「何謂社運成果」是過去一段時間社運研究的主要範圍。回顧文獻,關於「社運成果」(Movement outcome)的討論都圍繞政府對運動的政策回應。然而,本研究則針對政府對運動的論述回應,從政策回應(Policy responsiveness)及論述回應(Discursive responsiveness)兩個維度,探討分析社運成果的其他可能性。尤其是,本研究會著重探討「論述挪用」(Discursive appropriation)的操作及對社運成果的影響。 ; 所謂論述挪用,即政府選擇性地取用社運認知框架(Movement frame)作為政策認知框架(Policy frame),局部地回應社運團體及抗爭者的政策訴求,藉此表示已經作出政策回應,同時把社運團體及抗爭者依賴的認知框架收為己用。 ; 本研究以「高官問責制」及保育政策為個案,嘗試整理論述挪用的產生因素和機制。本研究提出論述機會結構(Discursive opportunity structure)及關鍵突發事件(Critical incident)作為主要的背景因素,促使社運認知框架及媒介認知框架(Media frame)產生互動及不同能動者的論述角逐,構成可供政府挪用的民意。最後,政府選擇了合用的論述,制定政策或作出政策轉變,並指為對社運團體及公眾作出了回應。 ; 本研究的結果給現時關於社運成果的文獻一個重要提示:如果加入論述回應去分析社運成果,實在不能排除,在論述挪用的操作下,某個特定時刻的社運成果,其實難以持續。更甚者,當本來的社運論述已經被政府收為己用,除非有新一波關鍵突發事件出現,否則,在缺乏論述資源下,社運團體關注的議程往往難以再獲得社會關注,再次推展運動。 ; 關鍵字:社運成果、認知框架、公共論述、論述機會結構、高官問責制、古蹟保育 ; "To what extent a social movement is successful" is the question that the current social movement research focuses on asking. While the conventional discussion of "movement outcome" emphasizes on the government's response in terms of the policy change, this research aims at enriching the discussion by looking into the government's discursive responsiveness as the additional dimension to analyze movement outcome. In particular, it focuses on the conceptual possibility of "discursive appropriation". It means that the government appropriated the movement frame for the initiatives of policy that seemed to be made in response to the social movement. ; With Hong Kong as the research context, the Accountability System for Principal Officials and the policies of heritage conservation were the case studies of the research. To look into the mechanism of discursive appropriation, the research identified discursive opportunity structure and critical incidents as the contextual factors for the discursive contest. Then the circulation of movement frame and media frame constituted as the major part of public opinion. Geçmişten günümüze sosyal harcamalar, toplumların sosyal refah seviyelerini yakalamalarında devletlere yardımcı olmaktadır. Ancak sosyal devletler tarafından yapılan harcamaların hangilerinin sosyal harcamalar olduğu hususunda literatürde ortak görüş bulunmamaktadır. Sosyal politikaların gelişimi, ülkelerin kendi içlerinde farklı sosyal harcama uygulamalarına sebebiyet vermektedir. Sosyal devlet düzeninin aile, piyasalar ve devlet arasında bir döngüye sahip olduğu görülmektedir. Sosyal refah bu döngüde dağılarak bölüşülmektedir. Bu çalışmada, AB üye ülkelerinin ve Türkiye'nin sosyal politikaları ve sosyal harcamaları arasındaki ilişki araştırılmıştır. Ülkelerin sosyal politika faktörlerinin sosyal politika göstergesi üzerindeki etkileri incelenerek ülkeler arası karşılaştırmalı analiz yapılmıştır. Sosyal harcamalar ile sosyal politika göstergeleri arasındaki ilişki korelasyon analizi, sosyal politika göstergesini belirleyen faktörlerin etkisi de çoklu regresyon analizi ile incelenmiştir. Çalışmamızda sosyal politika başarısının sosyal harcama ile doğrudan ilişkili olmadığı, aralarındaki pozitif yönlü orta seviyeli ilişkiye bakarak söylenmektedir. Devlet tarafından yapılan sosyal harcamaların sosyal refah düzeyinde yüksek seviyeye ulaşmada doğrudan etkili olmadığı, sosyal politika başarısı yüksek olan ülkelerin daha az harcama ile sosyal politika göstergelerinde iyileşme sağladığı ve bu ülkelerin de sanayileşmesini tamamlayan ülkeler olduğu görülmektedir. Bununla birlikte, sosyal harcamaların doğru alanlara yapıldığında gelişmesini sürdüren ülkeler tarafından da sosyal politika gösterge puanlarına olumlu yansıyacağı düşünülmektedir. ; From past to present, social expenditure has helped guide the societies in achieving their welfare levels. However, there is no consensus in the literature about the expenditures made by the social welfare states. The development of social policies leads to different social expenditure practices within countries. The social state system seems to have a cycle between the family, markets and the state. Social welfare is dispersed and divided in this cycle.In this study, the relationship between EU member states and Turkey's social policies and social spending were investigated. The effects of the social policy factors of the countries on the social policy indicator were examined and a comparative analysis was conducted between the countries. The relationship between social expenditures and social policy indicators was analyzed by correlation analysis and the effect of factors determining social policy indicator was examined by multiple regression analysis. In our study, it can be said that the success of social policy is not directly related to social expenditure by looking at the positive middle level relationship between them. It is observed that the social expenditures made by the state do not have a direct effect on reaching the high level of social welfare, the countries with high social policy success have improved their social policy indicators with less spending and these countries have completed the industrialization. On the other hand, it is considered that the countries that continue to develop when social expenditures are made in the right areas have positive reflections on the social policy indicator scores.
ÖZETAvrupa Topluluğu'nun sosyal yönü, Avrupa entegrasyon sürecinin başlangıcından beri vardır. Ancak, Avrupa Topluluğu'nun temel amacı, Topluluk üyeleri arasında etkin bir ortak pazar oluşturarak ekonomik bütünleşmeyi sağlamak olduğundan sosyal politikanın genel Topluluk politikaları içindeki rolü küçüktü. Üye ülkeler arasında Topluluk'un sosyal alandaki rolü konusunda hiçbir zaman bir konsensüs oluşmadı. Ancak, zaman içinde, Topluluk üyeleri ekonomik bütünleşmesinin başarısı için etkin sosyal politikaların gerekliliğini kavradılar. Dolayısıyla, Toplululuk'un sosyal yönüne dikkat çekildi ve 1980'lerin sonlarında bu yönde adımlar atılmaya başlandı. Topluluk seviyesinde etkin bir sosyal politika 1980'lerin sonunda siyasi destek kazandı ve Avrupa entegrasyon süreci boyunca, birbiri ardına gelen Antlaşma revizyonlarıyla devam etti. AB sosyal politikasının bu tarihsel gelişme sürecine paralel olarak, Tek Avrupa Senedi (TAS) ile başlayarak, sosyal politikanın yasal ve yönetişim yönlerinde bir dönüşüm gerçekleşmiştir. AB'de sosyal politika alanı hala üye devletlerin yetkisinde olmasına rağmen, özellikle 1990'lardan itibaren, AB sosyal politikasının yönetişiminde hiyerarşik yapıdan hiyerarşik olmayan yapıya doğru bir gelişim olmuştur. Bu yönetişim yaklaşımında, AB'de değişik katmanlardan çok sayıda aktör, sosyal politika yapım sürecine dahil edilmiştir. AB sosyal politikasının geçirdiği bu gelişim süreci, Avrupa sosyal ortaklarının sosyal politika yapım sürecine katılmalarıyla sosyal diyaloğun yolunu açmıştır. Bu açıdan, Avrupa sosyal diyaloğu, 1985'te o günkü Komisyon Başkanı Delors'un başlattığı 'Val Duchesse' görüşmelerinden bu yana AB'nin gündeminde yer almaktadır. Avrupa sosyal diyaloğunun Maastricht ve Amsterdam Antlaşmaları'yla kurumsallaşmasıyla sosyal diyaloğun etkisi, bağlayıcı olmayan ortak görüşlerden, Komisyon tarafından denetlenen ve Konsey kararıyla uygulanan çerçeve anlaşmalara kadar ulaştı. Avrupa sosyal diyaloğunun bu aşamalı gelişiminde, sürecin temel aktörlerinden olan sosyal ortakların rolü ön plana çıkmıştır, çünkü bunların Avrupa seviyesinde temsili, sosyal diyaloğun Avrupa seviyesinde kurumsallaşması açısından önemlidir. Böylece, Maasricht Antlaşması'ndan beri, bir tarafta işçi sendikaları diğer tarafta işveren örgütlerini Avrupa seviyesinde temsil eden Avrupa sosyal ortakları, sosyal politika yapım sürecinde kurumsal bir role sahip olmuşlar, ve işgücü piyasası ile ilgili konularda yasal olarak bağlayıcı anlaşmaları görüşebilir duruma gelmişlerdir. Avrupa sosyal diyaloğunun bağlayıcılığı olan çıktıları ve kapsamı kısıtlı olduğu görülmektedir. AB kurumsal yapısının sosyal diyalog üzerindeki etkisi de kısıtlıdır. Avrupa sosyal ortakların temsil yapılarında da eksiklikler mevcuttur. Ancak, bütün bunlara rağmen, Avrupa sosyal diyaloğu, AB sosyal politikasının meşruluğuna katkısı açısından AB sosyal politkasının önemli bir parçasıdır. ABSTRACTThe social dimension of the Community exists since the inception of the European integration process. However, as the primary rationale of the Community was economic integration among the member states in order to create an effective internal market within the Community in the initial phases, the role of social policy in overall Community policy was minor. There has never been consensus among the member states as to the role of the Community in the social field. However, in time, the member states of the Community perceived the necessity of effective social polices for the accomplishment of economic integration. Thus, increased attention was paid to the social dimension of the Community, with a clear commitment to its development from the late 1980s. This idea for an active social policy, which began to gain political support in the late 1980s, continued its progress with the successive Treaty revisions throughout the European integration process. In parallel to this progressive historical development of European Union (EU) social policy, there has been a transformation in the legal and governance aspects of social policy, starting with the Single European Act (SEA). Although the social policy field is still within the domain of the member states, especially in the 1990s, there has been a transformation in the governance of EU social policy from a hierarchical mode of governance to a non-hierarchical mode of governance, producing soft law rather than the regulatory mode of hard law. According to the governance approach, multiple actors at multiple levels of the EU are involved in the social policy-making process with deliberation and problem-solving efforts. This development of EU social policy paves the way towards the European social dialogue through the active involvement of the European social partners in the social policy-making procedure. In that regard, the European social dialogue has been on the EU's agenda since 1985, when it was initiated with the 'Val Duchesse' talks under the presidency of Delors. With the institutionalization of the European social dialogue process through the Maastricht and Amsterdam Treaties, the influence of the European social dialogue has increased from merely issuing non-binding joint opinions to the point where it now makes framework agreements implemented by Council decision and monitored by the Commission. In this incremental development of the European social dialogue, the role of the social partners as the core actors of the process has come to the fore, since their representation at European level is important for the institutionalization of the social dialogue at European level. Thus, since the Maastricht Treaty, the European social partners, which represent trade union and employer organizations, has enjoyed an institutional role in the policy-making process and can negotiate legally binding agreements on labour market issues. Moreover, the power of the social partners has been enhanced with the Laeken European Council, when they were granted greater independence in the preparation and implementation of 'autonomous agreements'. In this context, the study explores the extent of the influence of the European social dialogue and the role of the social partners in EU social policy-making procedure with reference to governance in the EU. It is notable that, despite the limited outcomes of the European social dialogue process regarding binding legislation, the limited scope of the European social dialogue, the limited influence of the EU institutional framework on the social dialogue, and the deficiencies in the representative structures of the social partners, the European social dialogue is a significant part of EU social policy in terms of its contribution to its legitimacy. In that regard, the European social dialogue has emerged not only as one of the vital parts of the European social model, which comprises the concepts of compromise, consensus, and cooperation, but also as an important mechanism in the general framework of European governance and democratization of the EU. Our aim in this study is to evaluate the corporate social responsibility practices of Koza Mining Operations from the perspective of institutional mechanisms, and to reveal the society-based nature, which was inadequate in previous studies that explain the concept in particular.In particular, the fact that the institutional environment is subject to insufficient scrutiny by researchers and the studies conducted so far mainly on the place of responsibility practices related to financial performance have caused the concept to be subject to limited research in the literature. The study was carried out through in-depth interviews and archive scans with company officials in three mining sites (Bergama, Balıkesir and Gümüşhane) where the highest number of administrative lawsuits were filed against Koza Mining Operations. The case study method was chosen among the qualitative research methods in the study. According to the findings obtained from the study, it was determined that the company uses its corporate social responsibility practices as a public relations policy to solve or eliminate local or national problems (corporate legitimacy crisis) in the region.
Devletlerin yönetimi, üretim ilişkileri ve sermaye sistemleri ile aynı paralelde bir gelişim göstermektedir. Aynı sebepten dolayı, üretim ilişkileri ve sermaye sistemleri kapitalist mantıkta gerçekleşen emperyalist amaçlara da uygun düşmektedir. Gelişmiş devletler kendi çıkarları açısından dünya ticaretini yönetmek, tüm dünyayı isteklerine göre şekillendirmek istemektedirler. Böylece devreye, azgelişmiş devletlerin karşı duruşlarını önlemek için, etnik ve dini ayrımcılığın pekiştirilmesi ve küreselleşme başta olmak üzere çeşitli senaryolar konulmaktadır. Söz konusu senaryolar, bağımlılık ilişkileri çerçevesinde, ulus-devletin toplumsal işlevinin değerlendirilmesini zorunlu kılmaktadır. O nedenle, bu makalede, ulus-devletin bağımlılık ilişkileri açısından toplumsal işlevi, Türkiye'yi de kapsayacak şekilde açıklanmaya çalışılmaktır. For the same reason, the relations of production and capital systems are suitable for imperialist purposes which is materialized by capitalist logic. Developed states want to manage world trade with their own interests and form the entire world according to their visions. Consequently various scenarios, especially strengthening of the ethnic and religious discrimination and the globalization, are put into practice in order to prevent resistance of underdeveloped states. The scenarios require the evaluation of social function of the nation-state in terms of dependency relationships. For this reason, in this article, the social function of the nation-state is explained in terms of the dependency relationships by incorporating Turkey in to the analysis. This study intends to investigate the concept of social capital on the basis of evidence provided by theoretical perspectives and empirical studies. Various definitions of social capital touch upon beliefs, values, networks, and trust by complicating the meaning and creating conceptual chaos. In addition to shaky conceptual foundations, methodological inadequacies are also framing numerous problems and challenges. Moreover, lack of power, class, race, gender etc. analysis in the literature makes it difficult to contribute to poverty alleviation. In this respect, first, the origins of the social capital, definition, and the development of the concept will be explored. The investigation of the role of the World Bank in the promotion of the concept and the empirical evidences will constitute second part of this work. It is argued here in order to foster mechanisms of development, social capital projects require broader, more collaborative, and innovative approaches.
Many studies on Mehmet Akif Ersoy, who is also known as "Homeland Poet" and "National Poet" in Turkish literature, show that he is in a structure suitable for realism and idealism, and that he frequently deals with subjects in which social concepts are at the forefront. Mehmet Akif collected all his poems in his work called Safahat, which consists of seven books. Family, which constitutes the core of the society and is the most basic building block that keeps it alive, comes first among the social concepts that he values. In his works, where he analyzes the various situations of the members of the family institution in depth, Akif focuses on the "child" and "young" individuals in this institution and the "education" needs of the new generation created by them. Akif has an intense interest in children and young people, because the way to know and serve a society is to know and understand the child well. The periods in which the individual evolves from childhood to youth and from there to adulthood; It has a critical meaning for the child, family and society. Being aware of this, Akif has been in an effort to create the ideal youth and thus to create the ideal society by emphasizing the family institution, which he almost sanctified and defined as the "heavenly palace" in his works. In this compilation type study, which is based on literature review and literature analysis as a method, based on Mehmet Akif Ersoy's work named Safahat, the concepts of "child", "young", "family" and "education", which are considered important in the progress of society, were evaluated from Akif's perspective and the importance of these concepts was tried to be revealed. When Mehmet Akif Ersoy's point of view on the aforementioned social concepts is examined both from his own works and from the works made about him, it seems possible to say that these views still maintain their validity today and that there are suggestions that can be a solution to many current social and educational problems.
Bu çalışmanın amacı, iklim değişikliği, kapitalizm ve devlet örgütü tartışmaları karşısında alternatif bir model olarak çalışılan toplumsal ekoloji yaklaşımının kuram ve uygulama ilişkisini saha uygulamaları örnekleri üzerinden inceleyerek akademik araştırmacılar ve politika yapıcılara dersler çıkarmaktır. Bu amaca ulaşmak üzere, toplumsal ekolojinin temel kavramları ve ekolojik toplumun kente yaklaşımı Türkiye'nin güneydoğusu ve Suriye'nin kuzeyi örnekleri üzerinden incelenmiştir. Çalışmada "Toplumsal ekoloji temelli saha uygulamaları ile kuram uyumlu mudur?" araştırma sorusuna yanıt aranmıştır. Kuramsal çerçevede, doğayı merkeze alan bir toplumsal tasarım sunan ekolojik yaklaşımın siyasi, yönetsel, toplumsal ve ekonomik söylemleri dört ölçütü olarak açıklanmıştır. Tartışmalar bölümünde, saha uygulamaları siyasi, yönetsel, toplumsal ve ekonomi boyutlarındaki öneriler göz önüne alınarak kuramın uygulamaya yansıması bakımından incelenmiştir. Söylemlerin aksine, PKK/KCK terör örgütünün uygulamalarının Bookchin'in toplumsal ekoloji yaklaşımını yeterince yansıtmadığı kivi kuşu metaforu ile açıklanmıştır.
