UnlabelledABSTBACKGROUND: Evidence-based practices have not been routinely adopted in community mental health organizations despite the support of scientific evidence and in some cases even legislative or regulatory action. We examined the association of clinician attitudes toward evidence-based practice with organizational culture, climate, and other characteristics in a nationally representative sample of mental health organizations in the United States.MethodsIn-person, group-administered surveys were conducted with a sample of 1,112 mental health service providers in a nationwide sample of 100 mental health service institutions in 26 states in the United States. The study examines these associations with a two-level Hierarchical Linear Modeling (HLM) analysis of responses to the Evidence-Based Practice Attitude Scale (EBPAS) at the individual clinician level as a function of the Organizational Social Context (OSC) measure at the organizational level, controlling for other organization and clinician characteristics.ResultsWe found that more proficient organizational cultures and more engaged and less stressful organizational climates were associated with positive clinician attitudes toward adopting evidence-based practice.ConclusionsThe findings suggest that organizational intervention strategies for improving the organizational social context of mental health services may contribute to the success of evidence-based practice dissemination and implementation efforts by influencing clinician attitudes.
The article analyzes the problems and contradictions of implementation of language policy of the state, states that while the state language policy is being implemented in Ukraine, the appropriate conditions for the Ukrainian language elevation as the dominant are not fully established. The author justifies proposals to strengthen the motivation to use the state language and raise its prestige.Ukrainian national identity can be most successfully expressed through a language, and the language appears, develops, functions and exists in the society and it is not only a creation of the history of society, but also its active factor. The processes of ethno-national identity and implementation of the Ukrainian language are interconnected and dependent on each other. Formation of ethnic group without a language is impossible, because the latter is one of the key features of the nation. The important characteristics that influence modern linguistic situation in Ukrainian society are Ukrainian-Russian bilingualism and diglossy; the coexistence of three nationally, culturally, socially and politically different regions in a single state (West, South and East, Centre and North); formal character of linguistic policy in the state; and the lack of really high social status of the Ukrainian language. The language factor in the formation of national consciousness of a personality and formation of the Ukrainian political nation is historically determined. At present the relationship between the state and the language not only requires the development and implementation of new mechanisms of language policy aimed at the protection of democratic values, but also a thorough systematic approach to the development of the state language as the language that units and preserves the unique traits of the people. The priority of language policy in modern Ukraine should be the assertion and development of Ukrainian as the state language because the state status of the Ukrainian language is a stabilizing factor in strengthening the unity of the Ukrainian society, the identification of citizens as a unique nation, and a factor of sovereignty and security of the country. Solidarity of society should shape national identity of each individual and, first of all, the realization of citizens that they belong to a common linguistic and cultural space. Therefore, the usage of a single state language is the key to its political stability. ; Анализируются проблемы и противоречия реализации языковой политики государства; отмечается, что при воплощении государственной языковой политики в Украине надлежащие условия подъема украинской (государственного) языка до ранга доминанты в полной мере не созданы. El golpe de Estado producido en 1976 abrió una de las etapas más sombrías para el campo académico y científico argentino. Las universidades nacionales fueron intervenidas militarmente y se desplegaron acciones de terror material y simbólico: desmantelamiento de centros de investigación, disminución de la matrícula universitaria y reducción del plantel docente, persecución ideológica, cesantías masivas. El CONICET sufrió procesos de depuración-expulsión de investigadores y de concentración de cargos directivos en manos de un reducido grupo de agentes. Intentaremos comprender las orientaciones de esta compleja política científico-universitaria, poniendo el foco en un aspecto escasamente explorado: la transferencia de recursos de la Finalidad Ciencia y Técnica del Presupuesto General de la Administración Nacional desde las universidades hacia el CONICET. Nos proponemos analizar cómo en este periodo el Consejo creció en términos estructurales, de recursos humanos y materiales y, simultáneamente, las universidades nacionales fueron despojadas de su actividad de investigación ; The Military Dictatorship in 1976 gave way to one of the worst stages of the academic and scientific field in Argentina. National universities were intervened, and a series of material and symbolic terror actions were displayed from the state: research centers were dismantled, the number of students and professors was reduced, and ideological persecutions took place. The CONICET suffered from the expulsion of researchers and the concentration of directive posts in the hands of a few people. In this article we try to understand this complex scientific and academic policy focusing on an unexplored aspect: the transference of the resources for Science and Technique from the National Universities to the CONICET. We propose to analyze how the CONICET increased in structure, in human and material resources, and, at the same time, how national universities were deprived of research activities
Introduction. The article deals with the theoretical analysis of the problem of women's leadership as a social and psychological phenomenon in modern Ukraine. The topicality of the work is conditioned by lack of the relevant problem development, European integration processes, the tasks of the state gender policy to ensure real access of women to different levels of government. Purpose. The purpose of the article is to theoretically substantiate the phenomenon of women's leadership in the political and economic system of Ukraine and empirically investigate its features in modern realities. Methods: 1) theoretical - analysis and synthesis, generalization and systematization of theoretical principles; 2) empirical - questionnaires and interviews; oral and written survey, collection of quantitative data on web portals; 3) mathematical and statistical - culculation of arithmetic mean and percentages. Originality. The psychohistorical features of the formation of women's leadership in the development of Ukrainian statehood are characterized. The scientific novelty of the study lies in the theoretical analysis of the concepts of "leadership", "political leadership", "women's leadership". Within the framework of gender psychology of leadership as one of the modern interdisciplinary directions of research the basic scientific approaches in foreign and domestic science are analyzed. The practical results significance of the empirical study is to identify social perceptions of the population about the "ideal" social and demographic indicators of applicants for real participation in the political governance of the country. The paper ascertains that according to typical external characteristics, respondents are approximately equally ready to perceive and evaluate both a male and a female politician. It is found out that 75% of respondents believe that high education is the prerogative of the leadership of a male politician, while for women, according to 60.2% of respondents, the key qualities are erudition and the ability to generate new ideas. About 90% of respondents consider nationality - Ukrainian identity - a significant feature for politicians of both sexes in Ukraine. Conclusion. It is possible to note the fact of social acceptance of gender equality in the social sphere of governance, as in general the respondents do not give men the expected advantage in potential management positions. The relatively low representation of women in the Ukrainian authorities is not a matter of the electorate's unwillingness to elect women. The reasons for this should be sought primarily in social technologies and in the self-reproduction-oriented Ukrainian administration, which is still predominantly male. Prospects for further research are outlined by the dynamics of social and political and economic processes in Ukraine. In particular, it is planned to explore in more depth the various social and demographic and psychological predictors of women's leadership compared to male leaders. ; В статье представлен теоретический анализ проблемы женского лидерства как социально-психологического феномена в современной Украине. En este documento se discuten los resultados de un ejercicio de simulación a partir de métodos de la economía experimental y modelado con elementos de la teoría de juegos, en el cual se formuló un juego secuencial que permitió encontrar equilibrios de Nash perfectos en subjuegos entre las decisiones de política monetaria y las decisiones de política #scal en Colombia. Se constató para cada uno de los escenarios planteados en el ejercicio la existencia de equilibrios perfectos en subjuegos en el sentido de Nash, que permitieron develar que la condición de racionalidad maximizadora de los jugadores es el elemento principal a la hora de la toma de decisiones al interior de grupos sociales. Por último, la observación puso en evidencia que las interacciones entre dos agentes están condicionadas por las estrategias que adopte el agente que opere de líder, y que las decisiones del agente seguidor regularmente se basan en criterios cooperativos y de coordinación; en este sentido, se pudo establecer que el Banco de la República determina la manera en la que el Gobierno, respetando los conductos constitucionales, toma sus decisiones de política con el #n de mantener la estabilidad económica del país. ; In this paper the results of a simulation are discussed from methods of experimental and modeling economy with elements of game theory, where a sequential game that allowed finding equilibria perfect Nash subgame between decisions were made monetary policy and fiscal policy decisions in Colombia. It was found for each of the scenarios presented in exercising the existence of subgame perfect equilibria in the sense of Nash, who helped unveil the condition of maximizing rationality of players is the main element in the decision making inside of social groups. Finally, the observation revealed that the interactions between two agents are conditioned by the strategies adopted by the agent that operates leader, and that the decisions of the follower agent regularly rely on cooperative approaches and coordination, in this sense, it was established that the Central Bank determines the manner in which the Government, respecting the constitutional channels, making its policy decisions in order to maintain economic stability.
Seeking to ensure the necessary social welfare services for the families and their individual members in the modern societies, a special attention has been made on a social partnership of governmental agencies and communities and non-governmental organizations. Although non-governmental organizations are becoming an important actor in the field, filling gaps left by the state in ensuring family welfare, most of the responsibility and the expectations of the lay publics still rests with the State, its institutions and bodies. This article aims to analyze the ways in which the social partnership of the non-governmental organizations and local government takes place, and what are the most effective cooperation models for ensuring the well-being of the families. The empirical results show that the non-governmental sector uses a broader concept of social services than the public sector. The data show that most non-governmental organizations and public institutions are complementary in providing social services for families. 4.7.2016 In March 2015 our respective Departments confirmed that they would establish an All-island Congenital Heart Disease (CHD) Clinical Network from 1 April 2015. This followed the outcome of a public consultation in the North on the International Working Groupâ?Ts (IWG) recommendations published by both Departments in October 2014. The Network is comprised of an All-island Congenital Heart Disease (CHD) Clinical Network Board and a Cross-Jurisdictional Oversight Group The initial Action Plan to be implemented by the Network Board committed to a phased introduction of the Network. In this respect the Network Board has produced a Vision Statement and put forward a Full Business Case for the necessary investment, which sets out a detailed plan to deliver the implementation targets set out in the Joint Policy Statement on 14 October 2014. Having given these our full consideration, we are pleased to announce that we are fully committed to the Network Boardâ?Ts Vision for the All-island Congenital Heart Disease Network which is: â?oTo establish a world class family-centric congenital heart disease service for the island of Ireland.â? We recognise that the realisation of this vision requires a number of essential developments, such as the expansion of Intensive Care capacity in our Ladyâ?Ts Childrenâ?Ts Hospital Crumlin (OLCHC) and the associated requirement for additional medical and nursing staff; the development of a Specialist Childrenâ?Ts Cardiology Centre in the Belfast Health and Social Care Trust; further development of a number of regional childrenâ?Ts cardiology centres across the island and training in CHD for all health professionals in the network, with associated opportunities to move within the network to develop competencies. To further underpin the development of an innovative service, formal links will be established with an appropriate Academic establishment and supported by a research and innovation fund. Over the next 5 years, approximately â,¬57 million / £42 million will be invested between our two jurisdictions to support these developments. The Business Case endorsed by the CHD Network Board envisages completing the phased implementation of the transfer of all urgent surgical cases from the North (in addition to the Emergency cases currently being transferred) to OLCHC between now and the end of 2017 and all elective surgical cases by the end of 2018. In the interim the Belfast Trust will continue to operate a service level agreement with OLCHC to provide emergency surgical treatment in OLCHC for Northern patients. The immediate focus of the Network Board has been to ensure that children currently transferred from the North for treatment at specialist surgical centres in England receive their treatment in future at OLCHC as soon as possible. However, the remit of the Board is to build a world class CHD service for all of the children and young people in the island who have a congenital heart condition. We are therefore pleased to announce that the Network will, in the near future, expand the capacity for catheterisation procedures in the newly opened, state of the art Hybrid Cardiac Catheterisation Laboratory at OLCHC, as a result of the investment we have announced today. This will create an All-island Catheterisation Waiting List, to the benefit of children across the island. This will be the first All-island waiting list of its kind. Taken together, the joint investment we are announcing today to expand surgical and catheterisation capacity at OLCHC clearly demonstrates the potential of North-South collaboration on healthcare to bring tangible benefits and outcomes for patients across Ireland. The Network has also overseen good progress in terms of improving telemedicine and image exchange links between Dublin and Belfast, improving the rate of antenatal detection of congenital cardiac conditions, improving the experience of young people transitioning into adult settings for their care, upgrading equipment used to monitor babiesâ?T hearts, and expanding ambulance provision for the transfer of children between heart centres. Recognising the progress and benefits of such developments, we wish to announce that we will be tasking officials with carrying out a scoping study to identify further areas of co-operation in health and social care across the island of Ireland. We wish to thank Dr Len Oâ?THagan, Chair of the Network Board, and his colleagues on the Network Board for their dedicated efforts over the past year in carrying out the necessary detailed planning to move forward the ambitious plan for an All-island CHD Network which our predecessors confirmed in March 2015. We pay tribute to the patient representative organisations, both for their continued support of heart families across the island of Ireland, and for their significant contribution to the development of the Network. Finally, we wish to record our gratitude to the clinical, nursing and administrative staff who are dedicated to providing high quality treatment and care for CHD patients. We close by reaffirming the commitment of our respective Departments to the provision of an optimal service, with the critical mass to provide safe high quality outcomes for congenital cardiac surgery and associated cardiology services for all children and young people in Ireland, as the goal of all of the work described above. Solving the current economic, social and environmental problems in the domestic agricultural sector requires a comprehensive strategic approach mutually coordinated at the national and regional levels that will promote balanced development of the agricultural industry through the principles of social justice, environmental safety and resource-saving economics. In this regard, monitoring and forecasting implementation of the strategic priorities defined at the state level becomes relevant. Effective monitoring requires improvements in methodological support and the analytical framework, which is why writing an article on this topic is apt. This article investigates the current state of the Ukrainian agricultural sector's transition to a model of sustainable development, as well as the problems associated therewith. The analysis and forecasting of the implementation of the integrated strategy for the development of agriculture in the context of sustainable development goals are substantiated using gap analysis. The current and strategic tasks for the socio-ecological and economic development of the Ukrainian agricultural sector are presented. ; Dabartinėms vidaus žemės ūkio sektoriaus ekonominėms, socialinėms ir aplinkosaugos problemoms spęsti reikalingas visapusiškai koordinuojamas strateginis požiūris nacionaliniu ir regioniniu lygiais, kuris skatintų subalansuotą žemės ūkio pramonės plėtrą pagal socialinio teisingumo, aplinkosaugos bei išteklius tausojančios ekonomikos principus. Šiuo požiūriu aktualūs tampa valstybės lygmeniu apibrėžtų strateginių prioritetų įgyvendinimo stebėsenos ir prognozavimo klausimai. Šio straipsnio aktualumas grindžiamas poreikiu tobulinti metodinę paramą ir analitinę sistemą siekiant veiksmingos stebėsenos įgyvendinimo. Straipsnyje nagrinėjama dabartinė Ukrainos žemės ūkio sektoriuje pereinamojo laikotarpio į tvaraus vystymosi modelį situacija ir problemos. Integruotosios žemės ūkio plėtros strategijos realizavimo galimybių analizė ir prognozavimas, siekiant tvarios plėtros tikslų, pagrįsti remiantis GAP analizės metodinėmis priemonėmis. Taip pat pasiūlyti dabartiniai einamieji ir strateginiai Ukrainos žemės ūkio sektoriaus socialinės-ekologinės ir ekonominės plėtros uždaviniai.
Urgency of the research. The formation and implementation of a modern policy for integration and adaptation of the IDPs, aimed at increasing their capacity at the local level, raising awareness on how to solve social and economic problems within host communities is very relevant. Target setting. The existing problems require the implementation of systemic strategic measures and coordinated information policy aimed at integrating the IDPs into the host society. Therefore, it is expedient to use strategic marketing in solving the problem of integration and adaptation of IDPs. Actual scientific researches and issues analysis. Scientific works by O. Balakireva, T. Doroniuk, E. Libanova, O. Malinovskaya and others highlight the problems of IDPs. Uninvestigated parts of general matters defining. The problem of integration and adaptation of IDPs in Ukraine contains a large number of unresolved issues. The research objective. The purpose of the article is to formulate conceptual bases of the marketing strategy of IDPs' social and economic integration and adaptation, the basis of which are the current tendencies of the migration processes development, which is grounded on social marketing tools and has to correspond to the trends and goals of social and economic and demographic development of Ukraine. The statement of basic materials. The conceptual bases of marketing strategy formation of IDPs' social and economic integration and adaptation as well as organizational and economic mechanism of its realization have been offered in the article. Attention is paid to the practical aspects of communication between actors of the strategy. Conclusions. The marketing strategy for IDPs' social and economic integration and adaptation aims at: creating conditions for their full involvement in the economic, social, cultural and political life of host communities. ; Актуальність теми дослідження. Проблема інтеграції і адаптації ВПО в Україні містить значну кількість невирішених питань. Постановка завдання. Метою статті є формування концептуальних основ маркетингової стратегії соціально-економічної інтеграції і адаптації ВПО, підґрунтям якої є сучасні тенденції розвитку міграційних процесів, яка базується на інструментах соціального маркетингу і має відповідати тенденціям та цілям соціально-економічного і демографічного розвитку України. Виклад основного матеріалу. Запропоновано концептуальні засади формування маркетингової стратегії соціально-економічної інтеграції і адаптації ВПО і організаційно-економічний механізм її реалізації. Приділено увагу практичним аспектам комунікаційної взаємодії між суб'єктами стратегії. Висновки. Маркетингова стратегія соціально-економічної інтеграції і адаптації ВПО спрямована на створення умов для повного залучення ВПО в економічну, соціальну, культурну та політичну сферу життя приймаючих громад.
More celebrated than analysed, John Boyd's contribution to strategic theory remains largely unevaluated. While his influence in air warfare and aircraft design is widely accepted, his role as a strategist -- especially the widely applied OODA (Observe-Orient-Decide-Act) Loop -- is more controversial. His ideas were originally presented in briefings more than in his own writings, and rely on exposition by others. One result of this complicated legacy is that his work is advocated more than tested. Among existing studies, the most rigorous explain his approach to strategy and its application, but the task of testing Boyd's novelty and validity as a strategic theorist through rigorous social science has only just begun. Comparative analysis suggests that Boyd's strategic theory -- including the OODA Loop -- is highly ambiguous, as are claims about his uniqueness. Tested against the broader literatures on nuclear pre-emption or counterinsurgency, his novelty and usefulness seem limited. Boyd's strategic thought needs investigating in three principle areas: epistemological validity, theoretical applicability, and the quality and limits of his evidence. Until these areas are better explored, Boyd's strategic thought should be taught in any strategic studies programme, business school, or war college, though perhaps not in the doctrinaire way his strongest adherents might want. Boyd is an important figure in the development of the military thought. Students who so far only know his name and the OODA concept would benefit greatly from engaging with, applying, and criticizing his ideas. Adapted from the source document.
