El Tribunal Penal International para Ruanda (TPIR), instituido, el 8 de noviembre, por el Consejo de Seguridad, del que es órgano subsidiario, tiene por cometido contribuir al restablecimiento y al mantenimiento de la paz, así como a la reconciliatión national, mediante el enjuiciamiento de los presuntos responsables de actos de genocidio o de otras violaciones graves del derecho international humanitario cometidos en el territorio de Ruanda, así como de ciudadanos ruandeses presuntos responsables de tales actos y de otras violaciones perpetrados, entre el 1 de enero y el 31 de diciembre de 1994 en el territorio de Estados vecinos.

Si nos remontamos a los diversos orígenes de las leyes de la guerra, una pregunta elemental parece haber retenido la atención de los primeros legisladores: ¿por qué, de hecho, habría que imponer limitaciones jurídicas a las acciones bélicas, siendo así que su finalidad es destruir al enemigo extranjero? A primera vista, estas restricciones resultan ser incompatibles con el objetivo mismo de la guerra y no tenían valor alguno para quienes estaban obligados a resistir a un ataque armado o deseaban librar batalla contra el enemigo.
THE BELGIAN CONGO AND RUANDA-URUNDI

In the Belgian Congo the 1952 population census shows a slow growth of the population (0.9% yearly). There is a drift of the population to the center, and across the Uganda borders. The number of wage earners grows from year to year and the demand for labor is expected to continue strong in the future. To fight against the rural exodus, and to restore a balanced demographic condition requires a reduction in the demand for labor, stabilization of labor in the industrial centers, and a reviving of the attractiveness of rural life. Family allowances are compulsory for all native workers. Since 1950, no new polygamic marriages are allowed. This has resulted in a new form of concubinage with a secret arrangement with the woman's family. In practice there are several discriminatory measures entailed by the social divergencies separating the mass of the natives from the European population. Since the existence of a decree in 1952, reference to race is replaced by reference to other factors based on degree of civilization. Medical service has mainly been directed toward maternity and child welfare. D. Bystryn.
