumers considered themselves to have the ability to use the vegetables purchasing digital tool, the higher they will consider the tool as useful. Subjective norm was also found to positively and significantly influence perceived usefulness meaning that the more positive the consumer's peers' opinion about the vegetables purchasing digital tool is, the more the consumer will view the tool as useful. The study recommends the following suggestions: • It is clear agritech companies seeing pandemic is an opportunity for strengthening food value chain. However, they still lack sustainable business models for the agriculture contexts. Therefore, design for digital platforms need to integrate sustainable business models to avoid collapsing of the platforms due to heavy reliance on external support and inadequate revenue models. Adoption of a self-sustainable business approach as well as re-orienting the business approach towards public private partnerships and diversifying product/service portfolio by integrating different services and value chains, backward and forward integration to create new revenue streams provides some of the options for consideration by service providers. • Develop a framework for embedding farmer oriented in existing local extension services to support practical implementation of agronomic recommendations. • Enhancing entrepreneur behavior of farmers and traders is critical in adoption of agri-digital solutions. • Building agile business with flexibility to adjust to various shocks beyond the pandemic. Focusing on the transition post COVID will be critical in maintaining the business space of the digital platforms by building strong market offering. • Donor support is critical for digital startups at the beginning of the business as many startups are coming up during this pandemic time, however, it is critical for donor to analyze their business model for sustainability of digital platform especially the platforms with little or no commercial orientation but have a clear welfare gain with social enterprise business model. • Strong bio-security measures in the context of COVID-19 are important in enhancing trust especially in product handling by the agricultural digital service providers. • Combined county permits to allow one easily transaction in any county with fresh produce among digital platforms with strong cross county distribution of products to traders. This has implication in increasing cost of business. • Product differentiation is key in making the digital platforms competitiveness. Strong focus of the digital platforms in providing unique products and solutions in ever-changing environment is key in keeping pace with consumers dynamic needs, key among them Enhance interactiveness between agricultural digital solutions and clients e.g. chatbot Integrating youth entrepreneurs and higher education students to support development of ICT related agri solutions e.g., accessible database by use of USSD code for vendors to easily authenticate the quality of the produce as well as data science. This will facilitate creation of robust learning curve to trigger development of marketable and viable agricultural digital services.

Master in the Electric Power Industry ; The project context is the energy poverty. This theme is very actual and has a lot of social repercussion nowadays as electricity and gas price volatility has affected too many humble people in Europe. People, governments and utilities are becoming more and more aware of the magnitude of the penetration of energy poverty in the society and the efforts to reduce it have never been as many as now. The energy services are essential for a country, for its development and the welfare of its population. For example, electricity consumption is strongly related with the GDP growth of a country. The main energetic vectors that concern the energy poverty are the access and consumption of electricity, gas and heat water. These energy vectors are essential to have a decent household habitability. Despite so, it is estimated that 1.2billion people still do not have to electricity. These people are distributed mainly over Africa and Asia and with a higher proportion in rural areas. Two important figures to have in mind are that 17% of global population do not have electricity and 38% of global population do not have cooking facilities. There are two essential parts concerning the energy poverty, the energy access and the energy consumption, i.e. people not having the opportunity to consume electricity, gas or heat water because the grid is not developed to meet them, and the people who despite having the connection cannot consume because they are not able to pay for the cost of the consumption. In the case of Spain, geographical target of this study, the energy access is universal and is considered as a solved issue and the energy poverty was thought to be linked with the economic crisis despite it existed before too. The reality of the energy poverty has motivated and maintained the community doing studies around the topic despite the difficulties due to the little resource availability. To promote an effective and useful debate about the different possible solutions, to identify and imply the different agents and actors including the public administrations, the media, the energy utilities and the political parties among others. The objective of the study is to calculate the basic energy consumptions in Spain under different scenarios. These consumptions will be used to develop and analyse projects and strategies to mitigate the energy poverty. To achieve so, there are many variables that have to be determined and studies for different scenarios to study the energy needs to meet a worthy habitability in order to keep the household heated during the winter and cooled during the summer, to have energy to cook and do the normal living. So, the project's main objective is the development of a tool to compute different energy poverty scenarios and quantify in monetary terms the subsidies that would be needed to cover the problem break down into autonomous communities, provinces and rural and urban area. There must be a distinction between the water, electricity and gas expenses taking into account the different demands and consumes of the different regions in Spain. The program has been developed in Excel due to the simplicity of the programming and the capacity to be easily extended during and after the project. In the excel tool there are many freedom degrees in order to let the user create cases regarding its needs. For this purpose, there have been added especially modifiable quantities marked in pink in the general data sheet. These variables are: Water consumption: the frequency and quantities of water consumption can be modified in order to create different water consumption profiles. Cooking frequency: the number of cooks per week can be modified to adapt it to the case of study desired. Television and computer: the frequency and hours can be modified to create different consumption profiles. Fixed cost of water: due to the fact that it was too complex to take into account each water supply company, the different bills have been simplified with a variable term plus a fix term as it was explained before. The fixed term depends on the company and thus has been let free to change as a variable of the case. Electricity contracted power: contracted electricity power. Normally with a contracted power of 3.3kW of electric capacity is enough to cover the peak demand, but the term has been let variable to generate different cases. Electricity price: the electricity price is very volatile depending on the weather, costs of fuel etc. It is interesting to see how its different prices may affect energy poverty and quantify it. Social bonus: the social bonus is already acting and thus, it has been let free to be able to quantify the energy poverty with and without its effect. Size of the household: the size of the household is modifiable; for the base case the size has been extracted from the minimum habitability cellule, but it has been let free to generate different cases. The size of the household is directly related to the heat and air conditioning consumptions. Heating coefficient: gives the percentage of the heated surface of the household in the optimal case. For the base case, it is only considered to have 20m2 of heated surface. Air conditioned surface: gives the possibility to modify the air-conditioned surface to create new scenarios or compute its effect. Percentage of energy poverty to cover: gives the possibility to adjust the percentage of the households that is under energy poverty whose energy expenses are going to be take into account to be covered. Gas penetration coefficient: this coefficient affects the hypothesis of the gas penetration. Let it in 0 the penetration of the gas is only in the urban areas, but if it is higher than 0 there exist buildings with gas in the rural areas. This tool allows the creation of new scenarios and is interesting to see how the gas penetration affects energy poverty. Energy efficiency factor: this factor can take values from 0 to 5. If 1, then the efficiency is the one extracted from the studies and used in the base case. If 0, all the buildings are considered old and thus, with bad efficiency characteristics. The higher the value, the higher the proportion of new buildings with better efficiency characteristics. It is essential to mention another useful tool used to show the results in a summarized way. The map of Spain with the different provinces also developed in Excel allows to show the values of anything, for example, demands, water cost, electricity costs, etc. in a simple way. [Source: Blog "Análisis y decision." http://analisisydecision.es/nuevo-y-muy-mejorado-mapa-de-espana-por-provinciascon- excel/] Given the base case consumption profile and hypothesis, and having the actual image of Spain in terms of distribution of population in rural and urban areas, the gas penetration, the population of the different cities and provinces and the reference demands, the expenses that the State should dispose in order to cover the total of the energy vulnerability should be the ones shown in the table below. Given the absence of direct policies to combat energy poverty by the central government beyond this incomplete social bond, it is at the regional and municipal levels that we find the most relevant initiatives. We highlight the case of the Generalitat of Catalonia that, for just over a year and a half, is working with the central government in relation to a regulation on energy poverty. This work aimed to establish a winter truce between November and March, both included, so that the energy supply (water, electricity and gas) would not be interrupted to families in vulnerable situation. The Social Inclusion Plan of the Government of Andalusia includes an Extraordinary Program for vital minimum supplies and social emergency benefits. The program is endowed with 6.5 million euros and will be carried out through transfers to municipalities. Specific costs are considered to cover basic energy supplies, electricity costs and expenses related to water supply. On the other hand, the budget in the Basque Country includes a budget of 200,000 euros to cover the needs of families who cannot cope with energy bills, although the mechanisms for allocating this item have not yet been defined. It is important to note that this is in addition to social emergency aid, which includes energy bills by law. Finally, the Xunta de Galicia has just launched the second call for its social electric ticket with a budget of 1.5 million euros. The aid, which is requested for half-year, is 180 euros for families with one or two children (under 18 years) and 300 euros for large families. As it can be seen, the actual measures are insufficient. It has to be taken into account that the numbers shown in the previous table are the sum of the expenses for all the vulnerable consumers, and not only the ones suffering energy poverty. In addition, it has to be mentioned that finally not all the people under energy poverty would ask for the aid due to lack of information etc. Analysing in further detail the two existing measures regarding direct payments to cover energy invoices: The Basque Country only destinies 200.000€ to fight the energy poverty. The amount calculated for the vulnerable consumers is 19.2 million euros per year for all the electricity and gas consumptions but taking into account all the vulnerable consumers. Despite this number is overestimated because not all the vulnerable consumers will suffer from energy poverty and neither all of them will ask for the aid, the amount designated is considered lower than the real amount needed. The Xunta de Galicia designates 1.5million euros to fight the energy poverty in the electricity and gas concepts. The calculated amount to cover the energy vulnerable consumers in Galicia is around 20 million euros per year. As in the above case, this includes all the expenses in electricity and gas taking into account all the vulnerable population of Galicia. The amount is small compared to the needs because estimating with the energy poverty percentage the amount needed is around 10 million euros. Finally, it is important to point out that the payment of the unpaid invoice does not solve the root problem, it merely alleviates a situation of vulnerability which, with few exceptions, is not only a temporary problem of the home, but a chronic situation in time. For this reason, it is thought that this type of measures must be accompanied by other measures of greater depth that allow to mitigate Energy poverty. However, it must be realized that certain situations of social urgency require funds to be allocated to measures that, although mitigating, are those that can be implemented more quickly and those that allow an emergency to be dealt with immediately.
